    Your Community... Your Newspaper

For the past 13 years or so, the RM Review has attached a slogan to all of its print, web and email

    publications. That slogan is...

Proud to be Promoting and Supporting your Community

We couldnt have been prouder to be doing what we do, and we remain so, but we feel it is time to

change our slogan to better reflect who we are.

The RM Review is, and always has been, a voice in our community for everyone that choses to have

thier voice heard. It is a compilation of various groups, individuals and businesses in our community.

If you look at the content of any issue, you will find stories about such things.

Some of these stories have been produced directly by us here at the RM Review, but a vast majority of

them have been, and continue to be each month, submitted by many people in our community.

The local administrators take the time to write the Council Reports.

Students and teachers submit the School Reports.

The RCMP provide the Police Reports.

4-H members put together the 4-H News.

And many, many citizens, just like you, take the time to let us know about things that are happening

in thier part of this community by submitting stories to us.

Without these efforts, we would have a much bigger job to put together informative publications for

you. So to better reflect what the RM Review is all about, we are now promoting our new slogan...

    Your COMMUNITY, Your NEWSPAPER

So to all that continue to help us bring all of the news and information to the community, we would

like to say thank you, and hope that our new slogan is an ongoing showing of our appreciation.

Of course, all of these efforts would not result in anything if was not for our advertisers that make the

    entire operation possible.

I know you all make every effort to support them, and will continue to do so in the future.

After all, it is your Community Newspaper that they are supporting.

Now get out there and enjoy the second half of your summer !!

    Food for Thought

(l - r) Sean Murray, Sam Michnik, Dane Murray

    The Canadian and Mexi-

    can beef and pork in-

    dustries are losing

    hundreds of millions of dol-

lars as a result of the lobby

    efforts for COOL of some

    right wing interests. The

    original challenge to WTO

    was successful and after ap-

    peals the case should have

    ended allowing free trade in

    beef cattle and hogs among

    the three NAFTA signatories.

    Instead the US began evasive

    actions that will require redo-

    ing the WTO process.

    The tragedy of the situation

is that the US mainline live-

    stock organizations do not

    support the requirements of

    country-of-origin-labeling be-

cause it is a cost that has to

be borne by the whole sys-

    tem. Many livestock feeders

    and processors simply avoid

    purchasing Canadian ani-

    mals or carcasses because of

    the added cost of segregating

the imported product. It is an

    instance where lobby forces

    overwhelm logical gover-

    nance.

    Canada and Mexico do have

    the retaliatory potential of

    imposing an equivalent level

    of tariffs; however that will

only occur about two years or

more down the road when the

    second WTO process is com-

pleted. That is a messy action

not at all conducive to the ad-

    vancement of free trade.

The oddity is that the US

    meat industry through the

    application of the COOL leg-

    islation loses opportunities to

    feed, process and export our

    livestock and forces us into

    export competition at lower

    prices. Every interference

    with free trade reduces the

    profit margin and in turn

    leaves the primary producer

    more vulnerable.

It is not the primary respon-

sibility of the US Congress to

    protect the Canadian live-

    stock industry; but one would

    expect that they could avoid

    injuring their own system.

  • Traffic:On July 8 at 9:15 p.m. police

were called to the scene of a

    single vehicle collision on

    9th Street North in

    Martensville. Police located

a 2008 Dodge Caliber on its

side in a ditch at the north

    end of the street. Witnesses

directed police to a male who

    had been seen crawling out

of the vehicle after the colli-

    sion had occurred. The man

was located by police a short

    distance away attempting to

    walk away from the scene

    down a nearby alley. The

    man exhibited signs of im-

    pairment from alcohol con-

    sumption and was placed

    under arrest. The man was

    read a breathalyzer demand,

    which he refused to comply

    with. A 22 year old

    Martensville man was later

    released on charges of im-

    paired driving and refusing

    to provide a breath sample.

He is scheduled to appear in

    Provincial Court.

    On July 10 at 6:13 p.m.

RCMP received a call of a

    motor vehicle collision at the

    intersection of Highway 60

    and Highway 7, west of

    Saskatoon. Two vehicles

    had collided in the intersec-

    tion, a 2013 Dodge Journey

    and a 1997 Ford F250 truck.

