Editorial ‘Mow what you Sow’As the end of July was approaching, I started to feel like it had been an extremely busy summer already. Sure I had set-up the

pool and got the garden tilled up. I have played a few rounds of golf at some local courses. And I did sneak a week holiday in

there for a trip out to Cypress Hills provincial park as well as a two day fishing trip with my family out at Diefenbaker on free

fishing week end. But that all seems to just add up to few days, maybe a couple of weeks at tops.

Where has all the rest of my summer been spent?

Oh, now I remember.... I’ve been constantly mowing the lawn !

Granted I have a fairly large area of lawn to tend to (apparently more than 5 acres, which is my own fault) and it takes about 8

hours to cut it all, what with moving this and going around that, and unwinding whatever it is that I inevitably run over every

few miles. So I normally break it up over a few days and it all works out. But not this year.

Rain, rain, rain, rain....!!!!

I have never had my lawn grow so much, so fast. It has become a treadmill from hell for me.

Mow a few hours, rains a few days, mow a few hours, rains a few day, finally get to the end.... time to start again.

This winter I will re-group and sketch out a new strategy... some ponds and gravel perhaps? artificial turf? hmmmmm...

permanent position of Outside Maintenance Worker.

Candidate must have a Grade 12 or GED equivalent and be

willing to take training including Level 1 Certification for

operation of a water & sewer utility. Duties include opera-

tion of a water & sewer utility and medium-duty equipment,

manual labor including waste collection, grass cutting,

street repairs and various assigned duties. Some weekend

work required. Candidate must be physically fit, mechani-

cally inclined and possess a Class 5 Driver’s License.

Salary to commensurate with experience & qualifications.

On July 14th the

community

came together

to help out the family

of 3 year old Quinn Bu-

cholz, who has recently

been diagnosed with a

rare form of epilepsy

and now requires a spe-

cial diet and medica-

tions not covered by

insurance.

The event was organ-

ized by Lorie Totter

and Sheri Donegan and

was held at the Twi-

light Hall near

Grandora.

“It was an incredible

night”, says Sheri, “We

had over 160 people

support the evening.

Lorie and I worked

very hard for the past

few weeks to put this

together and it was

overwhelming to have

such a good response

from the community.”

The food for the dinner

was all donated which

helped the event raise

$5,000 for the Bucholz

family. The money will

be of great help with

the many expenses

they are facing, includ-

ing the need for a

wheelchair.

The organizers and the

family want to thank

everyone that attended

for thier tremendous

support and generosity.

The Vanscoy and

District Agricul-

tural Society is

hosting it’s 29th an-

nual fair in August.

This 2 day event is

packed full of fun and

excitement for the

whole family.

On Saturday you can

view the exhibits of

local arts, crafts, gar-

den produce, baking

and more, as they com-

pete for the coveted

blue ribbons. Exhibits

will be in the circle hall

as well as at the

Vanscoy Senior Centre.

Then you can take in

the NSC Minerals light

horse show, enjoy

lunch at the concession

and watch the slow

pitch tournament spon-

sored by the Vanscoy

Hotel. The SaskTel

Kidsland will be run-

ning all afternoon with

face painting, bouncy

rides and games. Be

sure to catch the Bal-

loon Man at 3:00pm

and also check out the

Agrium Seed Survivor.

Later in the evening

you can dance the

night away to the

sounds of Endangered

Species at the ‘Shiver-

dome’ fundraiser dance

put on by the Vanscoy

Community Recreation

Board.

Sunday it all starts

again with a pancake

breakfast sponsored by

Mooney Agencies. Fol-

lowing that the hilari-

ous Li’l Britches rodeo

will run from 9:00 til

noon. Registration is at

8:30 and is free. There

will also be a Polka

Mass church service at

11:00am in the Circle

Hall. Kidsland and the

concession will be open

again while the

gymkhana runs all af-

ternoon.

urday August 4th.

Exhibits need to be

dropped off on Friday

August 10 between

VILLAGE OF VANSCOYCouncil of the Village of Vanscoy ap-

proved a .5 mill rate increase to the 2012

taxes. Tax notices have been prepared

and were mailed at the beginning of the

week. If you do not receive yours by Mon-

day June 23, please call the office.

The Cemetery Committee held a meeting

and made the recommendation to raise

the cemetery plots to $200. Any plots

that were previously reserved and not

paid for will be sold at the new pricing.

Prices for columbarium niches were set

at $250.00.

The Village has once again sent in a re-

quest for designation for the Provincial

Disaster Assistance Program. If you have

suffered a loss from the heavy rains,

please call the office for an application for

funding.

