DESCRIPTION OF WORK

Activity Order AIS/TPD/2016-17/008 for AVI release 5.0

Activity Start Date: August 2017 Activity Finish Date: no later than April 2019

Work undertaken by Australian Industry Standards (AIS) was to review the AVI Aviation Training

Package according to the 2016−20 AVI Aviation Workplan as specified under '2017−18 Review Work'

and ensure the AVI Aviation Training Package aligns with the aviation industry regulatory

requirements.

Original project scope was expanded due to extensive additional consultation with Remote Pilot

Aircraft Systems (RPAS) stakeholders to include expansion of Beyond Visual Line of Sight (BVLOS)

units and qualification. Also, the timeframes for the release of the regulatory review (Flight

Operations and Ground Operations) were aligned with the release of the Rescue Crew Officer and

Cargo Services Qualification.

EVIDENCE OF INDUSTRY SUPPORT

States and Territories

State and Territory industry stakeholder views were sought, and all feedback was presented to IRC

members and primary Aviation stakeholders during the development of the Aviation Training

Package Release 5.0. All key stakeholder feedback was considered during the consultation periods

and the draft materials were prominent on the AIS website project page for sector wide

consultation. This consultation is supported in the letter of support attached in Appendix D - Letter

of Support.

All relevant Industry Training Advisory Bodies (ITAB) were consulted.

Industry stakeholders

During the review and development of the qualifications, skill sets and units of competency and

their assessment requirements, AIS used a variety of consultative methods to ensure relevant

stakeholder engagement. This included establishing five Technical Advisory Committees (TACs) and

conducting face-to-face consultations with key stakeholders in Melbourne, Sydney, Brisbane and

Fremantle.

A list of TAC members can be found in on pages 11-13 of this document.

Specifically, consultation was conducted via:

• Face-to-face meetings, phone, video/teleconference meetings and emails to key industry

stakeholders

• IRC member communications to their relevant industry networks using various methods

• Emails to STAs and VET regulators

• Email alerts on project progress to stakeholders

• Information about the project, progress updates and draft materials posted on the AIS website

throughout the life of the project

• TAC meetings

Public consultation was conducted between 5 October and 29 November 2018. Feedback was

limited however it provided insights from a wider stakeholder group on the drafts to inform the

product development:

• Cert III Cabin Crew feedback centred on the course structure requirements being prohibitive for

some students. Additionally, it was suggested more focus should be placed on ‘soft skills’ within

this qualification. Feedback in the Cert IV Air Crew Officer suggested a change to a leadership

unit from BSBMGT401 Show Leadership in the Workplace to BSBMGT405 Provide personal leadership

as this was seen as better fit for the role.

• Other feedback included comments on the mapping information and qualification equivalence.

This was due to draft codes not being finalised at the time of public consultation release.

• Remote Pilot feedback centred on ensuring that units in the Cert III RAPS and the Cert IV BVLOS

did not reference ‘manned aircraft’ terminology.

• There was positive feedback overall on the level of knowledge contained in the radio operation

units in the RPAS qualifications. Further comments were provided on the operation of

aeronautical radio requirements to ensure regulatory compliance. Additionally, it was suggested

that sufficient airspace knowledge was included in the criteria to guide industry practice.

All evidence was presented and addressed with the relevant TAC’s and units were amended and

edited accordingly.

Advice about alternative approaches explored

The initial TAC meetings were conducted in conjunction with CASA in August 2017.

During the consultation process it was found that significant additional consultation was required to

ensure all views and feedback was considered. To minimise the impact of releases of the Aviation

Training Package it was determined to couple the two activity orders AIS/TPD/2016-17/008 and

AIS/TPD/2017-18/006 for Air Cargo Services and Rescue Operations together for one release.

TAC members were aware of the minimum standard arrangements that IRCs are to adhere to. No

alternate view or alternative arrangements were proposed to the TAC members by industry

stakeholders that would have better suited the needs of their industry or the project outcomes.

