    1. SCOPE

    1.1. Identification

    1.1.1. This document specifies requirements for the Land 125, Phase 3B, Soldier Combat Ensemble(SCE) to be procured to satisfy a capability need identified by the Department of Defence.

    1.2. System Overview

    1.2.1. The SCE incorporates elements of combat clothing, personal protection and load carriage.While primarily focussed on providing protection to individual combatants from physicalthreats and the environment it facilitates efficient means for individuals to carry MissionEssential Items (MEI) in a close combat environment.

    1.2.2. The complete SCE is comprised of:

    1.2.2.1. Combat clothing such as the combat uniform, combat footwear, knee/elbow pads, combatgloves as well as field outer wear including wet and cold weather clothing;

    1.2.2.2. Protection systems such as body armour, extremity protection systems, combat helmets aswell as ocular and hearing protection systems; and

    1.2.2.3. Integrated load carriage systems including load carriage pouches, field packs and Platforms.

    1.2.3. This document is limited to the integrated load carriage systems comprised of the Platforms,Packs, Pack Bags and Pouches of the SCE.

    1.2.4. The Commonwealth has extensively modelled the proposed capability and performedexercises with limited capability demonstrators. Experience with these models has been usedto refine the requirements in this specification.

    1.2.5. There will be no planned maintenance regime outside that of User maintenance activities. Arepair by replacement maintenance schedule for this equipment will be instigated.

    1.3. Document Overview

    1.3.1. This specification details the minimum acceptable standards of functional and performancerequirements for the Platforms, Packs, Pack Bags and Pouches of the SCE system and themeans by which satisfaction of those requirements will be verified.

    1.3.2. This document also details the traceability of specified requirements to an endorsedOperational Requirements Document, not only in order that tenderers should be aware of therationale behind requirements but also that tenderers should be encouraged to offer solutionsthat may provide a better value based on higher level requirements.

    1.3.3. No part of this document is classified for security purposes.

    2. DOCUMENTS

    2.1. General

    2.1.1. The Australian Macquarie Dictionary fourth edition, 2005 is the reference source for all termsused in this specification, except for those defined in this Definitions section.

    2.1.2. Standards and documents referenced in this document are listed in Annex H.

    2.1.3. The documents listed in Annex H form a part of this specification to the extent specified

    herein.

    2.2. Order of precedence

    2.2.1. In the event of a conflict between the text of this document and the references cited herein,the text of this document takes precedence. However, nothing in this document supersedesapplicable laws and regulations unless a specific exemption has been obtained.

    3. DEFINITIONS

    3.1. General

    3.1.1. 5th to 95th Percentile. The 5th to 95th Percentile is an anthropometric range employed byergonomists to try to accommodate a range of the population.

    3.1.2. Able, capable. Requirements that include the adjectives able or capable or adjectives ending

    in able or ible shall be interpreted as being references to extant capabilities of theequipment or system without any form of future modification or enhancement, and all means

    and facilities to enable the satisfaction of those requirements shall be provided with andconsidered to be part of the equipment or system.

    3.1.3. Approved. Means approved by the Commonwealth for use.

    3.1.4. Australian Quarantine and Inspection Service (AQIS). Is the Australiangovernment agency responsible for enforcing Australian quarantine laws.

    3.1.5. Channel means a length of IAS Web between IAS Stitching through which an IAS Strap canbe passed.

    3.1.6. Combat Ready. Combat ready means a sniper weapon fitted with day optics sight, fullmagazine and bipod.

    3.1.7. Commonwealth means the Department of Defence, the Defence Materiel Organisation(DMO) and the Australian Defence Force (ADF).

    3.1.8. Denier. Is a unit of measure for the linear mass density of fibres; and, is defined as the massin grams per 9,000 metres.

    3.1.9. Explosive Ordnance (EO). The term Explosive Ordnance may include bombs andwarheads; guided and ballistic missiles; artillery, mortar, rocket and small arms ammunition;all mines, torpedoes and depth charges; demolition charges; pyrotechnics; clusters anddispensers; cartridge and propellant actuated devices; clandestine and improvised explosive

    devices; and all similar or related items or components explosive in nature.3.1.10. External Frame means a rigid frame, the majority of which is not embedded within the

    external fabric of the load compartments.