The Shiverdome Committee is sponsoring

a dance on the Saturday of the weekend

of the AG Fair (August 11). Endangered

Species will be performing at the Vanscoy

Circle Hall. Tickets are $20 each, and

doors open at 8:30 pm. Tickets can be

purchased from members of the Shiver-

dome Committee and by calling the Vil-

lage Office.

Election for Mayor and Council is coming

fast. This is the time to get involved in

your community. The call for nomina-

tions will go out on September 7 and pa-

pers must be submitted no later than

4pm on Wednesday September 19. Elec-

tion day is Wednesday October 24 from

9am to 8pm. Terms for Mayor and Coun-

cil have now been changed to a four year

term from the present three year term.

There will be advance polls and will be

advertised in the next edition of the RM

Review.

RM OF VANSCOYCouncil approved five applications for

development and building permits at

their July 10th meeting. They also ap-

proved three discretionary use applica-

tions. Authorization was given to

prepare a bylaw to rezone Pt LSD 10 Sec-

tion 18-34-6 W3 from A-Agriculture Dis-

trict to CR1-Low Density Country

Residential District. Bylaw 2-2012, a

bylaw to rezone from A-Agriculture Dis-

trict to CR1-Low Density Country Resi-

dential District in Pt LSD 13 Section

23-36-7 W3 was given 1st reading. A

public hearing will be held on Tuesday

August 14, 2012 at 2:00 p.m. to hear any

person or group that wants to comment

on the proposed bylaw.

Council is looking into having fences in-

stalled at the cemeteries.

The next regular meeting of Council will

be held on Tuesday August 14th.

There are no reports from Asquith or

Delisle this month.

It is very important to

be careful while partici-

pating in swimming,

boating and other ac-

tivities. One thing that

will help keep you safe

while swimming or

boating is wearing a

PFD (Personal Flota-

tion Device). A PFD dif-

fers from a floating aid

in that PFD's are de-

signed to keep you

afloat and save your

life, while things like

water wings or "float-

ies" are meant for fun.

Remember that it is

the law for every per-

son on a boat to have a

properly fitting PFD on

board. A proper fit

means that, once it's

zippered and/or buck-

led, it should keep your

head and upper shoul-

ders above the water. If

it fits too loosely, the

floatation will push the

jacket up around the

face.

Here are a few reasons

why you should wear a

PFD:

to keep you from

drowning if you unex-

pectedly fall from a

boat or a dock

increase safety for tod-

dlers and children near

water

help keep those who

are not strong swim-

mers safe.

Did you know.......

90% of all boaters

who drown are NOT

wearing a PFD.

Here are a few other

water safety tips to

keep in mind this sum-

mer:

Children should AL-

WAYS be supervised

by an adult when near

or in bodies of water.

If swimming at a pool,

always obey the posted

rules of the pool (ex. no

running, no diving, no

pushing etc)

If swimming at a

beach, only swim in

designated areas or

places where you can

be seen by a lifeguard

or a responsible adult

Swim with a buddy.

Never swim alone.

Swim at a depth that is

safe for you.

Check for water haz-

ards before swimming

or boating.

It’s our 5th Birthday!

should I say Day,

went off without

a hitch. Beautiful

weather was the order of

the day which started off

with a free pancake

breakfast at the rink.

Then there was a parade

through town to wrap up

the morning.

The afternoon was spent

at the sports grounds

where Beeper the Clown

headlined the Kidsville

area. There was a Slo-

pitch tournament and a

welcome beer gardens on

such a warm day. The

Show and Shine brought

out many impressive ve-

hicles. In the evening a

street danced featured

local favorites “Endan-

gered Species”. (If you

missed it they will be

performing at the Shiv-

erdome Dance for the

Vanscoy Fair August

11th.) The evening was

capped off with fire-

works. A tremendous

day. Hats off to all the

volunteers !

Yet another year

has passed at

Pike Lake School

filled with adventure,

skill development, ex-

ploration, and leader-

ship opportunities for

students, staff, and

community members

alike. Our learning

communities efforts to

work hard at academ-

ics, to be environmen-

tal

conscientious, and to be

respectful towards one

another was celebrated

on June 25th with an

outdoor education

camp entitled “Wander

and Wonder”.

The venue for "Wander

and Wonder" was the

beautiful Trefoil Trails

Camp located inside

Pike Lake Provincial

Park and only minutes

from Pike Lake School.

The wonderful venue

and amazing weather

was ideal allowing for

the exciting day to un-

fold which was filled

with hands on learning

activities for all who at-

tended.

In the first section of

activities for "Wander

and Wonder," partici-

pants took part in vari-

ous outdoor learning

stations. The stations

included archery, t-

shirt painting, pond

dipping, trail sign de-

signed nature hikes, as

well as plant and ani-

mal identification.

