Correspondence:

Prairie Land Regional Board #25 submitted correspondence. The correspondence was sent out and

copies were available at the meeting. The correspondence will be discussed at the executive meeting to

be conducted after the Zone meeting today.

Chair Report:

The May Board of Directors meeting was a great chance to connect and further commitments around

standardization and autonomy. Please feel free to bring forward questions or concerns to the Chair and

she will take it to the Zone Chairs. More effective usage of Zone chairs will be in the form of a

communication committee.

REPORTS

ASBA Zone Director’s Report - Anne-Marie Boucher

ASBA Board of Director’s highlights were sent out and copies were available at the meeting.

Also attached to these minutes.

Great discussion were had at last week’s meetings with alternates and Zone Chairs .

Anne-Marie discussed highlights around the Foundation Statement review which she said will

take 18-24 months; the Trustee Developments Program; Alberta Education Budget 2016;

Advocacy; the Provincial Issues Forum and a reminder to register for the SGM and a reminder of

Key Deadlines for the FGM.

ASBA Executive or Staff – Mary Martin & Scott McCormack

Helen is doing well.

Scott will be leaving ASBA and moving to Alberta Education July 13, 2016. Communication will

forthcoming to advise plans for proceeding forward.

Fort MacMurray fire update; all schools are still standing but no students will be returning this

year. Students have been deployed to other schools in Alberta. School jurisdictions have been

outstanding in welcoming the students.

Mary provided a verbal report of ongoing work within ASBA including the MGA Act, Bill 21, SGM,

Bill10 and the excellent speaker list for SGM.

Scott provided a verbal report of ongoing work within ASBA including the SGM, the School

Authority Leadership Quality Standards and awareness of liability around schools offering

defibrillators and epi-pens.

Alberta Education Report –Leta Youck-McGowan

Director’s Report was sent out and copies were available at the meeting. Also attached to these

minutes.

Leta will be taking away questions about the Education Act and the timeline, Inspiring Education

and the High School Re-Design.

The Draft 2016-2017 ASBA budget presentation was sent out, the power point was presented by Cathie

Williams and Heather Rodgers. Also attached to these minutes.

Networking – Doug Gardner, Collen Munro, Jeannine Tucker

July 7, 2016 from 4:00-6:00 pm at the Southern Alberta Pioneers Hall located at 3625-4th St. SW

Calgary is confirmed. Jeanine will be doing the catering; we will be securing a liquor license for a

cash bar. The event will be appetizers and cocktails with a western theme. Sherri volunteered

to help with set up of the room and Anne-Marie volunteered to help with the tear down of the

room at the end of the evening. We are expecting 50-60 attendees.

Edwin Parr – Mark Chung, Pamela King, Jeannine Tucker, and Serafino Scarpino (alternate)

The Zone 5 winner is Julie Blank from Calgary Catholic.

Feedback of teacher presentations was great! Principal write ups versus speeches was great!

All trustees should be encouraged to attend next year.

The committee will be meeting much earlier next year to begin the processes needed and to

determine what, if any changes will be made.

Field Experiences Policy Advisory – Joanne Van Donzel

Joanne is looking for an alternate to attend the June meeting.

2nd Language Task Force will need to have a representative for Zone 5 by September.

Cathie Williams nominated Serrafino Scarpino. Joanne Van Donzel seconds the nomination. Mr.

Scarpino accepted the nomination. Motion passed unanimously.

Labour Relations – Joy Bowen-Eyre

No report submitted.

Regional Consortium – Judy Hehr

No report submitted. Meeting was yesterday and minutes not yet available for today’s meeting.

Health Promoting School Collaborative – Arlene Rheaume

Meeting was May 2, 2016 via teleconference. Arlene provided a verbal report and highlighted areas of

their action plan report and data presentation that could be used for Zone 5 PD. The current School

Health Newsletter will be sent out to board Chairs today.

Handbook Review Committee- Anne-Marie Boucher, Norma Lang, Cathie Williams, Sherri Nielsen

The committee will be waiting for the Zone 5 Executive meeting report and will be asking Chair

for some direction.

Please email Anne-Marie with any amendments to the bylaws reviewed last month.

ASBA Fall Provincial Issues Forum The Fall Provincial Issues Forum will be held in Edmonton on September 27-28, 2016 at The Matrix hotel. Registration is now open through the ASBA website. The Forum is designed to provide an opportunity for generative discussion on key matters facing boards, including local collective bargaining, ASBA: Imagining Our Future, curriculum redesign and information updates on current issues.

Local Authorities Election Act Submission Working within a brief consultation period, ASBA recently provided input on proposed changes to the Local Authorities Election Act (LAEA). Despite the short timelines, a number of boards provided feedback that informed the Board of Directors as the submission was finalized. You may review the submission at http://bit.ly/2bjfT4f.

Modernized Municipal Government Act Submission ASBA has worked through the summer months to ensure the interests of school boards are protected and enhanced relative to the Modernized Municipal Government Act. In particular, a meeting with the Minister of Municipal Affairs in July afforded the opportunity to share ASBA’s perspectives on the Act, and a submission was provided to the department. The submission is posted on the website at http://bit.ly/2cbFpbC.

