Blackall Magpies junior players fought valiantly over the weekend, winning three out of six games in the Laurie Spina Shield in Townsville.

The Magpies were victorious against the Peak Downs Pirates, the Hughenden Hawks and the Upper Ross Rams Green, but were defeated narrowly by the Cairns Brothers, the Townsville Brothers and the Walkerston Wanderers.

The annual two-day rugby league carnival saw 58 teams from across northern and western

Queensland compete and was open to players under 11 years of age.

The Blackall team was made up of players from the under 11s and under 10s teams.

After the competition the players took the opportunity to visit the Strand, spend some time at the beach and enjoy Townsville’s water park before the return trip to Blackall.

Country music singer brings live music to Blackall

Blackall currently has its own country music star in residence with award winning singer Graham Rodger performing nightly at the Blackall Caravan Park.

Mr Rodger started his career in the 1990s writing songs for Slim Dusty and other country music singers, before releasing his first album, Steering Wheel Drovers in 1998.

Mr Rodger has recently released his tenth album, This Land, which features a duet with Sara Storer, An Affair of the Heart

He has won 50 country music awards, with the most recent one the Bush Ballad of the Year at the Tamworth Country Music Festival

Every evening since June 11, Mr Rodger has been providing live music from 5-6pm at the Blackall caravan park with a camp oven dinner served afterwards.

Mr Rodger said that he was enjoying performing in Blackall and found that visitors enjoyed the show.

“It’s a wonderful atmosphere, performing by the campfire,” Mr Rodger said.

“I sing all Australian music, which is what the tourists are really looking for when they come out here.”

Mr Rodger travels around Australia performing for ten months of the year, and has been coming to the central west to perform for nine years, previously playing in Barcaldine and Winton.

Mr Rodger will make his last appearance at the Blackall Caravan Park next Monday, but will return again in August for more performances.

Over the past few weeks councillors have been able to continue their inspection of the Blackall Tambo Regional Council road network. These included Ravensbourne, Duck Creek, Tumbar, Neverfail, The Springs, Enninskillen, Langlo, Bex Hill/ Mt Macquarie and Pentwyn Roads. There are still problems on all roads within the region. Council staff are working to rectify the problems where possible, however we are still experiencing “wet” conditions in some areas with heavy machinery bogging on road works as recently as last week.

I was pleased to be able to open the South West Principals Cluster Conference held in Tambo. Schools represented were Augathella State School, Morven State School, Charleville State School, Charleville School of Distance Education, Eromanga State School, Quilpie State School, Thargomindah State School, Yowah State School and Tambo State School with the regional director from Toowoomba also attending. The fact of having different departmental boundaries for police, health and education in our region does have some impact on the way each department works within our region.

The meeting of the Blackall Tambo Regional Council Sales Yards Advisory Committee took place on the afternoon of Friday June 17. I have called a special meeting of Council for June 29 to discuss the recommendations which have come from the advisory committee meeting.

I was pleased to attend the Blackall State School Trivia Night and to be part of the winning team, Mad Hatters. There were some exceptional costumes worn on the night. I trust the night was financially beneficial to the Blackall State School.

Speaking of fun, council accepted a recommendation to hold a Halloween trick or treat for the youth of both Blackall and Tambo on November 5. I dare say there will be some spooky costumes being planned for that occasion.

The Enterprise Bargaining Agreement negotiated between the Blackall Tambo Regional Council and its workforce has been endorsed by the Queensland Industrial Commissioner for implementation on July 1 2011 and the

ensuing three years. Council administration presented estimated costs

associated with the recent Blackall Town and Community Venue Accessibility Audit conducted by the Department of Communities on February 23 2011, which was presented to council in March. Council has requested the manager of works to prioritise the improvements identified in the audit into a five year program. Some of the Blackall community facilities identified were the airport, show grounds, aquatic centre and the sale yards.

The Blackall Tambo Regional Council will be calling tenders for the construction of sewerage mains and pump stations for the Blackall industrial estate and for the construction of water mains in Blackall. This will ensure upgraded delivery of the water supply to several areas of Blackall.

Long time council employee Amanda Schultz has resigned as of June 24 to take up a position with the ANZ Bank in Longreach. Amanda has been employed with the former Blackall Shire Council and the Blackall Tambo Regional Council for 21 years. Recently engaged, we wish Amanda well for the future.

In conjunction with the Blackall State School Council is investigating the practicality of establishing a publiclyaccessible gymnasium in Blackall. Anecdotal evidence suggests that there are a number of people interested inutilising a gymnasium in Blackall on a regular basis and Council wishes to establish whether or not this is the case.

