Message of the APR Scout Foundation President

It is only five months since I assumed the position of President of the APR Scout Foundation.As most of you have noted from past annual Foundation reports, the fund is growing continu-ously. Thanks to the cooperation of NSOs as well as from well wishers around the world.

Apart from other forms of support, APR Scout Foundation provides assistance to memberNational Scout Organization through interest free loans for income generating projects.As of now, three projects are being supported under this scheme. I am glad that those NSOswho have benefited from this new scheme have been repaying the loans. In so doing, we can

continue the cycle of generating funds for more projects.

The Foundation management committee had decided to extend financial support to NSOshosting APR events. This initiative is well appreciated so far.

The Terms of Reference on the selection of Foundation Management Committee membersand office bearers has been amended. Each NSO can now nominate committee membersfrom amongst the Foundation members. In recent months, the committee deliberated on

incorporating the APR Foundation, enabling its separate legal entity and such proposal is inprocess.

I am optimistic that the Foundation can be much stronger in terms of capital funds and bring

better returns with the support of the Investment Team. This will lead to greater support formore diversified projects.

On behalf of the Foundation Management Committee, I sincerely express my thanks to the

Regional Scout Committee led by Chairman Jejomar C. Binay who has been very supportiveto Foundation activities, and to the former President of Foundation Management Committee,Mr. Eric Khoo for his valuable contributions.

Dear Foundation members,

On behalf of Asia-Pacific Regional Scout Committee, I would like tothank you for your generous donations, making it possible for theFoundation to continue funding and supporting more projects in differentcountries.

Since its inception in 1991, the Asia-Pacific Regional Scout Foundationhas continually grown in terms of members. In this biennium, the seedssown through Scout projects are bearing fruits as featured in this report,with the hope that donors could reap the rewards of satisfaction fortheir generous support. We also acknowledge the efforts of the Invest-ment Team who shared their talents and expertise to keep our fundsrolling.

In the coming year, we envision that the Foundation will support moreprojects. We look forward for a new Foundation leadership to set an-other target and devise innovative schemes to benefit more NSOs.

In the past two years, we were privileged to support nationalprojects in different countries in Asia-Pacific region. We werehumbled by the amazing examples of Scout projects and theservices extended to communities.

In January 2009, committee members of Asia-Pacific RegionalScout Foundation came together in Makati City, Philippines for aFund raising cocktail. It was a remarkable gathering of people,Scouts and corporate supports who share our goal of improv-ing lives.

The foundation grows because of our fundamental belief thatScouting is here to educate young people and do a lot of good.The opportunity is vast to transform lives and we are happythat the Foundation is an instrument to make that happen.

To Foundation members and future members, I count on foryour continued partnership.

Seat of the Foundation

Asia Pacific Region has a total land area ofmore than 21 million square kilometers andpopulation reaching 1.9 billion excludingnon-member countries with membershipof over 16 million Scouts in 26 countries.Scouting in the Asia-Pacific Region has thepotential for a wide range of financial re-sources to support its undertakings.

In December 1991, the Regional ScoutCommittee decided to establish the APRRegional Scout Foundation and base it inHong Kong. A management Committee wasconstituted to oversee the affairs of theFoundation. The Scout Association of HongKong was appointed as Trustee of theFoundation and the regional office in Manilaas the secretariat.

FOUNDATION IN ACTION

The Foundation envisions the growth ofquality Scouting in our member countriesand to be self-reliant.

To achieve this, grants and non-interestbearing loans were granted to membercountries for various projects. Grantsare offered to National Scout Organi-zations were for the protection ofnature and environment.

Scouts in Mongolia are keen to become self reliant andcontinue to provide better services to its members.

In 2006, the Foundation granted a non-interest loan payablein 7 years to support a commercial building project called“Expansion of Building”. Scouts Mongolia completed theconstruction of 130 m2 building in the capital, Ulaanbaatar inDecember 2007 that was later leased for US$18,000 annualrent.

