NEW

Introduction to Air Transport Economics From Theory to Applications

SECOND EDITION

Edited by Bijan Vasigh, Ken Fleming and Thomas Tacker, all at Embry-Riddle Aeronautical University, USA

‘This is the book for anyone who wants to know what drives the behavior in air transport markets, of customers, suppliers, the airlines themselves, and even the governments that regulate the industry . Bijan Vasigh, Ken Fleming, and Thomas Tacker showed, in the first edition of this book, that looking at the air transport industry with an economist’s perspective gives the reader important insights into many of the issues that make aviation so fascinating . We are given the opportunity to see through the eyes of three distinguished economists, from one of the leading universities specializing in aviation . That opportunity will be well worth taking in this second edition .’

Brian Pearce, International Air Transport Association, Switzerland From the Foreword to the second edition

Introduction to Air Transport Economics: From Theory to Applications uniquely merges the institutional and technical aspects of the aviation industry with their theoretical economic underpinnings . In one comprehensive textbook it applies economic theory to all aspects of the aviation industry, bringing together the numerous and informative articles and institutional developments that have characterized the field of airline economics in the last two decades as well as adding a number of areas original to an aviation text . Its integrative approach offers a fresh point of view that will find favour with many students of aviation .

The book offers a self-contained theory and applications-oriented text for any individual intent on entering the aviation industry as a practising professional in the management area . It will be of greatest relevance to undergraduate and graduate students interested in obtaining a more complete understanding of the economics of the aviation industry . It will also appeal to many professionals who seek an accessible and practical explanation of the underlying economic forces that shape the industry .

The second edition has been extensively updated throughout . It features new coverage of macroeconomics for managers, expanded analysis of modern revenue management and pricing decisions, and also reflects the many significant developments that have occurred since the original’s publication . Instructors will find this modernized edition easier to use in class, and suitable to a wider variety of undergraduate or graduate course structures, while industry practitioners and all readers will find it more intuitively organized and more user friendly .

Liberalization in Aviation Competition, Cooperation and Public Policy

Edited by Peter Forsyth, David Gillen, Kai Hüschelrath, Hans-Martin Niemeier and Hartmut Wolf

‘The airline industry has both facilitated and benefited from the globalization resulting from trade liberalization in the past 60 years . Yet aviation itself remains far from being completely liberalized . Despite the economic benefits resulting from the liberalization that has taken place there are many political barriers hindering further progress . The importance of this book is the rigorous insight it gives into a wide range of aviation liberalization issues by gathering together the work of the key scholars in this field . This is a book of policy relevance that should be read by regulators as well as academics .’

Brian Pearce, Chief Economist, International Air Transport Association, Geneva and Visiting Professor Cranfield University Department of Air Transport, UK

The last few decades have witnessed substantial liberalization trends in various industries and countries . Starting with the deregulation of the U .S . airline industry in 1978, regulatory restructuring took place in further network industries such as telecommunications, electricity or railways in various countries around the world . Although most of the liberalization movements were initially triggered by the worrying performances of the respective regulatory frameworks, increases in competition and corresponding improvements in allocative and productive efficiency were typically associated with the respective liberalization efforts .

From an academic perspective, the transition from regulated industries to liberalized industries has attracted a substantial amount of research reflected in many books and research articles which can be distilled to three main questions:

(1) What are the forces that have given rise to regulatory reform?

(2) What is the structure of the regulatory change which has occurred to date and is likely to occur in the immediate future?

(3) What have been the effects on industry efficiency, prices and profits of the reforms which have occurred to date?

Liberalization in Aviation brings together renowned academics and practitioners from around the world to address all three questions and draw policy conclusions . The book is divided into five sections, in turn dealing with aspects of competition in various liberalized markets, the emergence and growth of low-cost carriers, horizontal mergers and alliances, infrastructures, and concluding with economic assessments of liberalization steps so far and proposed steps in the future .

The Low Cost Carrier Worldwide Edited by Sven Gross, Hochschule Harz, University of Applied Sciences, Germany and Michael Lück, AUT University, New Zealand

‘Low cost carriers have often introduced new operational parameters to an industry already famous for thin margins, heavy regulation and significant cost structures . Gross and Luck have marvellously pulled together authors from around the world for a global treatment of business models that have stood the test of time, yet continue to innovate and surprise .’

