Islamabad on November 28, 2018. Mr.
Aslam Umer, Member Engineering, PAEC
was also present in the meeting. The PAEC
had been a worthy Client of NESPAK since
long. Dr. Tahir Mahmood Hayat discussed
the technical expertise, manpower and
contribution of NESPAK towards national
development. Mr. Abrar Ahmad Khan
elaborated the status of all ongoing
projects with PAEC.

Division, visited the Pakistan Kidney and Liver Institute (PKLI)
site in DHA Phase-VII, Lahore on October 08, 2018.
NESPAK has been assigned design and construction
supervision of C-1, Phase-1. The total covered area of the
project is 330,443 sq.ft. The buildings under C-1 comprise
patient apartments, a PKLI bazaar, male & female
dormitories, which are multi-storey R.C.C frame structure
buildings. The contract mainly covers civil, plumbing,
electrical, HVAC, firefighting and networking &
telecommunication works. The Infrastructure Development
Authority Punjab (IDAP) is the Client.

In order to develop the Kartarpur Corridor between Pakistan and
India, NESPAK has been entrusted with design and construction
supervision of the following components: Construction of a
Boarding Terminal for pilgrims at boarder, an 800m long bridge,
a road up to Gurdwara complex and the Extension of Gurdwara
Complex including residential and parking facilities for
thousands of Sikh pilgrims.
On November 28, 2018, Prime Minister Imran Khan performed
the groundbreaking of the corridor connecting Gurdwara Darbar
Sahib in Kartarpur area of Narowal district to Dera Baba Nanak in
India's Gurdaspur district. The government announced that it
aimed to open the four (04) km long visa-free corridor on Baba
Guru Nanak's 550th birth anniversary next year. Foreign Minister
Shah Mehmood Qureshi, Punjab Chief Minister Usman Buzdar,
Railways Minister Sheikh Rasheed, Minister of State for Interior
Shehryar Afridi, Minister for Religious Affairs Noorul Haq Qadri
and Army Chief Gen Qamar Javed Bajwa were also in
attendance. Mr. Basit Masud, Advisor, Mr. Saleem Khan, Project

NESPAK has won the

Hydropower Project on the
Braldo River, Shigar” in
Gilgit-Baltistan. The
consultancy services

TUMAS presentation on Rapid Mass Housing Construction
Turkish Engineering, Consulting & Contracting
Co. (TÜMAS), a sister company of NESPAK and
one of the three shareholders of TURKPAK
International (Pvt.) Ltd, gave a presentation on
“Rapid Mass Construction of Housing Units
Using Tunnel Formwork Construction
Methodology” on October 11, 2018 at NESPAK
House, Lahore. The presentation was attended
by the Managing Director NESPAK along with
key NESPAK management personnel. TÜMAS
shared its rich experience of mass housing
projects with the audience which it had
undertaken in Turkey during the last 15 years.
The presentation was aimed at establishing a
prospective collaboration between TUMAS and
NESPAK to proactively look for solutions in view
of the incumbent Government's ambitious
initiative for Naya Pakistan Housing Scheme
which envisions developing five million
affordable housing units for the low income
populace of Pakistan.
The Aziz Cross Flyover at Gujranwala
has been completed and is currently
serving two-way heavy-duty traffic
effectively. NESPAK has provided
structural design and consultancy
services for the construction of the
flyover, which is a multi-span, cast-in-
situ, box girder structure with variable
deck. The layout of the interchange
comprises five flyovers with at-grade
ramps in which central three-lane flyover
has been constructed to facilitate signal-
free traffic between Rawalpindi -
Gujranwala - Lahore. In addition, two
double elevated and two-lane flyovers
(directional ramps) have been

leaf pattern has
been developed to
make a signal-free

tensioned I-girder bridge.
The project has been sponsored by
Government of the Punjab through
Communication & Works (C&W)
Department, Gujranwala. As the city is
presently rated among the largest
growing cities of Pakistan which is also
especially famous for its medium-level
industries, the construction of the flyover
in Gujranwala is facilitating movement of
freight and passenger traffic immensely.

NESPAK is the lead partner in a NESPAK-
BARQAAB joint venture for providing
engineering consultancy services to
National Transmission and Despatch
Company (NTDC) Limited for its Rs. 21.7
billion transmission scheme for dispersal
of Power from Neelum Jhelum Hydropower
plant. The scope of services for the project
comprises contract management, pre-
qualification of bidders, preparation of
bidding documents including bid level
drawings, evaluation of bids, assistance
during award of contract, review of
design/drawings, construction supervision,
verification of contractor's invoices and
testing & commissioning of the project. In
order to achieve timely power dispersal
from Neelum Jhelum Hydropower Plant,
the subject transmission line has been
divided into two sections i.e., Phase-I
(Priority Section); Neelum-Jhelum
Hydropower Plant to Domeli Section
(145km) and Phase-II; Domeli to 500kV
Gakkhar Substation Section (130km). The
Phase-I of transmission line was
successfully energised on April 02, 2018
while Phase-II of transmission line is
presently being constructed. Survey and
soil investigation activities have been
completed whereas tower foundation and
tower erection activities are going on in full
swing. Overall 49% progress has been
achieved on Phase-II.

