Wider Objective

• The overall objective is to further develop the quality infrastructure in the Republic of Croatia, in line with the

provisions of the SAA, and to crate an enabling environment for the Croatian industries and manufacturers to improve their trade and industrial relations with the EU and international markets as well as quality of life

EXECUTIVE SUMMARY The CARDS 2004 - Croatia project targeting the "Assessment of national priorities for metrology and conformity assessment" has as a main objective formulating a strategic document that would define the priorities in the Metrology field on national level. The result of this process, including needs analysis and impact study, would offer an objective assessment of the Croatian technical needs in areas defined as priority ones. Finally, this is meant to offer solid ground for the future decisions on investment policy to be based on. The State Office for Metrology is within the defined scope of the activities the beneficiary institution and its top management would appear as the main pillar in the strategy producing process. The level of involvement and dedication of the institution to the project's objectives would certainly determine to a large extend the quality and follow-up of the final output (meaning the strategic document) that is planed to be available in April 2007. In addition, it is estimated that the practical involvement of representative stakeholders from the Metrology community in Croatia (such as CROLAB and Croatian Society for Metrology) would be beneficial to the entire process. The conformity assessment part of the strategy that would be the final product of this project should logically be focused on metrology related directives (NAWI, MID, LVD, EMC, ATEX). The Ministry of Economy, coupled by DZM, should be involved in the strategy drafting efforts in line with the Ministerial competence in the policy development process on Conformity Assessment. Furthermore, this project is closely related to a CARDS 2004 – Croatia project on "Development of National Metrology, Standardisation, Conformity Assessment and Accreditation System". The later including a wider scope of Quality Infrastructure topics, would provide technical assistance to Croatian Metrology, targeting essentially the Chemistry sub-field. The management of both projects would be conducted in parallel.

1 ANALYSIS OF THE PROJECT IMPLEMENTATION FRAMEWORK

1.1 Institutional and wider project framework 1.1.1 Relevant country background

By signing the Stabilisation and Association Agreement (SAA) in 2001, the Government of the Republic of Croatia committed itself to “take necessary measures in order to gradually achieve conformity with Community technical regulations and European standardisation, metrology, accreditation and conformity assessment procedures” (Article 73).

In June 2004 Republic of Croatia gained the status of the candidate country for EU membership. Negotiations for full membership of the Republic of Croatia started on 3 October 2005.

1.1.2 Current state of affairs in the relevant sector

Legal Framework

Metrology legislation consists of: • The Law on metrology (NN 163/03) • Ordinances issued by the DZM Director, e.g.:

o on amount and type of fee payment for expenses of measuring instrument type testing, verification, prepackages testing and laboratory competence testing

o on types of measuring instruments subject to metrological control o on verification periods for certain legal measuring instruments and their manner of

application, and on calibration periods for standards used for verification of legal measuring instruments

• Regulations issued by the DZM Director, e.g.: o On national standards o On requirements for accreditation of scientific metrological laboratories o On metrological requirements to certain categories measuring instruments o On the performance of type evaluation of measuring instruments o On metrological and technical requirements for accreditation of services o On requirements for accreditation of legal persons

• Instructions issued by the DZM Director containing testing or verification procedures of measuring instruments and pre-packages

DZM implements an Ordinance on determining imported and exported goods based on permits issued by the Croatian government. The Law on Metrology governs the following:

• use of legal measurement units • establishment, organization and functioning of the body in charge of legal metrology • ways of developing, maintaining and using national measurement standards, the rights and

obligations of national calibration laboratories, calibration of measurement standards and certification of reference

• materials’ characteristics • types and use of legal measuring instruments • assessment of the conformity of measuring instruments with legal requirements and

verification of legal measuring instruments • marketing and use of measuring instruments • conformity assessment of packed products

• the rights and obligations of services for the preparation of measuring instruments for verification

• recognition of foreign conformity certificates and marks • provision of official measurements • delegation of powers in the area of legal metrology • operation of metrology surveillance • financing and fees.

