RESCUED/SURVIVORS (45) • Previously reported 6 fishermen from Brgy. Caranan, Pasacao, Camarines Sur were

already rescued (Leopoldo Nidea, Doikyam Degula, Oliver Degula, Francis Basqouinia, Danilo delos Santos, and Domingo Harold) - three (3) are now with their families while the other three (3) are remains in Isla Amisola Boundary between Balatan, Camarines Sur and Burias Island)

• The WASAR Team of Gen. Luna and Macalelon, Quezon t ogether with the Coast Guard of Marinduque responded and conducted r escue operations to the passengers of fishing boats Sydny and Ice Jade whic h went adrift after suffering mechanical problems at sea. All twelve (1 2) passengers were all safe and had returned to their respective houses

• Twenty Seven (27) fishermen from Brgy. Mambungalon, Mercedes, Camarines Norte onboard nine (9) motorized bancas were found alive and under the custody of Brgy. Officials of Butawanan, Siruma, Camarines Sur

4. EMERGENCY INCIDENTS MONITORED:

• Landslide occurred in Brgy. Laganac, Balatan, Camarines Sur yesterday (25 September 2011). As of today (26 September 2011), more or less 50 meters are now cleared

• Landslide and mudslide at Circumferential Road at S ummit, Viga, Catanduanes • Tornado incident occurred in Brgy. Fely, Maconacon, Isabela with six (6) houses

damaged (5 partially and 1 totally)

6. SUSPENSION OF CLASSES (27 September 2011) :

• DepEd declared no classes in preschool to high scho ol today, September 27, 2011 (Tuesday), in the following areas: Metro Manil a, Isabela, Quirino, Nueva Vizcaya, Cagayan, Rizal (Antipolo, San Mateo, Rodri guez, Jala-Jala), Bulacan (Malolos, San Jose del Monte), Nueva Ecija, Gapan, Muñoz, Cabanatuan City, Tarlac, Pampanga, Bataan, Zambales, Laguna (Sta. Ro sa), Cavite (Rosario, Gen. Trias, Tanza, Bacoor), and Quezon. Based on De pEd’s guidelines on automatic suspension of classes, areas with Storm S ignal No. 1 should cancel classes in kindergarten while Signal No. 2 means no classes in kindergarten, elementary and high school. Hence, other areas not mentioned above must follow DepEd's guidelines

9. FLOOD ALERT FOR MAGAT

• Magat River Water levels downstream of Magat Dam (municipalities of Ramon, San Mateo, Aurora, Cabatuan, Luna, Reina Mercedes, Burgos and Naguilian) are expected to reach the Alarm Level

Advisories: The people living along the target areas of the Magat Dam and the local DRRMCs concerned are advised to take pre-cautionary measures and be alert for the expected increase in the water levels

III. EMERGENCY MANAGEMENT NDRRMC Operations Center

• Disseminated NDRRMC Advisories on Severe Weather Bulletins; Gale Warnings; and Flood Bulletins to all regions affected through SMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels

• Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants

• NDRRMC-OpCen was activated effective 8:00 AM, 25 September under “Blue Alert” status in view of the entry of Tropical Depression “Pedring” in the Philippine area of responsibility and its subsequent development into a tropical storm

• Effective 26 September 2011, NDRRMC OPCEN has been upgraded into “Red Alert” Status and all national implementing agencies are expected to report to NDRRMC OpCen to facilitate easy coordination among member agencies in terms of their respective preparedness measures in anticipation of the possible landfall of Typhoon “Pedring”

• Respective National Member Agencies are now on alert status and are pre-positioning their respective resources in terms of supplies, equipment and manpower

NDRRMC-MEMBER AGENCIES’ PREPAREDNESS AND RESPO NSE

A. PAGASA • Continuously providing NDRRMC OpCen with updates on Gale Warnings, General

Flood Bulletins; Severe Weather Bulletin on Typhoon “Pedring”, and commenced preparatory phase of flood warning for the Agno and Angat Rivers due to the presence of Typhoon “Pedring” and large amount of rainfall is expected in the said basins