David Duval, Winnipeg University, Canada

Low Cost Carriers (LCCs) have become an integral part of today’s air transport and tourism industries . Originated in the United States, the low-cost concept has subsequently been adopted by airlines on all continents . Aviation Law, Policy and Regulation

Air Transport and the Environment Ben Daley, School of Oriental and African Studies (SOAS), UK

‘Sustainable development is a formidable challenge for aviation . Air Transport and the Environment presents the scope of this challenge within a scientifically-comprehensive, critical and thought-provoking analysis . By drawing together detail on pollution, noise and climate change whilst introducing the broader policy landscape, Daley is well placed to delve into arguably more contentious issues surrounding sustainable development . His final chapter questioning aviation’s economic contribution, in light of the unequal benefits accrued, provides an insightful addition to this book and the wider debate .’

Alice Bows, Sustainable Consumption Institute, University of Manchester, UK

Air Transport and the Environment provides an overview of the main issues relating to aviation environmental impacts . It explains the challenge facing policymakers in terms of sustainable development, focusing on the importance of balancing the industry’s economic, social and environmental costs and benefits, both for people living now and for future generations . Individual chapters review the current scientific understanding of the main aviation environmental impacts: climate change, local air pollution and aircraft noise .

Flying in the Face of Criminalization The Safety Implications of Prosecuting Aviation Professionals for AccidentsSofia Michaelides-Mateou, University of Nicosia, Cyprus and Andreas Mateou, Cyprus Airways, Cyprus

‘This is a truly fascinating book, especially since the central dilemma of whether or not to volunteer (possibly self-incriminating) information for the greater good is not confined to the world of avaition . It might not, of itself, bring about change – but it is a useful addition to a debate on how to discourage most people covering their own backs first when anything goes wrong .’

RoSPA Occupational Safety & Health Journal

Those involved in an aviation accident face a dilemma between not supplying information for preventing future accidents and supplying such information which may result in their criminal prosecution . Aviation safety is largely built upon the trust placed by aviation professionals in the process of accident investigation . This book examines the growing trend to criminalize these same people following an accident investigation and considers the implications this has for aviation safety .

Important techniques in financial analysis are applied to the airline industry, together with critical discussion of key issues .

Thoroughly amended and updated throughout, the fourth edition reflects the many developments that have affected the industry, with a particular emphasis on the full impact of the global banking and sovereign debt crises . This edition also features new material discussing the increased airline mergers and acquisitions (M&A) activity of recent years, and considers the likelihood of further consolidation in the future .

Airport Competition The European ExperienceEdited by Peter Forsyth, Monash University, Australia, David Gillen, University of British Columbia, Canada, Jürgen Müller, Berlin School of Economics, Germany and Hans-Martin Niemeier, University of Applied Sciences, Germany

‘Forsyth et al have produced a timely and important contribution to the evidence base and thinking on this critical issue . Regulators and governments should take note as they consider the effectiveness of competition in the airports sector . It can and does exist . The key question is can it be strong enough to constrain the abuse of market power? The answer, based on this excellent and balanced set of papers, is quite rightly presented as not being black and white but requiring hard analysis on a case by case basis . The authors show that there are many important questions still to be answered before we can, in practice, determine where consumers can rely on competition to discipline the market for airport services .’

Brian Pearce, Chief Economist, IATA

The break-up of BAA and the blocked takeover of Bratislava airport by the competing Vienna airport brought the issue of airport competition to the top of the agenda for air transport policy in Europe . Airport Competition reviews the debate and asks whether airport competition is strong enough to limit market power . It provides evidence on how travellers chose an airport, and on how airports compete in different regions and markets . It also discusses the main policy implications of mergers and subsidies .

The Multitasking Myth Handling Complexity in Real-World OperationsLoukia D . Loukopoulos, Key Dismukes and Immanuel Barshi, all at NASA Ames Research Center, USA

ASHGATE STUDIES IN HUMAN FACTORS FOR FLIGHT OPERATIONS

Despite growing concern with the effects of concurrent task demands on human performance, and research demonstrating that these demands are associated with vulnerability to error, so far there has been only limited research into the nature and range of concurrent task demands in real-world settings . This book presents a set of NASA studies that characterize the nature of concurrent task demands confronting airline flight crews in routine operations, as opposed to emergency situations . The authors analyze these demands in light of what is known about cognitive processes, particularly those of attention and memory, with the focus upon inadvertent omissions of intended actions by skilled pilots .