In the area of legislative measures, there are several ordinances which have been passed or they are in the process of drafting:

• Ordinance on Non-automatic weighing instruments (Directive 90/384/EC) - passed in 2005; • Ordinance on pre-packages and bottles used as measuring containers (Directives

76/211/EEC, 75/106/EEC, 75/107/EEC, 80/232/EEC) – passed in 2005; • Ordinance on measuring instruments (Directive 2004/22/) - should be passed by the end of

2006; • Ordinance on measurement units (Directive 1980/81/EEC) - should be passed by the end of

2006. Transposition of European Directives in the field of metrology is planned to be finalised in the coming months. DZM is planning to draft amendments to the Law on metrology (or a new law) in 2007 in order to simplify legislation and to create a legal framework for establishment of the Croatian metrology institute. The law and the new legal acts that transpose European Directives are supposed to be reviewed as part of the project activities. A review of the Ordinance on types of measuring instruments subject to metrological control is recommended too in order to align the scope of legal metrology with common EU practices concerning laboratory measuring instruments and measurement standards used in testing and verification of measuring instruments. The Law on Technical Requirements for Products and on Conformity Assessment (NN 158/03) governs the following:

• technical requirements that products, that are placed on the market and/or put into service, have to comply with,

• rights and obligations of legal and natural persons placing products on the market and/or putting them into service,

• procedures for assessing conformity with prescribed requirements, • rights and obligations of bodies carrying out conformity assessment of products to technical

requirements, • documentation (certificates, technical documentation etc.) that has to be kept available for

products being placed on the market and/ put into service as well as the marking of products.

This Law is the legal base for transposing New Approach directives into the Croatian legal system.

Responsibilities and mandate of institutions

According to the National Programme for the Integration of the Republic of Croatia into the European Union - 2004 and the framework laws in the field of free movements of goods adopted in September/October 2003, the reorganisation of the quality infrastructure in the Republic of Croatia was undertaken. The State Office for Standardization and Metrology has been reorganized and a new governmental body, the State Office for Metrology (DZM), as well as two new public institutions were established: the Croatian Standards Institute (HZN) as the Croatian national standards body and the Croatian Accreditation Agency (HAA) as the Croatian national accreditation service. The Governmental Decrees on their establishment have been issued in October 2004 (NN 154/2004; NN 158/2004). The appointments of temporary directors and members of Administrative Boards for both new public institutions were made in March 2005 (NN 34/2005). The registration of the HZN and HAA at the Court was made on the 13th April 2005. The independent work of the two newly established institutions started on the 1st July 2005. Related to the above developments, the institutional structure for the metrology sector has been aligned. Accordingly, the central metrology authority (being the governmental body; State Office for Metrology - DZM) incorporates the responsibilities for coordinating metrology policy and activities. Only formally existing Croatian Metrology Institute (HMI) is meant to perform all technical tasks in the future. The State Office for Metrology is in a position to terminate the undertaken process of establishment of the HMI. The strategic goals of the competent metrology institution – being the State Office for Metorlogy (as well as the HMI, if established) would be:

• to make a consistent structure of metrology relative to measurement traceability; • to meet the requirements (organizational and legal) for implementation of the New Approach

directives. Special attention is directed towards the support to the testing laboratories in terms of measurement quality and the structure of metrology laboratories, in order to enable the Republic of Croatia to organize and establish market surveillance properly. DZM has currently 114 employees located in Zagreb, Osijek, Split and Rijeka premises.

Ministry of Economy

Following the restructuring of the former State Office for Standardisation and Metrology (DZNM) and the establishment of DZM, as well as HAA and HZN as separate bodies, the legislation aligning process that targets the Quality Infrastructure compounds relies in the field of competence of the Ministry of Economy. The newly established Internal Market Unit, headed by Ms Ladislava Čelar, is meant to take the lead in these efforts through coordinating the expert inputs while drafting legislation proposals and the transposition of related European Directives would be under competence of the Industry and Privatisation Directorate within the same Ministry. The Unit for Internal Market having two staff members (one senior and one junior adviser), in addition to the Head of Unit, is doing some recruitment efforts in line with the ambition to increase the institutional capacity in digesting the specific subject field inputs and canalise them into the ministerial pipeline. The elimination of the understaffing concerns is required by all stakeholders (sooner rather then later) in order to provide them with the expected feedback. The current revision of the Law on Technical requirements for products and on conformity assessment appears to be an initial challenge for stronger involvement of the beneficiary institution in the drafting of amendments phase. Their contribution being of importance to the outcome, it is strongly advisable to enhance the interaction and sustain the development of reliable institutional communication channels with the Ministry of Economy.