Currently extensive gym equipment is available through the Blackall State School and it is proposed that thisequipment be utilised in the establishment of any community accessible gymnasium.

The Blackall State School P&C Trivia Night was held last weekend at the Blackall Cultural Centre.

An excellent night was had by all with many compliments received regarding the fantasy themed decorations and the meals served.

Quizmaster Jason Smith provided some very testing questions throughout the night that kept all teams on their toes with the final result a narrow win by the Mad Hatters.

P&C President Alison Mobbs was very happy with the support from the community.

“The Trivia Night has been a great way to fundraise for the school’s library refurbishment and we have enjoyed support from many volunteers as well as sponsorship from a huge range of local businesses,” Alison said.

“Even though the Mad Hatters’ Team won on the night, the students will really get the prize in the way of enhanced resources and learning opportunities.”

Halloween is going to come to the west this year with the Blackall Tambo Regional Council putting aside $2000 to run trick or treat events in Blackall and Tambo.

The community events will be held on November 5 with funding going towards the provision of decorations and goodie bags for Blackall and Tambo youth.

Chief executive officer Ken Timms said that although it was an American tradition, some communities within Australia also celebrated the occasion, and council thought it would be a good opportunity to host an event.

“We thought there was an opportunity to further engage youth within the community,” Mr Timms said.

“It’s a little bit flowing on from Shockwave in a way by trying to create activities for local young people.”

Trick or treat

The OAC Ministries holiday care program will return to Blackall once again from July 5- 8.

The program will run from 9am-3pm daily at the Blackall State School for students from Years One to Seven.

Activities will include games, puppets, craft and singing with a theme of great stuff.

The organisation has been visiting western Queensland communities for the past 15 years, with the program running in conjunction with the combined churches of Blackall.

Holiday care

A transformation has been taking place in Shamrock Street with the re-painting of the old Toy Kingdom store.

The now pink building will be home to local business owner Ian Kinsey’s newest venture, a clothing store to be named Das Zoo.

The store takes its name for the German words for “the zoo” and will hopefully open within a few weeks, Ian said.

“The store may be for the younger and the younger at heart,” Ian said.

“We wanted to pick something that was a little bit edgy and different for Blackall,” he said.

“The colour definitely gets your attention and is good advertising in itself.”

Blackall-Tambo Regional Council invites suitably qualified or experienced applicants to fill the Casual Child Care Assistant position with the Tambo Child Care Centre. The successful candidate will be responsible for assisting in the implementation of the daily program and care of the children at the Childcare Centre under the guidance and direction of the Coordinator. The right candidate must demonstrate initiative, confidentiality, professionalism and tact.

The successful applicant will be required to possess appropriate qualifications as listed below; Mandatory Certificate III in Children’s Services or willing to undertake study to gain

this qualification; Blue Card for Child Related Employment; Current Queensland Drivers licence; and Current First Aid Certificate.

This position will be classified at yr 1 Unqualified Assistant Children’s Services Worker to Yr 1 Qualified Children’s Services Worker under the Children’s Services Award – State 2006 dependant on qualifications. Hours will be determined on a daily basis dependant on attendance of children requiring care between 8:00am and 5:00pm Monday to friday, with a minimum of 10 hours offered per week. The successful applicant will also be required to provide assistance when the Coordinator and Group leader are on rostered leave. Blackall will take centre stage when it hosts the Outback Queensland Tourism Awards in late October, with a weekend of activities being planned.

The event will see between 100 and 150 people from the tourism industry attend the awards on Saturday October 29 with notable guests including country music superstar Tania Kernaghan, who is the newest member of the Outback Queensland Tourism Association (OQTA) board.

Other activities planned for the weekend include a series of workshops dealing with issues such as publicity and digital marketing as well as several industry networking events.

Executive director of OQTA Matt Bron said the awards were a rare event for outback Queensland and planning is well underway for the event.

“We’re excited to come to Blackall as it has great facilities there for this kind of event,” Mr Bron said.

Manager of business enterprise for the Blackall Tambo Regional Council Murray Hilton said hosting the awards was an exciting opportunity for Blackall.

“It will be very good for the economy of Blackall,” Mr Hilton said.

“I expect all the accommodation houses will benefit, as well as tourist attractions like the Woolscour,” he said.

Western towns to tap into wi-fi hot spotsThe west could be set to go

wireless with RAPAD planning to trial public access wi-fi hot spots in two or three central west Queensland towns in the coming months.

