HELD ON 22ND DECEMBER 2015 AT 10.30 AM AT SLDC, MPPTCL, JABALPUR ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 48TH meeting of Operation & coordination committee of MP held on 28TH October 2015 at SLDC, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/4204 dated 07.12.2015. ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS OCT 2015 TO NOV 2015.

2.1 Frequency Particulars: During Nov 2015 the system frequency was below 49.9 Hz for 11.48% of time against 13.93 % of time during Oct 2015. The system frequency was above 50.05 hz for 21.46 % of time during Nov 2015 against 16.97 % of time during Oct 2015. The system frequency was within the IEGC range of 49.9-50.05 Hz for 67.06 % of the time during Nov 2015 against 69.10 % of time during Oct 2015. The average monthly frequency was 49.99 Hz during Nov 2015 whereas it was 49.98 Hz in the month of Oct 2015. The system frequency did not touch 49.20 Hz during the above period.

2.3.4 Status of completion of ongoing Transmission Schemes being executed by MPPTCL : The various ongoing Transmission Schemes completed during the current financial year 2015-2016 (upto Nov. 2015) and plan for completion of various ongoing Transmission Schemes for the Year 2015-2016 is enclosed as Annexure 2.3.4(i) and 2.3.4(ii).

[Action: Committee may like to note] 2.3.5 U/F and df/dt Relay Operation

(i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz or below during Oct 2015 and Nov 2015. There was no df/dt operation during the same period.

In the last OCC SLDC requested MPPTCL to submit the revised list of AUFLS due to allocation of

group to new feeders commissioned after implementation of revised AUFLS. T&C MPPTCL were ensured to submit the same by 30.11.2015. The information is yet to be received from MPPTCL. It is again requested that the revised feeder wise list under AUFLS due to allocation of group to new feeders commissioned to SLDC . [Action: MPPTCL]

(ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt relays are in good/healthy

working condition. (iii) Revised df/dt Plan : The revised df/dt plan has been prepared in consultation of MPPTCL and

implemented by SLDC wef 20.08.2015. [Committee may like to note]

2.4 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders :

(i) Details of DISCOM wise Power supply given to various domestic categories during the period Oct 2015 and Nov 2015 is enclosed at Annexure 2.4(i). [Committee may like to note]

(ii) Group Allocation to Newly Commissioned existing EHV substations :- The region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.4 (ii). 3.1 Generating Units under planned outage and proposed maintenance programme : The annual maintenance /outages of thermal generating units of MPPGCL during Dec’15 to Jan‘16 is as under :-

10 20 MVA Transformer –II at 132 KV S/s Jaora

14.11.15 Not available Detailed inspection of X’mer carried out by lifting core and winding and no fault found, complete reconditioning of X’mer is in process. The X’mer is expected to be charged by December 2015.

11 315 MVA 400/220 kV ICT-III at 400 kV S/s, Bina

29.09.15 Due to Buchholtz relay alarm and PRV indication.

X’mer is out of circuit from 29.09.15 and for repairs has to be sent to M/s BHEL. 315 MVA CGL make X’mer shifted from 400 KV S/s Julwaniya, will be commissioned in place of defective X’mer by 31.12.15.

12 315 MVA 400/220 kV ICT-I at 400 kV S/s Bina

15.10.15 Due to Buchholtz relay alarm.

This transformer is out of circuit from 15.10.2015, site repairs was in process but M/s BHEL has shown inability to repair the X’mer at site. Hence the X’mer has to be sent to M/s BHEL. To replace this transformer, 315 MVA BHEL make X’mer is under manufacturing stage. The X’mer is likely to be commissioned by February, 2016.

ITEM NO. 5.0 : SYSTEM DISTURBANCE IN MP DURING OCT 2015 AND NOV 2015 : There was no major grid disturbance in MP during Oct 2015 and Nov 2015. However the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0.

[Committee may like to note] 5.1 Obtaining Code from SLDC for charging / opening of transmission elements:- As per IEGC Sub-Regulation (b) of Regulation 5.6.2, it is mandatory for the substation/switchyard officials to obtain the code from SLDC for transmission element outage/charging. This practice is being regularly followed by the state entities; however some instances have been noticed where the outage/charging of transmission elements have been done without obtaining code from SLDC. This is a violation of the Grid Code and hence should be avoided by the state utilities. The instances of such violations should be avoided and compliance of above IEGC Regulation in this regard should be complied strictly.