Key stakeholder awareness of the expected impact of the changes

State/Territory Training Authorities

Key Aviation industry stakeholder views were sought, and all feedback was presented to IRC

members during the development of this Aviation Training Package Release 5.0.

Stakeholder feedback was considered and discussed with TAC members and all decisions made at

TAC meetings were documented.

As part of the AIS communication strategy, all key Aviation industry stakeholders were regularly

informed of the expected impacts during the consultation periods.

Victoria STA raised some concerns in relation to the TAE being embedded in the AVI instructor

qualifications in addition to the question of equivalence in the entry requirements for the Certificate

IV in Aviation (Remote Pilot - Beyond Visual Line of Sight) as stated in the table below.

Consultation was undertaken with ASQA and CASA regarding this as stated in the following:

CASA’s response to this matter was as follows.

‘With respect to the licensing requirements for flight instructors and the Diploma qualification,

CASA confirms they were engaged in the discussions. It is important to note the scope of a

flight instructor’s role can vary substantially. A CASR Part 61 flight instructor’s role does not

extend to the role a person with the diploma could be employed for. Only 4 of the core units

are required to meet the Part 61 standards. The additional core units expand the scope of a

flight instructor to be employed by a training operator to plan, organise and deliver group-

based learning, participate in assessment validation and so on. These are useful abilities for a

more qualified instructor to have and contribute to higher training performances. CASA is

cognisant of providing a licensing authorisation that satisfies the basic functions of a flight

instructor as well as acknowledging many pilots become instructors as an early component of

their career pathway. Other pilots look longer term and seek the additional professional scope

the diploma offers for their career opportunities’.

In regard the query on the entry requirements for the new AVI40419 Certificate IV in Aviation

Remote Pilot (Beyond Visual Line of Sight) being the AVI30419 Certificate III in Aviation (Remote Pilot)

or equivalent. There was strong feedback from industry in support of this statement. It is expected

that many applicants experienced in the field of RPAS would undertake the Certificate IV in Aviation

(Beyond visual line of Sight) as they already had the pre-requisite skills and knowledge and would

not undertake the Cert III. In processing their applications, RTOs define the term equivalent as

having requisite skills and knowledge aligned to the Cert III. This is to ensure that those entering the

Cert IV are equipped to commence the qualification at the appropriate level.

Thank you for commenting on our concern regarding

the embedding of the Certificate IV in and Diploma

of Training and Assessment in the two flight

instructor qualifications in the context of the new

ASQA regulatory regime for those RTOs delivering

the TAE qualifications. It would be appreciated if a

comment were placed in the Case for Endorsement

regarding the consultation between ASQA and CASA

on this matter.

In relation to the content of both flight instructor

qualifications, our view is that there are relevant TAE

units that would comprise these AVI qualifications,

but some may not be relevant. Consequently, it

would seem unnecessary to embed the whole

Certificate IV in TAE within the Diploma of Aviation

Flight Instructor and the entire Diploma of TAE within

the Advanced Diploma of Aviation (Chief Flight

Instructor).

In relation to the Entry Requirement, it would be

appreciated if the additional text were described as

“equivalent competencies’ rather than “equivalent”.

detailed in CASA regulations and relevant assessment conditions contained within the qualifications

and units of competency of the training package.

Implementation issues of note and management strategy

Meeting the diversity of individual and enterprise needs.

AVI Aviation Training Package Release 5.0 draft endorsed components are written specifically to

meet aviation enterprise needs and reflect current occupational and vocational outcomes and work

practices. AIS and the Aviation industry use a consultation model that allows individuals to comment

on the units of competency and qualifications.

Future review and development of these components will continue to consider the diversity of

individuals and their needs and allow flexibility where it will not have an adverse effect on the

outcomes or capability requirement.