Presently, this project provides US$ 6,000.00 as direct annualincome to the organization that helps Mongolia Scouts carryout expansion activities. Once the Foundation loan is paid off,Mongolia Scouts will be able to expand its services to supportmore young people.

Growing steady...Nepal Nepal Scouts headquarters is located in the heart of KathmanduCity in a land area of 7,440 square feet that was unused for decades.Under the leadership of Chief Commissioner Shree Ram Lamichhane,a non-interest loan was extended to Nepal Scouts for a period of 7years to partially fund the shopping complex.

The building was completed in 2008 and is sub-leased to variousestablishments providing a rental income of US$ 34,800 annually.The income enables the organization to pay the regular loaninstallment with some savings to finance Scouting activities.

Ticket to Life: Educating Street Children Become Good Citi-zens...

Street children between 6 and 16 years old, who areunder difficult circumstances are encouraged to be aScout to help them learn, gain skills, and plan fortheir lives.

More than 1,000 street children are being supportedin Bangladesh, India, Indonesia, Mongolia, Nepal,Pakistan, Sri Lanka, Thailand and Philippines underthe Ticket to Life program. They are grouped intotroops assisted by a Scout Leader and supported bya national Scout coordinator. They undergo Scouttraining and activities that includes constructiverecreation, values and life skills. A positive environ-ment is introduced giving them the chance to minglewith others, make friends and work in teams.

The coordinators expressed that childrenhave shown changes in their behavior.They are becoming more disciplined andobedient. They have learned to respectand build trust on their unit leaders.Personal hygiene has improved. They areproud to wear their Scout uniforms. Senseof belonging is very evident.

With the new experience that Scoutingoffers them, a lot of “firsts” are happen-ing in their lives. Gradually, they areshowing more confidence as they dis-cover their individual skills and know-how that could aid them through chal-lenges in the streets.

The project is creating an impact in thecommunities, enjoys good visibility andmost importantly, is well received byparents and local authorities. Togetherwith the Foundation, this project is sup-ported by other donors who are makingregular contributions.

Treat nature with care...Bangladesh!

Scouts are learning about environmentalissues, taking part in activities and offeringvoluntary service to safeguard the environ-ment. Scouts spread messages on wildlifeconservation and its importance in the toglobal climate issues through its project “Wild-life Conservation.”

Scouts organized rallies with non-Scouts in 64districts in Bangladesh to create awareness onwild life conservation. These activities en-gaged public involvement, while Scoutslearned different skills to “treat nature withcare”.

The project also demonstrates that Scoutingis an opportunity to cultivate an active andresponsible lifestyle.

Leprosy Awareness...Nepal

Scouts in Nepal continue to helpeliminate leprosy by supportinginitiatives to eradicate it in thecountry. They organinized aware-ness campaigns through rallies anddoor-to-door visits to orient peopleabout the disease and to encour-age afflicted people to undergoskin tests.

Partnership with other agencieshelped Scouts in implementing thisproject. Other agencies providedrecords of leprosy patients, techni-cal assistance, treatment andequipment.

Over 2000 Scouts have beenoriented in leprosy awareness tocarry out the project in five districts.

They oriented people to identifysymptoms so that those afflictedcould be treated quickly likeencouraging patients to go tothe nearest health center fortreatment. Through this project,awareness about the disease hasgreatly improved so as the workingrelations of Scouts with the localcommunites.

Building a Community Development Center...Mongolia

Scouts in Mongolia is building a community development center to provide 2,000 underprivileged youngpeople a recreational center in the heart of Ulaanbaatar, the capital city of Mongolia. The core of thisproject is to introduce “Community based Scouting” and to help young people integrate socially andexperience what Scouting is all about.

Through Scouting, young people will be kept away from vices and other anti-social activities. They willundergo life skills education through training that will help them develop self-confidence and self-dependence. A new image of Scouting in the community is anticipated, focused on educating them andproviding programs tailored to their needs.

The center opened in June 2009 and it is expected to be fully operational by January of 2010.