    The eastbound truck was on

    highway 7 and carrying

three men from Kyle when a

    northbound Dodge Journey

    entered the intersection car-

    rying three females from

    Kindersley. The driver and

    front passenger of the Jour-

ney, 61 year old and 88 year

    old females were killed by

    the impact. The rear pas-

senger, a 10 year old girl,

    survived with cuts and

    bruises. The three men in

    the truck were all trans-

    ported to hospital with non-

    life threatening injuries.

    Witnesses at the scene have

    advised police that the

    Dodge Journey did not stop

at the stop sign before pro-

    ceeding into the intersection.

    A Collision re-construction-

    ist attended the scene and

    the police investigation is

    continuing. No names are

    being released.

    On July 21 at 4:25 p.m. po-

lice were called to a incident

of an erratic driver on high-

    way 11 near Osler. The

    complainant advised that he

    had observed a man driving

    while drinking from a

    whiskey bottle. Police at-

tended in the Osler area and

    located a 2005 Ford F-150

    truck being operated by 49

    year old male from the

    Whitecap Dakota First Na-

    tion. The man displayed

    signs of impairment from al-

    cohol and was arrested for

    impaired driving. He was

    taken to the police detach-

    ment where he provided

    samples of his breath that

    were under the legal limit,

but high enough to justify a

    24 hour drivers licence sus-

    pension. The man was

    found to be a suspended

    driver. He was charged for

    driving a motor vehicle

    while consuming alcohol and

    driving while suspended.

His vehicle was towed for 30

    days pursuant to the sus-

    pended drivers legislation.

    On July 19, at approxi-

    mately 2:15 a.m., Warman

    RCMP Detachment re-

sponded to a report of a

    train versus vehicle collision

    on Highway 672, near

    Vanscoy, Saskatchewan. In-

    vestigation determined at

the time of the occurrence a

    twenty-two year old male

    driver operating a Dodge

    Ram half ton pick-up truck

    had driven through a 'dead

    end' fence launching his ve-

hicle onto the CN rail line.

    The vehicle became stuck at

    that location. The driver was

    un-injured in the initial acci-

dent and was able to free

himself prior to the train col-

    liding with his vehicle. The

male driver was alone in the

    vehicle. The man was ar-

rested and taken to the po-

    lice detachment where he

    provided samples of his

breath that were in excess of

    the legal limit. The man

    was released on impaired

    driving charges and will ap-

    pear in Provincial Court in

    September.

    Property:On July 8 at 7:30 a.m. police

    attended at a residence on

    8th Avenue North in War-

man in response to a call of

a stolen vehicle. It was re-

ported to police that a blue,

    2001 Jeep TJ was stolen

from a residence at that lo-

cation. It is believed that a

spare set of keys was left in

    the vehicle. Police caution

    people not to leave valuables

    in vehicles, including keys

    and garage door openers, as

    thieves are using these

    items to facilitate vehicle

    thefts and residential break-

    ins. There were also several

    cars entered on the same

    evening in Warman and

    Osler where glove boxes had

    been searched and loose

    change stolen.

    On July 9 at 6:10 a.m. police

were called to a residence on

    Watson Way in Warman for

a report of a stolen vehicle.

    A 2003 Chev Duramax truck

was stolen from the front of

    the residence. The truck

had decals on it that said

    MROD Construction. The

box of the truck also had a

    tool box and numerous tools.

    Police are investigating.

    On July 9 at 7:00 a.m. police

were called to a residence on

Banman Court in Osler for a

report of a stolen car. A

    2006 black Kia Sorrento was

stolen from the front of a

    residence at that location. It

    is believed that thieves en-

    tered another vehicle at that

    residence and obtained keys

    for the Sorrento and then

    stole it. Police are investi-

    gating.

    On July 15 at 3:55 p.m. po-

lice received a complaint of a

    theft from a residence on

    Reimer Road in

    Martensville. The com-

    plainant advised that some-

one had stolen a bench from

the front of her house some-

    time overnight. The bench

was of wood and iron con-

    struction. She did not know

who took it. Police are in-

    vestigating.