Safety Culture Building and Sustaining a Cultural Change in Aviation and HealthcareManoj S . Patankar, Jeffrey P . Brown, Edward J . Sabin and Thomas G . Bigda-Peyton

This book brings it all together; it is fresh, inspiring and to-the-point . The commonality between air traffic management and healthcare makes sense and together add up to the critical mass needed to impact positively on the development of Safety Culture in society . From the book it is easy to extract pragmatic guidelines for the people working hands on with Safety Culture .’

Billy Josefsson, Sr Advisor Air Traffic Management & Human Performance Manager, LFV, Sweden

In Safety Culture: Building and Sustaining a Cultural Change in Aviation and Healthcare, the four authors draw upon their extensive teaching, research and field experience from multiple industries to describe the dynamic nature of a culture-change process, particularly in safety-critical domains . They use a “stories to numbers” approach that starts with felt experiences and stories of certain change programs that they have documented, then proceed to describe the use of key measurement tools that can be used to analyze the state of a change program . The book concludes with a description of empirical models that illustrate the dynamic nature of change programmes .

NEWTrapping Safety into Rules How Desirable or Avoidable is Proceduralization?Edited by Corinne Bieder, Airbus, France and Mathilde Bourrier, University of Geneva, Switzerland

‘Procedures are by some seen as a panacea for all safety problems, while others realise that they are a double-edged solution that hinders as much as it helps . The book provides a refreshing analysis of the basic practical and theoretical issues, and is a valuable reference for people who recognise the difference between working to rule and working safely .’

Erik Hollnagel, University of Southern Denmark, Denmark

Once safety is involved, there seems to be an irresistible push towards more norms, procedures and processes, whatever the context . This book is not a plea against proceduralization, but it does take the view that it is time to reassess how far it can still go and to what benefit . There is a growing suspicion that the path taken might in fact lead to a dead end, unless the concept of procedure and the conditions under which procedures develop are revisited .

Safety and Quality in Medical Transport Systems Creating an Effective Culture

Edited by John W . Overton, Jr . and Eileen Frazer, Commission on Accreditation of Medical Transport Systems, USA

The Commission on Accreditation of Medical Transport Systems (CAMTS) has been accrediting air and ground transport services since 1991 . One of the most significant needs the Commission has recognized is to assist transport services in creating a culture that supports safety and quality for both crews and patients . Most of the helicopter EMS (emergency medical service) accidents and many ground ambulance accidents can be attributed to human factors and systems designs that lead to poor decision-making . Management commitment is vital to create and maintain a culture that supports risk assessment, accountability, professionalism and organizational dynamics . This reference book has been created by CAMTS to address this need directly and comprehensively .

It offers a groundbreaking collection of expert insights and practical solutions that can be used by EMS, Fire and Rescue, public and private services, and professional emergency and transport professionals worldwide . Quoting from the foreword written by the late Robert L . Helmreich, Professor Emeritus of Psychology at The University of Texas Human Factors Research Project, ‘This is an important book which should be required reading for everyone involved in patient transport, from managers and dispatchers to those at the sharp end… The experienced and able authors and editors of this work use culture as the overarching concept needed to maximize safety while delivering patients expeditiously .’

About the editorsJohn W. Overton, Jr . earned a Bachelor of Science degree from Virginia Polytechnic Institute and State University and his Medical Doctor degree from the University of Virginia . After initial years in residency training, followed by six years of full-time inner-city emergency medicine that fostered interest in trauma care, Dr . Overton returned to residency training, completing general and cardiothoracic surgical residencies . His interests in trauma consulting and improving trauma care have continued throughout his career . He was one of the earliest adopters of a regional trauma database in the 1980s and contributed to the development of the National Cardiac Surgical Database in the late 1980s and early 1990s .

