Dear Members & Readers,

I am in deeply saddened state of mind while writing, as I lost my God father, Mentor, Guide, Dr. R.C. Agarwal on 8th September, 2015. Whatever I am, because of him. From the day I met him on 23rd December 1976, I become a family member. I pledge to implement his dreams, expectations and visionary thoughts for Quality Excellence in Education, Health & rural sector of India. With profound grief, I pray God Almighty to rest his Soul in Peace.

We are publishing condolence messages received from Quality fraternity, friends from all over the world.

By the time, this issue is in your hand, most of the QCFI Chapters have conducted their CCQC – 2015. Congratulations to all the winners and welcome to NCQC-2015, Chennai. We suggest, to revise their case studies as per the NCQC – 2015 norms and Criteria. You will find tentative schedule and fee structure for your ready reference in this issue.

The Annual Election for the Executive Board against the seven vacancies created due to retirement of Directors was conducted as per the schedule published in Apr’15-May’15 issue. Congratulations to the newly Elected Directors with best wishes for their tenure. I take this opportunity to inform you that in 135th BOD Meeting on 21st September 2015, Sri. Satish.J. Kalokhe was elected as President, Sri B Balakrishnan and Dr Ashok Rai were elected as Vice-Presidents with effect from AGM will be over on 19th December 2015 for three years.. With these new teams we are sure QCFI will grow, develop and progress to newer heights.

We are printing our regular columns on HQ & Chapter activity reports. A few CCQC-2015 report from chapters is published. You will find two poem in Hindi on Quality Circle.

I wish all the best to the participants of ICQCC-2015, Korea to be held from 5th – 8th October, 2015. Best wishes for Happy journey.

The Board of Directors of QCFI and the entire QCFI family deeply mourn the sad demise of our beloved

President Emeritus, Dr. R.C. Agarwal on 8th September, 2015.

Dr. Agarwal was one of the founder Director of QCFI and served as Vice-President initially, and then as President

of the Forum from December 1997- December - 2013. He was honoured as President- Emeritus in 2013 by the

Board of Directors – QCFI.

A practitioner of Quality in personal and professional life, he used to demand Quality in everything that is done.

He started his career as a Professor of Statistics in Meerut Degree College. He obtained his Doctorate degree in

Economics on his thesis “Economic Viability in Jute Industry in India”.

He was our mentor, guide and philosopher in the propagation of Quality Concepts in Indian Manufacturing and

Service Sector industries. He was pioneer in introducing Quality Circles in villages and educational institutions.

Under his leadership, QCFI has grown to be a pioneer global organization representing India in International

Coordinating Committee of ICQCC, with India sending the largest delegation of participants to ICQCC

Conventions amongst participating countries.

Apart from being part of QCFI fraternity, he was President of M/s. J.K. Jute Mills, Kanpur. He was an able

administrator, technocrat & philanthropist. He was also Member of several other organisations engaged in

Business Management & Quality Management. He was presented “Outstanding Quality Man Award” by NIQR.

He was a very lovable person and was always had a smiling face. He was easily approachable.

He had indeed left a great void in our midst.

We wish his family members including QCFI fraternity the courage to bear this irreparable loss.

weeks back in Kanpur and discussed directions which

QCFI should be taking. Although he was unwell

physically, but was very keen on QCFI improving the

Sad demise of Dr R C Agarwal

Dear Dr Mittal,

I just got the email from DKS about the sad demise of beloved Dr R C Agarwal. I am really shocked and find it difficult to express my feelings. I do not have the email id of Tarun and Atul. Please send it to me.

I met Dr RCA first time in Tokyo during ICQCC 85 and later on in 1986 he persuaded me to take up the responsibility for organising the fIrst NCQC in 1987. To put it shortly he was responsible for my active involvement in the QC movement. When you informed me about fellowship I thought it will give an opportunity to renew the interaction with him once again. It is our loss.

I shall write to you about the suggestion you have asked for fellowship separately by this weekend.

My Dear Tarun and Atul,

I and my whole family deeply saddened to receive the message on 9th early morning, the sad demise of Dr R C Agarwal. I am associated with him since 23rd Dec'76. Whatever I am, because of him. He was like my guardian and father who has always given a motherly affection me and taken care of my family. As you know I am also a part of your family and will be associated with all of you and try to implement his dreams and expectations from all of us.

This was his visionary thought, which has brought the QCFI, a non-profit organization, and developed to this organization to certain heights. His contribution to Jute Industries for I is commendable. His thoughts can be seen in the thesis "Economic viability of Jute Industries". Due to his supper dynamic leadership, many orgasnisation in the country strive for Quality Excellence.

Let us pray that his visionary thoughts will continue to guide us in our journey of Quality Excellence specially for Education sector, health and rural areas.

Dear Colleagues,

Most shocking to hear about sad demise of Dr. R C Agarwal Ji. His contributions to QCFI are difficult to enumerate and impossible to summarize. A man who became an icon of Quality and changed the age old equation between the Management and the Workman. He could easily remove the barrier and mistrust between them and redefined the relationship through participative management in its true sense.

He had invited me to share some of his thoughts that were agitating his mind. I was to meet him on 17th of this month (A week from now). With his sharp mind and strong memory, he wanted to remain active and continue to contribute to the society, but his body was not not supportive. I shall still be going to Kanpur on 17th September to meet members of his family.