B. DSWD • DSWD DROMIC is closely coordinating with DSWD-Field Office V (DSWD-FO V) for

significant reports caused by Typhoon “Pedring” • DSWD-FO V is continuously coordinating with OCD V, Philippine Coast Guard–

Bicol, and PDRRMC V for any updates on Typhoon “Pedring”; standby funds of Php500,000.00 will be used for the purchase of cann ed goods; awaiting reports on the extent of damages in other provinces in the refion; and SWAD Team continues to coordinate with the P/C/MDRRMCs and co nduct of rapid assessment

• The Albay Social Welfare and Development Office hav e provided 2-day supply of rice to the displaced families at 10 kg. per fam ily

• DSWD-FO II, Disaster Management Response Teams and SWAD Teams in the provinces of Batanes, Cagayan, Isabela, Quirino and Nueva Vizcaya had been alerted. Likewise, they are in close contact with the Provincial Disaster Risk Reduction and Management Councils (PDRRMCs). Same as the local government of Sta. Ana, food assistance is readily available to provide if needed

• DSWD-FO III has alerted the Quick Response Teams (QRTs) and SWAD team to monitor the situation in their respective areas

• Pre-positioned PhP4.4 Million standby funds and PhP 57.96 Million worth of relief supplies in all DSWD-FOs along the typho on path, amounting to PhP62.40 Million:

C. DOH • As of 4:00 PM, 26 September DOH HEMS was raised under Code White Alert and

sent alert Memo to all CHDs along the typhoon path to also activate Code White Alert in their respective AORs and pre-positioned drugs and medicines in the affected regions

• Center for Health Development (CHDs) I and II are on Code White Alert status, placed their respective medical teams on standby, and pre-positioned drugs and medicines in all provinces

• DOH V is on Code While Alert status and placed the DOH-CHD HEMS OpCen on a 24/7 operation; prepositioned medicine and other supplies at their respective Center for Health Development Offices and coordinated with PDRRMCs in case they need assistance

• CHD HEMS Bicol has been closely monitoring the progress of Typhoon “Pedring” and coordinated with other agencies for any typhoon related incidents

D. Armed Forces of the Philippines (AFP) • 9ID PA alerted all DRR units and the 901BDE is on alert status for any possible

deployment • 901BDE with 5 DRO personnel and 1km250 with 4 DRO p ersonnel arrived at

APSEMO on 25 September 2011, and they are on standby for possible disaster response operation

• NAVFORSOL deployed 1M35 truck, 1 rubber boat with nine (9) personnel and one (1) M35 truck on standby in Polangui Municipal Hall for possible rescue operations; DRT 1 evacuated 13 families composed of 15 adults and 25 children from Brgy. Balangibang, Polangui, Albay to Bicol University Campus, Polangui (261030H Sept 2011); DRT 2 proceeded to MDRRMC Malinao, Albay; continue coordinating with different LGUs in AOR and monitoring of activities of DRRT deployed in Polangui and Malinao, Albay

• TOG5-PAF is on alert status and their rescue teams are on standby for any possible deployment; provided two (2) Disaster Response Teams on standby (one team in Albay APSEMO and another one team in Bato North Elementary School, Camarines Sur) for possible disaster response operations. One disaster response team composed of four (4) TOG5 and two (2) 505 with SRS personnel conducted rescue operation of a family trapped by flood at Brgy Agos, Bato, Camarines Sur; coordinated and joined OCD5 together with RDRRMC me mber agencies to monitor the effects of TY “Pedring” at APSEMO; SAR Team transported / evacuated a total of 73 persons from Bañag, Daraga , Albay and ferried to Municipal evacuation center and two (2) persons fro m Brgy. Ilawod (mother and 10 months baby girl) of Seville Village, Ilawod , Daraga, Albay; SAR Team composed of eight (8) personnel on standby alert at APSEMO; Troop carrier truck on board eight (8) personnel conducted disast er operation in Brgy. Padang, Legazpi City; continuous monitoring of the ongoing disaster response operation in the region being conducted by DRRMC

• Provincial Disaster Response Unit of 48IB in Aurora is on alert status and pre-positioned teams in flood-prone areas of Aurora Province particularly the northern part