Bridge over Balloki Sulemanki Link CanalNESPAK has been tasked with the
construction supervision of a bridge over
Balloki Sulemanki Link Canal at village
Balloki and adjoining roads. This is a 6
span bridge which will connect district
Kasur with district Nankana and further
with the Motorway. The physical progress
is about 65% and project is expected to
be completed by June 2019.
Humanitarian Response Facility (HRF), GilgitNESPAK has successfully completed the
construction supervision of steel frame
warehouses, masonry buildings, a
boundary wall, pavements and ancillary
works of Humanitarian Response Facility
(HRF) at Gilgit on November 14, 2018. The
assignment was handled by Salman
Shahid, Chief Engineer, Islamabad office
as Project Manager on behalf of NESPAK.
NESPAK has already completed similar
such projects at Hyderabad, Peshawar
and Sukkur. The Project cost was around
Rs. 93 million and it was awarded on
February 14, 2018 under Long Term
Agreement between United Nations World
Food Programme (UN-WFP) and NESPAK.

NESPAK has won another project of Karachi
Port Trust (KPT) i.e. “Feasibility Study for
Port Connectivity Project under Public
Private Partnership (PPP) Arrangement.”
The prime objective of the feasibility study is
to review the vehicular traffic situation at
Karachi Port keeping in view the forecasted
cargo handling requirements. This study will
address the traffic congestion issues and
recommend options for improved port
connectivity to evacuate cargo from
Karachi Port to upcountry via road and rail
in an efficient way.
The scope of services includes vehicular
traffic forecast, preliminary cost estimates
for various options, commercial feasibility
for PPP module, marketing & procurement
strategy, preparation of procurement
documents and assistance in finalisation of
concession/contract agreement.
The project will be undertaken by NESPAK
Karachi Division. Mr. Ali Nawaz Shaikh,

Infrastructure Section is the Project Manager
and Mr. Asif Shah is the Project Coordinator.

October 3 & 4, 2018 and held meetings
with senior AJ&K government officials. The first meeting was held with Col (retd.)

Working on the project titled “Land-Use
Planning and Infrastructural Designing for
Fazaia Housing Scheme Gujranwala” is in
full swing. The project comprises 500-
acres land which shall be executed in
three phases. NESPAK has submitted
tender documents for Phase-I to the Client
and subsequently the work has been
awarded to the contractor. Moreover,
planning and design of Phase-II is in
progress.

consultancy services to the National
Transmission & Despatch Company
(NTDC) for construction supervision of civil
works, erection, stringing, testing and
commissioning of 500kV single circuit
Guddu-Muzaffargarh Transmission Line
and in/out arrangement of 500kV D.G
Khan-Multan Double Circuit Transmission
Line at Muzaffargarh Grid Station. Main
objective of this project is to transmit 747
MW power generated from Guddu
Thermal Power Station to the national grid.
The project has been divided into four
Lots. The Lot-I and Lot-IV are being
financed by Asian Development Bank
(ADB). The stringing, testing &
commissioning works are being carried
out and work on these Lots is nearing
completion while for Lot-II and Lot-III
which are being financed under the own
resources of NTDC, civil and electrical
works are currently in full swing. This
project shall not only enhance power
system capacity of existing 500kV
transmission lines network but shall also
improve the voltage profile of 220kV and
132kV MEPCO region.

A master plan of the provincial capital
needs to be updated in view of the
increasing population and expansion in
limits of the city to cope with future
challenges. It was discussed at a meeting
held at NESPAK headquarters on October
11, 2018. The meeting was participated by

The meeting was apprised that the current
master plan of Lahore was approved in
2004 which was valid up to 2021.
However, after expansion in LDA's limit to
entire Lahore division in 2013 its scope
had been extended to all the four districts.
Recommendations and proposals by the
stakeholders would be welcomed for
chalking out a viable master plan for the
city. The meeting was also informed that
issues had been determined for updating
the master plan. The Managing Director
NESPAK asked for collecting data for new
master plan with the help of geographic
information system. The LDA DG asked for
seeking input from all the stakeholders.
Meanwhile, LDA constituted a 15-member
committee for reviewing the existing
master plan, identifying its shortcomings
and putting forward recommendations for
the new master plan. NESPAK Town
Planner principal Ahmed Masood would
be the coordinator of this committee.

