Monthly Update October 2019Para Counselors Learning Sharing Meetings: Two learning sharing meetings were conducted with para counselors in Shariatpur and Noakhali RSC on 27th and 29th October respectively. The objective of the para counselor learning sharing meetings was to get feedback and recommendations from the para-counselors working in the project to improve the project activities as well as to motivate the para counselor as a project representative to build awareness on safe migration, reintegration and remittance management in their respective community. 216 more para counselor participated the learning sharing event, in Shariatpur and Noakhali. This event helped to extend common understanding among the all para-Counselor on project objectives, project services and community sensitization activities. The challenges faced by the para-counselor were also discussed in the meeting based on the recommendations were outlined.

Md. Ariful Islam, son of late Abdul Hai and Maleka Begum, belonged to a solvent family and was able to complete his secondary education successfully. Moreover, he was pursuing his bachelor’s degree. But, with the demise of his father, everything changed as his father had been the sole earning member of the family. Ariful then had to take over the family’s responsibilities. And, the �nancial solvency was getting poor.

Ariful was trying to �nd out a way to support the family. Finally, Ariful decided to migrate abroad to achieve �nancial solvency for his family. He then contacted a middleman and traveled to Dubai, in 2009. Ariful stayed in Dubai for nine months and sent money to home regularly. In 2010 he returned to Bangladesh and got married. It changed the plan of his life and managed a job in Bangladesh. But suddenly, he was forced to quit the job which made his life complicated again.

Ariful then decided to migrate to Europe, inspired by his neighbors and family members who were successful in their endeavors. Meanwhile, he contracted a middleman and managed a tourist visa for Spain in exchange for 120,000 BDT. He borrowed some money from his relatives and a loan from the Bank.

In 2012, he left Bangladesh and migrated to Spain. Due to the short stay nature of the tourist visa, he couldn’t stay over there. He then entered Germany with the assistance of his relatives. Keeping his relative’s advice in mind, Arif applied for asylum support in Germany and submitted all the papers accordingly. However, he couldn’t manage a good job due to the language barrier. He then enrolled in a German language school and started working in a hotel as a pizza chef. This ensured his income and he was able to send home almost 100,000 BDT per month. Simultaneously, his asylum application was gaining momentum. He was about to get the citizenship. But in October 2018 German police forcefully sent him back to Bangladesh.

It was a big shock for Arif. Upon return, in Bangladesh, he couldn’t even see any future of his life. At that point in time, he was identi�ed and pro�led by the �eld organizer (FO) of Prottasha Project, RSC Narsingdi. The project then o�ered him psychosocial support. The counseling sessions helped him to improve his mental situation. Moreover, the project sta� of Prottasha discussed and developed a viable livelihood option for him. As a part of his tailored reintegration support, Asif has bought a Power-Tiller. It helps him to earn BDT 10,000-12,000 BDT monthly.

At present, he is in a good mental condition and �nancial condition is getting better. Ariful hopes to expand his business through savings and become successful in life and live with dignity.

Consultation on labour migration prospects in Tajikistan National Consultation on Global Forum on Migration and Development

Validation workshop held on Training Module on Migration Related Legislations: A validation workshop of the Training Module on Migration Related Legislations was held on 3rd October 2019 at Hotel Pan Paci�c Sonargaon Dhaka. IOM Bangladesh in close coordination with the Government of Bangladesh has been working to enhance the level of understanding of migration-related policies and legal frameworks among key stakeholders as part of strengthening migration governance. As part of this intervention, IOM will use this training module to provide training on migration-related legislation to 720 stakeholders around the country through IOM's �agship project Prottasha funded by the European Union.

