1.0 Main Features:
i. Contract Package No.SC-01
ii. Nature of work: Service for preparation of Feasibility Study Reports (of GKIP & TBP) and Detailed
Engineering Designs for improvement of irrigation management of large irrigation schemes (GKIP &
TBP)
iii. Date of Commencement: 01/03/2015.
iv. Target completion date (as per Contract): 28/02/2020.
2.0 Introduction and Overview
2.1 Progress of the PMDC of May 2019 is given in this Monthly Report No.51, making the submission to
the full target.
2.2 PMDC’s Junior Irrigation Design Engineers (4 JIDEs), directed and guided by the Acting Team Leader,
prepared ‘Detailed Engineering Designs’ of infrastructure of the GKIP in the reporting period.
2.3 Draft FSR (Recast) of the TBP was submitted in the reporting month.
2.4 The Consultant (MML) submitted a proposal for ‘zero-cost variation’ of the PMDC contract to the
Client for approval.

4.0 Summary of up-to-date progress:
4.1 MIP
(i) ‘Detailed Engineering Designs’ of infrastructure pertinent to the PMDC’s ToR was completed in time
(by the PMDC); PMDC rendered assistance to the PD, PMU (i) for establishment of (a) PSC, (b) ICC,
(c) PPMS Cell, (d) PPP Cell, (e) Safeguards Cell, (d) formation of the MIP WMGS/WMAs/WMF etc.
(these tasks were already completed).
(ii) ‘Detailed Engineering Designs’ of hydraulic structures and pipelines’ bidding document for CW3 were
prepared by the PMDC; designing and preparing estimates, bidding documents of other works are
responsibility of the C-IMO; the C-IMO submits “Item-wise progress report of civil works” on monthly
basis to the PD.
(iii) The C-IMO is also responsible for supervision and quality control of all components of the rehabilitation
and modernization works (of the Project).
(iv) The PMDC will assist the PD to undertake review and evaluation of performance of the C-IMO later on
(date to be decided by the PD).
4.2 GKIP
(i) The FSR was approved by the BWDB on 19/03/2018.

(ii) Works of ‘Detailed Engineering Designs’ of different components were started from August
2018; meanwhile some designs already submitted to the Client for approval. The progress of
design work is slow for want of Specialists.
(iii) With this Report, list of volume of “Detailed Engineering Designs” and progress is attached.
(Annexure-1).
4.3 TBP
(i) Draft FSR of the TBP (Recast) [for ‘Rehabilitation and Command Area Development’] was
submitted in this month. The Client circulated the FSR among BWDB officials for comments
(if any).
(ii) Works of ‘Detailed Engineering Designs’ will be started after approval of the FSR. However, a
few designs were completed by the PMDC using data collected during the ‘Feasibility Study
Phase’. The PMDC submitted estimates of a few “Study and Survey” works for design data
collection by Sub-consultants (to be selected). These works will be taken up after approval of
estimates by the Client.
(iii) With this Report, list of volume of “Detailed Engineering Designs” is attached. (Annexure-2).
4.4 Progress of “Studies and Surveys” by Sub-consultants are attached. (Annexure -3)

5.0 Issues:
(i) The progress of works by the Sub-consultants was impacted adversely for non-payment of Invoices
in due time.
(ii) Progress of “Detailed Engineering Designs” of the GKIP & the TBP were slow for want of
Specialists.
(iii) The MML submitted a proposal to the Client for a ‘replacement Team Leader’ for approval. The
outcome has been pending.
6.0 Remarks:
PMDC’s overall progress up to May 2019 is about 73%. Contract period is over about 85% (51
months out of 60 months).
There is a backlog of progress of the works to be covered in the remaining contract period of the
PMDC.
Progress of ‘detailed engineering designs’ and other works are behind the time passed, attributed to
manpower shortage.

‘Surveys and Studies’ (by Sub-consultants) in connection with preparation of ‘Detailed Engineering
Designs’ of the GKIP up to May is about 78% (of target in this ‘detailed engineering design phase’).