    On July 16, sometime dur-

    ing the early morning hours,

    three vehicles in Warman

    were entered and the con-

    tents were rifled through.

    In one instance the car

    stereo was stolen. Both ve-

    hicles were believed to have

    been parked overnight and

    left unlocked. Police remind

    residents not to leave valu-

ables in a vehicle and not to

    leave their vehicles un-

    locked.

    On July 17 at 1:10 p.m. a

    man called from a residence

    on Hiebert Crescent in

    Martensville to report that

his 14 foot Sprinter row boat

    was stolen from his back

    yard some time during the

    previous two days. There

are no suspects in this inci-

    dent. Police are seeking the

    assistance of the public in

    identifying the culprits in

    this incident or the location

    of this boat. Please contact

    the Warman RCMP or

    Crime Stop-

    pers if you

    have any in-

    formation that

    can lead to a

    recovery of the

    boat or the ar-

    rest of the cul-

    prits.

    On July 18 at

    5:30 p.m. po-

    lice were

    called to a

    rural property

    near Radisson

    in regards to a

    complaint of a

    break and

    enter. The

    owner of a

    shop advised

    police that his

    shop had been

    broken into

    when thieves forced their

way through the door to the

    shop. Numerous small tools

and a radio were stolen. Po-

lice have no suspects at this

    time. The matter is under

    investigation.

    On July 18 at 11:15 p.m. po-

lice received a call of a noise

    complaint on Centennial

    Drive in Martensville. An

    area resident advised that

    paving equipment was being

    operated after 11:00 p.m. in

    contravention of the City

    bylaw. Police attended and

    had the contractor discon-

    tinue the operation of the

    equipment for the day. No

    further action was taken.

    People:On July 12, shortly after

    midnight, RCMP attended

at a residence in Warman in

response to a complaint of a

    family dispute. A woman

    advised police that she had

    been assaulted by her sis-

    ters-in-law. When police ar-

    rived the two suspects had

    left the area, however, a

    man associated to the resi-

dence was found to be highly

    intoxicated and causing a

    disturbance on the street

    near the residence. After

    failing to comply with police

    direction, the man was ar-

    rested for public intoxication

    and taken to police holding

    cells where he was held

    overnight until sober. He

    was released unconditionally

    the following morning.

    On July 18 at 12:10 a.m. po-

lice received a call from a

    Martensville woman advis-

ing that she had been as-

    saulted by her boyfriend.

    Police attended at a

    Martensville residence and

    spoke with the woman who

advised that she had been in

    a car with her boyfriend

when they got into an argu-

ment. In an attempt to ig-

nore him she had put in

    some earphones, which she

alleges he ripped out of her

    ears, pulling some of her

    hair in the process. She

    then alleges the man

    grabbed her, hit her and

then kicked her out of his

    car. There were minor

    scratches and bruises ob-

    served on the complainant.

Police located a 19 year old

    Martensville man later in

the day and arrested him for

    assault and uttering death

    threats. The man was re-

    leased from custody on con-

    ditions and will make an

    appearance in Provincial

    Court on July 30.

    On July 18 at 7:13 p.m. po-

lice were called to a distur-

bance in the Village of Pike

    Lake. A caller advised po-

lice that a man and woman

    who appeared to have been

    drinking were fighting with

    each other. Police attended

and located a 42 year old

man and a 57 year old

    woman who were both resi-

dents of the area. Both sub-

    jects had been drinking, but

    both denied that they had

    been fighting. It was re-

vealed that the man was on

    probation for previously as-

    saulting the woman and was

on a condition not to con-

    sume alcohol. The man was

    arrested and charged for

    breaching the probation

    order. He was later released

on the charge to appear in

    court in September.

    On July 19 at 11:15 p.m. po-

lice were called to a report of

    a suspicious person in the

    Cathedral Bluffs area in

    Corman Park. A man re-

    ported observing a stranger

driving in and out of yards

    in the area and looking

    around houses. A vehicle li-

    cence plate was communi-

    cated to police. Police

    attended in the area and

were able to locate a Saska-

toon area man. It was deter-

    mined that the man was

looking for a lost dog that

    had previously been re-

    ported to police. No further

    action was taken.