Using NBN infrastructure, the project would establish public wi-fi hot spot with users able to purchase access time for the internet

RAPAD spokesman Ted Burling said the wi-fi hot spots would be beneficial for tourism in the west with a specially designed splash page where users log on providing information about the town and advertising for local businesses.

“Being able to access the internet and information about the town tends to keep travellers in the town longer than they would have stayed otherwise,” Mr Burling

said. “We’re generating quite a degree

of interest from local businesses in these areas.”

Mr Burling said the project was very much in its infancy and RAPAD was waiting to see what sort of response the idea received from communities.

“I think councils will become very interested in the idea,” Mr Burling said.

“It’s not a very costly operation to set up,” he said.

“We’re way beyond broadband now.”

RAPAD hopes to trial the wi-fi hot spots before the start of spring, with the idea of implementing the project in towns such as Blackall, Barcaldine, Jericho Winton, Longreach and Aramac by next tourist season.

Blackall landowners can hone their computer mapping skills with a workshop to be run by AgForce on August 2.

Participants AGDATA’s FarmReady approved Farm Planning & Management – Module 3 workshop will receive free Phoenix Mapping software valued at $585 as part of the course materials.

A deposit of $900 is required to participate in the workshop, but approved participants will be fully reimbursed.

Tambo landowners won’t miss out with another computer mapping workshop to be held in Tambo on August 3.

Tambo is getting organised to hold its Teddy Bears’ Picnic festival in September, receiving funding from a range of sources.

After the success of last year’s Teddy Bears’ Picnic the Tambo Tourism and Business Association decided to expand the event into a three day festival which will include a floating lantern procession, a country picnic and games, markets, an old-fashioned supper dance, a kissing both, jumping castle, the Tambo Teddy

Bear golf day and various other activities.

Funding of $6850 has been received from the Regional Arts Fund to engage community artist Pamela Denise from Northern New South Wales to conduct workshops creating lanterns to float on the Tambo Dam.

The festival also received funding from the Gambling Community Benefit Fund to purchase a jumping castle for the event.

Blackall will need to be put into action quickly, with council hoping to have the changes in place by March next year.

Council has proposed that the Visitor Information Centre be relocated to Ram Park, with the library to be moved into the Visitor Information Centre and the Barcoo Family Care community services moving into the library.

The changes were agreed to at the last council meeting with expressions of interest being taken foradvisory committee to assist in further developing Ram Park.

According to Blackall Tambo Regional Council CEO Ken Timms, the decision was made primarily to reinvigorate Ram Park to turn it into a tourist attraction.

“Ram Park needs a revamp to give tourists something else to visit in Blackall,” Mr Timms said.

“If there are any changes, we would like to have them in place before next tourist season.”

These changes are in addition to the development of a youth centre in the Blackall Memorial Hall with businesses within the council buildings undergoing changes to

be affected, although plans are not finalised, according to Mr Timms.

“We’ve just got to work out where everyone will fit,” Mr Timms said.

Centrelink will move to the library building with Barcoo Family Care, Mr Timms said, although plans for the Barcoo Independent office in the Visitor Information Centre and CICADAS in the Memorial Hall were not yet determined.

“The youth centre will use the bottom section of the Memorial Hall and CICADAS might be better off in one of the top rooms of the hall,” he said.

Before the plans can be finalised however, extensive renovation is needed to be able to use the existing buildings at Ram Park.

“Some of the buildings have dry rot and white ants have been gotten into some of them,” Mr Timms said.

“We need to make sure the buildings are safe, although the point is to not alter the buildings.”

“The plans for the relocations are definite, although we do have definite plans to do all the repairs at Ram Park.”

The decision to move the Visitor

Information Centre to Ram Park was made to allow for improved management of the area, greater public access to the collections at Ram Park and improved parking for visitors with caravans and motor homes.

As another consequence of the relocations, the council has said it will provide more library services, which Mr Timms said would include extended library hours.

“Libraries in other towns hold different types of functions and we would also like to offer various activities such as Youth Week programs,” Mr Timms said.

The Blackall Tambo Regional Council has not yet received any outside funding for the renovation of Ram Park, but Mr Timms said this did not necessarily mean an increase in rates.

“Council is trying to minimise the impact on ratepayers,” Mr Timms said.

“Once Barcoo Family Care is moved, that will alleviate that building, which could be sold to assist with the costs of renovating Ram Park.”

In conjunction with the Blackall State School Council is investigating the practicality of establishing a publiclyaccessible gymnasium in Blackall. Anecdotal evidence suggests that there are a number of people interested inutilising a gymnasium in Blackall on a regular basis and Council wishes to establish whether or not this is the case.

