of Schemes under Allocation of Welfare of Scheduled Castes

(AWSC)- regardingSir/ Madam,

I am directed to enclose herewith a copy of D.O.letter from Hon'ble

Minister of Social Justice & Empowerment written to Hon'ble Union Minister ofAgriculture regarding monitoring the physical, financial and outcome based

progress of Schemes under Allocation for wellare of Scheduled Castes (AWSC)

and to review the progress of the Schemes under AWSC. He has stated that during

their meetings held on l5th & l6th October, 2018 in New Delhi with Ministry ofAgriculture, the following shortcomings were noted in respect of AWSC.

a) Some Schemes do not directly benefit the target beneficiaries i.e. SC

population/area.b) Little or Nil expenditure in certain schemes for 2018- l9c) The Scheme of general nature which do not specifically benefit the SC

population or SC dominated areas are required to be modified so that the

benefits reach the target population/area.

In Desk Review Meetings of RKVY held in this Department during 29th Octto 2nd November 2018, the representatives ofall State Governments were advised toprepare action plan in advance for 2019-20 (specially SC and ST component). Theminutes of Desk Review Meeting were circulated to all States Govt. vide letter No.3-591201 7-RKVY dated 22"d November 2018 for necessary follow up action.

In view of the above, you are requested to fumish the details of projectunder taken under SC/ST component in year 201 7- I 8 and 201 8- l 9.

The number of SC/ST persons received benefit under projects funded byRKVY as per Direct Benefit Transfer (DBT) details may be intimated to us anduploaded on RKVY portal at the earliest.