National Consultation held on Global Forum on Migration and Development: IOM Bangladesh in collaboration with the Welfare Association for the Rights of Bangladeshi Emigrants Development Foundation and Bangladesh Civil Society for Migration organized the National Consultation for Global Forum on Migration and Development on 29 October 2019. The consultation brought together more than 100 representatives from government agencies, NGOs/CSO, members of the Bangladesh UN Migration Network and media, and stimulated discussion around the 6 thematic areas of the 12th Global Forum on Migration and Development. The consultation was chaired by Md Shahidul Haque, Honorable Foreign Secretary, Ministry of Foreign A�airs. The key points emerging from the discussions will be summarized into a paper titled “Bangladesh Perspective to the GFMD 2020-Voice of Civil Society”; and be submitted to the (o�cial) Bangladesh delegation.

Stakeholders consultation on labour migration prospects has been held in Tajikistan: A stakeholder consultation was held on 18 October 2019 in Tajikistan with representatives from Tajikistan Government agencies, recruiting agencies, employers’ associations and private sectors to share the potential of Bangladeshi labour migrants and explore the partnership opportunity with Tajikistan. A team of Bangladeshi delegates including representatives from Ministry of Expatriates’ Welfare and Overseas Employment, Bureau of Manpower, Employment and Training, Wage Earners Board , Bangladesh Association of International Recruiting Agency and Human Development Research Centre participated in the consultation in Tajikistan. This consultation helped to understand the mechanisms to monitor labour recruitment practices to promote ethical recruitment as well as to improve the system.

Monitoring mechanism of labour migration recruitment practices has been validated: IOM Bangladesh has supported the Ministry of Expatriates' Welfare and Overseas Employment to enhance the capacity and mechanisms to e�ectively monitor the labor migration recruitment process. As part of this support, IOM has conducted an assessment and developed a monitoring mechanism of recruitment practices. A validation workshop was held on 28 October 2019 to share the draft assessment �ndings and monitoring mechanism with relevant stakeholders, gain inputs on draft monitoring mechanism from di�erent stakeholders and identify priorities for future course of action. Employers and recruitment agencies are better sensitized and committed to ethical recruitment.

Developing audio visual materials (2 TV spots and 1 Drama) for mass electronic media campaign: To increase awareness among the aspirant migrants, returning migrants and their family members on safe orderly and regular migration including �nancial literacy & remittance management and reintegration issues, project has planned to produce audio-visual materials (2 TV spots and 1 Drama). Draft script has been developed for the audio-visual production.

Monitoring and Evaluation

Mid Term Review (MTR) Dissemination: Protasha project conducted Mid Term Review ( MTR ) to document the project progress, challenges, achievements and sustainability issues after two years of project implementation. The study was completed in October 2019. The key �ndings of the study were shared with the internal and external stakeholders on 17th October 2019 in the dissemination meeting. An action plan was developed and �nalized focusing on the issues of project implementation strategy and sustainability based on the �ndings of MTR.

Returning migrants comprehensive database: IOM is supporting GoB to develop a comprehensive database on returning migrants. A service provider was hired to develop the database. The inception meeting with the service provider and joint technical committee under the lead of Ministry of Expatriates’ Welfare and Overseas Employment (MoEW&OE) was convened in October 2019. Data collection with the wider range government and non-government stakeholders to develop the business analysis has just been initiated.

Prottasha Project Management Information System (ProMIS): Prottasha project has developed a web-based and app-based platform to automate the MIS system of the project. All the 10 RSCs sta� were trained on the ProMIS to collect, compile and analyze the data by using mobile based apps and web-based software solutions. IOM programme sta� and BRAC HO level sta� were also oriented on ProMIS to develop their capacity to collect, compile, track the data and utilization of ProMIS software to manage the project. The piloting of ProMIS is ongoing across 10 RSCs.

Engagement with Media: Media plays a big role to inform, educate and in�uence key stakeholder including returning and aspiring migrants. IOM arranged a workshop for media personnel on 19-20 October 2019. The workshop brought together the senior journalists of Bangladesh working on migration issues. Moreover, it engaged some renowned journalists as facilitators to let participants know what the challenges and opportunities are of migration reporting are and how to produce good reports. The workshop has helped the Prottasha project to strengthen the relationship with the journalist to report on the issues of the project. Ultimately, it will increase the visibility and publicity of the project.