Some measurement fields are not covered by the distributed system: • Photometry and Radiometry • Radioactivity • Metrology in Chemistry • Time and Frequency • Flow.

Croatian needs in these fields should be subject to evaluation and strategic planning as well, since some of them support measurements necessary to implement EU directives in healthcare, environmental protection, veterinary and agriculture while others are important from consumer protection point of view. DZM is a full member of EUROMET and the national calibration laboratories participate actively in EUROMET projects. Part of the Croatian calibration and measurement capabilities (CMCs) under the CIPM MRA are submitted to EUROMET Technical Committees for review. DZM, LFSB and LPM Quality systems were presented at the 11th EUROMET Quality Forum Meeting in Lisbon, on 27-28 January 2004. Croatian national calibration laboratories provide some traceability in the region (B&H, Macedonia) as well as industrial calibrations for local customers. In some areas (e.g. length) the big number of low level industrial calibrations indicates a need of secondary level calibration laboratories. The laboratories visited are professionally established, some of the facilities were recently renovated and new equipment was supplied. DZM laboratory premises are limited and some equipment for mass measurements is under storage until reconstruction of the laboratory. University laboratories have bilateral cooperation with other NMIs. The laboratories identify needs in:

• study visits to foreign NMIs • new equipment to strengthen measurement capabilities • training to work with the new equipment.

Establishment of the Croatian Metrology Institute, as well as strengthening the coordination among the national calibration laboratories is welcomed by both, DZM and the external national calibration laboratories. Existing communication channels can be further upgraded. Even belonging to different institutions, the national calibration laboratories should represent consistent system sharing the same vision and mission. It is recommended to involve actively all of them in the strategy drafting and investments planning process. DZM will have to address the issue about financing of the investment strategy (a new EU financed project could be proposed in 2007 when the strategy is elaborated).

Legal metrology There are a small number of local producers of measuring instruments (some NAWI, domestic gas meters, water meters and heat meters) in Croatia. Most of the type approvals are based on acceptance of test certificates issued abroad. Initial and subsequent verifications are provided both by DZM verification offices and authorized laboratories. Four legal persons are authorized to carry out verifications:

There are many authorized services for measuring instruments involved in preparation of legally controlled measuring instruments for verification. Control of net quantities of pre-packages is carried out by DZM as well as by authorized legal persons. Both authorizations are based on technical and metrological requirements determined in the DZM Regulations. A quality system according to ISO/IEC 17025 is requested to be implemented. Metrological Supervision unit is operational since 2005. The legal metrology system in Croatia is established according to the classical model. Implementation of NAWI and MID will reflect organization of that system and DZM activities in the field. The future Croatian Metrology Institute will be designated as conformity assessment body of some categories of measuring instruments. This would be a positive step towards avoiding future conflict of interest between conformity assessment and market surveillance. Some authorized laboratories are also interested to become conformity assessment body. DZM is expected to take responsibility for market surveillance of measuring instruments under the New Approach Directives. CARDS 2003 Project “Development of accreditation systems and support to national testing and calibration laboratories in Croatia” aims to support:

• Implementation of NAWI Directive 90/384/EC • Transposition and implementation of MID 2004/22/EC • Supply of some of the needed equipment.

CARDS 2004 project activities, related to legal metrology and conformity assessment, should be based on the results achieved under the CARDS 2003 and address institutional strengthening of DZM and the future Institute.

Industrial metrology Industrial calibrations are provided both from national calibration laboratories and HAA accredited laboratories. There is a need for more secondary level calibration laboratories in some fields. It is recommended to assess future needs and to raise awareness of business operators on metrology services that could be developed in the private sector. The association of national metrological, testing and analytical laboratories, named Croatian Laboratories CROLAB (www.crolab.hr), was established in 2003 as a not-profit national association. The goal of CROLAB is to join the laboratories in the Association in order to improve the quality system of each single laboratory and in order to facilitate their integration into the European market by using common resources and potentials. There are 85 members of CROLAB. The organization recently started to publish a newsletter and will organize its 1st international conference in November 2006. Croatian Metrology Society (www.hmd.hr) is a voluntary non-profit and non-governmental association involved in the metrology fields and technical regulations related to metrology. The Society is founded with the aim to pursue common objectives and activities established by the Constitution and the Law on Associations. The society has active membership in IMEKO. It also provides training events. As a consequence of their wide range application in complementary activities and following the establishment of the initial contacts, the Consultant shares the opinion that CROLAB and the Croatian Society for Metrology could definitely bring some desired value-added to the projects conduct. In this sense, they would be considered as valuable partners in the awareness events.

