Sky Crossing is approximately ¾ constructed. This residential master planned community has been planned and designed on land originally managed by the ASLD. The project is situated in one of the fastest growing areas of Phoenix. HILGARTWILSON started the project at its inception by evaluating the constraints and opportunities to help establish the land plan. That work included the establishment of drainage corridors that coincided with 404 washes. The plan yielded 1,223 homes sites across two distinct communities, primary and secondary community centers, and a school site. In addition, we designed approximately two miles of Deer Valley Road, a major arterial roadway, through a public/ private partnership with the developers and the City of Phoenix.

Fountain Hills ASLD – Fountain Hills, AZ: Final drainage design for this 1,000 acre master planned community and several miles of associated major arterial roadway improvements. Included hydrologic analysis of 4+ square miles of watershed, 10+ miles of HEC-RAS fl oodplain analysis/delineation for undisturbed washes, detailed design of numerous hydraulic structures (stormdrain systems, culverts, conspans, etc.).

TIERRA DEL RIO – PEORIA, AZ: Responsible for the master drainage design for this 1,000 acre mixed-use development. Efforts included the hydrologic analysis of 3+ square miles of watershed, 2+ miles of HEC-RAS fl oodplain analysis/delineation for undisturbed washes, detailed design of over 2.5 miles of lined channel, design of a USBR baffl ed chute (30 foot drop) and multiple other hydraulic structures. Also assisted with the design of hardbank improvements, which were constructed to recover several hundred acres of developable land from the Agua Fria River fl oodplain. These design efforts have been prepared to support the development process through the planning, zoning, entitlement and, ultimately, construction phases of the project.

HORSESHOE DRAW DCR & FINAL DESIGN– COCHISE COUNTY, AZ: Lead consultant responsible for preparing a Design Concept Report and fi nal design for regional multi-use fl ood control facility located in southeastern Arizona. Worked closely with Cochise County the local division of the Natural Resource Conservation District and the surrounding community to secure grants from the Arizona Department of Water Resources & for Arizona department of environmental quality for design and Construction. The project entails locating and designing a large scale detention/groundwater recharge basin and grade control structures along a 2 mile stretch of a mapped fl oodplain. In addition to the engineering and survey related efforts, the project has required extensive coordination with a variety of agencies including Cochise County, ADWR, ADEQ and the US Army Corps of Engineers.

TRILOGY AT VERDE RIVER - MARICOPA COUNTY, AZ: Master and fi nal design for this 800-acre golf course community. Included fi nding effective solutions for a variety of signifi cant FEMA fl oodplain and 404 related constraints inherent to the project. Required the processing of several phased LOMRs through FEMA for fl oodplain mitigation.

CANTAMIA AT ESTRELLA MOUNTAIN RANCH; GOODYEAR, AZ: Master and fi nal drainage design of numerous hydraulic facilities for this 600 acre residential development. Included fi nal drainage design for over 1 mile of collector roadway Also successfully processed two LOMRs through FEMA to recover over 50 acres from FEMA designated fl ood hazard zones for development.

KROGER DISTRIBUTION CENTER – TOLLESON, AZ: Completed design for a new 2.5 acre truck maneuvering and parking lot at the Kroger Distribution Center in Tolleson, AZ. This project consisted of stormwater management for the large scale impervious parking area and construction drawings to meet the Kroger design specifi cations.

LITCHFIELD MARKETPLACE – LITCHFIELD PARK, AZ: Project manager for a new 20-acre retail subdivision which included a Fry’s Grocery store and four retail pad sites. The site is located at the northeast corner of Litchfi eld Road and Camelback Road and included offsite improvements within the MCDOT and Litchfi eld Park rights-of-way.

GREAT HEARTS ACADEMY – CHANDLER & GOODYEAR, AZ: Simultaneously managed the design for two new Great Hearts Campuses located in Goodyear and Chandler on approximately 12-acres each. The sites included coordination with local irrigation districts and infrastructure for three buildings serving approximately 1400 students.

THE COLONNADE – SURPRISE, AZ: Project Manager for 16-acre mixed-use senior living community. The project included multiple phases including four new senior living villa buildings, a new recreation and health club and modifi cations to existing recreation center and pool building. The project also included site improvements for the Sun Health corporate offi ce expansion.

Maricopa County Department of Transportation On-Call Survey Services – Maricopa County, AZ: Mr. Pangus served as the Survey Team Leader for an on-call land survey services contract. The on-call service was a two-year contract which was extended for an additional year by the County. He provided multiple ALTA surveys; survey monument location and replacement surveys, construction survey services for the Forest Road (Rio Verde area) paving improvement project consisting of pavement widening, curb and sidewalk construction, and improvements to an existing trail system.

