APPROPRIATION OF MONEY BY THE CITY OF TORRINGTON, WYOMING, TO MEET ITS GENERAL FUND REQUIREMENTS AND OBLIGATIONS, TO MEET ITS ENTER-PRISE FUND REQUIREMENTS AND OB-LIGATIONS, FOR THE 2021 FISCAL YEAR COMMENCING JULY 1, 2020 AND FIXING THE SUM TO BE RAISED BY TAXATION.
BE IT ORDAINED BY THE CITY COUN-CIL OF THE CITY OF TORRINGTON, WYO-MING:
SECTION 1. The following sums of money are hereby appropriated out of unexpended balances of the Fund Accounts and from es-timated revenues, including Ad Valorem Tax Revenues, the total sum of $29,790,892 as fol-lows:
General Fund Requirements: Mayor & Council 343,944; Municipal Law 239,440; City Clerk/Treasurer 894,990; Maintenance 90,653; Lincoln Complex 318,846; Police Dept./911/Communications 2,388,379; Fire Department 350,450; Engineering 427,133; Streets & Alleys 672,222; Storm Drain Maintenance 8,184; Ve-hicle Maintenance 252,618; Parks & Recreation 323,563; Community Projects 102,775; Museum 128,936; Industrial Park 18,500; Special Con-struction Projects 593,665; Total General Fund Requirements 7,154,299.
Water Fund Requirements: Power & Pump 584,804; Metering 189,407; Distribution & Ad-ministration 1,285,587; Water Fund Projects 616,143; Total Water Fund Requirements 2,675,941.
Sewer Fund Requirements: Operations and Maintenance 1,184,025; Construction Projects 2,485,000; Total Sewer Fund Requirements 3,669,025.
Electric Fund Requirements: Purchasing 165,270; Metering 213,482; Production - Whole-sale Power 5,034,890; Distribution 2,555,577; To-tal Electric Fund Requirements 7,969,219.
Sanitation Fund Requirements: Collection 1,073,399; Recycling 0; Disposal 694,778; Total Sanitation Fund Requirements 1,768,177.
Other Fund Requirements: Airport Fund 4,850,349; Golf Course Fund 636,974; Swim-ming Pool Fund 197,989; Ambulance Fund 629,926; Cemetery Fund 238,993.
Total Appropriations: $29,790,892 SECTION 2. The sum of $295,114 shall be
raised by taxation for the current expenses of the General Fund requirements for the said City of Torrington, during the fi scal year com-mencing July 1, 2020.
This ordinance was passed and approved by the City Council of the City of Torrington on June 16, 2020. All ordinances are available for viewing Monday through Friday 8 A.M. to 4 P.M. at City Hall located at 436 E 22nd Ave., Torrington, WY.

The Eastern Wyoming College (EWC) Board of Trustees at their May 12, 2020
meeting announced their intention to levy
one-half (1/2) mill within EasternWyoming Community College District, as
authorized by W.S. 21-20-1 l0(h), forthe two-year period beginning July 1, 2020
and ending June 30, 2022. This levyis for the purpose of maintaining programs
offered by the Eastern WyomingBoard of Cooperative Educational Services,
of which EWC is a participant. Apublic hearing on this matter is scheduled

W.S. 21-20-110. Additional special school district tax; election; limitations; special
community college district levy.
(h) In addition to subsection (a) of this sec-tion, the board of trustees of any community
college district participating in an agree-ment under W.S. 21-20-104 may levy a special
levy of not to exceed one-half (1/2) mill on the assessed value of the district for a period
not to exceed two (2) years. Any levy im-posed under this subsection shall be used sole-ly
for purposes of maintaining programs of-fered by the board of cooperative educational
services of which the district is a partici-pant and when combined with any levy im-posed
under subsection (a) of this section, shall not exceed two (2) mills. A determination by
the board to impose the levy shall be made at a regular or special meeting following a
public hearing announced by the board. Any tax imposed under this subsection may be
renewed by the board for an additional two (2) years subject to public hearing
requirements specifi ed under this subsec-tion. Revenues collected under this subsection
shall be identifi ed as district revenue in the biennial funding report of the district under
W.S. 21-18-205(b) but shall not be restricted by the commission in any manner.

NOTICE OF HEARING ON BUDGET TRANSFER
NOTICE IS HEREBY GIVEN that a public hearing to amend the budget for the Goshen County School District #1 for the 2019-2020 fi scal year will be held in the District Central Administration Board Room in Torrington, Wyoming on the 30th day of June, 2020 at 12:00 o’clock P.M. (Noon), at which time any and all persons interested may appear and be heard respecting said transfers. The amendment is necessary to add unanticipated expenses.

ADVERTISEMENT (NOTICE TO BID-DERS)
Notice is hereby given that Goshen County will receive sealed bids at the Goshen County Courthouse for the ”Road Rehabilitation: Hope Rd & RD 55 ” project until 2:00 p.m. Local Time on Thursday, July 16, 2020. The work is described in the plans and specifi cations and on the bid schedule, and consists of the follow-ing major quantities (approximately):

Road Shaping and Compacting 12,469 LF
Seeding, Fertilizer and Mulch 10 AC
Bid forms, specifi cations, and plans may be obtained either in digital or hard copy format from BenchMark of Torrington, P.C., 119 East 19th Avenue, Torrington, Wyoming, 82240, (307) 532-3811 or by emailing [email protected] upon payment of $40.00 per set for hard copy or $25.00 per set for digital copy, non-refundable. Bid documents may be in-spected at the above listed offi ce from 8:00 a.m. to noon and 1:00 p.m. to 5:00 p.m., Mondays through Fridays.
A pre-bid conference will be held at 2:00 p.m. Local Time on Thursday, July 9, 2020 at Goshen County Commissioners Room. It is recommended, but not mandatory, that all bid-ders interested in this project attend the pre-bid conference.
Bids must be submitted on proposal forms provided in accordance with the contract doc-uments. “...the contract shall be let to the re-sponsible certifi ed resident making the lowest bid if the certifi ed resident’s bid is not more than fi ve percent (5%) higher than that of the lowest responsible nonresident bidder.” (WY Statute 16-6-102) “Preference is hereby given to materials, supplies, agricultural products, equipment, machinery, and provisions pro-duced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competi-tors outside of the state.” (WY Statute 16-6-106). An additional fi ve percent preference will be given to Contractors who are residents of Goshen County. The Contract shall be awarded to the responsible Goshen County Resident Bidder making the lowest Bid if such Resident’s Bid is not more than fi ve percent (5%) higher than that of the lowest responsible Non-Goshen County-resident Bidder. The sealed bids must be marked on the outside of the envelope “Road Rehabilitation: Hope Rd & RD 55”. THE BIDS WILL BE OPENED AT 2:00 p.m. Local Time on Thursday, July 16, 2020.
