Officers were dispatched to investigate a domestic disturbance at 433 Torringford West Street. Upon myarrival I observed victim 1 in the driveway arguing with someone inside the house. I also observed a largeamount of clothing on the ground next to a garbage can. Victim 1 said that Daniel Hern threw her clothesinto the garbage can prior to throwing beets, spaghetti and chocolate eggs onto her clothing. Hern said hewas upset with victim 1 so he threw her clothing outside. Hern was arrested and charged with the above.Hern was booked, processed and released on a $2500 non surety bond for court on 2/18/2020 at 0900 hours.

On 2/17/2020 officers were detailed to 3570 Winsted Road, Lakeside Motel, to investigate a publicdisturbance. Upon arrival, officers spoke with Cedric Green (DOB 10/22/85) and two other parties on scene,all of whom engaged in a heated verbal altercation. At the end of the verbal argument, Green pushed overand damaged a stone garbage can, valued at approximately $300. Green was subsequently issued aMisdemeanor Summons and charged with the above stated offenses. Green was released on a PTA and isdue in Torrington Court on 3/2/2020 at 0900 hours.

On 2/17/2020, officers responded to 990 Torringford St, Market 32, to investigate a larceny complaint.Officers spoke with asset protection employees, who provided security surveillance footage of a femaleparty, later identified as Sarah Siddell (DOB 5/24/86) concealing merchandise, passing all points of salewithout paying, and exiting the store. Asset protection employees and several officers were able to confirmthe identity of Siddell based on similar incidents in the past. Siddell has also been warned from the propertyof Market 32 in the past. Based on the above stated information, an arrest warrant was applied for,requesting Siddell be charged with the above stated offenses. On 02/21/2020, Siddell was taken intocustody for the approved arrest warrant and charged with the above stated offenses.

On 2/20/20 officers were detailed to 91 East Albert St to investigate a reported domestic disturbance. Uponarrival officers entered the home to find Matthew Day and Victim 1 to be arguing in the living room. Onceseparated, officers observed the house to have multiple broken items throughout every room of the house.Victim 1 stated Day had been drinking alcohol and was intoxicated, and had a mental breakdown due tostress. Victim 1 stated nothing physical happened. Witness 1 called in the disturbance, hearing yelling andscreaming and items being smashed inside the apartment. Witness 1 observed Day physically draggingand punching Victim 1. Day was placed into custody and charged as noted above. Day purposely brokethe Plexiglas shield in his cell and an additional charge of criminal mischief was added. Day is currentlybeing held on a $1,500 surety bond for court today.

On the above date and time, police were dispatched to 123 Dartmouth Street for a woman looking herteenage child who was reported to be inside of the residence. Upon arrival, contact was made with themother who stated the person that lives at the house was not answering the door. Police made contact withthe home owner, Heather Orsi DOB 09/27/1981, and inquired if the juvenile was in the residence. Orsi statedshe wasn't and had left some time ago but allowed Police to check the house for the juvenile. Uponchecking the house, the juvenile was located hiding in an upstairs closet and was taken out of theresidence. The juvenile also had an active warrant for their arrest and was taken into custody. Orsi statedshe didn't tell police where the juvenile was because she didn't want them to get into trouble. Orsi was thenissued a misdemeanor summons for the above charge and released on a PTA. Orsi is scheduled to appearin Torrington Superior Court on 03/02/2020 at 0930 hours.

On the above date and time officers observed a vehicle traveling northbound from North Elm Street toMigeon Avenue without the headlamps illuminated. After following the vehicle, officers observed it turnedleft and was traveling completely the southbound lane of Migeon Avenue and then turned, back into thenorthbound lane, and the passenger tires passed the white fog line. Officers conducted a motor vehiclestop in the parking lot of Cumberland Farms gas station on Migeon Avenue. After an investigation, Craighillwas placed into custody and later released for court on the above date and time for the above statedcharges.

Officers were dispatched to the F.I.S.H. shelter for a mentally unstable person. Upon arrival officersobserved Christopher McCarthy to be yelling at staff and then went on to yell at officers. McCarthy hadbeen told by staff to leave the facility for the night, as he was impaired and disturbing other residents, buthe refused. McCarthy was escorted out of the facility by officers where he crossed South Main Street infront of two cars coming from opposite directions and then proceeded to yell at officers in a profanity lacedtirade. McCarthy was arrested and charged as listed. McCarthy is currently being held on a $2,500 suretybond. Should McCarthy make bond he will be scheduled to appear in Torrington Superior Court on 3/9/20.If he does not make bond he will be held overnight and will be arraigned at 1000 hours tomorrow.

The vehicle search yielded a hypodermic needle, two spoons, a tourniquet andseveral empty packets of heroin.
