BARS Managing Director Update
The first quarter of this year has certainly been a busy period for the BARS Program. Whilst a number of new audits have been conducted, we have also seen a number of recurrent audits undertaken. We have released version 4 of the BAR Standard that incorporates provisions for Aero-medical operations, principally in support of the resource sector, and for the use of night vision goggles. To coincide with the release of the new Standard, a new checklist has also been uploaded. The new Standard can be found on the Foundation’s website at www.flightsafety.orgbbarsbbar-standard.
During March and April we were able to deliver presentations on the BAR Standard Program and Aviation Coordinator training at a number of conferences. These included the inaugural Aeromed Africa conference held in Cape Town and the CHC Safety and Quality Summit held in Vancouver.
I attended the FSF annual Corporate Aviation Safety Seminar (CASS) in San Antonio, Texas, which is a forum that examines safety matters of interest within business aviation. At this Seminar I was able to address some queries from
operators within this sector who also provide services to the mining industry.
Finally, I visited Yellowknife in the far north of Canada and met with some of the operators there who have undergone a BARS audit. It was particularly enlightening to understand some of the challenges that they face in such a remote and cold climate. My thanks to those operators for their hospitality at short notice. I will provide some further insight into remote operations from this location in the next edition.

http://www.icao.int/Meetings/BaliRRSS The International Civil Aviation Organization (ICAO), in partnership with the DGCA Indonesia, the Flight Safety Foundation (FSF) and the Association of Asia Pacific Airlines (AAPA), invites its Member States, participants, sponsors and exhibitors to the Asian Pacific Runway Safety Seminar in Bali. The conference will feature a session for small operators on introducing Safety Management Systems to their operation. The session is designed to be practical and will provide some tools on risk management that operators can take with them for ready application. Be part of an important regional event that will bring together experts from diverse professional domains to promote a multidisciplinary approach to improving runway safety outcomes in Asia-Pacific.

The third Audit Review Meeting (ARM3) was held in Brisbane, Australia in conjunction with the Technical Advisory Committee (TAC7) meeting over the period 19-20 March 2012.
ARM3 was well attended by the accredited Audit Companies and created an opportunity to discuss many of the current and future aspects of the Program. The action items resulting from the pre-vious ARM2 were reviewed and further items added for the BPO to work on. With the Program now in a mature stage and seeing the first tranche of AOs currently undergoing their first renewal Audit there was some valuable data on the performance of the Program to review. This review covered the status of non-conformity close out, submission and release of reports and the spread of the Audits throughout the year.
The Audit Quality Assurance program has now gathered valuable data to recognize areas for improvement covering audit checklist design, AC operating procedures and Auditor training.
The BARS Auditor Recurrent Training has been released which was discussed at the ARM3 and TAC. The Recurrent Training is a computer based
training (CBT) package embedded in BARSoft that provides both training and testing of the candi-date auditor. The CBT will be used for future Audi-tor training courses in the conduct of the final exam.
With the release of BARSoft Version 2 in February, the ARM3 was a good opportunity to review the new features and discuss even further enhancements in the pipeline for BARSoft.
The ARM3 utilised pre-read material for all the attendees to assist with a thorough and flowing meeting. This same pre-read was provided to the TAC for review and ratification on important changes to the program. This process will be used for further meetings.
The next ARM4 is scheduled to be held in conjunc-
tion with the FSF 65th IASS and TAC8 in Santiago
Chile in October 2012.

The first BARS Auditor Accreditation course for 2012 was held in the Melbourne BARS office boardroom over 21 and 22 February 2012. The course was attended by ten candidates, one from South Africa and nine from Australia. George Snyder and Graham Rochat presented the course in our own office facilities and the attendees were therefore able to have the added benefit of meeting the rest of the staff and interact with them during the two days onsite.
Once again, as with previous courses, course class participation was very lively with professional interaction throughout.
Due to the feedback received from this and previous courses consideration is being given to increasing the duration of the course from two days to three days in order to allow for more course material to be discussed and also to allow sufficient time to be made available for the online demonstration of the software system, BARSoft.
The high experience and standards demonstrated throughout by the attendees again resulted in all attendees passing the course with flying colours.
Further courses will be made available as the
demand for BARS auditors increase and the venue
will be determined by the auditors that apply to
undergo training.

Star Ratings In future months, we will be introducing a new star system for Aircraft Opera-tors to identify their level of accreditation. This will be from 1 through to 5 stars. For example, an operator who currently achieves a green report status will likely achieve a 3 star rating. Once this is further refined, notification will be sent out to all aircraft operators providing policy details of the new accreditation
system.

About the BAR Standard
Many resource sector companies rely on chartered aircraft operators for a number of support activities including, most importantly, the movement of company personnel. The aircraft supporting these activities range from
small single-engine helicopters to transport category jet aircraft, utilized in a variety of challenging environments.
The BAR Standard was developed from an industry-identified need to establish a common safety audit standard that could be applied to resource sector aviation support activities. It provides contracting companies with the level of safety assurance required by their respective organizations. The Standard was developed from a risk-based model framed against the actual threats posed to aviation operations. It directly links these to associated controls and recovery and mitigation measures, as opposed to the outdated prescriptive format previously used within the industry.
The Standard provides a consistent audit model that allows member resource companies to share in the audits of operators all of whom have been subject to a consistent standard of audit.
