Independent advice to government (automated and zero emissions vehicles)
OUR VALUES
context of the study The Government is seeking advice from IV on what infrastructure might be required:
to enable operation of highly automated vehicles (‘AVs’); in response to the ownership and market models that may emerge from the availability of highly automated vehicles; and for zero emission vehicles (‘ZEVs’) as a high proportion of the Victorian fleet.
Infrastructure and land use implications for these scenarios
Pathways for infrastructure delivery, timing and scoping of infrastructure delivery
Potential future scenarios
scope
Focus on road based vehicles, not: • Related emerging technologies • Automated trains or trams
timeline
Scenarios report: April 2018
Evidence base: August 2018
Final report to government: October 2018
Request for advice issued: 26 October 2017
scenarios Electric avenue, a world where all cars are electric
Private drive, a world where your car drives you
Fleet street, a world where no one owns their own car
Hydrogen highway, a world where trucks lead a hydrogen revolution
Slow lane, a world where human and machine meet on the road
High speed, a world where driverless and electric cars arrive much sooner than we expect
Dead end, a world where the hype never happened
evidence base
Both road accidents and exposure to pollutants harmful to human health could be substantially reduced
Automated and zero emissions vehicles may offer significant economic benefits for Victoria, and are projected to be cheaper for most Victorians
consistent benefits
Access to services could be significantly improved for many Victorians, especially in areas that are currently underserved
Under all scenarios, there is an improvement to our road network performance
consistent challenges
Automated vehicles are likely to lead to more reliance on major roads, freeways and public transport infrastructure
Land use across Victoria could be affected profoundly
Victoria’s public transport network is likely to face increasing demand pressures in all scenarios
Energy generation, transmission and distribution networks could require significant upgrades
Impacts to government revenue and initial job losses in transport sector
consultation questions Are our key assumptions correct? If not, why?
Is our analysis of the findings correct? If not, why?
What further research into automated and/or zero emissions vehicles might be required beyond what we have already completed or identified?
What are the local or international trends government should be monitoring to help inform future decisions on automated and zero emissions vehicles?
What key decisions need to be made about the infrastructure required for automated and zero emissions vehicles?
We will accept submissions in response to these questions via our consultation website until 5.00pm on 31 August 2018