EXPRESSIONS OF INTEREST – TAXI SERVICE

Expressions of Interest are invited for the operation of a Taxi Service for the Blackall Tambo Region.

The Queensland Government Department of Transport and Main Roads has supplied a fully equipped multi seatvehicle which is wheelchair enabled for use as a taxi within this region.

The Blackall Tambo Regional Council feels that a business or a community group may be better placed to operatethis service but this should not preclude individuals from applying.

Council will assist the operator by:Providing a completely operational taxi cab equipped with a wheelchair lift;Fully maintaining the taxi cab and meeting the cost of comprehensive motor vehicle insurance for thevehicle;Assisting with advertising and promotion of the taxi service for an initial period

The successful Operator would be required to:Meet the cost of an annual license fee of approx $72;Meet the cost of fuel for the operation of the taxi;Take out a public liability insurance cover.

The successful Operator would need to provide a reasonable range of taxi services to the whole region.

The successful Operator would be required by the Queensland Government to obtain an Operator Accreditation todemonstrate their fitness to operate a taxi service. Drivers of taxis in Queensland are required to hold a taxi driversaccreditation. The course to obtain this can be done externally in Blackall or Tambo.

This taxi will have a wide operating range and no taxi meter is required. There are maximum taxi fees that can becharged but no minimum. The successful operator will retain all fares received from the operation of the taxi.

Film screening raises questions about mining danger

Last week Blackall residents were asking the hard questions about mining after the Wednesday screenings of award-winning documentary, Gasland.

Twenty people attended the screenings of the documentary, which examines the effects of unregulated coal seam gas mining in the United States of America.

The film was screened by the Mackay Conservation Group to raise awareness of some of the issues relating to coal seam gas mining, including water contamination.

One particular part of coal seam gas mining discussed was the practice of fracking, which involves pumping water infused with a range of chemicals into coal seams under the ground.

Mackay Conservation Group Coordinator Patricia Julien said she felt it was important to look at alternative energy resources.

“We’ve got an abundance of solar energy in western Queensland, that’s my message,” Ms Julien said.

Ms Julien said it was important for landowners and environmentalists to work together to hold mining companies accountable.

“For too long there’s been a wedge between people on the land and conservationists,” Ms Julien said.

“In a battle, all kinds of different colours come together against a common threat,” she said.

“We don’t want to be collateral damage.” At the evening screening, the possibility

of a regional meeting on the effects of mining on the western area to be held later in the year was discussed, with Barcaldine suggested as a potential location.

A new book is set to collate the history of weddings in Blackall with the search on for newspaper clippings about family weddings.

Author Margaret McDonnell said she came up with the idea for the Blackall Brides project when researching her own family history in the Blackall region after coming across elaborate descriptions of weddings in old newspapers.

“They describe the brides’ outfits, the bridesmaids and all that sort of thing,” Ms McDonnell said.

“It’s not only about the brides, it also gives a history of the churches in town, telling us who the ministers were at different times,” she said.

With assistance from the Blackall

Historical Society, Ms McDonnell hopes to collect descriptions of weddings in Blackall spanning from the late 19th century up to more contemporary times, asking for the public to submit photocopies of newspaper items

Submission forms are available at the Blackall Woolscour and from the Blackall Historical Society, who will assist locals to scan newspaper items into digital format.

Ms McDonnell said she hoped the book would provide a unique way of recording Blackall’s history, including family lineage and the way weddings had changed through history.

“I’m doing this to record the

history of Blackall and it could serve a lot of purposes,” Ms McDonnell said.

“I haven’t seen any other town with something like this about the history of weddings so Blackall could be a leader in that field.”

Membership of Friends of RAM Park Advisory Committee

In order to provide a practical means of consulting with the community about the best way forward to preserve and enhance the facilities and display material at RAM Park Blackall and to build the Park into a future tourist attraction for the region, Council has recently appointed the Blackall-Tambo Regional Council Friends of Ram Park Advisory Committee as an Advisory Committee and adopted Terms of Reference for the Committee.

under the Terms of Reference Council will appoint four persons from the community to be members of the Advisory Committee. The Committee will also include Councillors and management personnel employed by Council.

Meetings of the Committee will be held four times per year as a minimum at the time and place decided by the Committee.

Persons interested in serving as part of this Advisory Committee are now invited to express their interest in writing setting out any relevant information in support of their application to be appointed to the Committee.

A copy of the Terms of Reference is available on the Blackall-Tambo Regional Council’s website www.btrc.qld.gov.au or is open for inspection at the Council’s public offices at 6 Coronation Drive, Blackall and 21 Arthur Street, Tambo.
