On 03 & 05 Aug 2015, Maj Gen Kuldip Singh, Offg CEO attended a meeting on PMKVY at the Parliament House Annexe, New Delhi. The aim of the meeting was to introduce PMKVY and other skilling initiatives to all Members of Parliament by MSDE. The meeting was chaired by Hon’ble Minister Shri Rajiv Pratap Rudy, MOS(IC) MSDE. Representatives from MSDE, NSDA, NSDC, and all Skill Councils attended the meeting. The meeting on PMKVY continued for consecutive three days, where MPs from all states were informed on the various initiative of Skill India. REVIEW OF SSSDC BY TEAM OF IL& FS TRUST COMPANY LIMITED. Team of IL& FS Trust Company Limited carried our review of SSSDC on 04 Aug 15. Objective of visit was to review the documents and deliverables as part of Term sheet and see accounts detail. Team of SSSDC gave detailed run down of activities undertaken by each officer. The review was followed by inspection of documents. ALL HANDS MEET. On 7 Aug 2015, CEO & Principal S&QA visited NSDC for a discussion on various issues related to PMKVY functioning. HARYANA BOARD WORKSHOP. On 17 Aug 2015, Col US Rathore attended Skill Teacher Training Programme at SCERT Gurgaon. The programme was attended by vocational training teachers of Haryana. Col Rathore briefed participants about the activities of SSSDC and also gave a review on CBSE training curriculum on security. MEETING: GEOSTAT. On 21 Aug 2015, a meeting was held with Ms. Shivani Singh, Vice President Geostat Informatics, the company proposed to be outsourced to carry out audit of SSSDC TPs. Miss Shivani was briefed about finer points of audit and SSSDC expectations from her team. It was categorically told to her that the quality should not be compromised during the audit. A checklist for the audit was also shared with Geostat representative during the meeting. CSR WORKSHOP WITH OIL COMPANIES. On 25 Aug 2015, Col Harjinder attended seminar which was organised under the aegis of NSDC at Downtown University, Guwahati. Senior Officials of the rank of DGM/ Chief Engineer attended from prominent companies across the value chain of the Oil and Gas Industry like Mr PK Dutta from Purvashi Oil and Gas Limited etc. Senior representatives from NSDC were also present along with NSDC Training Partners who presented about the unique training they do in terms of unique offerings, capacities, target audience etc. CSR fund utilization of Oil and Gas PSUs was one of the important topics of discussion in this conference as they are open to utilizing them for the maximum benefit of the North Eastern region. Col Harjinder gave out a presentation to the audience on the ways SSSDC could help the Oil and Gas Companies in utilizing their CSR to skill the work force in the North East for acquiring Security skills.

SSCS MEETING WITH MPs. On 03 & 05 Aug 2015, Maj Gen Kuldip Singh, Offg

CEO attended a meeting on PMKVY at the

Parliament House Annexe, New Delhi. The aim of

the meeting was to introduce PMKVY and other

skilling initiatives to all Members of Parliament by

Representatives from MSDE, NSDA, NSDC, and all

Skill Councils attended the meeting. The meeting on

REVIEW OF SSSDC BY TEAM OF IL& FS

TRUST COMPANY LIMITED. Team of IL& FS Trust Company Limited carried our

review of SSSDC on 04 Aug 15. Objective of visit

was to review the documents and deliverables as part

of Term sheet and see accounts detail. Team of

SSSDC gave detailed run down of activities

undertaken by each officer. The review was followed

by inspection of documents.

ALL HANDS MEET. On 7 Aug 2015, CEO & Principal S&QA visited

NSDC for a discussion on various issues related to

PMKVY functioning.

HARYANA BOARD WORKSHOP.

On 17 Aug 2015, Col US Rathore attended Skill

Teacher Training Programme at SCERT Gurgaon.

The programme was attended by vocational training

teachers of Haryana. Col Rathore briefed participants

about the activities of SSSDC and also gave a review

on CBSE training curriculum on security.

