Madam / Sir.

I am directed to convey the approval of competent authority for implementation ofcrop Diversification Progamme (cDP), a sub scheme ol RKVy during 2019-20 withallocation of funds as at Annexure-I. state Governments a.e .equeited to prepareintewention wise physical /financial targets and submit action plan for the year iots-zoincluding Central & State.Share, based on templates enclosed with allocation for the state atannexure-I latest by 24th Mav. 2019. The piogramme will be implemented with sharingpattem of 60:40 between central and State Govemments under RKVy in districts havingpaddy area more than 50,000 hectare and demonstration of altemate crops will be done onlyin kharif season.

2. While preparing the Annual Action Plan for 2019-20. it may kindly be ensured thatthe physical targets proposed by the States are realistic, based on area in identified districtslor a particular crop taking into consideration the past performance during last three years toavoid lrequent change. T'he financial outlays should be proportionate with the physical targetsin accordance with norms and rates of assistance followed under the guidelines of existingCentrally Sponsored Schemes/State Scheme. For making additional efforts to diversifopaddy to alternate crops, if need to source mdre funds, State Governments maypropose/allocate additional funds from normal RKVY.

3. The proposal for utilization of unspent balance/committed liabilities (Central Share +State Share) of previous year (2018-19), il any. may also be indicated component wise inseparate heading (illustrated in performa) in the proposed Annual Action Plan during the year2019-20. .i L.

o An officer at the level of Joint Director may be made responsibre for the programme.The action plan involving various interventions for altemate agri / horticultural cropsshould be submitted by the states to DAC&FW.

r For motivating the farmers study tous/ exposure visits turd campaigns, if needed, mayalso be organized highlighting harmfur effects of tobacco and long term benefits ofaltemative crops.

o For implementation and monitoring, contingency expenditure should not exceed l%of total allocation.