Gila River Indian Community Sectional Retracement Survey – Maricopa County, AZ: Mr. Pangus was responsible for the completion of sectional retracement survey through the utilization of the GRIC Survey Control network of approximately 70,000 acres located in the northern area of the Community. The project boundary was encompassed by 51st Avenue, Price and Pecos Roads and an east-west line generally seven (7) miles south of the north line of the Community as defi ned by Pecos Road. During this process he worked closely with the LUPZ survey team to relocate survey control monuments previously established by the GLO in the fi rst half of the 1900’s. The fi nal surveys provided (sealed/signed survey maps to BIS standards) covered approximately 8,000 acres prior to the project being place on-hold.

Nellis Air Force Base - NV: Mr. Pangus provided a Wetlands Survey in support of a clean-up effort for existing non-operational effl uent lagoons. Services included utilizing the base’s existing horizontal and vertical control survey network, then providing site specifi c control for the future improvements. Complete topography for the existing treatment plant, and lagoons, plus detailed design topography for future treatment plant engineering and construction was also provided.

Limon Wind Farm, NextEra – Limon, CO: Served as the Team Leader for the completion of a boundary and ALTA survey for 55,000 acres/86 sections of land. Responsibilities included coordination of aerial photogrammetry and planimetric mapping of the entire project site; analysis of the associated title reports and documents; research of Federal, State, and County records for historical survey records. In addition, there was a 40 mile transmission line as part of this project to deliver the owner from the site to an existing transmission line, bringing the total number of sections to be surveyed to 80,000 acres/126 sections.

Mark Ipson is the Manager of HILGARTWILSON’s Water Infrastructure Group and is responsible for planning, analysis, and design of water and wastewater infrastructure for public and private clients. He is experienced in hydraulic modeling, preparing water and wastewater master plans and studies, designing and permitting water and wastewater facilities, reviewing master plans and design drawings on behalf of municipalities, providing construction-phase engineering and program management support, and performing site improvement evaluations. WASTEWATER COLLECTION SYSTEM IMPROVEMENTS – MIAMI, AZ: Mr. Ipson is the Project Manager responsible for program management for proposed upgrades to the Town of Miami wastewater collection system. The Town’s existing system is nearly 100 years old and is in poor condition. This project includes the replacement or rehabilitation of 64,000 LF of gravity sewer main, the majority of which is located along narrow streets with various confl icting utilities. Due to the large scale of this $24 million project, the improvements are broken into fi ve phases. HILGARTWILSON’s role includes managing the design team, analyzing design alternatives, providing quality control, maintaining schedules and project budget, presenting monthly updates to the Town’s Wastewater Advisory Board, and providing construction management. In preparation for the Phase 3-5 improvements throughout the residential areas of Town, Mr. Ipson and other HILGARTWILSON staff are coordinating extensively with Arizona Water Company and Southwest Gas to pothole locations of anticipated utility confl icts and realigning the water mains, gas lines, and proposed sewer main design, as applicable, to minimize confl icts during construction of the sewer improvements. Other aspects include coordination with funding agencies (USDA, WIFA, and EPA), Town staff, the design fi rm, Arizona Eastern Railroad, the legal team, and others to ensure a successful project.

PARKSIDE VILLAGE WATER AND WASTEWATER MASTER PLANNING - AVONDALE, AZ: Mr. Ipson performed water and wastewater master planning for Parkside Village, a proposed mixed use development in the City of Avondale, consisting of residential units, commercial and offi ce use, and 22 acres of parks and open space. Identifi ed the existing water and wastewater infrastructure within the project area, collected water system pressure and fl ow information for three potential tie-ins to the existing water system, and evaluated each potential tie-in for feasibility, cost impacts, and overall system performance to determine which connections would best serve the project while minimizing construction costs and schedules. Also evaluated several competing options for extending offsite wastewater service to the site in a cost-effective and reliable manner, and prepared hydraulic models to demonstrate the ability of the existing and proposed water and wastewater systems to adequately serve the site.

ARROYO SECO WATER AND WASTEWATER IMPROVEMENTS; BUCKEYE, AZ: Mr. Ipson performed an analysis of water and wastewater system improvements in support of the proposed Arroyo Seco development in Buckeye. Mr. Ipson evaluated the existing water system’s capacity to serve the development and identifi ed the water supply, treatment, storage, pumping, and other improvements needed to extend adequate water service to Arroyo Seco. This project included a fi re fl ow analysis to evaluate the capacity of the existing system to provide fi re fl ows to the project site until such time as the proposed storage and pump station improvements are brought online. Mr. Ipson also analyzed the proposed onsite wastewater collection system and coordinated with the City of Buckeye to confi rm adequate wastewater system capacity is available downstream from Arroyo Seco to serve the development. Following the planning phase, Mr. Ipson designed the required improvements, including a water storage reservoir and booster pump station, a groundwater well and arsenic treatment system, and approximately two miles of 12-inch and 16-inch water main to extend water service to the site.