Everything ran very

smoothly, mostly due to

the incredibly helpful

volunteers, the good

spirited students and

the well prepared

learning facilitators.

This being said learn-

ing in the outdoor envi-

ronment always

provides the opportu-

nity for some un-

planned learning

adventures to occur.

Indeed adding to our

learning experience

was the rescue of a

Painted Turtle which

was attempting to cross

a road. Painted tur-

tles normally live in

Southern

Saskatchewan (Souris,

Qu'Apelle River Sys-

tems), but it appears

they have made their

way into the

Saskatchewan River

and now live at Pike

Lake as well. The stu-

dents were tickled to

add this type of turtle

to the list of turtles

that already reside in

their community.

The second section of

activities for "Wander

and Wonder" partici-

pants was highlighted

by a nature expedition

led by Greg Fenty the

coordinator for the

Young Naturalist pro-

gram. The Young

Naturalist program is

a collection of nature-

based activities de-

signed for kids

between 5 and 11. It

is a joint program be-

tween the Saskatoon

Zoo Society and the

Saskatoon Nature So-

ciety. The bird band-

ing program was the

part of the program

that our "Wander and

Wonder" campers were

able to excitedly partic-

ipate in.

Thanks to the sponsor-

ship of SaskTel Max

and the Young Natu-

ralists program Pike

Lake students were

able to explore some

local nest boxes along

the Young Naturalists'

Bluebird trail. The

first observation that

participants of our

camp day noted was

that in the Pike Lake

Provincial Park section

of the Bluebird trail

the boxes have become

inhabited by tree swal-

lows.

After recognizing the

type of birds in our

local bird boxes we

watched as leg bands

were placed on adult

and baby tree swal-

lows. Students were

fascinated to learn

that bird banding

gives important infor-

mation to scientists in-

cluding life span,

migration routes, and

distribution of various

birds. Everyone at

our camp day was

heartened to see lots of

healthy adult and

baby tree swallows be

registered into the sys-

tem that scientists use

to chart our feathered

friends.

The events of "Wander

and Wonder" in nature

were concluded with a

campfire, hotdog roast,

and a fun filled camp

sing along. There was

lots of learning and our

day was filled with

huge amounts of en-

ergy, appreciation of

nature, memorable mo-

ments, and smiling

faces.

The learnings, the won-

derings, and the an-

swers that were

uncovered in the natu-

ral environment of Pike

Lake this school year

coupled with this spe-

cial camp day in our

own backyard of the

Pike Lake Provincial

Park will no doubt be

the setting stones of

the future learnings of

our students and the

members of our Pike

Lake Community. We

look forward to the ex-

citing

learning adventure

with our natural envi-

ronment continuing in

the 2012-2013 School

Year at Pike Lake

School.

Harper Govern-

ment invests to

create value from

waste

Flax and hemp produc-

ers could soon benefit

from a major increase

in value per

acre. Agricul-

ture Minister

Gerry Ritz an-

nounced this

week that Ad-

vanced Foods

and Materials

(AFM) Canada

is receiving an

important in-

vestment to

turn by-prod-

ucts of flax and

hemp into high-

quality fiber.

"This technol-

ogy will create a

new revenue

stream for

farmers by

using what

were essentially

waste products

and getting

value for them

back at the

farm gate," said

Minister Ritz.

"Our govern-

ment

strongly sup-

ports this

kind of inno-

vation, which

will keep

Canada's

agricultural

sector sus-

tainable and

our economy

strong."

AFM will use

this

$500,000 in-

vestment to

increase pro-

duction capa-

bilities of the

technology developed

by Blue Goose Biore-

fineries.

The development of

this technology will

substantially increase

the value per acre of

hemp and flax crops by

finding uses for parts of

plants that are cur-

rently considered

waste. The increased

production and avail-

ability of high-value

cellulose products will

create jobs in manufac-

turing, transportation,

and research and de-

velopment, to the bene-

fit of the agricultural

sector and Canada's

economy as a whole.

The technology also

benefits the environ-

ment by expanding

biorefining capabilities.

This project is funded

under the Agricultural

Innovation Program —

a $50-million initiative

announced as part of

Canada's Economic Ac-

tion Plan 2011 and

part of the Govern-

ment's commitment to

help Canadian produc-

ers benefit from cut-

ting-edge science and

technology. The Pro-

gram boosts the devel-

opment and

commercialization of

innovative new prod-

ucts, technologies, and

processes for the agri-

cultural sector.