Restoring Pedro Scout Camp...Sri Lanka

Scouts in Sri Lanka believe that their facility inPedro Scout Camp in Nuwara-Eliya, north ofSri Lanka will bring more people, Scouts andnon-Scouts, to the outdoors. The develop-ment of irrigation building inside the camp willserve as a hostel for those looking for a camplife experience.

Service to Scouts and non-Scouts is the corepurpose of this project. It supports a wellequipped campsite with facilities for adultleader training and socially relevant activitiesfor the youth. While doing this, the surround-ing environment will be improved and sus-tained.

Reasonable rates are charged to users to beable to maintain the upgraded facility andprovide for manpower costs.

The campsite facility includes the Scout lodgewith beds, kitchen, dining hall and a sessionhall.

Fundraising dinner held in the Philippines

On 16 January 2009, an APR Scout Foundation Cocktail washeld in Makati Shangri-la. It was hosted by Chairman of theRegional Scout Committee Hon. Jejomar C. Binay.

The event was attended by Scout leaders from Japan(Mr. Hidenorshi Nishimaki), Hong Kong (Mr. & Mrs. HoraceHo), USA (Mr. Scott Teare), Brunei (Haji Zainal Abidin),India (Mr. Homammed Ali Khalid), Malaysia (Dr. MohamedMukhyuddin), and Korea (Mr. Oh Sang Gyoon), and represen-tatives from Corporations in Makati.

A total amount US$12,500.00 in cash and pledges wasraised.

New and upgraded members were awarded by RSC Chair-man, Hon. Jejomar C. Binay, Vice-President of the APR ScoutFoundation, Haji Zainal; and Regional Director, AbdullahRasheed.

The Asia-Paciific Regional Scout Office will conduct “all must go” salefor the remaining souvenir items. One of this is the replicas of RoverPeace baton to be sold at a discounted price.

To finish off the remaining stock by December 2009, interested buyersare invited to place their orders on-line and a free gift of Rover PeaceBaton coffee table book. Proceeds will go to the Foundation.

The Regional Scout Committee reviewed the Terms of Reference(TOR) of the APR Scout Foundation Management Committee andintroduced the new TOR to appoint the Foundation ManagementCommittee members and office bearers through a democratic

process.

The new committee will be composed of nine members. Sixmembers will be appointed by the Regional Scout committee

from amongst the Foundation members nominated by NSOs andthe other three are ex-officio members. The members will thenelect their President and Vice President including other officebearers.

On 15 May 2009, Mr Eric Khoo Heng Peng formally expressed hisintention to resign as President of APR Scout Foundation Manage-

ment Committee.

The Chairman of Regional Scout Committee Hon. Jejomar C Binayaccepted his resignation and expressed his gratitude for his

contributions since his appointment in October 2007. Subse-quently, the chairman appointed Vice President Haji ZainalAbedin to serve the remaining period of the term as President.

On the recommendation of the Foundation Management Commit-tee, the Regional Scout Committee has taken action towards theincorporation of the Asia-Pacific Regional Scout Foundation as anindependent body. Based on the financial risk projection, three

countries have been identified for incorporation of the APR ScoutFoundation that have the least financial risk.

During the 22nd Asia-Pacific Regional Scout Conference in Tokyo,Japan, the APR Scout Foundation had its 2nd APR Scout FoundationFellowship Gathering on 19th October 2007 providing the opportu-nity to the foundation members to meet and be updated with to seethe progress of the projects funded by the foundation.

On that special evening, over 100 members gathered together andsaw how their financial contribution helped people and the commu-nities. Mr Anthony Thng, former President of the Foundation, deliv-ered the report of the foundation citing its achievements for the lastthree years. In this gathering, 66 people were recruited raising theamount of US$55,000.

A “thank you toast” at the last fundraisng dinner in 2007 coinciding with theregional conference.

The Scout Association of Japan hosted a fundraising dinner on 20thOctober 2007 which is so far considered a breakthrough by having209 guests raising an amount of US$16,200.
