North East-Seneca Request for a co-op for Swimming A form was mistakenly sent to PIAA. North East would like to do the co-op but needs to wait until the 10/15 board meeting held by Seneca. Motion by-Wigton, second-Lilly to accept co-op pending Seneca School Board approval. Motion passed unanimously

Sharpsville Football Request Sharpsville lost a home game based on a Seneca forfeit. They are asking for their game vs. Seneca next year to be their home game. Motion Lilly, second Come to deny request. Motion carried with one abstention

Interim Report from Erie First Christian Update was provided on the initial report given by Erie First Christian. Motion by-Vannoy, second-Wigton to accept. Motion passed unanimously

Transfers and PIAA portal An update was provided on the frustrations of the portal and how many of the transfers that went through this process were initially filled out incorrectly.

District 10 Hearings An update was provided on the three contested hearings within District 10 this year. All three cases were upheld on appeal at the PIAA level.

District 10 Costs to Conduct Hearings In using a court reporter, the minimum cost for getting the transcripts is $500. Total for a hearing, with an appeal, is a minimum of $1,000 per hearing if the appeal hearing takes place in Mechanicsburg.

PIAA Appeal Hearings Process of appeal, including use of transcripts, was discussed.

Eligibility Hearing Harbor Creek: request for waiver of Article VI 2B Motion by Wigton, second-Taylor to deny postseason request based on new PIAA rules that this case does not meet any of the new requirements/exceptions. Motion passed 12-1

Upcoming Playoffs Postseason process is in motion and tournaments are on schedule.

Fall Tournament Review Aside from poor weather, the tournaments seemed to run very smoothly

TikaTap and Moving Forward In the first year of this system, it worked very well, generating up to nearly 700 advance ticket sales for a particular game. Then, they went of business. District 7 uses ‘Go Fan’, which is part of Hudl. Instead of a 10% added fee, Go Fan charges $1.30 per ticket sold. Motion by White, second-Come to go with Go Fan as D-10’s presale should there be no other option. Motion passed 13-1

Co-op Request: Rocky Grove and Franklin in Boys and Girls Swimming effective 2018-‘19 Motion by Lilly, second-Gignac to approve. Motion passed unanimously

Congratulations to LJ Frisina and Lisa Lavan on being re-elected as officials’ reps. Both tenures will begin this July

PIAA School Dues increase, school reimbursement for football and basketball School dues increase passed on a first reading basis. The expectation is for this to eventually pass. Rising costs of legal dues is partially to blame. There will be a flat rate of $250 for 50 or less miles traveled, $500 for 50 or more miles traveled. Ticket prices at the state level will also increase.

PIAA policy on officials and schools: “PIAA is not involved with the relationship between officials and schools” District 10 is the only district in the state that has assignors.

District 10 Assignors The District 10 AD’s voted to have this process turned over to the D-10 AD’s Executive Committee.

District 10 suggested officials’ fees Motion Taylor, second-Rimpa that District 10 will no longer appoint the assignors for regular season games, nor set the rates paid to officials. Motion passed unanimously

Comp ticket policy for all regular season games Current policy is that a District 10 pass is good for all regular season games, no matter when those games take place during the regular season. A reminder will be sent by the AD’s association and provided at the August meeting.

NFHS rules and school agreements to change Two schools cannot agree to change any NFHS rule. The new overtime soccer rule was described, in that schools must adhere to the timeframe that is provided.

Fort LeBoeuf request to terminate Boys Volleyball co-op with Corry Final request was provided by Fort LeBoeuf to terminate. It is effective immediately upon PIAA’s approval. Motion by Piddington, second-Gignac. Motion passed 15-0 (one abstention)

Special Recognition Award candidates for April annual meeting All state championship teams will be honored (five to date)

Girls’ sports Rep and Parent Rep & Annual elections authorization Pete recommended that the Female Sports Rep. be Peggy Mook and that the Parent Rep. be Carol Lilly. Also recommended Kirk Scurpa as the Jr. High Rep. All others interested in running should alert Carol. Motion by Piddington, second-Renne

Motion passed unanimously Next cycle scheduling of Conneaut, OH

A complaint was lodged by a D-10 school concerning rules when playing in Ohio, specifically when at Conneaut, OH High School. Discussion was held but no action taken.

Winter Tournaments Tournaments are underway and postseason schedules have been distributed.

On Line Ticketing Platform for Basketball, Swimming Matt explained the arrangement with D-10’s new partner, Go Fan. Discussion was held on offering it for other winter events, including swimming and wrestling, which will occur.

Hickory Girls Basketball forfeit of final region game A brief explanation was provided regarding the horrible tragedy involving four Hickory students.

Greenville wresting forfeit for wrestling a student at an improper weight class Cathedral Prep wrestling violation. Inaccurate information placed into the wrestling system

Cathedral Prep wrestling was placed on probation for the remainder of the season in an action that took place at a previous meeting

Seneca Wrestling Violation of number of tournaments permitted Motion by Wigton, second-Renne to place Greenville and Seneca on probation for the period of one year. Motion passed 15-0 (one abstention)

Four completed hearings: 3 (one overturned by PIAA) regarding postseason ban, 1 on the 8-semester rule An update was provided on these hearings by Pete.

Farrell Basketball The 9th grade coach permitted 5th and 6th grade students to participate on the team. Once the school found out about this, the program was shut down for the season while the coach was fired. Motion by Gignac, second-Renne to accept penalties as imposed by Farrell with no further action. Motion passed unanimously

Cross Country scoring No action was taken on there being a dual meet exception.

• District 10 Ballot Carol provided an update on the ballot, indicating there were no new names provided

• Report of Violation: Use of ineligible player Greenville Tennis Motion by White, second-Gignac to accept the report provided by Greenville Motion passed unanimously