    3.1.11. Fully Laden. Fully Laden means loaded to its maximum specified weight and filled with acombination of MEI and other equipment representative of the expectations of the intendedUser of the particular pack or pouch. In the case of a Platform, Fully Laden means loaded toits maximum specified weight with filled pouches attached via the IAS.

    3.1.12. Harness Equipment Single Point Release (HESPR). The HESPR is a webbing typeharness that secures around a pack and a weapon. The HESPR is attached to a parachuteharness and a lowering line also connects the parachutist and the HESPR. A single quickrelease allows military static line or free fall parachutists to drop the pack and HESPR whennear the ground, and then to land with the pack, HESPR and weapon (if carried) suspended

    below them on the lowering line.

    3.1.13. Interlocking Attachment System (IAS). Refer Unites States Patent Number 5,724,707Interlock Attaching Strap System. Colloquially referred to as MOLLE.

    3.1.14. IAS Stitching means stitching identified as item 18 in figures 1 and 3 in United States Patentnumber 5,724,707.

    3.1.15. IAS Straps means straps identified as item 24 in figures 1 and 3 in United States Patentnumber 5,724,707.

    3.1.16. IAS Webs means strips identified as item 16 and 20 in figures 1 and 3 in United States Patentnumber 5,724,707.

    3.1.17. Khaki. The solid fabric colour for SCE. It is a basal earth tone colour in blending camouflage.Users may further spray on khaki to achieve the best camouflage for their operating

    environment.3.1.18. Lengthwise means, in relation to pack bags, running parallel to the item length.

    3.1.19. Lustreless means without sheen or gloss.

    3.1.20. Mission Essential Items. Are items of equipment absolutely necessary to achieve a missionand includes rifle equipment, mortar weapons, munitions and other load equipment to sustaina soldiers combat effectiveness.

    3.1.21. MOLLE. Modular Lightweight Load-carrying Equipment.

    3.1.22. NATO Stock Number(NSN). Is a 13-digit numeric code, identifying standardised materialitems of supply in Defence.

    3.1.23. Objective Quality Evidence. Is evidence in the form of a test report provided by anindependent laboratory accredited by National Association of Testing Authorities or Approved

    equivalent.

    3.1.24. Pack Rear means the face of a pack facing the rear when worn by a User.

    3.1.25. Platform is defined as an SCE waist or chest based harness or vest for the fitment ofprotective ballistic inserts and/or load carriage pouches.

    3.1.26. Safeguard means to protect from damage during use.

    3.1.27. Snag means to fail to open or close without application of significant force.

    3.1.28. Soft Armour Inserts (SAI) are flexible inserts designed specifically for fitment within

    particular Platforms for the provision of protection against low velocity ballistic andfragmentation threats.

    3.1.29. Soldier Combat Ensemble (SCE). Is defined as soldier systems designed to provideprotection to individual combatants from physical threats and the environment, as well asfacilitating an efficient means for individuals to carry mission essential items in a close combatenvironment.

    3.1.30. Tier 2 With Armour means Platform, Tier 2 Close Combatant fitted with:a) in-service front, back and side soft armour insertsb) in-service aluminium front and back training plates.c) side plates.

    3.1.31. Tier 3 With Armour means Platform, Tier 3 General Combatant fitted with:a) in-service front, back and side soft armour inserts

    b) in-service aluminium front and back training plates.c) side plates.

    3.1.32. User. For the purposes of this document the User may consist of any of the following:General ADF personnel; Close Combatants; Field Medics; Signalmen; Snipers; Marksmen;Dismounted ADF personnel; and Special Operations Personnel.

    3.1.33. Webbing means a fabric strip.

    3.2. Category of Requirement Annotations

    3.2.1. Essential. Indicates a requirement without which the achievement of the capability would notbe possible. There is no latitude in complying with an essential requirement and failure tomeet such a requirement will exclude an entire tender from further evaluation.

