EXECUTIVE SUMMARY
“AUNILO 1st Strategic Planning” document is prepared for the AUNILO (Libraries of ASEAN
University Network). Since AUNILO initiation in the year 2003, it has been organizing its
annual meeting and planned activities among the member countries and accomplished series of
initiatives to boost online resource sharing among ASEAN University Network (AUN) members.
With the passing years, AUNILO Committees have grown from 17 members in 2004 to 30
members from 10 ASEAN countries. In the 10th AUNILO Meeting in April 2014, the Member
Universities have decided to hold a Strategic Planning Meeting to come out with an action plan
that would help in enhancing the visibility of AUNILO. The objectives of the meeting is to
discuss the relevance, dynamics and directions of AUNILO and to prepare a blue print which
could help in securing the funding for a more efficient management of AUNILO activities in the
years to come.
This document consists of an introduction to ASEAN, ASEAN University Network (AUN) and
AUNILO. It also covers AUNILO’s formulation of the Strategic Plan starting with the
Identification of Key Inputs by looking into Current Resources and Capacity of AUNILO, Policies and directives of Member Universities; National Policies, AUN strategies, and
ASEAN; Users’ & Stakeholders’ Feedback/Inputs; Good examples from other Library
Networks; Trends in Library & Library Networking; Possible Scenarios/ Future of Collaboration.
AUNILO Strategic Framework was drafted on Core Strategic Area 1: Capacity Building; Core
Strategic Area 2: Information and Resource Sharing plus Supporting Strategic Area 3:
Strengthening of AUNILO and Sub-Committee Mechanism. 11 activities/programs were listed
but after a brainstorming session, only 6 major undertakings were supported to be carried out
from 2014-2017. The agendas are listed below:

3. Promoting research impact and visibility of Institution for AUNILO Institutions
4. The Establishment of Resource Sharing Network Among AUNILO Member Institutions
5. Library Performance Assessment through sharing of best practices resources (informal
benchmarking)
6. Funding for projects
AUNILO members identified the timeframe, coordinator/host and sub-committee of each project
to manage the agreed plan accordingly. It is very much hoped that the AUNILO Strategic Plan
will help boost the actual plan of promoting competent human resources in supporting resource
and information sharing among academic communities in ASEAN, utilizing technological
advancement and existing resources in the AUN Member Universities.

ASEAN
The Association of Southeast Asian Nations or ASEAN was established on 8 August 1967 in
Bangkok by the five original Member Countries, namely, Indonesia, Malaysia, Philippines,
Singapore, and Thailand. Brunei Darussalam joined on 8 January 1984, Vietnam on 28 July
1995, Lao PDR and Myanmar on 23 July 1997, and Cambodia on 30 April 1999.
The ASEAN Declaration states that the aims and purposes of the Association are: (1) to
accelerate economic growth, social progress and cultural development in the region and (2) to
promote regional peace and stability through abiding respect for justice and the rule of law in the
relationship among countries in the region and adherence to the principles of the United Nations
Charter.
The ASEAN Vision 2020, adopted by the ASEAN Leaders on the 30th Anniversary of ASEAN,
agreed on a shared vision of ASEAN as a concert of Southeast Asian nations, outward looking,
living in peace, stability and prosperity, bonded together in partnership in dynamic development
and in a community of caring societies.
In 2003, the ASEAN Leaders resolved that an ASEAN Community shall be established
comprising three pillars, namely, ASEAN Security Community, ASEAN Economic Community
and ASEAN Socio-Cultural Community.
ASEAN Member Countries have adopted the following fundamental principles in their relations
with one another, as contained in the Treaty of Amity and Cooperation in Southeast Asia (TAC):
Mutual respect for the independence, sovereignty, equality, territorial integrity, and
national identity of all nations;
The right of every State to lead its national existence free from external interference,
subversion or coercion;
Non-interference in the internal affairs of one another;
Settlement of differences or disputes by peaceful manner;
Renunciation of the threat or use of force; and
Effective cooperation among themselves

ASEAN University Network (AUN)
The 4th ASEAN Summit in 1992 called for ASEAN Member Countries to help “hasten the
solidarity and development of a regional identity through the promotion of human resource
development so as to further strengthen the existing network of leading universities and
institutions of higher learning in the region.” This idea led to the establishment of the AUN in
November 1995 with the signing of its Charter by the Ministers responsible for higher education
from six Member Countries, and with initial participation of eleven universities from six
countries. A Memorandum of Agreement on the establishment of the ASEAN University
Network was subsequently signed by the presidents/rectors/vice-chancellors of the participating
Member Universities. The Agreement mandated the formation of a Board of Trustees and a
Secretariat headed by an Executive Director. The AUN’s strategic focus built on those identified
by ASEAN to facilitate regional cooperation in developing:
Southeast Asian studies interdisciplinary academic programmes and the availability of
academic degrees in these fields of study in at least one major university in each of the
member states;
ASEAN MA and PhD programmes to be undertaken as cooperative regional academic
programmes, each involving courses offered by instit- utions of higher education in more
than one member state;
ASEAN regional research projects to be undertaken jointly by scientists/scholars of more
than one member state; and
ASEAN Visiting Professors programmes to enable academics from one member state to
lecture for a given period of time at an institution of higher education of another member
state.
When the First AUN Board of Trustees Meeting convened in November 1996, the above
priorities guided the AUN’s immediate plan of work in four key areas: student and faculty
exchanges, ASEAN studies, information networking, and collaborative research. Later, when the
ASEAN Charter was signed by the Ministries of 10 ASEAN Member States in 2007, AUN
became tasked as a key implementing agency of ASEAN in the Socio-cultural portfolio. AUN
conducts programmes and activities to encourage and promote higher education cooperation and
development to enhance regional integration in achieving global standards. Our current activities
are categorised into five areas covers: (1) Youth Mobility, (2) Academic Collaboration, (3)
Standards, Mechanisms, Systems and Policies of Higher Education Collaboration, (4) Courses
and Programmes Development and (5) Regional and Global Policy Platforms. The AUN’s
strategic focus built on those identified by ASEAN to facilitate regional cooperation in
developing:
To strengthen the existing network of cooperation among universities in ASEAN and
beyond;
To promote collaborative study, research and educational programmes in the priority
areas identified by ASEAN;
To promote cooperation and solidarity among scholars, academicians and researchers in
the ASEAN Member States; and,
To serve as the policy-oriented body in higher education in the ASEAN region.