Supporting equitable access and progression of learners

The equity review undertaken for the proposed qualifications, skill sets, units of competency and

their assessment requirements provides evidence that the draft Training Package components meet

the requirements of flexibility and functionality. Access to training and mobility within and between

industry sectors is supported by industry.

For each unit of competency, the assessment requirements state that ‘Assessment processes and

techniques must be appropriate to the language, literacy and numeracy requirements of the work

being performed and the needs of the candidate’.

Supporting learner transition between education sectors

There are no formal transition arrangements between the VET sector and the higher education

sector for the units being submitted to the AISC.

Supporting movement of skills within and across organisations and sectors

The qualification’s core units of competency have been developed to ensure that the qualifications

are applicable to roles within the Aviation sector. Packaging rules for qualifications are clear and

consistent and allow a logical progression of skills development between Australian Qualifications

Framework (AQF) levels.

Implications of new and revised components

• RTOs and agencies are acutely aware of delivery and resource issues as they have been directly

involved in the development and validation of the draft endorsed components. This involvement

means that where significant change has occurred RTOs and agencies have planned transition

arrangements for their workers.

• The qualifications will provide participants the competencies required to fulfil a number of roles

within the Aviation Industry either in flight, ground or RPAS operations.

• The draft endorsed components have been developed to comply with the Standards for Training

Packages 2012.

Industry priorities for implementation

Due to CASA regulatory updates and the significant growth in the commercial RPAS sector and the

implications on the Aviation industry, endorsement as soon as possible is critical.

Supporting implementation across a range of settings

The thoroughness of the development, consultation and validation processes, and the resource

requirements specified in the units of competency, ensures units can be delivered and assessed in a

variety of contexts. A range of models may be used, including common training at a single training

location, which means trainees and/or trainers are transported to the training location with

assessment being completed during the course and/or finalised in the workplace

How the downstream impacts (including, state and territory funding arrangements)

of the changes will be managed (for example, where the case for endorsement

recommends the deletion of units/qualifications)

• The extensive development, consultation and validation processes undertaken to develop draft

endorsed components, ensures that the units of competency and skill sets can be implemented

nationally. The units of competency and their assessment requirements specify delivery and

assessment in the workplace and in a simulated workplace operational environment, according

to the demands of the work involved.

• The agencies, RTO’s and industry stakeholders directly involved in the development process are

both employees, enterprise RTO’s, and regulators so they are acutely aware of the need to

ensure that the AVI Aviation Training Package Release 5.0 can be implemented across a range of

settings. This awareness also extends to the risk nature of work in aviation environments and

the need to ensure the safety of participants in training and assessment.

In consultation with industry and RTOs, the functional roles of people within the Aviation Industry

have been mapped to the technical competencies in which an individual can be expected to achieve

to form the specialist elective groupings in the relevant qualifications.

Credit arrangements existing between Training Package qualifications and higher

education qualifications

There are no formal transition arrangements between the VET sector and the higher education

sector for the units being submitted to the AISC.

Yes Training Package – coding and titling The AVI Aviation Training Package meets Training Package coding and titling. The Training Package has been updated to Release 5. Access and equity There is nothing to suggest that the developer has not met their obligations under anti-discrimination and associated standards and regulations. A section on access and equity is included in the implementation guide, including advice on reasonable adjustment. Foundation Skills Foundation skills are said to be explicit in the performance criteria as per the statement in each unit of competency reflecting AIS preference for this approach. Units of competency – coding and titling An initial review of units showed coding issues i.e. codes had not been updated. Recommendations were made to AIS and implemented. Units of competency imported from other Training Packages Units competency imported from other Training Packages comply with the Training Package Products Policy. Units of competency – mapping An equivalence table was provided as an attachment to the Implementation Guide. Qualifications – Coding and Tilting Recommendations were made on coding and were implemented. There were discussions as to whether the sequence identifier should be changed as the Training Products Policy only refers to changing the identifier. However, AIS advised that in effect as the Training Package Products Policy provides no advice on when a sequence identifier should be changed, it is justifiable to change qualification sequence identifiers. Qualifications – entry requirements The AVI40119 Certificate IV in Aviation Remote Pilot (Beyond Visual Line of Sight) has entry requirements, which appear to be appropriate. It is noted that the qualification AVI30219 Certificate III in Aviation (Cabin Crew) states “However, first aid certification, a Responsible Service of Alcohol certificate and other regulatory requirements are essential for employment”. AIS advised that the consultation had been thoroughly conducted and was taken to reflect industry requirements. Therefore, no changes were required.