[Action: MPPTCL/MPPGCL/IPPs/NHDC/Kalpataru] ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES 6.1 MPERC (Forecasting, Scheduling, Deviation Settlement and related matters of Solar and

Wind Energy Generation Sources) Regulations, 2015- MPERC has proposed to make the Regulation-2015 regarding (Forecasting, Scheduling, Deviation Settlement and related matters of Solar and Wind Energy Generation Sources) Regulations, 2015 (G-40 of 2015) dated 08.012.2015, which shall come into force from the date of publication in the official gazette of Madhya Pradesh. This regulation is available on the official website of MPERC- www.mperc.nic.in which may kindly be downloaded for further needful. This regulation is in four parts including Appendix I & II, pertaining to above Energy Generation Sources.

All the entities are requested to send their suggestions/objections/comments on the above mentioned Regulations to the Commission Secretary, M.P. Electricity Regulatory Commission, Bhopal latest by 31.12.2015. [Committee may like to discuss]

6.4 Poor condition of 48 Volt Battery set and Battery Charger at Power Stations : The condition of 48 Volt Battery bank and Battery Charger at Rajghat HPS and SGTPS Birsinghpur is very poor which are unable to keep important services of telemetry and voice communication healthy in case of interruption in AC supply. This issue was brought to the notice of concerned authorities several times for ensuring the healthiness of Battery Bank and 48 Volt Battery Charger at these stations. The continuity of telemetered data as well as voice communication is vital for safe, secure & reliable operation of the state grid, as during recent blackout at SGTPS the total communication & telemetry was interrupted.

MPPGCL, MPPTCL and IPPs are requested to ensure 48 V battery set in healthy condition all the times

so that in case of any grid incidents data and voice communication is not interrupted. The information of status of Battery & battery charger from SSTPS, ISP, T& C circles, MPPTCL of

Indore , Satna, Seoni, Ujjain and Bhopal have not received to SLDC despite repeated requests in the last four OCCM. It is once again requested that the information in format provided in last OCCM may please be submitted to SLDC at the earliest.

6.5 Generator Dynamic Data Requirement for Modelling in PSS/E software :- The PSS/E Software Modeling for Dynamic load flow studies is being done at National level so that the grid security matters are dealt with efficiently and reliably to avert grid disturbance like situations. The same shall also be integrated into new SCADA/EMS system for online real time dynamic load flow studies. Work for this has been undertaken at regional levels throughout the country.

forwarded to the Generating Companies. The data from any entities has not been received completely by this office. [Action: MPPGCL/NHDC/BLA]

6.6 Provision of synchronization facility at EHV sub-stations of MPPTCL :- As per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations. In last OCC meeting MPPTCL representative informed that synchronization facility is available at all 400 KV S/s and for 220 KV and 132 KV sub - station in the path of black start the matter for providing synchronization trolley is being taken up. It was pointed out by SLDC that synchronization trolley at 400 KV S/s Indore is not in order and require immediate attention for its proper functioning.

The MPPTCL may submit the plan to provide the synchronization facilities all the 220 kV S/s and

designated 132 kV S/s. [Action: MPPTCL]

6.7 SCHEDULING ACTIVITY BY MPPMCL ON BEHALF OF DISCOM :- SLDC has taken up the issue of round the clock functioning of MPPMCL Control Room so that revision to schedule requisitions are made on behalf of DISCOMs as only two shifts were running and only day ahead activities were performed by MPPMCL CR.

MPPMCL through a letter dated 27.07.2015 requested to provide sitting arrangement in SLDC Control

room for MPPMCL shift engineers till their CR is made operational from Shakti Bhawan which was agreed as an interim arrangement. As about five month times have passed and MPPMCL engineers have acquired sufficient knowledge of requisition/scheduling. Now from 01-Jan 2016 MPPMCL shall take over the day-ahead and real time requisition/scheduling activity from MPPMCL CR.

6.8 SENDING DISTURBANCE RECORDER (DR)/SEQUENTIAL EVENT LOGGER (SERS) OUTPUT TO WRLDC: With Reference to section 5.9.6(c) of the IEGC and section 9.5.3 of Operating Procedure of WR-2013, the DR/SER details for all grid incidents/disturbances need to be sent by the concerned agency to RLDC within 24 hrs of the incident. It is observed that in many grid incidents/disturbances DR’s and SERs outputs are not being submitted to SLDC even with the final report. The matter has been discussed in various OCC meetings over last 3 years but despite assurance none of the state entities is following the time line as well as not furnishing DR/SER output in soft/Hard copy.