IT team of Water & Agriculture busy during the Deployment of CSR Application
NESPAK has successfully achieved two
milestones back to back by completing
the construction of ADB-funded extension
works at 500KV substation bay 4 on
November 04, 2018 and 500kV DADU-
MORO section (55km) transmission line
(LOT-II). All requisite tests were performed
along with an NTDC, TSG team and the
same was commissioned/energised on
November 14, 2018. The Project Manager,
Deputy Project Manager and other team
members from NESPAK were also there at
the time of energisation of Moro-Dadu

bottlenecks during construction, NESPAK
remained committed to completing the
section in the best national interest.

NESPAK has been awarded design and
construction supervision of an underpass
at Kashmir bridge along canal by the
Faisalabad Development Authority (FDA).
The project construction cost is Rs. 1,280
million and it consists of two underpasses
along the RB canal and two u-turn
bridges. The design is completed and
construction work was inaugurated by Mr.
Aamir Aziz, Director General, FDA. Mr.

services to the Karachi Port Trust (KPT) for
“Establishment of Environment Friendly
Multipurpose Dry Bulk Cargo Terminal at
East Wharf Karachi Port”. The scope of
services included site location study,
terminal planning & environmental
scoping/IEE study, financial & economic
feasibility study, project implementation
framework study, preparation of PPP
procurement documents, evaluation of
technical & financial proposals and
assistance to KPT in negotiations, and
award of PPP Contract.
NESPAK conducts ProjectAwareness Symposium
As part of its assignment, NESPAK
successfully conducted a Project
Awareness Symposium on October 10,
2018 at a local hotel in Karachi which was
attended by KPT officials and prospective
bidders/concessioners and others. The

Brief regarding meeting held atIrrigation Secretariat
Mr. Muhammad Mohsin Leghari, Irrigation
Minister for Punjab, chaired a meeting on
December 13, 2018 for an open
discussion on Project Readiness Financing
(PRF) for Punjab Water Resources
Management Project. All the Chief
Engineers of the department and irrigation
experts attended the meeting. Mr. Javed
Munir, Water & Agriculture Division, and
Mr. Fazal Rehman Kashif, Project Manager
PIAIP, attended the meeting and
discussed one of the five priority projects
i.e. “Smaller Cholistan Water Resources
Development Project”, prepared under
PIAIP.
Mr. Fazal Rehman Kashif gave a
presentation on feasibility study carried out
for Smaller Cholistan Water Resources
Development Project. All the components
of project were discussed in detail
including remodeling of RQ, QB & BS link
canals, construction of feeder channel and
distribution system to irrigate unexploited
gross area of 0.57 million acres in Smaller
Cholistan. Various options for financing of
this project were also discussed. The
project was recognized as imperative by
the Chair to improve the irrigation
infrastructure and to increase the
productivity of the agriculture sector in the
province. Estimated cost of the project is
US $437 million.

Abdus Salam Khan, General

16 to 19, 2018 to physically inspect
current activities of the project with
respect to quality and progress. The
visiting team conducted detailed visit of
the site along with NESPAK CRE, Mr.
Abdul Jabbar and guided the staff on
various construction and contract related
matters. The visiting team also held a
meeting with the Client, Jordan Valley
Authority, Ministry of Water and Irrigation,
for discussing the progress of the project.

In the wake of the present critical state
of water availability in Pakistan, the
Supreme Court of Pakistan has taken
the initiative to raise the awareness
about water scarcity and to provide
guidelines for timely formulation of
effective policies for water storage and
preservation in Pakistan. In this context,
the Law and Justice Commission of
Pakistan (LJCP) under the aegis of the
Supreme Court of Pakistan organized a
two-day international symposium on
October 19-20, 2018 on the theme of
"Creating a Water-Secure Pakistan."

Jurists, luminaries of law, experts
in water resources management,
academia and researchers from
different countries presented
their research papers in the symposium.
Dr. Tahir Mahmood Hayat also
presented his paper titled “Challenges in
Design of Dam in Pakistan” in the
Second Thematic Session. His paper
covered the issues of construction of
dams and water reservoirs which are
need of the hour for effective storage of
water, as per requirement of ever-
growing population of Pakistan and
generation of hydroelectric power.
The findings of all the presentations
made during the symposium, including
that of Dr. Hayat were later included in
the “20-Point Islamabad Declaration”
published on October 20, 2018. Both
Organizing Committee heads thanked
Dr. Tahir Hayat in a special letter for his
valuable contribution towards
understanding the human rights issue of
water scarcity and recommendations in
overcoming the challenges of water
related issues.
The inaugural session was chaired by
President of Pakistan, Dr. Arif Alvi while
the concluding session was chaired by
the Chief Justice of Pakistan.