Dr . Overton’s surgical career has been influenced by his life-long interest in aviation and safety, employing aviation safety principles he learned as a pilot to improve surgical care . He has been a general aviation pilot for over three decades . Following his retirement from clinical surgery, Dr . Overton remains an active pilot and teaches medical and surgical colleagues principles of safety and risk management .

He is a former member of the board of directors for the Commission on Accreditation of Medical Transport Systems, and in 2011 he was appointed to serve as the interim medical officer for the National Transportation Safety Board . He is a proponent of a just culture and teaches the subjects of Just Culture and Threat and Error Management to medical, surgical and transport teams .

Eileen Frazer, r.N., Certified Medical Transport Executive; former chief flight nurse, chairperson for the Association of Air Medical Services’ (AAMS) Safety Committee that worked jointly in 1988 with the Helicopter Association International, the National Transportation Safety Board and the Federal Aviation Administration to develop a feasibility study that led to the development of the Commission on Accreditation of Medical Transport Systems (CAMTS) in 1990; executive director of CAMTS since its inception .

Throughout her career, Ms Frazer has consulted with major hospitals and university centers regarding the training of air medical personnel in air medical safety and preparation of patients for air transport . Active in the State of Pennsylvania, she assisted in writing the rules and regulations for Air Ambulance (EMS – Act 45) for the state of Pennsylvania and served on the State of PA Nursing Advisory Board from 1985-1990 .

Currently, as executive director of CAMTS, Ms Frazer continues to author policies and standards that guide the CAMTS accreditation process and has a regular feature in the Air Medical Journal and continues to publish and speak on medical transport quality, safety, and just culture .

The Neurosciences and the Practice of Aviation Medicine Edited by Anthony N . Nicholson, King’s College London, UK

‘The Editor and the assembled authors have accomplished a masterful task in relating the neurosciences to the practice of aviation medicine . This volume lays out the anatomical and functional basis in the nervous system for most of the neurological diagnoses which may be encountered in the care and qualification of those who would fly . From the neurological examination through common problems such as headache, vision and hearing reduction, hypoxia and disorientation, to the more complicated states of sleep, wakefulness, consciousness and awareness of the airman, the causes are outlined and then the reader is led to the qualification decision . This volume should be a welcome addition to the library of all the disciplines involved in Aviation Medicine, and particularly to physicians in the practice of aviation medicine .’

Charles Berry, Past President, Aerospace Medical Association

This book brings the neurosciences to aviation and is concerned with the physiology, pathology and clinical aspects of exposure to altitude (including mountaineering), linear and angular accelerations, and circadian desynchrony . The text relates the potential effects of the environment to disorders of the central nervous system that are directly relevant to individuals operating in the aviation domain . With this integration the implications of disorders of the central nervous system to aircrew are explored and current management and therapeutics discussed

Airline Operations and Scheduling SECOND EDITION

Massoud Bazargan, Embry-Riddle Aeronautical University, USA

This book demystifies operations and scheduling within airlines, presenting easy-to-understand models, applied to practical examples . After introducing the key issues, it offers an objective review of the various optimization models adopted in practice . Each model provides solutions to a range of scenarios, with case studies similar to those experienced by commercial airlines . Using unique source material and interviews with alumni working at operations and scheduling departments of various airlines, this solution-orientated approach has been used on many courses with outstanding feedback .

Understanding Decision-making Processes in Airline Operations Control Peter J . Bruce, Swinburne University of Technology, Australia

‘An excellent study which underlines the complexity of airline operations and, most importantly, the potential effectiveness of airline operational control centres (OCC) which have to respond to singular or multiple disruptions . These can vary enormously and challenge some of the best prepared and trained OCC teams . Understanding airline policies, developing plans and checklists, training, integrating information systems for situational awareness and effective two-way communications are essential for a successful outcome .’

Chris Peet, VP Network Control & Logistics (retired) Emirates Airline

Understanding Decision-Making Processes in Airline Operations Control focuses on an area largely overlooked: an airline’s Operations Control Centre (OCC) . This serves as the nerve centre of the airline and is responsible for decision-making with respect to operational control of an airline’s daily schedules . The book examines many aspects of individual decision-making in airline operations, and addresses the deficiencies found by presenting to the reader an examination of the relationships among situation awareness, information completeness, experience, expertise, decision considerations and decision alternatives in OCCs .