MEETING: GEOSTAT. On 21 Aug 2015, a meeting was held with Ms. Shivani

Singh, Vice President Geostat Informatics, the

company proposed to be outsourced to carry out audit

of SSSDC TPs. Miss Shivani was briefed about finer

points of audit and SSSDC expectations from her

team. It was categorically told to her that the quality

should not be compromised during the audit. A

checklist for the audit was also shared with Geostat

representative during the meeting.

On 25 Aug 2015, Col Harjinder attended seminar

which was organised under the aegis of NSDC at

MEETING WITH MPs.

On 01 & 23 September 2015, Major General Kuldip

Singh (Retd), CEO and Mr. Vijay Kapoor, Dy.

Director (Monitoring) had a meeting with Hon’ble

Members of Parliament (Lok Sabha) Harish Chandra

Meena & Rahul Kaswan from Dausa and Churu

Constituencies respectively. This was the second

meeting with Mr. Kaswan and he was instrumental in

arranging meeting with Mr. Meena other Member of

Parliament as he found the last meeting with Council

members educative and informative. Both

Parliamentarians were briefed on SSSDC

contribution in skill development by CEO. and Dy.

Director (Monitoring). Mr. Meena took keen interest

in conversation and wants to organize “Kaushal

Vikas Mela” in his constituency with SSSDC

cooperation. SSSDC assured to extend all possible

help to him.

NSDC ALL HANDS MEET. ‘All Hands Meet’ conducted by NSDC on 04 Sep

from 1400h to 1830h on 04 Sep at the Constitution

Club of India. The following points were discussed:

It is seen that a large number of SSCs do not have

adequate industry engagement, this needs to be

improved.

The SSCs must write for jobs to the industry and

get their feedback on the requirement of

manpower in specific job roles.

SSCs must endeavour to have a GC meeting once

every two months.

Put the list of TPs which are pending affiliation on

SSCs website.

SSCs to follow up for placement for jobs of

trainees through the TPs.

Update all SSC websites with details of various

committees formed for governance in the SSCs.

Volunteer SSCs for UKERI to give their names to

Rajiv Mathur at NSDC. Ten SSCs planned for the

programme.

NSQF MEETING. On 11 September 2015, NSDA organized workshop

on implementation of National Skill Qualifications

Framework at FICCI auditorium. The union cabinet

notified the NSQF on 27 December 2013 after

considerable deliberations and inter-ministerial

consultations. All the august speakers including Ms.

Shobha Mishra Ghosh, Senior Director, Head of Skill

Development Forum, FICCI, Jyotsna Sitling, Jt.

Secretary, MSDE and Director General NSDA, Mr.

Pawan Aggarwal Jt. Secretary, MSDE, Jean Marc

Castejon, Senior Expert on Qualification System and

others explained the salient features of NSQF and way

it is implemented across India.

SIGNING MOU: RMSA, PUNJAB. On 16 September 2015, a MoU with RMSA, Punjab

Govt was signed at NSDC by CEO, SSSDC for

inclusion of Security as a vocational subject in Punjab

Schools.

BOARD MEETING AND 5TH ANNUAL

GENERAL MEETING: 22 SEP15. Quarterly Board Meeting for the Quarter Ending

Sep15 and 5th Annual General Meeting of Board of

Directors of SSSDC was held in Mohta Room, PHD

Chambers, New Delhi on 22 Sep15.

12 Directors attended the Meeting. Chairman

welcomed the Directors which were followed by the

proceedings of the Meeting conducted by CEO. CEO

also gave a presentation on the progress made by

SSSDC in the Quarter Ending Sep15. Col U S Rathore

gave a presentation on Monitoring Policy for Sector

Skill Council: SSSDC’s Status. Mr. Ashish Batra from

NSDC gave a presentation on Pradhan Mantri Kaushal

Vikas Yojna.

SIGNING MOU: RMSA, DELHI.

On 28 September 2015, a MoU with RMSA, Delhi

Govt was signed at NSDC by CEO, SSSDC for

inclusion of Security as a vocational subject in Delhi

Schools.