International and European cooperation

The Republic of Croatia is a full member of the OIML since 1998 and an associate member of the General Conference on Weights and Measures (CGPM) since 2005. DZM is a full member of EUROMET since 2005 and DUNAMET since 2000 and an associate member of WELMEC from May 2006.

1.2 Project implementation and management structure Responsible body The Delegation of the European Commission to the Republic of Croatia. Project Partner The main project partner is the State Office for Metrology (DZM). In line with the provisions from the terms of reference, the main functions of the Steering Committee would be the following: - to discuss and assess project progress and the Consultant’s Reports; - to jointly discuss any critical points or bottlenecks for further project implementation; - to propose and discuss remedy actions to be taken in order to tackle problems. The State Secretary from the Ministry of Economy, Labour and Entrepreneurship, Ms Tajana Kesić-Šapić would act as a chairman of the Steering Committee. The SC session would take place at the end of the Inception period (this being the 05th of October 2006), then after 6 months and one week before the end of the contract. The consultant will organize the meetings, prepare both the agenda and the minutes of the SC meetings, and further distribute both documents to all SC members via the chairperson. The consultant has to keep them in a file as project documentation. The Project Implementation Unit (PIU) is the key contact point for coordination and organisation of the activities within the State Office for Metrology as a main beneficiary of the project. 1.3 Co-ordination with other donors/projects Within the framework of the “Accreditation and Certification for Middle and Eastern European States” (AMOS) project, during October and November 1996, 28 Croatian experts received training by BAM (Bundesanstalt für Materialforschung und -prüfung) in the field of accreditation (testing laboratories, inspection bodies, etc.). The German Federal Ministry of Economy financed this project, aiming at introducing the Global Approach to Eastern European countries. The project “Development of Metrology Infrastructure in the Republic of Croatia” is an agreement between the Croatian Government and the Government of the Federal Republic of Germany (years 2000-2004, total budget of 1.200.000 DEM). The project was developed under the aegis of German institutions such as BAM and Physikalisch Technische Bundesanstalt (PTB). The objective was to train experts of DZNM and other calibration laboratories in the field of metrology and calibration and to obtain accreditation from the Deutscher Akkreditierungs Rat (DKD) for eight calibration laboratories. However, there is still demand from industry, trade and state for metrological services. The CARDS 2001 project “European Union Industrial Standards” finished in April 2005. It had enabled staff of DZNM and other governmental bodies, testing and calibration laboratories, certification and inspection bodies to extend their knowledge on New and Global Approach. Furthermore, the project focused on the transposition of 9 New Approach Directives, assessment of the existing quality infrastructure, participation of experts from DZNM and other interested parties in a number of various events and training programmes within and outside of the Republic of Croatia, purchase of equipment for an electronic sale system of standards as well as equipment for calibration laboratories. The CARDS 2002 Regional programme “Quality infrastructure” has started in October 2004 and DZM is hosting the project team leader. This project targets the development of CARDS countries’ quality infrastructure in line with the structures of the EU and in accordance with Sap/SAA requirements (assessment of the state of the quality infrastructure and needed improvements, raise of knowledge of quality infrastructure, increase expertise and create network of competences), as well as to establish cooperation among them. The expected results include: assessment reports about the state of technical regulations, standardization, accreditation, testing-certification-inspection, metrology and market surveillance in the five countries with recommendations for prioritised actions for improvement, especially multi-country activities; a sustainable cooperation between the five countries within the quality infrastructure that should result in coordinated development and joint use of resources in the region (efficient information exchange has been established). It should be ensured, that the results of the 2002 Regional programme will be taken into consideration while implementing other CARDS projects as well as other projects (for example TAIEX) in order not to duplicate activities that have been already done. Until today, all assessments were performed in all areas of the quality infrastructure in all CARDS countries and draft reports were distributed within the countries. The objective of CARDS 2003 project “Development of accreditation systems and support to national testing and calibration laboratories” is to enhance and facilitate trade in industrial products, thus increasing Croatia's presence in the European and world markets (support further harmonization of Croatian technical legislation with the one existing in the EU; enhance the institutional capacity of various parts of the Croatian Quality Infrastructure and further develop the technical capacity of the staff of Metrology, Standardization, Accreditation and Conformity Assessment bodies. The expected results of this project include: alignment of Croatian technical legislation to the EU legislation verified by the number of EU Directives transposed into national legislation and implemented; national calibration laboratories for mass, density, length and electrical quantities should fulfil their tasks according to Measuring Instruments Directive (MID) and Non-automatic weighing instruments Directive (NAWI), the National Accreditation system will be improved and conformity assessment systems for certain directives will be established; the capacity of the staff of the Croatian metrological infrastructure to fulfil their tasks according to MID and NAWI should be enhanced; the capacity of the national accreditation system staff to fulfil their tasks should be enhanced and Croatian experts will be actively involved in the work of European technical committees, working groups and events. Some bilateral projects with European countries (e.g. MATRA-flex with Netherlands) are under consideration as well as short term assistance projects under TAIEX (intellectual properties rights and standards, methods of reference to standards in legislation etc.).