    For the past 20

    years we my

    Wife and I have

    raised registered Ten-

    nessee Walking horses

at the Lazy T over the

    years we have boarded

    a few horses for select

    clients beside raising

    and training our own

    Tennessee Walking

    Horses.

    .

    Having experience with

    training horses for 53

    years, my wife Marjorie

    and I thought if we

    were going to do some-

thing in the way of an

    indoor arena we should

    do something uniquely

    different when we con-

    structed our indoor rid-

    ing arena and barn,

    which opened in time

    for the July 1, 2013.

    Canada Day celebra-

    tions.

    We are now accepting

    new boarders for year

    round riding enjoyment

at the Lazy T. We have

    year round indoor rid-

    ing with outdoor riding

    paddocks available. In

    the very near future

    the new 120 foot barn

    will be complete and

    ready for more horses

and will be able to ac-

    commodate 45 head in

    box stalls, along with

    additional outdoor pad-

    docks to accommodate

    another 20 head of

    horses with shelters.

    The flag roof design is

one of the largest in the

    Country, if not North

    America, and was con-

    structed to be represen-

    tative of our great land

    for many decades to

    come.

    The entire Canadian

    flag on the roof meas-

    ures 30 Meters x 15

    Meters (120 feet X 60

    feet ). The flag was

    constructed entirely

    out of pre-painted,

    ribbed sheet metal

    roofing. There were no

    decals or paint used in

    the fabrication of the

    Canadian flag roof.

    We constructed the

    maple leaf flag design

    to scale on our own.

    The roof was initially

    constructed with 2 bars

of red on each end then

    the maple leaf was

    then placed in the cen-

    ter.

    The maple leaf was de-

    signed at my business,

    Qwik Signs, in Saska-

    toon, to exact scale, so

    that it would be propor-

    tionately correct as the

    flag should look.

    With the help of some

    highly skilled labor

    provided by an ac-

    quaintance, Bill

    Kominetsky, we joined

    sheets of roofing metal

    inside the riding arena

    on the ground, The

    maple leaf was then

    drawn to the sheet

    metal exactly to scale.

    Bill then cut the shape

of the leaf with a spe-

    cial metal cutting tool

    to the exact measure-

    ments provided. The

    pieces were then num-

    bered and disassem-

    bled.

    We then put the pieces

up on the roof in proper

    number sequence so

that it would fit as it

    did on the ground.

    Once the maple leaf

    was re-assembled it

    was nearly perfect.

    The maple leaf alone

    which measured 18 me-

    ters X 14 meters

    (58 feet X 48 feet) was

    within 1/16'' of an inch

    when it was re-assem-

    bled on the roof .

    There are more plans

for the roof flags out at

    the Lazy T to come

    soon. The smaller barn

    will have a full colour

    Saskatchewan Provin-

    cial flag on one side

and on the other side of

    the roof the numbers

    345, at approximately 2

    meters X 1 meter in

    bright red, signifying

    the best RM, in the

    best Province, in the

    best Country in the

    world... Canada.

    The Lazy T is located

    west of Saskatoon on

    11th Street, 1 km south

    and 1/2 km west of

    Saskatoon Livestock

    Sales, which is on

    Highway 14.

    MP REPORTwww.rmreview.net RM Review

    Canada Post of-

    fers an essential

    service. We all

rely on it for the deliv-

    ery of letters, packages,

    and logistics. Canada

    Post outlets are also

    important to the vi-

    brancy of many towns

    and communities in

    rural Canada.

    Our government is

    committed to a stan-

    dard of postal

    service that meets the

    needs of all Canadians,

    both rural and urban,

    that is secure, and con-

    tinues to be financially

    self-sustaining.

    The Canadian Postal

    Service Charter, which

    was introduced by our

    Government in 2010

    continued the morato-

    rium on the closure of

    rural post offices, and

    ensured that Canada

    Post will charge uni-

    form rates for letters of

    similar size and

    weight, so that letters

    will require the same

    postage, regardless of

    the distance to reach

    the recipient.