    3.2.2. Important. Indicates a requirement which is necessary to achieve the intended functionalityand/or performance. While there is some latitude in complying with an importantrequirement, failure to meet a number of such requirements would normally exclude thetender from further evaluation.

    3.2.3. Desirable. Indicates a requirement which is not a key factor in the achievement of theintended functionality and/or performance but which is perceived as beneficial. The provisionof desirable requirements is discretionary on the part of tenderers, however, where providedthey must represent value for money.

    3.2.4. Advice. Indicates that the clause does not represent a requirement but provides advice,information, or clarification of requirements. There is no requirement to demonstratecompliance with an advice annotated clause.

    3.2.5. A category of requirement annotation shall apply to all sentences in a statement, as well as tothe sentence that it follows.

    3.3. Requirements Verification3.3.1. Requirements shall be verified by testing, demonstration, analysis and, inspection qualification

    methods. The means of verification of each individual requirement is tabulated within sections5 to 7, inclusive. A cross in the table column headed by the initial letter of Test,Demonstration, Analysis, or Inspection indicates that the requirement within that row will beverified by the method indicated.

    3.3.2. Test (T). A test is the operation of the system, or a part of the system, or equipment usinginstrumentation or other special test equipment to collect data for later evaluation. TheCommonwealth often collects verification test data through the performance of trials. Trialsshall be conducted in accordance with (IAW) the appropriate Test and EvaluationManagement Plan.

    3.3.3. Demonstration (D). A demonstration is the operation of the system, or a part of the system,

    or equipment, that relies on observable functional operation not requiring the use ofinstrumentation, special test equipment, or subsequent analysis.

    3.3.4. Analysis (A). Analysis is the processing of accumulated data obtained from otherqualification methods or calculations. Examples of analysis include reduction, interpolation, orextrapolation of test results.

    3.3.5. Inspection (I). Inspection is the visual examination of system components, documentationetc.

    3.4. Tenderers Response

    3.4.1. A tenderers response section is provided within Sections 5 to 7, inclusive, and includes thedescriptors; Fully Complies and Does Not Comply. A definition for each of theaforementioned descriptors is provided below.

    3.4.2. Fully Complies(FC) will be interpreted as meaning that the requirement is met by thetenderers offer. In the case of an Advice category of requirement this will be interpreted asmeaning that the requirement has been read and understood.

    3.4.3. Does Not Comply(NC) will be interpreted as meaning that the requirement is not met by thetenderers offer. Full details of the extent of non-compliance should be stated in the tenderersresponse and reference to the relevant statement in the response indicated in the associatedcolumn.

    3.5. Requirements Traceability

    3.5.1. The traceability of each individual requirement to higher level requirements is provided inSections 5 to 7.

    4. TENDERER NOTES

    4.1. General

    4.1.1. Provision has been made for the tenderer to indicate their response to individual requirementsthat are tabulated within Sections 5 to 7 of this document. The tenderer should place crossesin the table columns headed by the initial letters of Fully Complies (FC) or Does Not Comply(NC) to indicate the way in which their offer satisfies the requirement indicated in each row.

    4.1.2. The provision of responses within Sections 5 to 7 does not relieve the tenderer of obligationsstated in the tendering documentation.

    4.2. Document Structure

    4.2.1. Sections 5 to 7 of this document relate to the individual elements of the SCE. They areintended to be self-contained in that if one or more of these sections are omitted from thedocument, the integrity of the document is maintained for the remaining elements.

    5.5.1. General RequirementsNotApplicable

    5.5.1.1. The Platform, Tier 1A Concealable Body Armour(T1A) is a concealable body armour platform designedto utilise ballistic plates and SAI. Its design enables it tobe worn under clothing with limited external signature. Itis aimed to be utilised for specialist tasks includingpersonnel security detachments or by Special Forces(SF) divers for high risk approaches such as leadclimbers.

    5.5.1.2. The Commonwealth is the owner of the IP for the T1A. Advice

    5.5.1.3. Section 1.4 of Annex D to this specification providesgeneral guidance of the materials and cut lengthsrequired for the manufacture of the T1A.

    5.5.1.4. The T1A shall be manufactured in Sm/Med and Lge/XLsizes.