A coordination meeting is envisaged to happen on the 16th October 2006 with the PTB’s project management representatives in order to coordinate this project’s activities with the planned continuation of bilateral cooperation between German and Croatian Metrology Institutes. The results would be incorporated in the Inception report at a later stage. 1.4 Activities during the Inception phase Following the official start of the project on the 16th of May 2006, the kick of meeting took place in Zagreb on the 01-02 of June 2006. As previously agreed between all the beneficiaries, the Contracting authority and the Project Management, the kick-off meeting for this project was conducted in parallel with the one on a related “CARDS 2004 – Croatia” project targeting the “Development of National Metrology, Standardisation, Conformity Assessment and Accreditation System” (Contract n° AA 116536). 2 CONCLUSIONS AND RECOMMENDATIONS

2.1 Overall conclusions 2.1.1 Assumptions underlying the project intervention

• The Government will allocate necessary financial and human resources to meet the obligations of the Project Partner as defined in the Terms of Reference.

• All parties have to be actively involved in the project from the beginning. • DZM top management would manifest strong dedication and personal involvement in the strategy

drafting process. • The Directorate for Internal Market established at the Ministry for Economy, Labour and

Entrepreneurship actively acts as co-ordinating body and supports the definition of National priorities in the measurement area.

• The Project Implementation Unit being the main interlocutor between the Project partner, the consultant and the EC Delegation in Zagreb, is sufficiently staffed and trained in Project management issues.

2.1.2 Risks

• Lack of interest from the various stakeholders, leading to unclear input into the consultation process. • Insufficient response on formulated questionnaires from solicitated stakeholders. • Insufficient cooperation between governmental bodies regarding to the implementation and

harmonization of technical legislation of the Republic of Croatia with the EU legislation. • Insufficient or not enough relevant data providing basis for economic impact study • Relevant ministries are not actively participating in the project.

2.1.3 Complementary observations

Metrology infrastructure in Croatia is established as distributed system represented and coordinated by the State Office for Metrology (DZM). Services are provided in the three metrology fields: scientific, legal and industrial metrology. National calibration laboratories provide measurement traceability and calibration services in certain measurement fields operating accredited quality management systems according ISO/IEC 17025. Strengthening coordination of the system of designated laboratories, international recognition under the CIPM MRA and development of capabilities in other industry important measurement fields are estimated as future needs. Establishment of the Croatian metrology institute to undertake these responsibilities is a priority for DZM. Legal metrology activities are performed both by DZM and authorized legal bodies providing type testing and verifications of measuring instruments. Transposition of the European directives in the Croatian metrology legislation is in process. Implementation of the harmonized legislation including establishment of measuring instruments conformity assessment bodies is a main future priority. Deregulation of some categories legally controlled measuring instruments seems to be an issue for further review and discussion. Many laboratories provide industrial metrology services but it seems that there is a space for further development of the system of accredited calibration laboratories. CROLAB and Croatian metrology society could become important DZM partners. Most of the laboratories provide services in more than one metrology field using the same facilities, equipment and personnel. There is a general need to modernize existing equipment as well as to develop measurement capabilities in new subject fields. Training is requested by all the laboratories.