All the state entities are requested to instruct right up to Division level preferably through a circular, to

submit the detailed report in prescribed format along with DRs and SERs output in .cfg and .dat format for analysis within 24 hours of the incident to SLDC. However, the flash report is required within one hour of the incident. [Action: MPPTCL/MPPGCL/IPPs/NHDC/Kalpataru]

6.9 Tertiary Reactors in MP :- AGM WRLDC, vide email dtd 09.12.2015 intimated that while reviewing high voltage in the M.P. substations during off-peak hours and dip in voltage during morning hours it was noted that there are few 25 MVAR reactors installed on the 33 kV tertiary winding of 400/220/33 kV ICTs in MPPTCL substations.

AGM WRLDC requested to update the following information for operational purpose:

- Healthiness of tertiary reactors - Is there a facility to switch these reactors online ? - Whether any new tertiary reactors installed on the new ICTs that were commissioned ?

6.10 REMOVAL OF 3X16.67 MVAR LINE REACTOR OF 400 KV SARNI-SEONI FEEDER AT STPS SARNI:-

ED (O&M:Gen) MPPGCL has intimated that due to high furanic contents 3 X 16.67 MVAR line reactor of 400 KV Sarni-Seoni feeder in R & B phase have increased beyond 2500 ppb, which falls under “Rewind/ Replace solid insulation category as defined IEEE guidelines and recommended for removal of 3X16.67 MVAR line reactor from service. Further, it is also mentioned by CE (Gen.) MPPGCL, STPS Sarni vide letter No. 08-004/Reno-II/3556 dated 21.11.2015 and ED (O&M:Gen) MPPGCL vide letter No. 07-03/GCC/2273 dated 11.12.2015 that the line length of 400 KV STPS-Seoni circuit is 149 KM and also sufficient reactive compensation is available at the switchyard of STPS. It is also mentioned in the above letter that 1 No. 63 MVAR bus reactor and 1 No. 50 MVAR line reactor are already in service, one No 50 MVAR line reactor for ISP is also under tendering stage, one No. 63 MVAR bus reactor and 1 No. 50 MVAR line reactor in Asta-2 feeder will be commissioned shortly. Matter has been referred to CE (P&D) MPPTCL, WRPC & WRLDC by SLDC for carrying out necessary system study whether above 3x16.67 MVAR line reactor can be removed permanently from 400 KV STPS-Seoni line at STPS Sarni. MPPTCL is requested to submit the status in this regard in the meeting. [Action: MPPTCL] 6.11 UNDER VOLTAGE LOAD SHEDDING SCHEME (UVLS) IN WESTERN REGION :- In the 475th OCC meeting WRLDC had suggested that as per the CEA Planning Criteria the emergency rating for minimum voltage is 119 kV for 132 kV system; 194 kV for 220 kV system and 372 kV for 400 kV system.

The need for UVLS for system security was recognized and discussed last several OCCM. In 474th

OCCM, WRLDC had informed that Low Voltage area in Gujarat are Sabarkundla, Vapi, Bhilad, Vertej&Navsari, in Madhya Pradesh are Nagda & Indore, in Maharashtra are Lonikhand, Bableshwar, Padgha, Jejuri. It was also informed that Chhattisgarh do not face any low voltage problem.

Further, It was suggested and agreed that all concerned SLDCs shall study there low voltages area

and submit a detail scheme for mitigation of these Low voltage pockets. MPPTCL is requested to examine the same and submit the status in the meeting.

6.12 SHEDULING FOR NTPC JHANOR GPP FOR GGF GAS UTILISATION :- In 478 the OCC meeting of WRPC, GM NTPC informed that the Jhanor gas station is under close reserve due to less /no requisition from beneficiaries. This is resulting in non utilisation of GGF Gandhar gas field gas. Due to non-availability of generation schedule, the station is not able to draw any ONGC’s South Gujarat gas from GAIL which can only be taken at Jhanor Gandhar GPS. The gas suppliers are compelled to flare gas due to low off take by consumers.

GAIL has stated that if this situation continues, they would be constrained to raise Take-or-Pay

clause in line with the contractual obligations. The GGF is in APM category which is the cheapest gas in the country, any shortfall in its drawl may lead the Govt. to reduce allocation of the same.