Joint Commitment to Action ASBA was proud to be a signatory to the Government of Alberta’s Joint Commitment to Action, announced on June 22, 2016. School board trustees will be expected to understand, support and implement locally-appropriate curriculum that supports the culture, history, perspectives, experiences and contributions of Canada’s First Nations, Métis and Inuit people. To support our trustees in that role, ASBA will design, develop and implement professional learning opportunities and resource materials for school boards and trustees. ASBA: Imagining Our Future Prior to the August Board meeting, Directors, Board Alternates and Zone Chairs took part in a Leadership Session that provided professional development on facilitation and the establishment of a plan for membership engagement, shaping ASBA’s future. A description of the process, timelines, opportunities for engagement and summaries of input received will be posted on the ASBA website by the end of August.

ASBA General Meetings Feedback following the Spring General Meeting on June 5-6, 2016 in Red Deer indicates a high level of satisfaction from attendees, with 90 per cent of respondents rating the event as “excellent”, “very good” or “good” overall. The Fall General Meeting (FGM) program is being finalized, and the FGM will be held at the Westin Hotel in Edmonton from November 20-22, 2016. This year’s theme is Stronger Together. Registration will be open by the end of September. October 16, 2016 is the deadline for Boards to submit proposed emergent policies to ASBA, for consideration at FGM 2016.

Mary’s ASBA Report to the EPTF was added. 1. First Nations, Métis and Inuit Task Force ASBA Spring General Meeting (SGM) presentation

Brian Callaghan gave an overview of his presentation at the ASBA Spring General Meeting, which is, in essence, a historical overview of the task force since its creation in 2010. For those wishing further information, the presentation is posted on the ASBA website at: http://www.asba.ab.ca/wp-content/uploads/2014/07/sgm16_fnmi.pdf.

2. Education Service Agreements and Indigenous trustees on school boards There was discussion re Education Service Agreements and First Nations, Métis and Inuit trustees on school boards. With proclamation of the Education Act anticipated within the year, there is a recognition that school boards will be appointing Indigenous trustees to boards. Currently, ASBA does not know who and how many Indigenous trustees are on local school boards.

Chair Mary Martin asked the members for their thoughts on creating a database of currently sitting trustees who are of First Nations, Métis or Inuit descent. Unanimous agreement among TF members that Mary brings this to the Board of Directors for direction.

3. Task Force Work Plan

A small working group will commence work on developing a draft to bring back to the task force in the fall.

4. Ensuring First Nations, Métis and Inuit Student Success: Leadership through Governance report.

We are having conversations with the FNMI branch of AB Ed on the possibility of updating the document, which was originally produced by ASBA in 2011. We are hopeful that this will be on our Work Plan.

5. Associate membership fees update

There was a motion presented and passed at ASBA’s SGM that will remove the premium charged for associate membership. The new fee structure now applied to federally funded First Nations education entities will mirror that of full members of ASBA. There remains, however, a gap, since First Nations students are not funded by the federal government at the same Alberta provincial rate. Currently being investigated is the feasibility of qualifying this demographic as full members. Because the structure of this group differs from conventional school boards, this needs to be evaluated.

6. ASBA Student Health and Wellness Task Force (SHW TF)

Mary introduced Anne-Marie Boucher and Brian Torrance.

Anne-Marie is Chair of the ASBA Student Health and Wellness Task Force. She stated that this task force could assist and support the EPTF on issues related to wellbeing. Health, wellbeing and mental health are so important to the success of all students.

On April 4 at the Key Partners meeting, Minister Eggen stressed how important wellbeing is for the success of students, and he linked that to First Nations students. (The Key Partners group is tasked with examining the state of school health in Alberta and exploring increased collaboration in support of school health.) The SHW TF mandate is to promote student health and wellbeing among education stakeholders.

It may become necessary for boards to have policies on student wellness in response to the Mental Health Review. Dave Colburn, former Edmonton Public School Board trustee and ASBA Director, is the SHW TF Education Consultant.

ADM Jane Martin stated that the ministry is extending Regional Collaborative Services to First Nations. Fourteen of seventeen regional boards are involved.

There are some natural links between the SHW TF and EPTF; good to be aware of each other’s work. The SHW TF and EPTF will work together, share agendas and hope to invite the appropriate Ministers to meet with the two groups in the future. Mary will bring this to the ASBA Board of Directors for discussion and guidance.

7. Task force communications

Heather Massel, ASBA Communications Director, was introduced to the members as part of the task force support team. She will lend assistance in creating a communications plan for the task force. Task force members provided their respective points of view on key components of a communications plan.

Brian and Heather will work on this and bring forward a draft for the fall task force meeting. As a first step, the Chair asked that speaking notes of this meeting be prepared as soon as possible for task force members. The purpose of these notes would be to enhance communication with respect to the task force’s work at the Zone level.

8. Indigenous Shining Student Award 2016

This year the task force received 41 nominations from across the province. A selection jury met in person and narrowed it down to the top five students. Zarek Wright-Winnipeg from CBE emerged on top; four students were also selected to be honoured (two from CBE, one from Ft. McMurray Public and one from Siksika). Certificates of acknowledgement will go out to all nominees.

9. Organization for Economic Cooperation and Development (OECD) Research Advisory Committee

Alberta Education is the lead province on this OECD project. Brian is the ASBA rep on its research advisory group; an opportunity opened up for task force members to provide some feedback. Alberta Education and the OECD: placemat questions were handed out to the members with the request to complete the task by the 2016 fall meeting. Dr. Jane Martin informed members on the background of this research project. The OECD project was presented at the Council of Ministers of Education of Canada. Alberta was the Chair at the time. Parallels with New Zealand and Australia and their Indigenous peoples exist. Most provinces have signed on. The project will take a year or two to complete.