Croatia is already integrated into the international and European metrology organizations. The project could contribute to strengthen positioning of the Croatian metrology into the European scientific and legal metrology systems. Cooperation with neighbour counties exists. Croatia metrology is already advanced implementing some European practices. Implementation of the harmonized legislation and the need to strengthen coordination of the distributed system is expected to result in a new metrology system organization. 2.2 Recommendations, including proposed deviations from the Terms of Reference Based on the above listed observations, the following points are considered to be supportive to the project’s best logic and quite beneficial to the final output:

• It is estimated that the participation of CROLAB and Croatian Society for Metrology representatives as partners in the awareness events would be beneficial to both, the beneficiary as well as participants. Both organisations appear to be quite representative on a national level and their mastering of the practical dimension of metrology and conformity assessment related issues in Croatia can definitely bring a value-added component to the strategic thinking process.

• The fact that at the end of the inception phase the staff of the PIU counts only one person – the head of Unit, raises some concerns on whether the load of work can realistically be performed without providing an appropriate assistance. In this respect, the beneficiary institution could definitely profit from additional recruitment within this Unit.

• The activities under CARDS 2004 projects linked to legal metrology and conformity assessment fields should be in line with the results achieved under the CARDS 2003 element. Both components should tend to address the issues related to the institutional strengthening of DZM and the future National Metrology Institute. Since the projects are focused on similar subject areas, strong coordination efforts between the Consultants, on one hand and with the institutions on the other would be beneficial to the long run outputs.

• The conformity assessment part of the strategy that would be the final product of this project should logically be focused on metrology related directives (NAWI, MID, LVD, EMC, ATEX). The Ministry of Economy, coupled by DZM, should be involved in the strategy drafting efforts in line with the Ministerial competence in the policy development process on Conformity Assessment.

• Following a common agreement between the beneficiary institution and the Consultant, as well as subject to an approval by the EC Delegation in Zagreb, the inception phase has been extended until the first week of October 2006. The essential reason for this change is linked to the fact that the inception period overlaps with holidays in Croatia and therefore significantly decreases availability of the main stakeholders in the project. In line with this modification, the first Steering Committee would take place on Thursday, the 5th of October 2006.

ACCREDITATION MEETING

PARTICIPANTS:

- CARDS 2001: had quite unsatisfactory impact; - CARDS 2003: providing technical assistance to HAA in the field of four chosen directives; - Regional CARDS 2002: offering different perspectives –the regional dimension is emphasised. OVERVIEW:

• Established as an independent organisation on 1 July 2005.

• EA membership achieved in five months following the establishment of HAA.

• Scheduled application for all MLAs in 2007 Conformity Assessment accreditations granted:

• 7 calibration labs; • 41 testing labs; • 9 inspection bodies • 3 certification bodies

• 40 conformity assessment bodies currently in accreditation procedure (linked to a former certification

subsidies policy…) STAFF:

• 17 employees and 3 more should join by the end of this year;

• Background: Chemistry (3), Biology (1), Physics (1), Mechanical Engineering (1), Electrical field (2), Agriculture, Forestry etc.

• Act as lead-assessors;

• Technical assessors intervene from other labs and from aboard: SLO, AUT, CZE, UK, FRA;

• What is performed jointly is only the assessment (no joint accreditation).

PRIORITIES:

• Ministries will completely rely on the accreditation for all European directives. Some of the affected areas would be:

o Official control of food (organic farming in particular appears to be a priority area); o Gambling machines; o Fire protection; o Explosive in civilian use; o Clinical labs: according to EN 15189 standard for medical labs (Ministry of Health) o Environmental protection: air, water and soil ( start with quality of air and emissions)

• HAA can influence technical regulations and give input on competence of labs

• Training activities should not be limited to analytical labs, but also include clinical laboratories. FORMULATED NEEDS:

• Development of accreditation scheme for proficiency testing providers.

• Accreditation body would like to see a strong metrology infrastructure to rely on.

INSTITUTIONAL LINKS:

• Since the restructuring of DZNM, no formal links have been established between the three newly created institutions (DZM, HAA and HZN) – this should evolve…

o The recently established Internal Market Unit within the Ministry of Economy should act as a

coordination point for all three of the institutions. o Regional CARDS workshop in Oct 2006 on the cooperation between Metrology and Accreditation.

HAA is formally supervised by the Ministry of Science, Educations and Sports. Institution's financial needs are satisfied on a progressively decreasing state budget participation basis. For the current year it is relaying on 90% budget sources. This stake should shrink to 80% in 2007 and further 70% in 2008. This year's budget is close to HRK 6 millions (10% self-financed).

