• Detox Risk to hospitals• Requested a Detox Workgroup - Approved

• Began meeting in June 2017• Monthly through November then weekly

• Why?• Detox clients filled ED beds causing diverts on regular weekends

• Warm weather cities tactics not an option with MN weather/winter

• Estimated crowd volumes were extremely high over multiple days

Detox Workgroup

Objectives:

1. Distribute citizens requiring detox to the appropriate facilities for their needs.

2. Maintain Emergency Department beds for patients with medical needs.

3. Assist Public Safety and hospitals in identifying detox bed space when requested.

Outcomes

• Algorithm created to assist Law Enforcement & EMS

• Pre SB clients shifted to free up beds

• Fast track concept implemented (<23 hrs. vs 48-72 hrs. of care)

• Education to ED leaders across the metro

• Education to law enforcement across the metro

• Temporary licensure modifications to increase beds• Surge plans ready to operationalize if needed

• Funding set aside if needed by Hennepin County to support the plan

• Monitoring ED bed and Detox bed availability via Detox Helpdesk 24/7 Jan. 31 thru Feb. 5• Every 2-4 hour phone calls

• Hospital diversion data

• Graphs detailing data based on SITREP questions

• Questions written in a heat map approach rather than raw numbers

Summary

Public health planned for and was ready to respond if needed but also ensured that potential issues were addressed to prevent incidents.

It takes a community and it takes resources for the state of MN to successfully host such large events but we can do this.

Without ongoing investments in public health preparedness, events like the Super Bowl, may not occur as safely as possible!

• Sunday, January 28th through Wednesday, February 7th, HEMS Received 88 Response Calls for K2 Overdoses

• 5 Cases Required Stays in the ICU – Additional Drugs Included Heroin or Fentanyl

• Call Times Between 10:00 to 19:00
