As you can see from the Reliability Division budget we completed 2012 with a surplus of $5,146 primarily as a result of the

excellent results from RAMS® 2012 which returned over $17,000 to the Division. We are budgeting a loss of about $8,000 for 2013 as we try to spend some of our reserves in

providing services to our members, especially our very successful

webinar series which we continue to offer at no cost.

Update provided by RD Treasurer Alfred Stevens.

Current CRE statistics: There are currently 2,709 people holding CRE certification, 1249 of the CRE's are in the U.S. For calendar year 2012 there were 302 newly certified CRE's. Volunteer Opportunities for CRE Exam Review: If you are currently certified then you are eligible to participate in a workshop to prepare the next CRE exam. The next exam review workshop will be held at ASQ headquarters in Milwaukee, WI on April 19-20, 2013. As a workshop participant you will assist the team in preparing the next CRE exam and you will receive 2 RUs towards recertification. Some pre-work is required and participants must sign a nondisclosure agreement which limits CRE exam preparation training for a period of two years. ASQ refunds travel expenses for the workshop. If you are interested in participating in this workshop, or a future workshop please email Leslie Shattes at [email protected].

Richard Barlow & Frank Proschan helped define the Theory of Reliability with their two books:

1. Statistical Theory of Reliability and Life Testing (1975)

2. The Mathematical Theory of Reliability (1965).

These two books had a major impact on reliability theory worldwide and established Barlow and Proschan as preeminent scholars in the field.

W. Edward Deming (Oct 14, 1900- Dec 20, 1993) Despite being considered something of a hero in Japan, he was only just beginning to win widespread recognition in the U.S. at the time of his death. President Reagan awarded the National Medal of Technology to Deming in 1987. He received the Distinguished Career in Science award from the National Academy of Sciences in 1988. Couple of the Editor’s favorite Deming quotes:

“If you can't describe what you are doing as a process, you don't know what you're doing.” “Learning is not compulsory… neither is survival.” “It is not enough to do your best; you must know what to do, and then do your best.”

Mechanical Design Reliability - by James A. McLinn, CRE & Fellow, ASQ Mechanical design reliability has been a sparsely covered topic. This monograph is instructive for practical engineers desiring to understand and test materials and mechanical systems. It addresses the concepts of stress, strain, tension, shear and material fatigue. Elastic limits and plastic deformation is modeled as well as creep situations. Accelerated life, Miner’s rule and non-normal material strength and variable load distributions are modeled and illustrated in the 80 pages. Available at $25.00 each, plus postage. Practical Weibull Analysis - 5th edition by James A. McLinn, CRE & Fellow, ASQ This monograph presents practical discussion and examples of essential Weibull topics. Most textbooks on this subject require extensive statistical background. This book was designed to be direct and to the point. In 75 pages it leads the reader quickly through the principles of Weibull analysis. The useful examples and Weibull graphs illustrate applications such as confidence calculations, non-straight lines on a Weibull plot, optimum replacement costs, maintainability, and analysis of accelerated life tests and multiple stress tests. Just $30.00 each, plus postage. Credible Reliability Prediction - by Laurence George, Ph.D., ASQ Fellow This monograph extends MTBF prediction to predict the age-specific reliability of redundant, stand-by, complex, and life-limited systems. The method uses field reliability data and proportional hazards models. Data are from older, comparable products because product generations have similar reliability functions despite changes. Price is $25.00 each, plus postage. Electronic version available. Practical Accelerated Life Testing - by James A McLinn, CRE & Fellow ASQ A 125 page book that simply and uniquely delineates the key steps and guidelines for setting-up and administrating accelerated life tests. In eight sections it covers a brief history of accelerated methods, applications of the techniques, guidelines for test selecting test environments, common test methods, practical guidelines for test set-up, key parameters to monitor, sample size decisions, models for analysis and examples of analysis of difficult results. Important guidelines and pitfalls to avoid are given. Examples include multiple level tests and step-stress tests. Just $30.00 each, plus postage.

Reliability is EVERYWHERE!

For those who teach Reliability (a new “sub-section” of the newsletter): A Poisson example Many of us are accustomed to using the “Horse Kick Deaths in the Polish Cavalry” or the “V2 bombs hitting London” examples. Another example is to Model the process that generates Outbreaks of war with the Poisson. This is taken from Robinson (Journal of RSS, 1944). The data from 1500 to 1931 was studied. Robinson assigned each year a number indicating 0,1,2,3,4 or >4 times that war began in that year. The Table of his results:

Where λ=(Total outbreaks)/(Total Years)=299/432=0.692. Using the χ2 GOF test, you cannot reject that the data is fit by this Poisson distribution at α=.05.

RAMS 2013 Recap & Summary RAMS 2013 (www.rams.org) continued its success as the preeminent conference for reliability professionals. There were 516 attendees in Orlando, FL this year. Of the 9 sponsors, the ASQ Reliability Division boasted 116 of the attendees.

On Sunday, January 27, the ASQ Reliability Division held its annual meeting, which included an open session for any RD members. Some of the highlights from the meeting included:

• Strategic Planning – for division involvement in conferences (in particular, ASTR), upcoming training to be offered (at future RAMS) , and volunteer needs

• The updated organizational activities & leadership was updated, and volunteer needs were discussed • The latest Treasurer’s report was reviewed • Survey results regarding the CRE and a potential new plan for a Reliability Six Sigma Black Belt (and Green Belt)

certification were presented and reviewed. A path forward on this is explained further in this newsletter At the annual RD dinner, held at RAMS on Tuesday, January 29, the initial annual awards for the now two standing best paper awards for the RD were announced. The 2011-2012 Quality Engineering Best Paper award was announced for “An Enhanced Parenting Process: Predicting Reliability in Product’s Design Phase,” by Rong Pan and Luis Mejia Sanchez. Unfortunately, neither author was able to be in attendance to receive the award. The 2012 RAMS Best Paper award was announced for “Comparison Modeling of System Reliability for Future NASA Projects,” by Amanda Gillespie, Mark Monaghan and Yuan Chen. The award is based 50% on the written paper and 50% on the quality of the presentation given at RAMS. Photo shows Amanda and Mark displaying the plaque (Photo below) they received for their award.

Following the conclusion of RAMS, an 8-hour Introduction to Design of Experiments course was offered for the 2nd consecutive year. Attendance increased from the previous year and the RD plans to continue post-conference (and/or pre-conference) courses to allow attendees at RAMS to maximize their training opportunity over the course of the week for which the annual RAMS is held.

Finally, in late 2012, the RD sent out a survey to engage members about information relative to the CRE, Six Sigma Black Belts, and an idea for a new certification that would span numerous professional reliability organizations. The basic survey results can be seen at asq.org/reliability . The survey results show the desire of the RD community to reinvigorate reliability by making it a focal point in the Six Sigma realm of certifications, as well as the varying viewpoint of the value of the ASQ CRE. This project is in its initial stages of discussing with other professional reliability societies to assess their interest. Following this, a team will be put together to begin the development of this new certification. If you are a CRE and hold a Six Sigma Black Belt certification (not necessarily from ASQ), and you are interested in the development of this certification, please contact Trevor Craney ([email protected]).