    As Canada Post is an

    independent Crown

    Corporation, it is re-

    sponsible for its own

    administration. The

    Government of Canada

    is responsible for set-

    ting its mandate and

    service delivery levels.

    The way Canadians

    send and receive mail

    is changing. This is un-

    deniable.

As an MP, I am able to

    use email to communi-

    cate with constituents.

    Fifteen years ago, a

    weekly MP report like

    this one would not have

    been possible, and it

    has become a very use-

    ful tool to share infor-

    mation with you on

    many different subjects

    in a timely manner.

    Canadians still rely on

    physical postal serv-

    ices, but we are gradu-

    ally receiving more and

    more items electroni-

    cally that would have

    previously been sent by

    the mail like magazine

    subscriptions or tele-

    phone bills.

    Consider the following:

    Canadians mailed al-

    most one billion fewer

    items of mail in 2012

    than they did in 2006.

    Furthermore, the num-

    ber of addresses that

    Canada Post must de-

    liver to is increasing by

    about 150,000 each

    year.

    While Canada Post has

    operated profitably for

    the last 16 consecutive

    years, the decrease in

    overall mail volume

    coupled with the in-

    crease in addresses is

    expected to lead to sig-

    nificant operational

    deficits by 2020.

    This is something that

    all of us users of

    Canada Post and tax-

    payers should be con-

    cerned about.

    As the Conference

    Board of Canada has

    noted there is no single

    change that will be

    enough to make

    Canada Post opera-

    tions financially sus-

    tainable for the next 50

    years. Any action will

    involve either rate

    hikes or service cuts,

    both of which will im-

    pact consumers and

    businesses.

    The good thing is that

    Canada Post is looking

    for public input on

    what Canadians see as

    its future role for mail

    delivery.

You can send a letter to

    Canada Post at the fol-

    lowing address:

    The Future of Canada

    Post 2701 Riverside

    Drive Suite NO800

    Ottawa, ON K1A 0B1

    Furthermore, you can

    also submit comments

    on the Canada Post

    website, which can be

    accessed at

    www.canadapost.ca.

    Finally, as your Mem-

    ber of Parliament, Im

    happy to hear your

    views on the future of

    Canada Post for mail

    delivery in Canada,

    and will keep them in

    mind when this matter

    is discussed in Caucus

or in the House of Com-

    mons.

    Summer Party

  • Keeping you andyour family safewhile youre getting

from point A to point B

    this summer is a prior-

    ity for our government.

    To that end, we re-

    cently announced that

    photo radar is now

    being deployed in se-

    lected highway work

    zones. The state-of-

    the-art cameras will be

    taking pictures of the

    licence plates of drivers

    exceeding the 60 kilo-

    metre-an-hour work

    zone speed limit. The

    amount of the ticket is

    based on how fast the

    vehicle is going. Fines

    start at $210 and in-

crease by $3 to $6 per

    kilometre over the

    speed limit. For exam-

ple, the driver of a ve-

    hicle travelling at 100

    km/h would be fined

    $530. The Ministries

    of Highways and Jus-

    tice along with SGI, the

    RCMP, the

    Saskatchewan Heavy

    Construction Associa-

    tion and other partners

    have been working dili-

    gently to improve

    safety in work zones

    following the tragic

    death last summer of

    flag person Ashley

    Richards.

    With more than $260

    million in grading,

    paving, bridge building

    and other projects un-

    derway this summer,

    there are some online

    resources you can use

    before heading out on

    the highway. Go to

    www.highways.gov.sk.c

    a/workzone for the

    weekly construction

    update as well as infor-

    mation about what do

    in the work zone and

    links to the major proj-

    ects underway this

    year.

    Investing in highways

    is just one example of

    how our government is

    using the benefits of

    growth to improve the

    quality of life for all

    Saskatchewan people.

    Another way is our con-

    tinued investment in

    the Saskatchewan Sur-

    gical Initiative (SKSI)

    to reduce surgical wait-

    ing lists. The latest in-

    formation shows that

    78 per cent of patients

    receive surgery within

    three months of their

    consultation with a

    surgeon and 90 per

    cent within six months.