The matter was discussed in 28th WRPC meeting dated 04.03 2015, the utilisation of the GGF was

in principal agreed and constituents were advised to give schedule accordingly. In view of above, it is requested that sufficient generation schedule may be given to Jhanor-Gandhar

station so that the station can operate at least at its technical minimum load (149 MW) in combined cycle mode and can draw the committed gas from GAIL to avoid Take-or-Pay situation. M/S GAIL is likely to invoke take or pay clause and such amount will have to be loaded to fuel cost to be recovered from beneficiaries. MPPMCL is requested to submit their comments in the meeting, so that the same could be forwarded to NTPC/WRLDC.

6.13 Special Meeting at WRPC Mumbai Frequency Response Characteristic :- Member secretary WRPC informed that during the earth quake on 26th September 2015 in north India there was a load throw of around 1200 MW and frequency rose from 50.02 Hz to 50.29 Hz and on dtd 12th November due to tripping of 2x600 MW units at Kalisindh, generation loss of 1120 MW in NR and frequency drop of 0.17 HZ was observed. Frequency response of generators in both the events in Western Region was found to be unsatisfactory and even negative response has been observed on some of the units and need investigation. 6.14 Scheduling of Indian Railways under long Term:- Hon’ble CERC has issued an order dtd 05.11.2015 in petition no. 197/MP/2015 that Indian Railways is a deemed licensee under 3rd proviso to section 14 of Electricity Act. The Indian Railways as a deemed licensee shall be bound by the terms and condition of license specified or to be specified by the appropriate commission under proviso to section 16 of the Electricity Act. Accordingly Indian Railway has applied for disconnection supply of power to 24 nos TSS located in East, Central and West Discom. A meeting was held on 7th December 2015 in the conference hall of SLD to discuss and finalise the modalities of Long term Access (LTA), scheduling, metering, imbalance settlement and other regulatory requirements for starting scheduling of 100 MW power from Ratnagiri Gas and Power Private Ltd. (RGPPL) to railway traction substation (TSS) of railway in Madhya Pradesh, It was decided in the meeting the scheduling of 100 MW power from RGPPL to Railway under LTA shall be commence only after submission of NOC from STU and CTU, Copy of BPTA with MPPTCL and TSA with PGCIL to SLDC and allocation of 100 MW power from RGPPL to Indian railway by WRPC for Madhya Pradesh. WRPC vide order no WRPC/Comml-I/6/Alloc/2015/1530 dtd. 15.12.2015 has allocated 100 MW power to Indian railways for Madhya Pradesh. However remaining documents are to be submitted by Indian railways to SLDC. Indian Railways have to confirm that WRLDC and MP SLDC Fees and charges wrt MW allocation to Indian Railway in MP shall be born by Indian railways to the extent of their allocation in MP. The necessary accounting formalities shall be finalised by Indian Railway with M.P.Power Management Co. Ltd. before commencement of scheduling. [Action : Railways/MPPMCL]

6.15 Huge Fluctuations in scheduled & actual drawal by the Discoms at hour boundaries– The MPPMCL and Discoms have not taken any action to plan their demand management so that large fluctuations in drawal/demand (more than 100 MW) at hour boundary and other timings could be avoided. The large fluctuations have been observed at hour boundary at 2 Hrs, 6 Hrs, 12 Hrs and 18 Hrs. This is violation of IEGC Clause 5.2 (j). In this regard WRLDC Control Room issues violation notice to SLDC on almost every occasion for avoiding such large fluctuations. Sometimes WRLDC Control Room Suo Motu curtails the schedule of MP in ISGS incase of huge under drawal of MP at hour boundary. The matter of large fluctuations at hour boundary was also raised by WRLDC in Operation & Coordination Committee meeting of WRPC. The Member Secretary, WRPC asked representative of SLDC to submit the action taken by the MPPMCL/Discoms in this regard in the forthcoming OCC meeting. SLDC has already intimated to take suitable action in the matter vide this office letter No. 3874 dated 09.11.2015 and no. 4130 dated 28.11.2015. It is therefore requested that MPPMCL in consultation with MP Discoms should plan segregation of change over of large block of load at hour boundary and also power purchase / sell under Short Term Open Access should be planned in such a way that a large change in quantum at hour boundary / time block boundary could be avoided in the interest of grid security. The action taken in this regard may be furnished to SLDC in the OCC meeting.

crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

However despite continuous persuasion by SLDC other state utilities i.e MPPTCL, MPPGCL and IPPs

are not submitting the report to CEA. It is requested to submit the CMP report in prescribed format for the second quarter of 2015-16 (July to Sept 2015) to CEA under intimation SLDC.