Mr. Lam is a Principal at HILGARTWILSON and serves as their Director of Development Services. He has with more than 18 years of experience in civil engineering for development projects ranging from master-planned residential communities to commercial and retail centers. His experience extends across both public and private sectors with lead roles in multi-disciplinary projects that require extensive coordination, teamwork, and leadership. SKY CROSSING – PHOENIX, AZ: Mr. Lam is serving as a project manager for this 410-acre master-planned residential community located in Phoenix, Arizona. The approximate 1,230 unit community will feature gated and non-gated community enclaves, two community centers, and extensive infrastructure improvements. The proposed improvements include the full build out of a major arterial road totaling close to 2 miles in length. This expanded scope for the arterial road was made possible through a public-private partnership with the City of Phoenix Streets Department to improve all six travel lanes at once to relieve traffi c along this thoroughfare.

TRILOGY AT VERDE RIVER – MARICOPA COUNTY, AZ: Trilogy at Verde River is a 856-acre, 1,250 lot master planned community in the Rio Verde area of Maricopa County. The project was initially envisioned and developed as a custom home community. Mr. Lam was part of the team that led a renewed entitlement effort to enable the community to continue as an active adult branded and marketed community. When completed, the community will boast a 30,000 SF clubhouse with related amenities and spa, a branded signature golf course, and trail system. The project is located in an alluvial fan with fl ood hazard zones that encumbered a large portion of the site. This fl ood zone designation coupled with JD washes required extensive analysis and improvements to manage the drainage corridors and remove the home sites from the fl ood hazard zones.

PHOENIX SKY HARBOR RENTAL CAR CENTER - WATER/WASTEWATER IMPROVEMENTS - PHOENIX, AZ: Mr. Lam designed water and wastewater improvements required to service this consolidated rental car center and the adjoining rental car company sites. The design effort included 12,000 lineal feet of 6- to 12-inch of onsite and offsite waterline including fi reline plus a new sewage lift station. His role included post design work with the construction manager at-risk to help with construction administration.

SMALL DIAMETER SEWER REHABILITATION (DESIGN-BUILD) – PHOENIX, AZ: The work for this project encompassed the evaluation and condition assessment of approximately 400,000 lineal feet of 8- to 12-inch vitrifi ed clay sewer pipe. Mr. Lam helped develop a set of criteria to determine the condition of the pipe and help prioritize pipe rehabilitation recommendations. Working jointly with both the City and contractor, approximately 80,000 lineal feet sewer pipe was rehabilitated using Cured in Place Pipe.

Rick Hurula is the Director of HILGARTWILSON’s Construction Services Group and is responsible for all aspects of civil engineering construction management for both private and public clients. Rick has over 25 years of experience in civil engineering construction including extensive experience in public sector construction procurement methods and contract management. He has successfully contracted for and completed construction on $100 million in publically funded civil engineering construction improvements in full compliance with A.R.S. Title 34 requirements. TARTESSO – BUCKEYE, AZ: Generated initial cost estimates and construction budgets, managed aspects of the land development process, coordinated design and installation of dry utilities, and managed all civil engineering improvements and landscaping for this master planned community. In addition to the pertinent local streets and utilities, Tartesso required the construction of ten miles of arterial and collector roadways, three well sites, one water supply / treatment facility with a 1.5 million gallon tank, one wastewater treatment plant, one APS power substation, several miles of large diameter sewer trunk mains and water transmission mains, numerous parks, courts, ball fi elds, water parks, and other recreational facilities. All construction activities had to comply with all requirements of the Army Corps of Engineers 404 permit. All civil engineering improvements in the right of way were fi nanced with Community Facility Districts so all bidding and procurement processes had to comply with A.R.S. Title 34 requirements for public fi nancing.

CORTESSA – MARICOPA, AZ: Generated initial cost estimates and construction budgets, managed all aspects of the land development process, coordinated design and installation of dry utilities, and managed all civil engineering improvements and landscaping for this master planned community. Construction activities included six miles of collector and arterial roadways, two well sites with arsenic removal capabilities, two miles of sewer trunk mains, one lift station, four miles of force mains, and numerous parks and recreational facilities. All construction activities had to comply with the requirements of the Army Corps of Engineers 404 permit.

MOON VALLEY RAW WATER MAIN AND PUMP STATION DESIGN– PHOENIX, AZ: Provided construction feasibility oversight during the design of a 2,500 gpm pump station and 6-miles of 16-inch and 12-inch raw water main. Multiple alignments were evaluated for the water main, with a focus on minimizing utility confl icts, surface feature confl icts, traffi c control requirements, pavement replacement requirements, construction costs, and construction schedule.

ZANJERO TRAILS - UNINCORPORATED MARICOPA COUNTY AND SURPRISE, AZ: Responsible for planning, entitlement services, and preliminary engineering for this 2,700-acre, 9-mile long Master Planned community located partially within unincorporated Maricopa County and partially within the City of Surprise. The Project is comprised of a mix of residential uses, multifamily, commercial, parks, trails, and open spaces. We entitled the Project through Maricopa County and the City of Surprise.
