the recorded history of luxembourg begins with the acquisition of lucilinbur-huc (today luxembourg castle) by sieg-fried, count of ardennes in 963. around this fort, a town gradually develo-ped, which became the centre of a small state of great strategic value. in 1437, the House of luxembourg suffered a succes-sion crisis, precipitated by the lack of a male heir to assume the throne, that led to the territory being sold to philip the good of burgundy.in the following centuries, luxembourg‘s fortress was steadily enlarged and streng-thened by its successive occupants, the bourbons, Habsburgs, Hohenzollerns, and the French, among others. after the defeat of napoleon in 1815, lu-

xembourg was disputed between russia and the netherlands. the congress of Vienna formed luxembourg as a grand Duchy in personal union with the nether-lands. luxembourg also became a mem-ber of the german confederation, with a confederate fortress manned by russian troops.luxembourg is a parliamentary represen-tative democracy with a constitutional monarch, ruled by a grand Duke. it is the world‘s only remaining sovereign grand Duchy.the current grand Duke Henri accessed to the throne on 7 october 2000 as the sixths sovereign of the nassau-Weilbourg Dynasty.

the grand Duchy of luxembourg is a small country surrounded by belgium, France and germany. it is largely made up of rolling hills and forests.letzeburgesch, the national language, is akin to German. German is the first for-eign language for most luxembourgers and is used in the media. French is the administrative language.the economic structure of luxembourg is based mainly on banking, insurance, and the steel industry. agriculture and wine production are also important.luxembourg shares the moselle valley with germany and the local white wines are well known. like the bordering ger-many and belgium, luxembourg is also known for its beers.most europeans will have no problems adapting to luxembourg. but foreigners from far away, who have never been to europe before, may experience some dif-ficulties and problems, du to the differen-ces in everyday life. but this brochure will help with most of the initial issues.Foreigners always find the following things very noticable about luxembourg:

During the past decades, growth in the financial sector has more than compen-sated for the decline in steel. services, especially banking and other financial ex-ports, account for the majority of economic output. luxembourg is the world‘s second largest investment fund center (after the usa), the most important private banking

center in the eurozone and europe‘s lea-ding center for reinsurance companies. moreover, the luxembourgish govern-ment has tried to attract internet start-ups. skype, Jajah and ebay are only a few of the many internet companies that have shifted their local or global headquarters to luxembourg.luxembourg possesses the highest gDp per capita in the world (us$87,995 as of 2006), the eighteenth highest Human De-velopment index, and the fourth highest rated in the quality of life index.

the caisse nationale de santé is from now on the only official health insurance, and regroups the seven former different health insurances.(like caisse de maladie des employés privés, caisse de maladie de l’arbeD)

For a refund of your medical expenses, you have 2 possibilities:

1)you can take the invoices to the cns clo-sest to your residence or work. assist can provide you with a list of different addresses)The offices are open 8.30 to 11.30 and 13.00 to 16.00h.The major office is on route d’Esch in Lu-xembourg.

2)you can mail the invoices to:

please note that for both kinds of refund:the invoices must be originals (not remin-ders) and have a proof of payment.either the doctor puts a stamp on the invoice, or you provide a copy from the bank transfer.the payment has to be done minimum 14 days prior to refunding.the social security number must be marked on the invoice.your account number has to be provided.

Domestic helpVery uncommon in luxembourg, even amongst high ranking persons. certain points are to be considered:like in the other wealthy european coun-tries, manpower is very expensive in lu-xembourg.

the minimum payment for a trained wor-ker in luxembourg is 1.884,-€, and even for an untrained worker it`s still 1.570,-€.that is for 40 hours a week.employment law ensures, that in every field, employees get payed high days and holidays, the period of cancellation, and continuation of payment in case of sick-ness. so if you want to hire a gardener, a nan-ny or a cleaning help, be prepared to pay around 22,-€ per hour, without taxes, fees etc.

if you assign us to help you with things, not included in your package, (like getting you a washing machine, cleaning the ap-partment, repairing the lights), we invo-ice you for this service, unless we have a written confirmation of your HR, stating that the costs will be covered.please take a look at „our service“, on page 11, where you can see which ser-vice is included, and what the fees for ex-tra services are.

most areas have residential parking. you can get the Vignette for parking in yourresidential area (we will help you) as soon as you have registered at the commune.

together with this, you get a “parking disc”, with this one you are also allowed to park for free in other residential areas for max. 2 hours.

people without a residential parking vig-nette have to take a ticket from the machi-nes which are located on the street. the tickets must be visible from the car.

parking is restricted monday to Friday from 8.00 to 18.00h.

in the centre itself you also have to pay on saturdays even with the parking vignet-tes. We will provide you with a plan for the different parking areas.

the auchan (www.auchan.lu) is luxem-bourgs biggest shopping center. it is lo-cated in kirchberg, you can easily reach it over the avenue John F. kennedy.in this classic mall, many different shops provide you with everything you need, wether you search for food, clothes or want to get a haircut.

In the Avenue de la Gare, you will find se-veral clothing stores, and two of the very few electronic stores in town. it is basic-ly just one street, but you will find every-thing, you need.

the grand rue and its crossing streets

are the main shopping area in luxem-bourg. the lovely city center is famous for it`s diversity of shops, stores, restaurants and cafes. it is always worth a visit, and most people spend much more money than they intended to.