Good afternoon Greg

The NT STA has no objections to the AISC considering for approval the AVI Aviation Training

Package Case for Endorsement, consisting of the following projects:

• Regulatory Review - Flight Operations Project

• Regulatory Review - Ground Operations Project, and

• Flight Operations – Project

• Remote Pilot - Project

The NT STA notes that Australian Industry Standards is aware of, and is addressing the following

issues raised by NT aviation stakeholders.

REMOTE PILOT PROJECT

1. Conflicting statements within the Packaging Rules in 'AVI30419 Certificate III in Aviation (Remote Pilot)' ;

Where all elective stream options are chosen, the total number of units required for the qualification is capped, disabling the next statement that allows for the importing of any 2 units from another nationally endorsed training package.

Suggest rewording to allow flexibility for imported units. or, another suggestion below;

2. suggestion to reduce the number of electives in 'AVI30419 Certificate III in Aviation (Remote Pilot)' from 14 to 10 core units.

- Question raised as to why the Certificate III had 14 units if the Certificate IV had only 10 ...

Concern that the Certificate III has 14 units in the packaging rules and that this will deter potential learners. CDU believe that the Cert III should have no more than 10 units. Suggestion of re-adding the core unit 'AVIE0001 Operate Aeronautical Radio' alongside the 9 other core units in the draft, and capping the units off at the core, with no electives.

3. Different views raised over the removal of 'AVIE0001 Operate Aeronautical Radio' from the bank of core units in the draft 'AVI30419 Certificate III in Aviation (Remote Pilot)'.

A - the new 'AVI30419 Certificate III in Aviation (Remote Pilot)' should still include core unit 'AVIE0001 Operate Aeronautical Radio' as was a core unit in the previous qualification.

The reason being that 'AVIE0001 Operate Aeronautical Radio' is an introductory to 'AVIE0004 Conduct radio procedures in an aviation operational environment' core unit that is embedded in the new 'AVI4019 Certificate IV in Aviation Remote Pilot (Beyond Visual Line of Sight)' and the Cert III has become a prerequisite for the new Cert IV.

B – Other feedback suggested otherwise, providing an example of farmers not needing this unit when working in remote locations, outside of controlled airspace.

4. Incorrect unit code listed in 'AVI4019 Certificate IV in Aviation Remote Pilot (Beyond Visual Line of Sight)'

Suggest changing ''AVI4019 Certificate IV in Aviation Remote Pilot (Beyond Visual Line of Sight)' title to 'AVI4019 Certificate IV in Aviation (Remote Pilot - Beyond Visual Line of Sight)' in order to be in line with naming conventions of other AVI qualifications

6. Suggestion in developing a level 1 or 2 qualification for school based pathways.

CDU commented that RPAS is a growing industry and soon enough there will be a demand for VET pathways in schools.

7. Suggest adding acronym to title of unit 'AVIE0005 Complete a notice to airmen'

Suggestion of changing unit title from 'AVIE0005 Complete a notice to airmen' to 'AVIE0005 Complete a notice to airmen (NOTAM)' as it is commonly referred to as a NOTAM however this is an introductory unit therefore including acronym with the full wording was suggested.

8. 'AVIY0025 Operate powered lift and tilt rotor remote pilot aircraft systems' unit prerequisite listed is a superseded code.