OPENING/CLOSING

ADDRESS OF T3 (64)

COURSE.

The CEO addressed the T3 Course

(27 trainees) conducted at Olive

Heritage, Gurgaon on 19 Feb

2015. The CEO also went for the

closing address on 26 Feb 2015.

During these two addresses, he

emphasised on the following

aspects:-

a) Requirement of quality trainers

in Private Security Sector to

improve the overall standards.

b) Need to align

Training/Certification process

with the National Occupation

Standards (NOS) to ensure

“Quality and

Standardisation”.

c) Importance of certification of

the entire workforce (both fresh

recruits and existing workforce)

to strengthen our case for

classifying them into the Skilled

category to earn higher wages.

d) RPL method of

Assessment/Certification for the

existing workforce.

e) Requirement to encompass the

entire skilling programmes into

the NSQF.

MEETING WITH MYC AND CYMA

OFFICIALS. On 05 Sep 2015, office bearers of MYC – Mr. T

Sangkunga, MLA and Chairman; Dr JT Vanlalngheta,

Member – Secretary; Dr Daniel Dailo Varte, Member;

Mr. Lalrawnzhala, Superintendent and of CYMA –

Mr. Vanlalrvata, General Secretary; Mr.

Lalrammvang, Executive Member and PRO Raj

Bhawan met CEO, Principal S&QA & Regional Head

East. CEO provided a brief on the activities and

mission of SSSDC. In the absence of NSDC rep, Col

U S Rathore briefed the delegates about NSDC. The

office bearers of MYC and CYMA were particularly

impressed with the PMKVY for skilling.

SSCs ALL HANDS MEETING. On 01 October 2015, CEO and Principal T&D

attended the monthly meeting at NSDC, New Delhi.

During the meeting, issues related to SDMS were

discussed.

MEETING WITH MHA. On 20 October 2015, CEO and Principal T&D

attended a meeting in Ministry of Home Affairs. A

discussion with all the Controlling Authorities for

PSARA 2005 was carried out in reference to the

security industry.

ABs MEET IN SSSDC. On 30 October 2015, Chairman, Principal SQA and

Principal T&D attended a meeting with all the

Assessment Bodies at SSSDC office. During the

meeting, various issues related to RPL assessment

were discussed and planned.

MEETING AT MSDE. On 14 October 2015, Chairman, CEO and Principal

T&D attended a meeting at MSDE with Shri Rajiv

Pratap Rudy, Union Minister of State Skill

Development and Entrepreneurship (Independent

Charge) and gave out the way forward on the role of

SSCs and how the skilling landscape is getting

configured.

SKILL DEVELOPMENT WORKSHOP IN

MIZORAM. To attend a workshop on skill

development in Mizoram, Maj Gen Kuldip Singh

(Retd) CEO, Brig PK Sanyal (Retd) Head Eastern

Region and Col US Rathore (Retd) Principal-SQ&A

travelled to Aizwal on 03 Sep. The workshop was

jointly organised by NSDC and Mizoram State Skill

Development Mission Financials. The workshop was

held at Mizoram Assembly conference hall on 04

Sep 2015 from 0945h-1330h. Two SSCs – SSSDC

and THSC were present. NSDC was represented by

THSC representative. Mizoram State Skill

Development Mission was represented by Mr. Daniel

Hauhnar, Project Director.

Maj Gen Kuldip Singh (Retd) CEO provided an

overview of skilling and PMKVY during the

workshop. Col US Rathore (Retd) made SSSDC and

NSQF presentations. Participants were shown the

training material and National Occupational

Standards prepared by SSSDC and encouraged to

promote training in private security domain. The

delegates were quite curious about NSQF and setting

up of training facilities, on which they were

adequately explained.