(M&QCD) to monitor the implementation of
the Quality Management System in W&A
(Agriculture Section), Islamabad Office,
Disaster Management & Reconstruction
Division, Peshawar Office, Karachi Office
and Architecture & Planning Division
Karachi, to ensure compliance with the
Quality Management System (QMS).

were generated based on Audit findings
and the reports were later closed after
ensuring implementation of the
recommended corrective actions. Internal

A two-day Surveillance Audit for ISO 9001:
2015 QMS was conducted by the Lead
Auditor/Technical Expert of TUV Austria
Bureau of Inspection & Certification during
December 18-20, 2018 at various Divisions
in NESPAK House, Lahore, Karachi Offices
and Architecture & Planning Division,
Karachi. The Surveillance Audits for ISO
14001: 2015 Environmental Management
System and OHSAS 18001: 2007

were also conducted by the TUV Auditor.
The Audits were extensive and their
objective was to measure the
conformance of NESPAK's QMS, EMS &
OHSAS Systems to meet the requirements
of the Standards. The Systems were found
compliant to the Standards by the TUV
Auditor, no Corrective Action Requests
(CARs) were raised by the Auditor and
NESPAK was recommended for continued
Certification for all three Standards. These
Certifications will further increase our trust
with Clients and enable us to qualify for
and win more projects locally and
overseas.

held elections. This was announced by the
Honorary Secretary General of IAP during

simultaneously through video-link.
Mr. Arif Changezi is an active member of
IAP who has also served IAP in various
capacities, as Chairman, IAP-Karachi
Chapter and Honorary Secretary, IAP in
the past. He has represented IAP in
various International Forums/Conferences
such as ArcAsia, Commonwealth
Association of Architects (CAA) and
SAARCH in Japan, India, Malaysia, Hong
Kong, Bangladesh and Nepal. He has also
organized a number of International
Forums/Conferences at Islamabad and
Karachi as the Convener. He is also a
permanent member of the Accreditation
team of Pakistan Council of Architects &
Town Planners (PCATP), trained and
certified by Higher Education Commission

platforms in order to boost their
professional development. In this regard,
NESPAK nominated five (05) professionals
to attend training on “Dispute Resolution in
Project Procurement and Contract
Management” which took place at
Pakistan Engineering Council (PEC),
Headquarters, Islamabad on October 25,
2018. The main objective of the training
was to provide guidance and
understanding regarding principles of
dispute resolution in procurement and
procurement planning.
ESPAK's Human Resources Division Nhas initiated Capacity Building
Programs to revive the Professional
Development of its employees. Sixth
training/session of its kind on Variation
Orders in Construction Contract was held
at Sabir P. Chohan Board Room, NESPAK
House, Islamabad, on November 29, 2018.
The training was conducted by Salman
Shahid, Chief Engineer, Islamabad office,
where he shared his experiences in
handling variations in a Construction
Contract. The main objective of the training
was to provide guidance and
understanding of variation orders and
ways to handle the variations that arise
during the lifetime of a project.
Structural Engineering Division (SED)
has recently carried-out an in-house
software training on Building Information
Modeling (BIM) technology through the
latest version of AutoDESK “Revit-2017”
software.
The training has been primarily conducted
by Principal Engineer Ahsan Rafique,
Senior Engineer Usman Khan and Senior
Engineer Ayesha Naheed along with
assisting Senior Engineers Waheed
Ahmad, Sajid Hanif and Rizwana Hafeez.
The training was divided into three
separate sessions of 4 days each and
included employees of SED in batches of
18 persons per batch. A number of
software hand-on exercises and
assignments were given to participants to
achieve desired skill proficiency level.The adoption of BIM constitutes a
paradigm shift in the engineering and
construction industry. Broader BIM
adoption will transform
design processes to
achieve greater efficiency
to improve the quality of
life of civil engineering
stakeholders. Moving to
BIM technology is a
much larger change, and
thus requires careful
implementation planning,
staffing- and training.
Hence, this course is
found to be ideally suited
to the delivery of
information needed to
improved design and
building performance.

Shaikh Zayed Hospital, Lahore
Shaikh Zayed Hospital, Lahore awarded
to NESPAK a project in November 2018
for redesign, evaluation of equipment
and top supervision of renovation,
installation, testing and commissioning
of heating, ventilation and air
conditioning (HVAC) system at Shaikh
Zayed Hospital, Lahore. The initial
estimated project cost is Rs. 180 million
and Mr. Haris Farooqi, Principal
Engineer Building Services Division, is
the Project Manager.