[ACTION: MPPTCL, MPPGCL, IPPs] 8.2 Status of Physical & Cyber Security in Power Sector regarding: Status of physical & cyber

security in Power Sector for the second quarter (Jul to Sep 15) is not received from any of the state utilities. In the past also this report is not being furnished by any of the state utilities despite constantly pursuing the same by SLDC in OCC meetings and also through correspondence.

The state entities are requested to furnish the Status of physical & cyber security in Power Sector for

Second quarter (July to Sept 2015) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. [ACTION: MPPGCL, MPPTCL, NHDC & IPPs]

ITEM NO.9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 Non receipt of complete ABT meter data through AMR system installed at SLDC:

The complete data of ABT meters installed at interface points are not being downloaded through

AMR system. In the month of Nov 2015, complete data of 519 meters (as per T&C list) was received and partial data of 37 meters and monthly data of 68 Nos. interface points was not received through AMR system. The incomplete data received is due to connectivity / alignment problem of optical cable, network problem or modem not installed. The status of data received through AMR system for Nov’15 was communicated through email on 4th Dec 2015 to all concerned offices including SE(T&C) offices for furnishing the missing data alongwith monthly JMR data. The following may be discussed as an action plan for receiving the complete data through AMR system in in a time bound manner.

1. Arrangement of other service provider SIMs for the locations where there is a network problem. 2. Providing AMR access to the concerned SE(T&C) offices for ensuring the communication status

and data downloading of the meters. M/s Secure Meters ltd. informed that modems have been issued, but SIMs are not provided to SE(T&C) offices.

3. AMR facility is required for newly commissioned substation / Xmers / HT consumers / OACs / REGs – 60 Nos.

9.2 Non reporting of details of newly installed meters, replaced meter & CT and change in polarity of ABT meter installed at interface points to SLDC:

The site officials are not reporting timely the details of the newly installed meters, replaced meters,

change in CT ratio of meter and polarity change in meters installed at interface points to SLDC. This has lead to incorrect data computation of the ABT meter installed at the interface points and may affect the accuracy of MP transmission loss computation and energy accounts of Discoms. Further, the site officials revise the energy input to Discoms (JMR data) at a later date due to some or other reasons. SLDC assess missing meter data on the basis of JMR data furnish by the site officials and revision in energy figures may affect the accuracy of energy accounts prepared by SLDC. CE(T&C) office may issue instructions to field offices for reporting timely meter / CT replacement details and change in polarity to SLDC and furnish the JMR data after ensuring its correctness.

Action : CE(T&C) MPPTCL] 9.3 Interface points of tapped HT Consumers: At present as per MPERC grid code the interface points of HT consumers of Discoms where ABT meters are installed is substation of MPPTCL, reading of these ABT meters are being downloaded through AMR system at SLDC or through MRI and is being considered for accounting purpose. However, Discom bill the energy at the meters installed at consumer premises and same is being considered by CE(Plg&Design) office of MPPTCL as energy input to Discoms for loss computation. Due to different location of installation of ABT meters there is difference in energy recorded in meters due to line loss or different meters. To avoid the mismatch in energy data, it was discussed and decided in the 48th OCC meeting that the ABT meters installed at substation shall be considered by the CE(Plg&Design) office as energy input to Discoms for loss computation. However, in Nov 2015, the CE(Plg& Design) office has again considered the consumer end data as Discom input. CE(T&C) office may request CE(Plg& Design) office for considering the substation end data.

9.4 Providing AMR facility for the ABT meters installed at MPPGCL / OSP :

In compliance to state commission directives for computation of weekly transmission losses and

Deviation charges, SLDC has requested the MPPGCL / OSP for providing the AMR facility on the meters installed at the interface points for data communication with AMR System installed at SLDC.

The MPPGCL / OSP may apprise the Committee about the status of AMR implementation.