    Thanks to the $70.5

    million invested in the

    SKSI in this years

    provincial budget,

    89,000 surgeries will be

    performed in

    Saskatchewan this

    year, an increase of

    7,000 over last year.

    All health regions, ex-

    cept Regina QuAp-

    pelle, are on track to

    meet the three-month

    goal by April 2014.

    Regina QuAppelle is

    expected to meet the

    goal by April 2015.

    While theres still work

    to do, our government

    has made significant

    progress toward reduc-

    ing what at one time

    were the longest surgi-

    cal wait times in

    Canada.

    Saskatchewans strong

    economy shows no

    signs of slowing down.

    Retail sales in May to-

    taled $1.6 billion, the

    highest ever for the

    month, and an increase

    of 5 percent from April.

    Thats the largest per-

    centage increase in

    Canada. Even more

    impressive are the lat-

    est wholesale trade

    numbers. At $2.14 bil-

    lion in May, wholesale

    trade figures in

    Saskatchewan are ten

    times the national av-

    erage and our manufac-

    turing sales continue to

    lead the nation. Ship-

    ments totaled $1.29 bil-

    lion in May, an

    increase of 16.7 per

    cent over the same

    time last year and

    number one in Canada

    for year-over-year

    growth for the second

    straight month. Our

    government will con-

    tinue to take action to

    ensure Saskatchewans

    economy remains

    strong by balancing the

    challenges of growth

    with the needs of fami-

    lies.

    With back to school

    only six weeks away,

    Saskatchewan Party

    MLAs have been

    spending the summer

    consulting with con-

    stituents in regards to

    their priorities. That

    information will be

    used to chart our gov-

    ernments course into

    this falls legislative

    session and beyond. If

    you havent had a

    chance to tell your

    MLA what your priori-

    ties are, theres still

    time. Stop by the con-

    stituency office for a

coffee, or give us a call.

    By working together,

    we can continue to

    move Saskatchewan

    forward.

    Saskatchewan Girl Celebrates

    100th Birthday in Vanscoy

    On July 6th,

    Signe

    Lundquist, sis-

    ter to Elsie Gordon,

    came home to the

    prairies to celebrate

    her 100th birthday.

She is the first of 12

    children in the

    Lundquist family from

    Maidstone, Sk, North

    of the Gully. Signe has

    lived in Vancouver, but

    chose to have a party

    for family from

    Saskatchewan prior to

    her actual birth date in

    September. She chose

    July 6th as she loves

    our summers, the har-

    vest hasnt started and

    quote, I am healthy

    now! When she

    phoned Elsie she had

    hoped that some of the

    family could

    come to an

    afternoon

    tea, nothing

    fancy, just

    something

    small.

    When she

    arrived Fri-

    day evening

    at 6:00pm

    she was ac-

    companied

    by her sister

    Betty, two nieces, one

    nephew, and three

    great nieces. In the

    next 48 hours she was

    joined by her surviving

    siblings Roger, Francis,

    Betty, Elsie, sister-in-

    laws Francis L and

    Evelyn and brother-in-

    law, Bud. Approxi-

    mately 90 nephews and

    nieces were able to

    make the trek to

    Vanscoy Circle Hall for

    the tea social and fol-

    lowing hot meal. They

    came from Vanscoy,

    Saskatoon, Edam,

    Maidstone, Lloydmin-

    ster, Prince Albert, La

    Ronge, Air Ronge, Wa-

    trous, Edmonton, and

    Calgary. The event was

    a huge success thanks

    to those who attended

    doing what needed to

    be done, taking shift in

    the kitchen, and pitch-

    ing in when needed. A

    special thanks to Elsie

    Gordon for contacting

    the family, Raelene

    Boyle for planning and

    organizing the food,

    decorations, set up, and

    accommodations, and

    to Debbie Gordon for

    preparing all the sal-

    ads.

    When Signe went to

    the airport Sunday at

    4:30pm, she was still

    smiling. She said that

    she has been at the

    Circle Hall for many

    events over the years

    but this one was the

    best.