Furniture can also be bought in the city center, but you will only find high-class furniture, there.normal furniture can best be bought at ikea belgium, which is a 20min - cardrive away, directly behind the border in belgi-um, or trend Hopper in Dommeldange.

Housing in luxembourg

luxembourg may be smaller than most other european countries, but neverthe-less the prices can easily compete with the big metropoles. We often get re-quests for small but central apartments, for around 500 - 600 €. Just to make it clear in the beginning: that is absolutely impossible.the numbers on the right can serve as a guideline, and they don‘t even represent a high standard.as a couple with some need for space, or with a child, you should be ready to pay 1500€ for your appartment, if you don‘t want to live far away from the city. the most expensive areas are those in walking distance to the center. belair – limpertsberg – merl these areas are mostly requested by “singles”, and younger persons. Families increasingly move out of the centre be-cause a house in belair or limpertsberg is very expensive, and there are not many other children. popular areas for families typicallyinclude: kirchberg, strassen, bertrange, Howald, mamer, itzig, cents, Hesperange niederanven, senningerberg and parts of bonnevoie

Furnished / unfurnishedif you rent a furnished apartment, it will most likely have everything you need, in-cluding kitchen, washing machine and a dryer.an unfurnished apartment will always have a kitchen, most likely with a dishwasher, if big enough. Washing machines are stan-dard only in premium apartments.You will always have floors, but are most likely not allowed to change them.most apartments are renovated, and have to be passed over like that.

air-exchangeluxembourg has a high standard of living, and high standard buildings.one example is the windows. they are nearly vacuum sealed, and therefore, there is no air-exchange. that helps with acoustics, and with keep-ing the temperature. but as a result, you have to open one win-dow per room at least once a day for a couple of minutes, in order to get some fresh air in, and to get the humidity out. For the same reason, you should never dry your clothes in the apartment, not with-

out proper aeration on a regular basis.

if you don‘t follow these rules, you will most likely get mold in the apartment. not only is that extremly unhealthy(!), it is also expensive to get rid of, and you would have to pay for it yourself.

agency feesall real estate agencies charge you one month + 15% tax

insuranceinsuring your house at the very begin-ning is a must, and not expensive. We will help you with that.

monetary bondthe landlord will only sign the lease con-tract, if you provide a monetary bond in the amout of two monthly rents. the bank will only open it for you, if you can provide a working contract. all steps are linked in luxembourg.the monetary bond goes to the landlord, and you will have no further rights on this money. you can not get your hands on it, unless the landlord gives back his bond-papers to the bank. if the landlord contacts the bank, and tells them you owe him money, they will give him the money from the deposit without asking or even informing you.

Waterthe water quality is high in luxembourg. you can brush your teeth with it, use it for coffee, you can simply drink out of every tap, without any risk whatsoever.

securityluxembourg is a very secure place, you don‘t have to worry about your personal safety. of course, like in any other city, the occasional burglary happens, but as long as you always lock the door, you should be fine.

plugsin case you want to bring any electrical appliances with you, here is the system luxembourg uses : 220 volts and 50 Hz. it is a round pin attachment plug

garbagepayment for the garbage is included in the full rent, the landlord will pay the provider.

you have to put your garbage into one of the waste containers, which are usually located somewhere in front of your buil-ding. the provider will pick up the garba-ge on a weekly or bi-weekly basis, the day depends on your location.you can put most of your trash in there. However, not everything can be thrown away like that. For example, batteries or oilcans contain dangerous leavings, and have to be brought to a garbage dump.also, all electric powered devices, and bigger amounts of garbage have to be brought there by you, you can‘t just leave them on the street.if you sort it, that will be for free, the dispo-sal of unsorted garbage has to be paid.

never just leave any waste somewhere, it is forbidden, and getting caught can be very expensive.

Housing cost Details

all prices are usually without utilities. that means, you have to add the costs for gar-bage, light in the corridors, taxes, hea-ting, etc. these extra costs are indicated together with the rent.additionally, you need to add the costs for electricity and warm water. these costs will not be paid to the landlord, but to your local provider. We will help you with the contract.at last, you need to add the cost for inter-net, telephone and television. these three parts can often be booked as a package, and will cost between 30,- and 90,-€ per month, depending on the tele-

vision package you want. chinese televi-sion packages are more expensive than german ones, for example.Please note, that it can be a problem to get Satellite-Television in some buil-dings, because the landlord and some-times even the other tenants will have to accept that.

important: If you leave Luxembourg in winter for some time, never shut down the heating completely, otherwise the pipes could freeze and burst, and that would have to be paid by you!

tHe House Hunting

the housing market in luxembourg is completely in favour of the landlords. For years, there have been much more po-tential leasers, than available apartments. therefore the prices have climbed, and the market itself is different from many others.For example, it makes no sense to search for an apartment sooner than 4-5 weeks before you want to move in. the landlords normally don‘t put their apartments on the market before that.

What we can do in advance, is give you a general idea of the prices you should expect. please see the list on page 14 for that purpose.

there will be no problem getting enough offers within a short period of time.

every customer is provided with a house hunting form on our first contact. Please take the time and fill it in, it helps with pre-scanning the available appartments.of course, we have no limit on the num-ber of apartments you want to visit, you can see as many as you want.after you have signed the contract, we also apply on your behalf for internet, te-lephone, television, gas, electricity and insurance.if your company has booked our perma-nent helpline, you can call us for any pro-blems during your entire stay in luxem-bourg.