9.5 Energy Accounting of Renewable Energy Generators (REGs) connected at 33KV as per the data recorded in ABT meter:

It was discussed and decided in the 45th OCC meeting, that energy accounting of Renewable

Energy Generators (REGs) shall be done as per the actual data recorded in ABT meters installed at the pooling station. SLDC has started the accounting of REGs connected at 132KV level and above as per the actual data recorded in ABT meters installed at the pooling stations w.e.f. April 2015. For REGs connected at 33KV level, SLDC has requested the commercial sections of Discoms to furnish the meter, modem & SIM details for configuration at SLDC. However, Central Discom has furnished the meter details and SE(O&M), Ujjain has furnished the meter & % details but modem and SIM details are still awaited. In the absence of desired information from Discoms, the energy accounting of the REGs connected at 33KV level could not be started. Discoms are therefore again requested to furnish the following information on priority basis.

i. The details of ABT meters installed at the pooling station alongwith modem and SIM details for integrating with AMR system of SLDC.

ii. The pooling station and meter wise details of the % of energy purchased by MPPMCL and % of

energy wheeled to Discoms.

A meeting of officials from SLDC, CE(T&C), CE (Plg & Design ), ED(O&M;GEN),MPPGCL and MPPTCL & MPPGCL field offices was held at SLDC Jabalpur on 14-12-2015. A copy of the record notes of discussions is enclosed herewith As Annexure-10.1. The committee may like to discuss.

10.3 TELEMETRY OF RENEWABLE GENERATING STATIONS :- SLDC is vigorously pursuing all renewable generating stations to provide telemetry from renewable generating stations end. A special meeting of all renewable generating stations was called by SLDC on 24th August & requirement of telemetry was explained in detail. Further in the meeting it was agreed that all renewable generating stations shall provide telemetry by 15th November 2015. However, telemetry of by only 14 Nos, renewable generating stations is commissioned so far and commissioning of telemetry renewable generating stations of M/s Betul Windfarms Ltd, M/s WANNEP Ltd, M/s NTPC Rajgarh Solar Power Plant, M/s Marut Shakti Energy India Ltd., M/s Shalivahana Green Energy Ltd. M/s Vivan Solar (Banco), M/s Inox Wind Infrastructure Ltd, M/s Waree Ltd, is under progress. M/s Suzlon Ltd, M/s MP WIndfarm Ltd, M/s Girraj Enterprises, M/s Arya Energy Ltd, M/s Orient Green Power, M/s M/s Bhadresh trading Corporation Ltd, is yet to initiate action to provide telemetry All renewable generating stations, who has not initiated action for providing telemetry is given notice to initiate action and arrange telemetry by 31st December 2015 else energy accounting shall be suspended. Similarly all renewable generating stations whose telemetry commissioning is under progress/held up due to backup SLDC commissioning is given notice to complete telemetry commissioning by 15th January 2016, to avoid suspension of energy accounting. The committee may like to discuss.

10.4 Telemetry issues regarding railways :-

The requirement of telemetry was explained to railway during the meeting held at 07-12-2015 as well as during the Visit of Railway SCADA Control Centre by EE SLDC Jabalpur on 08-12-2015.During the visit of railway SCADA control centre by SLDC it is observed that the telemetry of all TSS Sub Stations are not available at Railway single SCADA Control Centre. The divisional SCADA Control centre are having data corresponding to respective area TSS only. To provide data of all railway TSS to SLDC SCADA/EMS system, following three options are available (i) Providing data through respective divisional SCADA Control Centre:- If railways opt to provide the data of TSS through there divisional control centers, then it is required to be ensured that each divisional SCADA control centre is having ICCP protocol and data channel from each division control centre to SLDC is required to be arranged by Railway.

(ii) Railway has to develop Centralized SCADA control centre receiving data from divisional SCADA

control centers and integrating railway Centralized SCDA Control Centre with SLDC . The centralized SCADA Centre is required to have facility of ICCP data transfer. The data channel from railway Centralized SCADA control centre upto SLDC is required to be arranged by railway.

(iii) Railway may install separate RTUS at TSS and integrate the RTUs with SLDC SCADA system

Further, from railway TSS, following data is required to be provided to SLDC SCDA/EMS system:- (i) Active Power of each incoming feeder at TSS (ii) Reactive Power of each incoming feeder at TSS (iii) Circuit Breaker Position of each incoming feeder at TSS (iv) Bus Voltage, Bus Frequency of all buses at TSS (v) Master Trip Relay Position as SOE

Railway to decide the option for providing telemetry and intimate to SLDC. Further till arrangement of real time telemetered data by railway, railway is required to provide DISCOM wise drawal by railway to SLDC through fax/mail on every half hourly basis.