'AVIY0025 Operate powered lift and tilt rotor remote pilot aircraft systems' unit refers to prerequisite unit code ‘AVIW3038 Operate and manage remote pilot aircraft systems' however this unit is due to be superseded by 'AVIYW0028 Operate and manage remote pilot aircraft systems'

Hi Greg and thanks for your additional explanations. TPU Victoria will not impede the Case for Endorsement for AVI Release 5 proceeding to the AISC. Thank you for commenting on our concern regarding the embedding of the Certificate IV in and Diploma of Training and Assessment in the two flight instructor qualifications in the context of the new ASQA regulatory regime for those RTOs delivering the TAE qualifications. It would be appreciated if a comment were placed in the Case for Endorsement regarding the consultation between ASQA and CASA on this matter. In relation to the content of both flight instructor qualifications, our view is that there are relevant TAE units that would comprise these AVI qualifications but some may not be relevant. Consequently, it would seem unnecessary to embed the whole Certificate IV in TAE within the Diploma of Aviation Flight Instructor and the entire Diploma of TAE within the Advanced Diploma of Aviation (Chief Flight Instructor). In relation to the Entry Requirement, it would be appreciated if the additional text were described as “equivalent competencies’ rather than “equivalent”. Further statements in the Case for Endorsement about the industry feedback forming the basis of the changes would also be helpful. I wish you well as you progress this work. I am providing feedback on your notes inserted in the email below from Jacqueline Spencer.

With respect to the licensing requirements for flight instructors and the Diploma qualification, I can confirm

CASA was engaged in the discussions. It is important to note the scope of a flight instructor’s role can vary

substantially. A CASR Part 61 flight instructor’s role does not extend to the role a person with the diploma could

be employed for. Only 4 of the core units are required to meet the Part 61 standards. The additional core units

expand the scope of a flight instructor to be employed by a training operator to plan, organise and deliver

group-based learning, participate in assessment validation and so on. These are useful abilities for a more

qualified instructor to have and contribute to higher training performances.

CASA is cognisant of providing a licensing authorisation that satisfies the basic functions of a flight instructor as

well as acknowledging many pilots become instructors as an early component of their career pathway. Other

pilots look longer term and seek the additional professional scope the diploma offers for their career

opportunities.

I trust this feedback is helpful in relation to the scope of work for instructors and how the Part 61 authorisation

fits within a broader range of training qualifications.

Good morning Greg,

Between workshops, phone calls and face-to face consultations, RPAS operators from Charles Darwin University, Department of Environment and Energy NT, National Drones and the NT Police Air Wing, provided the below feedback for Aviation IRC consideration;

Comments raised

1. Conflicting statements within the Packaging Rules in 'AVI30419 Certificate III in Aviation (Remote Pilot)' ;

Where all elective stream options are chosen, the total number of units required for the qualification is capped, disabling the next statement that allows for the importing of any 2 units from another nationally endorsed training package.

Suggest rewording to allow flexibility for imported units. or, another suggestion below;

There is a legitimate case for this in that we can remove the statement related to option to the importation of electives. This qualification is technical in nature and therefore adopting units from outside is not needed. We will refer to the IRC for approval to do this.

2. suggestion to reduce the number of electives in 'AVI30419 Certificate III in Aviation (Remote Pilot)' from 14 to 10 core units.

- Question raised as to why the Certificate III had 14 units if the Certificate IV had only 10 ...

Concern that the Certificate III has 14 units in the packaging rules and that this will deter potential learners. CDU believe that the Cert III should have no more than 10 units. Suggestion of re-adding the core unit 'AVIE0001 Operate Aeronautical Radio' alongside the 9 other core units in the draft, and capping the units off at the core, with no electives.