On June 28th, our

government re-

sponded to the

City of Regina’s funding

proposal for their

Regina Revitalization

Initiative. While we de-

clined their request for

$230 million for various

projects forming the

RRI, we did announce

that we are prepared to

provide funding in the

amount of $80 million

toward the cost of a new

stadium. That amount

represents funding up

to 30 per cent of the

project cost. The

province will not pro-

vide any operating

funding and the finan-

cial model for the sta-

dium will need to

demonstrate self-suffi-

ciency. This level of

funding is consistent

with what our govern-

ment has provided to

similar projects in com-

munities across the

province over the last

five years. The remain-

der of the funding will

come from the Riders,

fans, the City of Regina

and the private sector.

One of the conditions

we put on the proposal

is that any new stadium

be “roof-ready.”

A new stadium makes

sense in these times of

historic growth in

Saskatchewan and it’s

great to see that in the

new Saskatchewan, it is

no longer city versus

city or urban versus

rural. The new attitude

of the people of our

province is positive and

that is why we are mov-

ing forward together as

part of the

Saskatchewan Advan-

tage. If there’s one in-

stitution that brings

Saskatchewan people

together like no other,

it’s the Roughriders.

That’s just one of the

reasons our government

recently announced a

proposal that could re-

sult in a new home for

the Green and White

along with a great facil-

ity for Amateur Sport.

Over the last few

weeks, new numbers re-

flecting that growth

have been tumbling in.

We learned that our

population grew by al-

most 20,000 people last

year - I’m sure that at

least a few of those peo-

ple are either current or

future Riders’ fans!

Other positive numbers

in recent weeks include

record high building

permits and retail sales

and a new all-time high

of 548,900 people work-

ing in the province.

I’m also happy to report

another number - but

this one’s going down,

not up, and that’s a

good thing. I’m talking

about the length of time

people are waiting for

surgery in

Saskatchewan. Our

government’s efforts to

reduce surgical wait

times continue to pro-

duce results. We

learned in recent weeks

that the number of peo-

ple waiting six months

for surgery is down 56

per cent. This is good

news in that it shows

we are making progress

toward our goal of no

one waiting more than

six months for surgery

by March 31, 2013 –

with a further reduction

to a maximum of three

months by the end of

March 2014.

A much closer deadline

is the one for submis-

sions on our govern-

ment’s review of the

province’s labour legis-

lation. It’s now just

over two weeks away.

In May, we announced a

comprehensive review

of existing labour legis-

lation – some examples

of topics under consider-

ation included essential

services legislation,

union financial disclo-

sure, the payment and

collection of union dues

and indexation of the

minimum wage. You

tion.

Another important date

that has come and gone

– with the keeping of

two more campaign

promises – was July

1st. In addition to

being Canada’s 145th

birthday, it was also

the day some important

changes came into ef-

fect that will assist sen-

iors with lower in-

comes. Under the new

Personal Care Home

Benefit (PHCB), eligi-

ble seniors will receive

monthly financial as-

sistance to help cover

the cost of living in li-

censed personal care

home, amounting to

the difference between

their monthly income

and a threshold of

$1,800. Also on July

1st, seniors receiving

benefits under the

Seniors Income Plan

(SIP) started receiving

up to $50 more each

month. For more in-

reflect our govern-

ment’s ongoing commit-

ment to improving the

quality of life for

Saskatchewan’s sen-

iors.

Food for Thought

The federal gov-

ernment has

taken particular

pains to remind us of

the events around the

so-called War of 1812.

Canadians have been

at war sufficient times

that celebrations could

be a continuous

process: The Boar War,

the 1st and 2nd World

Wars, Korea, several

peace-keeping events,

Afghanistan, and most

recently the R2P (Re-

sponsibility to Protect)

event in Libya. Canada

claims to be a peace-

loving nation; however

we have stuck our fin-

ger in most of the big

conflicts even though

we weren’t immedi-

ately threatened. Our

generals wonder what

to do with a battle

hardened force.

I’m a war veteran,

and proud of it, but

there has to be better

way. The International

Criminal Court and the

United Nations, along

with the WTO, the

World Bank and the

IMF have many of the

capacities to encourage

problem solving short

of conflict. The depend-

ence on the massive

military might of the

US has not provided

permanent peace and

the veto power of the

members of the Secu-

rity Council keeps po-

tential conflicts on the

boil. The UN Assembly

is not elected so it

merely provides an op-

portunity for offering

excuses and finger

pointing. There is no

democratic body where

issues can be debated

and responsibilities as-

signed. The near col-

lapse of the European

Union illustrates all

too clearly that it needs

a democratic body with

supra-national powers.

Similarly, the UN

needs what has been

termed the UN Parlia-

mentary Assembly, a

concept that has been

supported by over 1000

elected representatives

in their respective

countries. With a back-

up military force to

stamp out minor con-

flicts it would do much

to promote permanent

peace. Canada could

very well support a re-

newed Blue Beret force.