Though I had known him since my college days, but his professional acumen was noticed when I was posted as Dy. G.M Kanpur Telephones from 1984 to 87. I owe him a lot for guiding me in those days and then persuading me to be a part of QCFI. His tremendous faith in the good about Human beings, particularly at the workers level was his strength. Even his strong decisions & actions were seen as just and fair. He had a Human touch.

We all shall miss Him. May God grant his Soul Peace and the family the courage to bear this loss.

The First Meeting regarding establishing Quality Circle Forum of India (QCFI) Students Cell was convened on Wednesday, 22nd July 2015 at 05:00 pm at Pimpri Chinchwad College of Engineering, Sector No. 26, Pradhikaran, Nigdi,Pune.

Principals and HOD’s of Mechanical Departments of various Engineering Colleges in and around Pimpri Chinchwad were invited to attend this Meeting.

The purpose of this Meeting was to stress upon the need for involving Students and Faculty Members of Engineering and Management Institutes for implementing various Quality Tools such as Quality Circle, Total Product Management (TPM), Five S, Kaizen, Six Sigma, Lean Quality Circle etc in Engineering and Management Education.

Dr. Ajay Fulambarkar , Secretary QCFI Pune Chapter informed the members present that Quality Circle Forum of India (QCFI) Movement is very active in Industries wherein the various ‘Best Practices’ and ‘Success Stories’ are highlighted and presented by the Industrial Work Force especially operating at the Shop Floor Level.

This gives a Platform to the Operating Work Force for identifying and applying their experience and innovative approach in improving the various processes and practices. Similar approach and efforts are necessary by Engineering and Management Institutes through involvement of Faculty and Students to improve the quality of Engineering and Management Education.

Mr. Satish Kalokhe, Chairman QCFI Pune Chapter appealed to the participating Colleges to join hands in propagating the QCFI Movement in the Engineering and Management Education Institutes through Institutional Memberships and Life Membership of QCFI for Students & Faculty through utilizing the Student capabilities in the application of various Quality Tools in Technical Education.

He also mentioned that the Management Support in this QCFI Mission is very important and requested to initiate and support the QCFI Activities.

A success story presentation was done by the Quality Circle Group of Mechanical Engineering Students of PCCoE. This Presentation gave an overall idea to the participants to understand the nature of activities expected to be carried out by QCFI Students Cell. All the Members present appreciated the Presentation by the Students.

Mr. Anant Kshirsagar, Executive Council Member QCFI Pune Chapter said that he is committed to this movement and he will help the Colleges in interacting with the Industries so that they will have an exposure to the Industries.

In the open forum some of the principal’s mentioned that change is the need of the hour and we should take this type of activity which will help the Students in their Career.

Some requested that initially QCFI should give a small Presentation about the benefits of Quality Circle in all the Colleges, to which Mr. Kalokhe agreed.

Some said that they are fully convinced with the concept of starting a Student Cell in all the Colleges. To start with, his Institution will take QCFI Membership and immediately they will initiate the activities of starting Student Cell.

Almost all the Principals welcomed the Proposal and expressed their willingness to form the QCFI Students Cell at their respective Institutes

At present the Student cell will be operative from Pimpri Chinchwad College of Engineering (PCCoE), however when the Student Cells are formed in other Colleges it may function on rotation basis, if desired by any Institute.

CFI is proud to announce its 3rd National Conclave on 5S at Hotel Clarks, Varanasi on 7th November 2015 followed by Industrial visit (Optional) on 8th November 2015. This is our humble way to contribute to the Government of India initiative “Swatch Bharat Abhiyan”.

The objective of the conclave is to have first hand information on basic concepts and how it is implemented in industries successfully and the benefits that are derived from this.

The conclave provides an opportunity to listen to senior experts who have implemented 5S in their organisations.

It also provides for sharing experiences of 5S specialists/co-ordinators in motivation of employees for active and enthusiastic participation in 5S activities.

Opportunities for presentation of innovative / creative ideas/kaizen done by the employees of respective units while implementation of 5S is provided. This could be done by co-ordinator/executives of respective unit. This will be judged by a panel and awarded accordingly. The slots are limited to first 30 entries. Register early to avoid disappointment.

This year we have also introduced 5S model presentation for the first time which gives an opportunity to showcase

the creativity. We request you to identify such models and participate in a big way. Top 50% of such models will be awarded.

Performance award to those who have been 5S certified by QCFI between September 2014 to October 2015 or those who have completed surveillance audit will be given, subject to the presence of their representatives at the conclave.

Arrangements will be made for visiting a cement factory/Biscuit factory/Power Plant etc. (optional) on 8th November 2015 where 5S has been implemented. This will help participants to see for themselves how 5S could be effectively implemented even in an industry producing dusty product like cement.

5S Surveillance Audit was conducted On 28th July, 2015, at GRP Ltd., Ankleshwar by Mr. D.K. Srivastava and Mrs. Sudha Mujumdar.

Mr. D.K. Srivastava brief the Site Management Committee Members about the Lean Quality Circle. Later he interacted with all zone leaders and their team members, and explained about the working & benefits of LQC.

Mr. Srivastava asked all zone leaders to identify the projects related to LQC and improvement actions for 5S in their area.

After the plant round, all assembled in Training Centre along with their projects and 5S improvement actions. All teams along with their team members explained about their projects and improvement actions. Mr. D.K. Srivastava and Mr. N.B. Shah chaired as a Judge and declared three teams as winner. All other participating teams were awarded with
