Well, the 2014 ASPE Convention is behind us. I had a great time while in Chicago, and I think all of our delegates did as well. My wife came along to her first ASPE Convention. She was a big hit apparently and had a great time as well. I would like to thank everyone for making her feel at home. She went

on two factory tours while we were there. The first was a tour of the Sloan Factory, then we had lunch and went over to the Just Factory. I was very surprised, she really like seeing how the two products were made. I would like to thank Alex and Chris from Delco Sales for making this all happen for us.

The ASPE-LA monthly meeting was held on September 3rd, 2014 at Monterey Hill Restaurant, Monterey Park. WHAT IS PERC DOING LATELY?First we should remember what is PERC. As I explained in a previous “Opinion”, PERC (Plumbing Efficiency Research Coalition) is a coalition of various plumbing organizations, dedicated to investigate the drain line transport of solid waste, in building waste piping systems. This coalition includes: ASPE, IAPMO, PMI, International Code Council, PHCC and Alliance For Water Efficiency.

Phase I of the investigation is completed and provided valuable information of the impact of high efficiency toilets and how the drain lines performed with low water volume and reduced flushing time. Preliminary

conclusion is that toilets with a 1.28 gallons/flush are effective to clean the bowl and transport the solids in the drain line, to prevent stoppages.

Investigation find out that toilets with 0.8 gallons /flush, will not perform properly, and further investigations should be performed for toilets with 1.0 gallons/flush (which were not included in Phase I investigations).

The piping system used for Phase I was a 4” glass pipe. Will be interesting to investigate in Phase 2, what will happen when the drain pipe is 3” and made of pipes commonly used for drain lines (cast iron, PVC, etc.)

Toilet Discharge and Toilet Paper Quality. It is possible that using 3” pipe will produce different results, compared with the results from 4” pipe.

Bill Siler brought the meeting to order at approximately 5:00 PM. The first order of business was the Boat Trip for the ASPELA and ASPEOC engineers at the Convention in Chicago. One of the sponsors was not able to meet the sponsorship commitment. The Board of Directors voted unanimously to split the cost of the remaining sponsorship with the ASPEOC Chapter. Our share of the expense is $262.

John Zagorski reported that of the founding members, Ed Saltzberg will be going to the ASPE National Convention. It is also possible that Richard Drenske and Terry Puckett will be attending.

It was reported that the ASPELA Fishing Trip was a rousing success with many fish being caught.

As a reminder, the ASPELA picnic will be held October 5, 2014 at Elysian Park from 11am to 3PM. Ron Bradford is looking for $100 sponsors for the picnic.

Bill Siler brought the meeting to order at approximately 6:54 PM. Past Presidents in attendance included Dick Dickerson, Vivian Enriquez, Kook Dean, Hal Alvord, and Ed Saltzberg, Cory Nakanishi, and April Trafton.

Vivian Enriquez reported that the ASPELA 50th Anniversary Jackets and shirts are available for the delegates to the national convention. She also noted that she may have some extra jackets available for purchase by ASPELA members. The jackets will be approximately $50 including the beautiful embroidery.

keynote speaker. I have never really been a big fan of football. Everyone knows where my passion lies. That would be with NASCAR. But after hearing this man speak, I am a new fan of football. WOW is all I can say. NASCAR will always come first but I will be watching myself some football now. Don Strickland is your new Region Four Director. Congrats Don on your new position. I am looking forward to working with Don. With this new position Don will be stepping down as President of the Orange County Chapter. We have a lot of new blood on the National Board. I look forward to the next couple years and the changes we might see within APSE.

Ron Bradford, our Sergeant At Arms, told the appreciative audience that there would be no fines this month to celebrate the upcoming National Convention. Ron reminded everyone that the ASPELA Picnic will be October 5 at the usual place in Elysian Park. $100 sponsors for the picnic include Dawson Company, El Saltzberg, Enviro Products West, Thura Zin, Delta Q, Ace Duraflo, McCook Sales, HC Fletcher Co., DayBreak Technologies, MegaWestern Sales, and Elmco Duddy. Scott Steindler is organizing a dinner cruise Saturday night at the convention. Sponsoring vendors will be able to attend along with inviting engineers to enjoy the dinner cruise. Interested engineers and vendors should contact Scott at [email protected]. Ron also thanked the members of the committee who organize and run the picnic. Those members are Chris MacKnight of Custom H2O, Kelly Gilfoy of Spec Sales, Jim Weil of Weil Aquatronics, and Kurt Bramstedt of CISPI. As usual we will have an egg toss, a balloon toss, and of course the annual Reps versus the Engineers in softball.

Our Table Top Presentation for the month was from Ron Bradford. Ron showed off the Electronic Faucets and Emergency Eyewash Stations from the Speakman Company. Any inquiries can be directed to [email protected].

Our speaker for the month was Imants Stiebris from Speakman. His topic was Safety Face Wash, Eyewash and Shower Products. Some of the highlights from his presentation were the following:1. There are 1,000 eye injuries per day in the U.S.2. The cost of each injury can be $300,000.3. 25 to 30% of eye injuries are from chemical

splashes.4. It is a race against time with chemical burns. The

faster you get to the eyewash station or shower, the lesser the damage from the chemical.

5. 90% of eye injuries can be prevented by Person Protective Equipment.

6. OSHA and ANSI 358.1-2009 provide the standards for eyewash and safety shower apparatus. They also provide guidance for installation and usage.

7. UPC and IPC now cover eyewash station and shower station requirements

8. If acids or caustic are used on site, the distance to the safety equipment should be less than 10 seconds by walking and must be on the same floor level.

9. There should be no obstructions in the path to the safety stations. Doors are considered obstructions.

10. Tepid water is 60 – 100 degress Fahrenheit.11. In the case of injury, use the eyewash station or

shower for 15 minutes.12. Portable units normally maintain a tepid temperature.13. Weekly flushing of safety equipment is required.14. Equipment must be inspected annually.15. Showers should be at 20 GPM and at 82” to 96”

head height.16. Eyewashes should be at 0.4 GPM.17. Face Washes should be at 3 GPM and 30 PSI.18. Nozzles for Facewashes and Eyewashes should be

covered when not in use.19. Combination units must meet the standards for both

applications.20. Handheld units and squeeze bottles do no meet the

eyewash or shower standards.21. ADA Standards also apply.22. The industry is moving to the Globally Harmonized

Systems with GHS Signage.23. Safety Data Sheets are no longer called MSDS.24. NiOSH Pocket Guides to Chemical Hazards are

useful.

Although a single family home will be ok with direct acting PRV, which is not suitable for high-rise building. The other interesting topic is “Sustainable water heating solutions” by Winston Huff. He wrote about the two water heating option for reducing the energy consumed for a building. Phase 2 of this program will start immediately after the Coalition will secure the necessary founds.

Phase 2 of this investigation will contain:

• Test using a 3” pipe in lieu of 4” pipe which was used in Phase I

• Test using 1 gal./flush toilets, which are now produced and advertised by some manufacturers, but were not included in Phase I.

• Test using low-tensile toilet paper in lieu of soft toilet paper used in Phase I.

• Pipe slope. In Phase I was determined that the slope of !% or 2% of drain pipe, didn’t make significant difference in the toilet discharge characteristics. Now in Phase 2, with the 3” drain pipe, this may not be the same, and will be determined after the tests in Phase 2 are completed.

The result of these investigations are very important. Plumbing Engineers, Contractors, Manufacturers and Public at large, will be affected by the conclusions of these investigations. Appears that the Coalition is ready to complete these investigations, but the only element missing is money. If you or your organization can help by sending money, the investigation will start sooner.