NB: HAA and HZN are public institutions, while DZM has a status of state office ("legislation producer").

STANDARDISATION MEETING

1st of June 2006 PARTICIPANTS: Snježana Zima supported by four HZN staff members, David Norris, Norbert Bechtold, Ani Todorova, Nineta Majcen, Philip Taylor, Nikola Poposki OVERVIEW:

• HZN in a process of preparation for CEN-CENELEC membership. This emphasises the importance of the fulfilment of 9 requirements.

• The regional CARDS is providing some support in this direction. • Before the official audit, a peer audit is considered to be valuable. • HZN expectations: to be ready for applying to CEN-CENELEC membership by the end of 2007 (in all

organisational and structural matters)!

• Focused assistance with precise missions is considered to be of a crucial importance. How can IRMM bring the pieces into the picture?!

• Austrian Standardisation body (ON) is considered by Ms Zima to be the favourite partner in bringing the

needed expertise on Croatian ground. • Stated arguments for these preferences are:

o countries of a comparable size; o relatively late Austrian entry in the EU (1995); o ON's well defined role within CEN; o Historically good relationship (it was discussed to have a bilateral project…); o Previous Austrian offer for free training of Croatian experts.

o Disadvantage: they cover only general aspects and not also electrical area.

• Mr Berchtold is supportive to eventual Austrian involvement, as he highlights their previous experiences in

this area. STAFF:

• Currently 45 employees, but in process of hiring some additional staff.

PRACTICAL ASPECTS:

• Suggestion on the "how to proceed" side: Organise expert visit (ON being the first preference) and prepare a detailed working plan for the next 24 months in a view of the future HZN membership in CEN-CENELEC.

• Ms Zima insists on allocating a fair share of resources to the Standardisation within the project. The main deficiency areas affecting HZN can be listed as follows:

- Legislation: adopted but still needs to be implemented; - Perception of the standards as a "voluntary variable" in the Quality Infrastructure picture; - Partnership links need to be established with the ministries; - Updating of the information system; - Issues linked to intellectual property on standards (training is in process on this issue); - More active participation in CEN/CENELEC TCs is needed.

NB: Key expert in Albania on standardisation, Mr Pickok (working for Mr George Molak) also had some screening role in Croatia in the area of evaluation of the current Croatian position towards CEN-CENELEC membership.

• Mr Norris: absence of a general guidance concerning the 9 requirements raises interpretation concerns. The final decision depends in a large extend on the auditor's judgement.

METROLOGY

(two linked discussions / exchange sessions,1-2 June 2006) POINTS TO BE CONSIDERED:

• Formulating a strategy in this area and fixing the longer term priorities is considered to be an exercise of crucial importance.

• Anticipating future fields of specific Metrological development in Croatia should be subjected to a thorough

analysis. • This should take in consideration the larger picture of the National Economy. • Including all essential stakeholders in the process of defining strategic priorities is crucial. • Future experts' specialisation and equipment procurement should be in line with the defined Strategy. • The idea of having a twinning light (6 months, EUR 250K) project as a strategy defining process was briefly

mentioned and a copy delivered on the last day of the visit.

INCEPTION PHASE:

• Initial expert-visits in each one of the project specific areas (DZM, HZN, HAA) would be most probably conducted during the second half of June 2006.

• All important stakeholders need to be informed and involved from the inception phase on.

STEERING COMMITTEES:

• As commonly agreed, both Steering Committees would be merged into a single one. This body would integrate the members that are stated in the ToR, whether other means of communication should be provided in order to keep informed other stakeholders (eg. NGOs…)

The CARDS 2004 - Croatia project targeting the "Assessment of national priorities for metrology and conformity assessment" has as a main objective formulating a strategic document that would define the priorities in the Metrology field on national level.

The result of this process, including needs analysis and impact study, would offer an objective assessment of the Croatian technical needs in areas defined as priority ones. Finally, this is meant to offer solid ground for the future decisions on investment policy to be based on.

The mission of the Joint Research Centre is to provide customer-driven scientific and technical support for the conception, development, implementation and monitoring of European Union policies. As a service of the European Commission, the JRC functions as a reference centre of science and technology for the Community. Close to the policy-making process, it serves the common interest of the Member States, while being independent of special interests, whether private or national.