CALLING-ON THE GOVERNOR. On 04 Sep 2015, CEO and other members of SSSDC

called on Lt Gen Nirbhay Sharma, Governor of

Mizoram at Raj Bhawan, Aizwal. The Governor

inquired about the purpose of the visit to the state. He

emphasised that unless some organisations working

at the grassroots level are involved. The objective of

Skill India Initiative through various Govt Schemes

may not be achieved. He then instructed his PRO Mr.

Malswam Sanga to arrange a meeting of our

delegation with the office bearers of Mizoram Youth

Commission (MYC) and Central Young Mizo

Association (CYMA). The meeting was fixed for

0800h on 05 Sep 15. Furthermore, he informed that

there are three autonomous hill district councils

operating in the state, where skill mission could also

be quite.

MEETING WITH ALL TPS FROM 06 NOV TO

12 NOV. Meetings with all TPs who have participated in the

PMKVY scheme till now were conducted across

seven days at SSSDC office. Capacities of their TCs

upto Mar 15 were ascertained for sharing with

PMKVY team at NSDC. TPs participation for the

upcoming CAPSI/SSSDC Leadership Summit was

explained wherein 1 trainer and 05 trainees per TP are

required to attend the summit being held on 21 -22

Dec 15 at Manekshaw Centre, New Delhi.

MEETING OF SSCS WITH MINISTER MSDE

AND SENIOR OFFICIALS OF THE MSDE. CEO and Principal TD attended the interaction with

Mr. Rajiv Pratap Rudy , MOS (IC), MSDE on 16 Nov

15 along with other SSCs regarding the progress on

PMKVY. JS MSDE Mr Rajesh Aggarwal and other

senior officials from NSDC were present. Discussions

were centred on the criteria to be used for giving out

the numbers /buckets for PMKVY. The MOS(IC),

MSDE emphasised the need to scale up the training

centers and convert maximum centers to multi

discipline skill centres. The meeting was also

attended by Mr. Jayant Krishna, Offg CEO, NSDC.

MEETING AT NSDC.

On 18 Nov 15, CEO & Principal S&QA attended a

meeting at the NSDC on fixation of pass percentage

for various job-roles. CEOs and reps of other SSCs

had attended the meeting. The qualifying percentage

has been revised to overall 60% for non-technical

skills and 70% for technical skills for Level 4 NSQF.

Passing in each NOS is no longer mandatory. This

new percentage is applicable for all assessments w.e.f

01 Dec 15.

QRC MEETING. On 20 Nov 15, CEO & Principal S&QA attended the

QRC meeting at NSDC. QP and NOS for the job-role

of “Investigator” was discussed during the meeting.

The QP has been accepted by QRC.

CURRICULUM MODEL DISCUSSION.

On 26 Nov 15, Principal S&QA attended a meeting at

NSDC regarding development of model curriculum

for SSCs.

CII NATIONAL CONFERENCE.

CEO attended 4th National Conference on Skill

Development 2015 & Job Fair Linking Skills to job

on 26 Nov 15 at Taj Palace, New Delhi. Broad issues

discussed were:-

Education to be linked to Skill Development.

Ensure uniformity in standards of Training.

Use Labour Market Information System (LMIS)

and make people ready for global market.

MEETING WITH ASSESSMENT BODIES. On 27 Nov 15, CEO and Principal T&D met with

reps of all ABs on the slow progress of loading of

results and further measures required for ensuring

speedy movement of results through the system. The

TPs were asked to have a tracking system to ensure

no batches get missed out while uploading the

batches.

BOARD MEETING.

Quarterly Board Meeting of Board of Directors for

the Quarter Ending Dec15 was organized at Mohta

Room, PHD House, New Delhi on 30 Nov 15.

Fourteen Board Members including special invitees

were present during the Board of Directors Meeting.

Maj Gen A K Sakhuja (Retd) was introduced to the

Board of Directors as CEO, SSSDC.

For the month of November, one T3 cum Assessor Course in Canpro- GI at Calcutta was conducted from 23

Nov 2015 to 3 Dec 2015. For the month of December 2015, one T3 cum Assessor Course in Jaipur is being

planned from 14 Dec 15 to 24 Dec 15.