E. Philippine Coast Guard (PCG) • Commandant, PCG directed all Coast Guard Districts and Units particularly those

that are in direct path of Typhoon “Pedring” to ensure high state of preparedness of their respective stations, detachment and operational control units/disaster response assets; advised them to closely coordinate with PCG Auxiliary, LGUs, PDCCs and media entities in the information dissemination to warn and recall fishermen and to strictly observe the HPCG SOP Nr 002-09; placed all PCG operating units on full alert status in anticipation of the expected landfall of Typhoon “Pedring”. Likewise, PCG personnel are closely monitoring and rendering assistance to ensure security and safety of stranded passengers and vessels in coordination with local port authorities and shipping companies; and placed all its floating and air assets on standby ready to undertake mission

• PCGDB coordinated with P/MDRRMC and local tri-media within their respective AOR for public dissemination to avert unusual incidents; placed DRU and DRG teams on standby for possible deployment; strictly implementing HPCG Memo Circular No. 01-09 (Guidelines on the movements of vessels during heavy weather), Memo Circular No. 03 (Guidelines on motorboats/vessels in the absence of weather bulletins), HPCG SOP (interim guidelines on PCG Alert Condition Levels)

• PCG Station Aparri advised fishing boats and small sea crafts not to venture out into the sea

• Two (2) Teams of Special Operation Unit and 1 Medic al Team with 2 rubber boats (19 Personnel) from Manila will be arriving a t the PDRRMC Isabela to assist for possible occurrence of any emergency

F. Philippine National Police (PNP) • The Directorate for Police Community Relations, as Chairman of the PNP Sub-

Committee on Disaster Management activated the National Disaster Operations Center (NDOC) effective 8:00 AM, September 26, 2011; directed the Director of PCRG to send PNP personnel to NDRRMC OPCEN; directed all regions affected by Typhoon “Pedring” to submit situation reports to NDOC as often as necessary thru text, fax and email; and disseminated memos to RDs, PROs I, II, III, IV-A, V, VIII, CAR and NCRPO, including Special Action Force (SAF) and MG to take the following measures:

� Alert their respective SAR teams and water assets ready for possible deployment

� Assist in the dissemination of weather bulletin in the community and ensure maximum police visibility in affected areas

� Assist in the LDRRMCs and LGUs in providing security in evacuation centers � Continue to monitor weather updates from PAGASA and NDRRMC website

• Assigned personnel: 1 Police Chief Inspector (PCI) and 2 PNCOs to man NHQ PNP NDOC at PNP-NOC from September 26-30, 2011, 24 hours from 0800H to 0800H the next day

• PRO V is on alert status; coordinated with their PPOs to monitor their respective AORs; Regional Police Public Safety Battalion (RPPSB) is ready for any possible deployment; advised all PDs and CD, SCPO to continuously conduct information dissemination in the community and submit their disaster preparation and deployment of Search and Rescue Teams ready on call and Emergency Response Team (ERT) with 2 rubber boats on standby inside Camp Simeon Ola, Albay

• Regional Police Public Safety Battalion (RPPSB) is ready for possible deployment • Regional Maritime Unit placed on standby five (5) rubber boats for possible

rescue/response operations (1 at HQ Rawis, 1 in Tabaco, 1 in Masbate, 1 in Camarines Norte, and 1 in Camarines Sur)

• PNP-PRO I continuously conducting assessment of the Disaster Preparedness Plan and disaster-prone areas; undertake pro-active measures; and inventory of resources and equipment that may be used in the relief, rescue and rehabilitation operations

G. Department of Public Works and Highways (DPWH) • DPWH V deployed one (1) truck with three (3) personnel in Malinao, Albay and is

continuously monitoring the situation • DPWH CAR pre-positioned their clearing teams for any possible landslides and road

cuts and activated its disaster action teams for immediate road clearing operations • DPWH III pre-positioned their resources for possibl e emergency and clearing

operation: 2 payloaders, 1 bulldozer, and 1 grader – deployed along Brgy. Putian, Brgy. Puncan, and Brgy. Capintalan, Carrang lan, Nueva Ecija