AUNILO
AUN (ASEAN University Network) has long been encouraging the use of information and
communication technology (ICT) in education through the information networking programme.
The Information Networking among ASEAN Universities Programme emphasises on the
establishment and development of on-line information exchange system in member universities*.
The launch of the AUN homepage (http://www.aun-sec.org/) and the successful seminar on
Information Networking and IT Development in March 2000 have enhanced the dissemination of
information among AUN members.
In September 2002, De La Salle University, Manila, hosted a “Conference on AUN Inter-Library
Online” to strengthen information networking among AUN Member Universities as well as to
provide support of academic resources to the development of a virtual university. The
Conference gathered librarians and IT experts from AUN Member Universities (from UBD,
RUPP, UGM, UI, UM, USM, UP, NUS, NTU, BU, CU, and VNUH) to explore the best possible
way for the establishment of AUN Inter-Library Online. A resolution to set up an AUNILO
Working Committee was adopted at the Conference and submitted to the AUN Board of Trustees
in January 2003.
AUN Executive Director Assoc. Prof. Dr. Supachai Yavaprabhas had asserted, ”AUNILO is a
continuous effort in enhancing information networking among member universities through the
sharing of digital academic resources. It would support the development of an ASEAN virtual
university, which is the AUN’s ultimate goal.”
The AUNILO Working Committee held its 1st meeting in April 2004 in Singapore hosted by the
NTU Library. The theme for the meeting was “Growing people; training and developing new-
age information professionals for academic libraries”. At this meeting, the members reaffirmed
to undertake tasks agreed to in support of the Resolution of the Manila Conference (and
developed terms of reference for the Working Committee and the Secretariat).
To promote competent human resource development in ASEAN by the strong support of
wider access to academic source supplies shared by all ASEAN countries.
To strengthen existing linkages and support further co-operations among higher
education institutions in ASEAN countries through the sharing of academic resources.
To provide another channel of information sharing among academic communities in
ASEAN, utilizing technological advancement and existing resources in the AUN
Member Universities.
The terms of reference of the AUNILO Working Committee
The aim of the AUNILO Working Committee is to help members develop world-class library
and information services. This shall be achieved by:
Planning and formulating strategies and monitoring the progress of activities for the
mutual benefit of the member libraries;

Pursuing resource sharing activities among the member libraries;
Developing and sustaining human resource development programs among the member
libraries; and
Harnessing ICT in the promotion maintenance and enhancement of programmes and
activities of the AUNILO member libraries.
The terms of reference of the AUNILO Secretariat:
Coordinate AUN Secretariat and member libraries planned activities of the Committee
and monitor progress of said activities;
Facilitate communication among member libraries;
Act as clearing house for training and other programs; and
Present a progress report at the annual meeting.
It was also agreed that for five years, from 2004 – 2008, and from 2009 – 2013, Universiti Sains
Malaysia Library shall serve as the AUNILO Secretariat, while Universiti Malaya Library shall
host the AUNILO Portal and set up communication facilities.

FORMULATION
1. First, for the track records/ success stories/ lesson learned by AUNILO, the session will
be prepared by AUNILO Secretariat and presented in the form of Info Graphic or
presentation at the beginning of the workshop, to prepare the participants with the
background information.
2. Participants then will be identifying 6 issues and are encouraged to prepare these info
(based on their university/ country policy and information, where applicable) for ease of
references during the workshop
3. The ultimate outcome after identifying the 6 issues is to formulate the AUNILO Strategic
Action Plan. The session requires extensive discussion. This workshop is like a timeline.

CONCLUSION
Implementation of these plans and processes from 2014 - 2017 will result in visible, regional-
wide, participatory, and on-going process for Member Universities to engage together in shaping
the nature and directions of AUNILO.
AUNILO Strategic Planning expresses the continued commitment to provide the best possible
stewardship for the ASEAN academic community. However, the plan would not succeed unless
we work together to communicate the strategic goals and incorporate the plans into our practices.
In order to ensure the achievement of the strategic goals, we must present a continual,
measurable progress of our activities and programs during each annual Meeting and our
performance could be monitored and adjustments could be made as required to achieve the
desired results.
AUNILO Strategic Plan will be monitored and updated as necessitated. At a minimum, the plan
will be continued to be revised every 4 years to cover a new planning period.
