COMMUNITY SATISFACTION WITH COUNCIL HIGH Each year Council conducts a survey to uncover attitudes and perceptions about the services we provide to the community and ratepayers. Over 900 residents responded to this year's survey.The most pleasing outcome of the survey was over 90 per cent of respondents were at least ‘somewhat satisfied’ with Council’s performance, which is significantly above the broader state benchmark.Another pleasing finding was that, overall, residents rate their quality of life in the Sutherland Shire as good or very good and more than half rated their quality of life as excellent. Residents also indicated that they strongly value access to the natural environment including beaches, parks and nature reserves.Importantly the survey also established the key priorities which contribute to the community’s overall satisfaction with Council, including financial management, effective communication of Council decisions, long-term planning for the Shire, parks and playgrounds, the overall condition of the local sealed road network, consideration of community views and the opportunity to participate in Council decision making. This will assist Council in ensuring that it is meeting the expectations of the community and ratepayers as we plan for the future.

CRONULLA MASTERPLAN The Draft Cronulla Town Centre Public Domain Master Plan is being prepared following public consultation.During October and November 2016 Council’s consultants conducted an extensive community consultation on the ‘7 Guiding Principles’ and ‘7 Big Issues’ that form the basis of the Master Plan for the Cronulla Town Centre.Valuable data was gathered from over 600 participants in consultation activities, including two community workshops attended by over 40 people and three street stalls within the Cronulla Plaza, where 400 interviews and 236 surveys were completed by Shire residents. A separate workshop of 24 students from Cronulla High School provided great insight how young people use this space and their vision for its future. The Draft Masterplan will be placed on public exhibition in April. It can be viewed on our website, in all Council Libraries and in the foyer of Council's Administration Building. Community comment and feedback is encouraged.

SYLVANIA SHOPPING UPGRADE The Sylvania Shopping Centre Upgrade is underway with upgrades to the eastern side of the Princes Highway which will improve the existing streetscape with new garden beds and street furniture and will also include widening of the existing footpath network to accommodate improved alfresco dining.Accessibility is a high priority in the design of the upgrades. The re-alignment of the kerb and gutter to create a dedicated concrete parking lane and the construction of ramps to meet mobility standards will provide better access for pedestrians and motorists parking and exiting their vehicles. Other aspects of the project include the relocation of the Sylvania suburb marker, renewal of the area’s road signage and the installation of new solar powered compacting rubbish bins.

DOES YOUR POOL PASS THE TEST? More than half of the back-yard swimming pools in the Shire inspected last year were considered unsafe. The cooler months are an ideal time check the safety of your pool. Adult supervision of children in the pool is the front line of defence against drowning. However, a safe pool fence is also key, especially when supervision is interrupted.How safe is your pool?• Remove potential hand or footholds close to the fence.

For example pot plants, toys, outdoor furniture, BBQs,garden taps, and other climbable plants and objects.

• Check your gate regularly and look for loose mechanismsor posts that would prevent gate from self-closing andself-latching.

• The gate must open outwards from the pool.• Remove towels and pool toys from near the gate, and

trim plants or grass that may stop the gate from closingand locking.

• Make sure the gap under the fence is less than 10cm.• Make sure the resuscitation sign is readable.Under new laws, when there is a change of ownership (new owner) or tenants (new rental agreement) the pool requires an inspection. Pools used by more than two residences e.g. community and strata pools and those used in relation to short term accommodation (B&Bs, motels) require inspection every three years. LOOK AT OUR NEW PLAYGROUND!The newly constructed, custom-designed playground at Dianella Street Early Education Centre in Caringbah has it all. There’s a variety of challenging gross motor play equipment, including a slide, water pumps, sandpit and bike track. The playground also features areas that encourage socialising like a fairy garden, and spaces for solitary play and reading (a handmade wooden tee pee). Sustainability highlights include vegetable gardens and water tanks. The space features natural materials, plenty of shade, soft fall surfaces and fun features like mirror balls. The centre's families love the new playground, and the children can't wait to start their day outdoors.

SPORTS FIELD RENOVATIONS CONTINUECouncil’s sports field renovation program is in full swing.

KIRRAWEE OVAL The Kirrawee Oval renovation is complete with new Santa Anna Couch turf laid. Santa Anna Couch has good wear resistance and is moderately shade tolerant. It is rated one of the better drought tolerant grasses available.