H. Department of Interior and Local Govern ment (DILG) • DILG V released Advisory to LCEs, advising Punong Barangays to warn those

constituents in low-lying areas prone to floodings, flashfloods and landslides to take necessary precautionary measures to prevent untoward incidents. All LCEs were instructed to be on their respective proper stations effective 26 September 2011 until further notice by PAGASA and RDRRMC V and they shall personally direct pre-emptive measures in their respective localities whenever necessary

• DILG I advised the Municipal Local Government Opera tions Officers (MLGOOs) to go on 24-Hour duty to monitor AOR and render rep orts to DILG Regional Office if needed and implementation of pre-emptive evacuation in high risk areas if situation demands

• DILG II released a Regional Memorandum Circular to all Provincial Governors, City/Municipal Mayor, Punong Barangays, DILG PDs, C luster Officers, City/Municipal Local Government Operations Officers and other concerned re Activation of the LDRRMCs and observance of Calamit y Response Protocols

I. Department of Agriculture (DA) • DA I preparedness measures: activation of Regional Command Center (RCC) to

monitor daily typhoon situation and possible damage s to agri-fishery sector; identification of vulnerable sites/areas; updating of standing crop status and assess possible production losses; updating of mast erlist of farmers with standing crop at vulnerable sites/areas; and buffer stocking of at least 10% of the palay seed requirement (proper positioning of s eeds in provincial stations and strategic municipalities)

• BFAR I preparedness measures: activation of Regiona l and Provincial Command Center; monitoring of provincial facilities and LGU assisted fish farm for the production of adequate stocking materi als for dispersal/distribution; verification of vulnerable areas; and conduct of inventory of manpower and equipment

J. Department of Trade and Industry (DTI) • DTI I preparedness measures: conduct of daily monit oring of prices to check

on the compliance in the provisions of RA 7581 othe rwise known as the Price Act Law; activate the Local Price Coordinating Coun cil (LPCC); conduct of daily monitoring on the price and supply situation of basic commodities regionwide; coordinate with supermarket/groceries o wners in the area; sought assistance of the local media in disseminating pric e ceilings for the guidance of consumers; coordinate with the local chapters of the Philippine Chamber of Commerce and Industry (LPCCI), PIA, and NBI; and cl osely coordinating with OCD for updates on the areas affected

K. Public Information Agency (PIA) • PIA I ensures timely information dissemination of b ulletins/advisories to the

public and assists RDRRMC I Operations Center in di sseminating weather updates to the public through the utilization of PI A News Text Blasting

L. National Telecommunication Commission (NTC) • NTC I alerted all accredited Civic and Amateur Grou ps for the NTC Task Force

M. Philippine Red Cross (PRC) • PRC I placed on standby its 8 Chapter Staff, more t han 50 Chapter Based

Volunteers, 20 Red Cross 143 Municipal Coordinators , 55 Barangay Disaster Action Team (BDAT) Members, 64 CH Trained Volunteer s; and pre-positioned 2 inflatable boats, 3 units OBM, 1 Land Cruiser, 2 Am bulances, other response capability/equipment, and stockpiled food and non-f ood items

A. Region I • RDRRMC/OCD I activated its Operations Center; conti nuously disseminate

member agencies, P/C/MDRRMCs, media and other stake holders thru SMS and facsimile; coordinated with local DRRMCs re current situation in their AOR and preparedness activities to be undertaken including pre-emptive evacuation if necessary; alerted rescue groups for possible evacuation operations in their respective AOR; alerted PNP, BFP, PA, PN and PCG in AOR for possible evacuation activities and assistance; coordinated with PDRRMCs Batanes, Cagayan, Quirino, Isabela and Nueva Vizcaya regarding situation update; alerted all residents living in the low-lying and mountainous areas against possible flashfloods and landslides; and conduct briefing/interview with local and national media

C. Region III • RDRRMC/OCD III activated their Operations Center continuously disseminated

weather advisory to all PDRRMCs concerned; closely monitors the development of Typhoon “Pedring” in their AOR; coordinated with Dilasag and other municipalities of Northern Aurora and advised them to monitor the situation and to implement the pre-emptive evacuation if the situation warrants