11.2 Membership for Renewable Generators :- As there is sufficient growth in the Installed capacity of renewable Energy Generators in Madhya Pradesh, it is essential that the representative from RES generators should also participate in the OCC meeting of MP for discussion on the operational and related issues for grid security. The M/s Welspun Solar being a large RE generator has been invited from last one year to participate in the OCC meeting of MP. Now many RE generator with large capacity have been installed in the MP control area. Looking to above it is proposed that RE having capacity of 50 MW and above, one member from Wind and one member from Solar generators / developers for one year shall be nominated as member of OCC meeting of MP. The rotation of the same shall be discuss and finalise in the meeting. [Committee may like to discuss] ITEM No 12 : DATE AND VENUE OF NEXT OCC MEETING : It is proposed to hold 50th OCC meeting of Operation and Coordination Committee of MP on 24.02.2016. The host and venue of the same shall be decided in the meeting.

System Disturbance / System Incidence :

1. System Disturbance on 06.10.2015 at 220KV S/s Satna: On dated 06.10.2015 at around 11:00 Hrs. MP System was normal and frequency of National Grid was 49.98 HZ. Prior to fault, shutdown was availed on 220KV Satna-Rewa Ckt & 220KV Satna-Birsinghpur Ckt at 11:03 Hrs. & 11:04 Hrs. respectively, for bunching work at 220KV S/s Satna and to make these Ckt’s as 220KV Birsinghpur-Rewa Ckt. Also, 220KV Satna(PG)-Maihar Ckt & 132KV Chattarpur-Bijawar Ckt was kept open for load management. At around 11:04 Hrs., 220KV Auxiliary Bus side ‘R’-Phase P.I of 220KV Satna-Satna (PGCIL)-II failed at 220KV S/s Satna resulting in 220KV Bus fault at 220KV S/s Satna resulting 220KV Satna-Satna (PGCIL) Ckt-II, 220KV Satna-Satna (PGCIL) Ckt-I, 220KV Satna-Kotar Ckt, 220KV Satna-Tons Ckt, 400/220KV, 315MVA ICT-I&II at 400KV S/s Satna (PGCIL), 220KV Satna (PG)-Katni Ckt tripped. Consequently interruption occurred at 220KV S/s Satna, 220KV S/s Chhatarpur, 220KV S/s Kotar, 132KV S/s Majhgawan, 132KV S/s Satna, 132KV S/s Rampur Bhagalen, 132KV S/s Nagod, 132KV S/s Pawai, 132KV S/s Panna, 132KV S/s Khajuraho and 132KV S/s Nowgaon. Due to the above tripping there was consumer load loss of about 218MW. There was no generation loss and System was normalized in due course of time.

2. System Disturbance on 02.11.2015 at Omkareshwar HPS: On dated 02.11.2015 at at around 10:45 Hrs. M.P system was normal and frequency of National Grid was 49.96Hz. Prior to fault, all 220 KV feeders were in charged condition and normally loaded and Unit no.-4, 5 & 7 were on Bar at Omkareshwar HPS. At 10:50 Hrs. during changing of isolator of Unit No.-4 from Bus-B to Bus-A, both isolators opened simultaneously and Unit No.4 tripped on over speed and 220KV Bus Bar Protection also operated at Omkareshwar HPS. Consequently Unit No.-4, 5 & 7, 220KV Omakreshwar-Nimrani (tap Barwaha) Ckt, 220KV Omkareshwar-Barwaha Ckt, 220KV Omkareshwar-Julwania Ckt, 220KV Omkareshwar-Chhegaon Ckt and 220KV Omkareshwar-Khandwa Ckt tripped. Due to the above tripping there was no consumer load loss. There was generation loss of 174 MW and System was normalized in due course of time.

ANNEXURE-10.1

Record notes of discussions of the meeting held at

SLDC Jabalpur on 14-12-2015.