The Technical Advisory Committee on this project advised on the number of units. The Product Policy requires that the units of competency are packaged so that the resulting qualification includes a range of essential skills that industry agrees are sufficient for a broad range of jobs. The core units specify what an industry has agreed is essential to be achieved if a person is to be accepted as competent at a particular level.

3. Different views raised over the removal of 'AVIE0001 Operate Aeronautical Radio' from the bank of core units in the draft 'AVI30419 Certificate III in Aviation (Remote Pilot)'.

A - CDU and Department of Environment and Energy parties suggested that the new 'AVI30419 Certificate III in Aviation (Remote Pilot)' should still include core unit 'AVIE0001 Operate Aeronautical Radio' as was a core unit in the previous qualification.

The reason being that 'AVIE0001 Operate Aeronautical Radio' is an introductory to 'AVIE0004 Conduct radio procedures in an aviation operational environment' core unit that is embedded in the new 'AVI4019 Certificate IV in Aviation Remote Pilot (Beyond Visual Line of Sight)' and the Cert III has become a prerequisite for the new Cert IV.

B - The Police Wing suggested otherwise, providing an example of farmers not needing this unit when working in remote locations, outside of controlled airspace.

The current structure supports the industry requirements that generally, no radio qualification is required to operate an RPA below 400 ft above ground level or when more than 3 NM/5.5 KM from the boundary of a controlled aerodrome. In other situations, a radio qualification may be required and in this case the training provided can select the ratio unit form the elective bank.

4. Incorrect unit code listed in 'AVI4019 Certificate IV in Aviation Remote Pilot (Beyond Visual Line of Sight)'

Elective unit AVIE0003 'Manage multi-crew operations in beyond visual line of sight (BVLOS) operations' should have the code AVIW0002. There was a code discrepancy identified during development and this was addressed.

5. Suggest changing qualification title of 'AVI4019 Certificate IV in Aviation Remote Pilot (Beyond Visual Line of Sight)' .

Suggest changing ''AVI4019 Certificate IV in Aviation Remote Pilot (Beyond Visual Line of Sight)' title to 'AVI4019 Certificate IV in Aviation (Remote Pilot - Beyond Visual Line of Sight)' in order to be in line with naming conventions of other AVI qualifications

This is a good point and one that we can address with the IRC for change

6. Suggestion in developing a level 1 or 2 qualification for school based pathways.

CDU commented that RPAS is a growing industry and soon enough there will be a demand for VET pathways in schools.

The growth in this industry is significant and the comment made is interesting in terms of promoting interest and safety amongst young people in schools who may be interested in a career in this field; the development of additional qualifications will of course be driven by industry need and demand, so this will be monitored.

7. Suggest adding acronym to title of unit 'AVIE0005 Complete a notice to airmen'

Suggestion of changing unit title from 'AVIE0005 Complete a notice to airmen' to 'AVIE0005 Complete a notice to airmen (NOTAM)' as it is commonly referred to as a NOTAM however this is an introductory unit therefore including acronym with the full wording was suggested.

This point is taken, and we will put forward to the team for editing. As suggested the job activity and familiar use of the acronym is espoused in the unit Application statement.

8. 'AVIY0025 Operate powered lift and tilt rotor remote pilot aircraft systems' unit prerequisite listed is a superseded code.

'AVIY0025 Operate powered lift and tilt rotor remote pilot aircraft systems' unit refers to prerequisite unit code ‘AVIW3038 Operate and manage remote pilot aircraft systems' however this unit is due to be superseded by 'AVIYW0028 Operate and manage remote pilot aircraft systems'

AVIW 3038 is currently the unit in draft. I could not find reference to AVIY0028 however I’d like to confirm that I have check the references and codes and no errors found.

9. AVIH0006 performance evidence relates to fixed wing (manned) aircraft.

AVIH0006 performance evidence relates to fixed wing aircraft although it was advised all references to manned aircraft systems were removed/reworded.

This unit was checked with an industry expert to assess the unit for these references and changes were actioned.