D. Region IV-A • OCD- RDRRMC IV-A is continuously disseminating Severe Weather Bulletins and

safety measures to ensure zero casualty ; closely monitoring the weather situation in AORs; and continuously coordinating with OCD-RDRRMC IV-B and PDRRMC Quezon regarding the three (3) persons who were trap at their boat located between Sta Cruz, Marinduque and General Luna, Quezon

• PDRRMCs Quezon, Rizal and Batangas activated their respective disaster operations centers (DOCs) and the members of each PDRRMC are on standby/alert status

• CDRRMO Tagaytay advised all its Barangay Captains to initiate pre-emptive evacuation if needed

• PDRRMC Quezon conducted an emergency meeting at 3:00 PM, 26 September 2011 to assess the situation and the extent of damage in the province

E. Region IV-B • OCD- RDRRMC IV-B is continuously disseminating Severe Weather Bulletins to the

F. Region V • RDRRMC/OCD V OPCEN is on heightened alert and continuously disseminate

Typhoon “Pedring” bulletins, gale warnings and flood advisories to all RDRRMC Member Agencies, Action Officers, PDRRMCs, LGUs, and local media to effectively ensure public safety; alerted disaster response units/teams for possible deployment if need arises; coordinated with PCGDB re updates on stranded passengers and vehicles including sea crafts, motorized bancas; and conducted an aerial survey over the 3rd District of Albay and Bato, Camarines Sur to check on the status of dikes and other critical infrastructures; coordinated with PCGBD and PDRRMC Camarines sur on the reported missing fishermen in Pasacao, Camarines Sur, with DPWH V re status of road network, with PCGDB re updates on stranded passengers and sea crafts and motorized bancas, and with LGUs re weather situations

• PDRRMC Albay issued Advisory No. 1 at 10:00 PM, 23 September 2011 placing the entire province under an Alert Status; initiated countermeasures such as implementation of evacuation plans and preparations for flood, landslide, and lahar prone Barangays; pre-positioning of mobility assets of the AFP, ONO, and PEO in Oas, Libon, Polangui, and Malinao, and monitoring of PAGASA bulletins and advisories by all component units of C/M/BDRRMCs; issued Advisory No. 3 as of 1:00 PM, 25 September 2011 re suspension of all classes at all levels, the prohibition of sailing to sea as well as the crossing of rivers or flooded areas, and the pre-emptive evacuation of flood-prone barangays of Oas, Libon, Polangui, and Malinao; issued Advisory No. 4 as of 1:00 PM, 26 September 2 011 in view of the persistent risk to life and property being posed by TY “Pedring” and its interactions with other weather systems and orderin g for disaster avoidance and to achieve zero casualty, the “suspension of wo rk in government offices” except AFP, PNP, DSWD, DOH, BRTTH, and all governme nt health facilities and all those identified as critical to emergency respo nse as well as in BIR and all government financial institutions. Private firms, o ffices and institutions are also encouraged to send their personnel home earlie r to support household preparedness and to enhance coping capacities of th eir households; issued Advisory No. 5 as of 6:00 PM, 26 September 2011orde ring evacuees to stay put at their respective safe evacuation centers as the threat to life and properties still persist due to signal no. 2. Likewise, light vehicles should keep away from passing thru the road section of Culliat, Daraga, A lbay with overflowed water to avoid possible vehicular accidents

• PDRRMC Catanduanes is on alert status and declared no classes in Elementary and Secondary Level

closely monitor the situation in Metro Manila area; disseminated weather Bulletins/Gale Warning to MDRRMCs, local DRRMC Chairpersons and selected member agencies through SMS and facsimile for information and appropriate precautionary measures; and closely monitoring the water levels of La Mesa, Ipo and Angat Dams and river systems in Metro Manila such as: Sto. Niño (Marikina) River, Rosario Junction, San Juan River, Fort Santiago, Pandacan and Angono

• CDAG Rescue Teams are on standby alert status ready for possible deployment and rescue operations
