2The Filipino People propose to legislate a Public Service Reformation Act to implement Article2, Section 26, of the Constitution: 1. To stop political dynasties in public service; 2. To requireall political parties to hold a political pre-election summit convention to consolidate themselvesinto two major popular parties to nominate their respective candidates for election to publicoffice on election day; 3. To adopt the block voting system; 4. To prevent election, appointment, or promotion of any person who is in conflict of interest. 5. To ensure winningcandidates are elected by majority of voters.
PETITIONERS STATE that:
1. Their proposed Initiative is titled the Public Service Reformation Act", and shall be
briefly called by its acronym as PSRA. It shall serve as their implementing law for Article 2,Section 26, of the Philippine Constitution. It will seek:
(a) To stop political dynasties in public service;
(b) To require all political parties to hold together one general political pre-election
convention to consolidate themselves into two major popular parties to nominate their respective
opposing candidates for election to a public position on election day, and;
(c) To adopt the block voting system in which the principal aspirant to an office and his
running mate shall be nominated and shall thereafter to be voted together on election day.
2. The additional purpose of the proposed law is to simplify the voting process and
ensure that the elected candidate has obtained the majority votes of the people who voted for him
in office over his opponent. It will further facilitate, minimize mistakes, and speed up, in the
canvassing of the votes of the people.
3. This proposed law shall also promptly start the unification and healing process among
the people from their political differences arising from their splintered affiliations with many
confusing political parties in which they belong.
4. The other reasons for this proposition are:
(a) The greater part of the wealth in this country is increasingly going into the hands of
few influential citizens, mostly by powerful public officials, often under unexplainable
circumstances, while a great majority of the Filipino people, specially in the private sector, are
suffering from endless worsening poverty, hunger, and continuing deterioration of educational and
lack of employment opportunities for its common and ordinary citizens due to the graft and
corruption of their elected, appointed, or promoted public officials.

3The Filipino People propose to legislate a Public Service Reformation Act to implement Article2, Section 26, of the Constitution: 1.
(b ) The common Filipino People have no direct effective remedy or procedural guide
within the current electoral system in preventing the election, appointment, and promotion of
unprincipled, corrupt, indolent, unresponsive and incompetent leaders.
(c) As a result of the mismanagement of our government by incompetent leaders of our
country, the economy of this country has gravely deteriorated to the point that commercial
business and economy have resulted to lose of many employment opportunity for the people thus
forcing skilled and unskilled Filipino workers to find employment even in the most dangerous
countries around the world.
(d) Many Filipino families are disunited and broken because their bread earners are
forced to leave their families behind in order to earn a living in overseas countries.
(e) The natural resources and protective environments such as our precious forests
and land resources have almost all have been destroyed because of the senseless exploitation
by forest loggers and mining concessioners, most of whom are public officials who own these
commercial enterprises either directly or indirectly.
(g) This proposed PSRA shall serve as a self-help protection by the common people
against abuses of public officials and employees.
(g) This measure shall serve as a great solution to the problems of graft and corruption,
constant treats of rebellion, human rights abuses, kidnapping, murders and the many unsolved
serious crimes around the country, many of which are masterminded by no less than powerful
government officials, specially by those who occupy the armed and police services of this country.
(h) Powerful government officials, our public servants, often act as dictators with grave
disregard in respecting common and ordinary citizens, supposedly their masters, as if common
and ordinary citizens are but second class citizens.

To adopt the block voting system; 4. To prevent election, appointment, or promotion of any person who is in conflict of interest. 5. To ensure winningcandidates are elected by majority of voters.
(i) When common and ordinary citizens come to the polls to cast their ballots, their votes
are often stolen upon orders by the candidates themselves in order to win by hook or by crook.
This proposed law shall greatly minimize this growing notorious election practices by tyrannic and
barbaric candidates.
(j) The legitimate desires of the common Filipino People to impose decency in the
government are often held hostage or frustrated by corrupt officials whose only desire is to keep
themselves and their family members in power perpetually to keep their political dynasty in the
public service.

parties whose respective candidates shall compete against the candidates between the
competing political parties on the day of election so that there shall be no more than twice the
number of candidates that can run for the public office or members of congress or regional
autonomous legislature, provincial board, city, municipal or barrangay councils, to be filled by the
winning candidate or candidates for said office or members of congress or regional autonomous
legislature, provincial board, city, municipal or barrangay councils. This process shall be
accomplished in a joint summit convention by all political parties and members of qualified party-

political convention or who has not participated in the formation of the said major political parties
shall have no right to run for public office.
(d) On the sixteenth day of March of the election year, a joint convention by all political
parties who have candidates that are aspiring to run for the presidency or for the senate shall
determine and choose from among said parties the two major political parties to serve as the
exclusive contending parties of their standard bearers in the forthcoming elections. The members
of the remaining political parties outside of the two chosen major contending political parties shall
thereafter determine which of the said two parties they shall support or affiliate with on election
day. Within thirty days from effective date of this Public Service Reformation Act, the Commission

party affiliation and shall remain in the same party until the next election period begins. Any
elected public official who shall violate this rule during his incumbency shall be barred from putting
up his candidacy, even if he qualifies to run for public office in the next forthcoming election date.

MANNER OF ENACTING PSRA INTO LAW
7. The entire Philippines consists of 80 provinces and 29 cities. They are comprised of
229 legislative districts and said legislative districts are tabulated sequentially by provinces then
followed also sequentially by cities in alphabetical order under which each legislative district is
listed in this Petition. All the signatures of registered voters in said legislative districts have been
gathered and correspondingly verified and duly certified to by the Local Election Registrars of
each Provinces and Cities. The Certificates of Verification are herewith attached and made part
of this petition. The signature sheets of the petitioners are being kept in the custody of the Local
Election Registrars in support of their respective Certificates of Verification and said signature
sheets are ready for inspection or production if so desired by this Honorable Commission in the
respective Local Election Registrars Office around the country. Petitioners think that it would not
be practical to bring in and attach all signature sheets to this Petition because it would entail truck
loads of papers for exhibits in the office of this Honorable Commission. Therefore, presentation
of the Certificates of Verification, akin to the Certificate of Canvass, in counting of electoral
votes, is the most practical means in determining the sufficiency of signatures to support this
petition.
8. The pattern of tabulation and listing of collected signatures are as follows:
Name of Province or City, or Combined Province and City
Column Captions thereunder:
Column 1 = Legislative District Name or Number
Column 2 = Total Registered Voters Per District
Column 3 = Total Signers of Registered Voters Per District
Column 4 = Per Cent (%) of Registered Voters Signing Petition Per District
NOTE: Each row or line in Column 4 is at least 3% or more and the overall total of the signers in
each Province or City is at least 10% or more. For provinces and cities with one (or lone) district,
we go for a 10% straight because there is no other legislative district which a 3% of signatures can
be taken from. The 3% per barangay or per municipality rule does not apply here because this
initiative is not a local initiative. It is an initiative for a national (not local) statute.