BONNET BAY AND LILLI PILLI Lakewood City Oval (Bonnet Bay) and Lilli Pilli Oval have undergone full rebuilds including laser levelling and Santa Anna Couch turf laid. Lilli Pilli Oval's irrigation system has been reinstated. Lakewood City Oval (Bonnet Bay) will be available for play by the beginning of the winter season (25 March) with Lilli Pilli Oval anticipated to be available shortly afterwards.

MIRANDA Seymour Shaw Oval 2 has also been renovated with Santa Anna Couch turf. Due to the different turfing method used, it is anticipated that the field will be available mid-April.

SUTHERLAND In conjunction with the upgrade of the amenities building at Waratah Park - AFL / Cricket Field (Lincoln Oval, Sutherland), Council has carried out works to the playing surface and surrounding infrastructure. This includes a fully irrigated Santa Anna Couch playing surface, floodlighting to 200lux and drainage.

SYLVANIA WATERS Resurfacing of Sylvania Waters athletic track and renovation of the field’s facilities is underway. This track will be closed till completion at the end of May.

CRICKET PITCHES At Seymour Shaw Oval 2, Lilli Pilli Oval, Coachwood Oval, Kirrawee Oval and Grays Point Oval (lower field) the synthetic cricket pitches that have required covering with turf and uncovering at the change of season will all be replaced by the start of the winter season with synthetic pitches that can be played on continually throughout the year. The savings made will allow further topdressing, fertilising and weed control.

SKATEPARK ARTThe installation of professional artworks and murals in regular graffiti hotspots has produced excellent results since its implementation at the Menai Skate Park in August 2016.Following on from the success of the Menai Skate Park refurbishment, Council have now completed a similar project at the Engadine (Cooper Street) skate facility.The design of the new mural was formulated during a workshop hosted by Engadine District Youth Services (EDYS) and brought to life by one of Australia's top artists, Tim 'Phibs'.Council has noted the incredible amount of respect the skating community shows towards these sites. The new skate facility at Greenhills has also been hugely popular and despite regular use remains largely free of litter and untouched by graffiti.

EARTH HOUR Saturday 25 MarchBeing a part of Earth Hour is easy, just switch of all non-essential lights from 8.30pm to 9.30pm on Saturday 25 March. Alternative lighting sources can be used, for example candles and torches.

Launched in Sydney a decade ago to raise awareness of energy use and climate change, Earth Hour has become a global phenomenon with the event occurring in 172 countries.

LUCAS HEIGHTS TIP EXPANSION – UP NOT OUTThe Planning Assessment Commission recently granted approval to Sita/Suez’s plans to expand the Lucas Heights Resource Recovery Park. The approval allows an increase in the capacity of the tip by 8.3 million cubic metres, an increase in the height of the existing landfill area by eight metres (but no increase to its footprint), and an extension of the life of the facility by 13 years. The Garden Organics facility will be relocated to the western side of the tip, further away from residential areas and have its annual capacity increased from 55,000 tonnes per year to 80,000 tonnes. The development will also include a new Advanced Resource Recovery Technology (ARRT) facility which will accept up to 200,000 tonnes per year.Community concerns about odour, pests, pollution and potential property price impacts have been considered and in response the Planning Assessment Commission has imposed strict conditions including limiting the area of the tip face exposed at any one time, requiring the covering of the active composting phase of green waste with breathable membrane covers, an advanced biofilter for the ARRT, as well as further improvements such as a state of the art gas capture facility to minimise odours from the landfill and litter patrols.It is proposed to turn the landfill site into a 149 hectare recreational space following its 2037 closure.

FOOD SHORTAGE IMPACTING FLYING FOX POPULATIONA state-wide flying fox food shortage is affecting flying foxes in the Sutherland Shire. There are approximately 8000 flying-foxes at the Kareela camp and 600 at the Camellia Gardens.Council’s licence to disperse the flying fox populations has been suspended by the Office of Environment and Heritage (OEH) during the food shortage.Wildlife experts and Council’s Ecologists have warned that the food shortage is forcing flying foxes to look further afield for alternative food sources, with the most popular being fig trees. Often these and other fruit bearing trees are covered with netting which can cause flying foxes to become trapped and injured. Densely woven, white netting is the only material deemed safe to flying foxes and other wildlife. The netting must be secured to the base of the tree or pegged to the ground so they can't get tangled or get in under it to eat the fruit.Periods of extreme heat over the summer months have also impacted the population with a number of flying foxes showing signs of heat stress.

GREENING THE SHIREThe landscape of the Sutherland Shire is characterised by bushland and a distinctive remnant tree canopy. Community surveys tell us that residents have a strong connection with the natural environment and rate the Shire’s canopy of high importance.Council's Green Streets Program offsets some of the canopy lost due to ageing trees, major storm events, and increased development pressures. Trees are grown in our Community Nursery and planted by Council on our streets to increase the tree canopy cover in public spaces. The 'caged' trees you see are a result of this investment.Want to take part in greening the Shire? NEW WEED TO WATCHSEA SPURGE – Euphorbia paraliasSea Spurge is a newly occurring weed in the Shire that has been found in small infestations at a number of locations on Cronulla’s beaches. It is an invasive weed that grows on beaches, dunes and adjacent sandy areas including off shore islands. The weed is a perennial herb which grows up to one metre high and has fleshy, bluish-green leaves. The plant produces one to ten stems that grow from a woody root crown. The fleshy stems produce milky white sap that can irritate the skin.Although Sea Spurge is not a declared noxious weed it has been identified as a weed that could potentially impact the biodiversity of many coastal areas. Actions for its control are underway by Sutherland Shire Council’s Pest Species Officers. BUSHLAND GEM: RIVERHAVEN RESERVETucked away near Oyster Bay is one of the hidden bushland gems of the Shire, Riverhaven Reserve, where Powerful Owls, the largest owls in Australia sometimes nest. This small reserve, on the southern shores of the Georges River is rimmed by mangrove and Swamp Oak Floodplain Forest. This lush vegetation supports a high population of Common Ringtail Possums which the Owls find irresistible. The patch is also home to several plant communities, some endangered, and includes Coastal Sandstone Foreshores Forest with good stands of tall, majestic Angophora costata (Smooth Barked Apple) and Eucalyptus botryoides (Bangalay).The Riverhaven Reserve Bushcare Group meets at 1pm on the fourth Sunday of the month to help protect this habitat. If you are able to assist go to council's website and search for 'Bushcare Volunteers'.

GARAWARRA FARM LOOP TRAILSaturday 22 April, 8am to 2pmMeet at the Garawarra Farm carpark (beginning of Burning Palms Track) in the Royal National Park for an 8km walk with noted bird expert Steve Anyon-Smith. Bring binoculars, water, morning tea and lunch. Bookings are essential. The walk is graded medium to hard, with a few long hills.

SPOTLIGHTING IN THE ROYALWednesday 26 April, 6.30pm to 8.30pmTake a walk on the wild side in the Royal National Park. Spy on the creatures that are active while we sleep. Be sure to book early as this event fills quickly. BYO torches please and all children under the age of 16 are to be accompanied by an adult.

TOO GOOD TO THROW OUT?The Bower Reuse & Repair Centre is an environmental charity and cooperative committed to reducing waste going to landfill. They will collect, free of charge, household furniture and items that are in good usable condition that can be reused, repaired and resold, extending its life cycle and minimizing its carbon footprint and going to landfill. They also contribute to many worthwhile projects, including providing furniture to asylum seekers and a Work for the Dole project in partnership with Sydney Tafe that enabled a team of people to building a tiny house from scratch using recycled materials (and learning carpentry and other practical skills along the way). SUTHERLAND SHIRE YOUTH WEEK Friday 31 March to Saturday 9 April 2017National Youth Week is the largest celebration of young people in the country, providing a platform for young people to share their ideas, host events, have their voices heard on issues important to them and celebrate their contribution to the community. Youth Week 2017 in the Sutherland Shire will showcase the talent and diversity of our local young people, check out some of the events we have planned below:

ARTEXPRESS Until Sunday 26 MarchHazelhurst’s annual offering of ARTEXPRESS showcases a selection of Higher School Certificate artworks that show students experimenting across a range of media, and pushing aesthetic, thematic and formal boundaries. Presented by Hazelhurst in partnership with NSW Department of Education and BOSTES, this exhibition showcases artwork by some of NSW’s most talented young artists.

ARTEXPRESS WORKSHOPS AND FORUMS During ARTEXPRESS students and schools will be able to attend a series of forums and intensive workshops. The forums provide an arena for open discussion where students can ask questions, talk about ideas and find new ways of exploring their body of work. A series of intensive workshops in a variety of expressive forms will be also be held during the exhibition period. LEARN TO SWIMSydney saw tragic drownings over summer and the colder weather doesn’t mean that you should stop your children’s learn-to-swim program. In fact, it’s a good time to start in preparation for the warmer months. Sutherland Shire Council’s Leisure Centres at Sutherland, Engadine and Caringbah offer year lessons year-round in our heated pools, catering from pre-schoolers right to adults, from beginners to advanced.