In order to discuss and finalise the issues related with SCADA/EMS system, a meeting of officials from SLDC, CE(T&C), CE (Plg & Design ), ED(O&M;GEN),MPPGCL and MPPTCL & MPPGCL field offices was held at SLDC Jabalpur on 14-12-2015. The list of the participants attended the meeting is enclosed as annexure-I and The list of sub-stations whose telemetry is required at SLDC is enclosed as Annexure-II. The record notes of the discussion are as given hereunder:- 1. Long Outages of telemetry :- SLDC informed that the telemetry of Bansagar III HPS, 220KV Sagar S/s, 220KV Sarni S/s, 220KV Betul S/s, 220KV Panagar S/s, 132KV Gadarwara S/s,132KV Morwa S/s are out since long time. Similarly telemetry of 132KV Waidhan S/s, 132KV Beohari S/s, 220KV Anuppur S/s is intermittent and telemetry of 400KV Julwaniya & 220KV Chichli S/s is not available completely. The matter of outage/intermittent functioning was discussed in detail in it was agreed to ensure reliable availability of telemetry within fifteen days. It was also decided that the restoration of RTU at 220KV Sagar S/s is not possible, hence the telemetry of 220KV Sagar S/s shall be restored by replacing existing Chemtrol RTU with Dongfeng RTU. Further, it was categorically informed by SLDC that based on MIS report submitted by SLDC, MPERC has raised query on non availability of telemetry of 220KV Gwl-2, 220KV Sirmore, 220KV Datia and outage of telemetry of 220KV Sagar. Accordingly, it was decided to arrange/restore these telemetry on priority basis. Further representative from MPPTCL requested to forward a copy of MIS submitted to CERC to CE (T&C) office also which was agreed by SLDC. 2. Discrepancy in telemetered values received from different EHV S/s and Upgradation of existing RTUS:- The CE (SLDC) informed that matter of removal of telemetry discrepancy, upgradation of RTUs to accommodate telemetry of new feeders/transformers etc before commissioning of these grid elements is being persued by SLDC since long . However, desired progress is not achieved so far. The circle wise list of telemetry discrepancy is handed over to all participants (copy is attached as Annexure-III). The following issues are discussed in detail :-

(1) SLDC informed that the telemetry of 220/132KV transformers at 220KV Vidisha S/s, 220KV Rajgarh Beora S/s, 220KV Handia S/s, 220KV Shivpuri S/s, 220KV Beragarh S/s, 220KV Narsingpur S/s, 220KV Sarni S/s, 220KV Chindwara S/s. 220KV S/S Ratlam S/s is either not available of faulty. It was agreed that the telemetry of these transformers shall be arranged within fifteen days.

(2) The matter of pending status telemetry commissioning at Astha 400KV Sub

Station (400/220 Transformer- CB, 220KV Shajapur-1, Dewas 1 & 2 CB, 400KV Bus HZ,KV) & 220KV Anuppur S/s was discussed in detail. The MPPTCL representative informed that the problem at Anuppur was due to non availability of CMRS. The CMR is now arranged and balance telemetry from Anuppur shall be provided within a week. The matter of non availability of telemetry at 400KV Astha S/s shall be examined by MPPTCL and shall be arranged shortly.

(3) The non availability of telemetry of interconnector-1 at 220KV Birsingpur S/s,

220KV Sarni-Betul, 220KV Sarni-Sarni PH2, 220KV Sarni-Pandurna, 220KV Tikamgarh-Damoh line from Tikamgarh, 220KV Pipariya –Chichli line from 220KV Pipariya S/s, 220KV Kotar-Tons feeder from Kotar S/s 220KV Sidhi-Hindalco feeder, Sidhi-Rewa feeder from Sidhi S/s is either not available or faulty. It was agreed that telemetry of these elements shall be arranged within fifteen days. Regarding RTU configuration, it was decided that CPU from 220KV TIKAMGARH S/s shall be sent to SLDC while CPU for 220KV Sarni S/s has already been configured and available with Bhopal Communication division which will be sent to Sarni within a week.SLDC pointed out that communication channel of 220KV Sarni is required to be restored for testing of new Configured CPU.

(4) Similarly it was agreed that the telemetry of Hoshangabad feeder & 160MVA

transformer from 220KV Mandideep,S/s, 132KV Runaha 1 & 2 feeders from 220KV Beragarh S/s, 132KV Shahganj, 132Kv Trident, 132KV SPM feeders telemetry from 220KV Hoshangabad S/s, telemetry of 132KV Maqsudangarh,132Kv Raghogarh feeders from 220KV Rajgarh Beora S/s shall be arranged on priority basis.

(5) SLDC requested to complete the removal of telemetry discrepancy related to

CBs as well as analog values of 220/132KV Transformers and feeders on top most priority and in any case by December end. As the same is essential for EMS testing and its subsequent functioning.

(6) Field T&C officers reported that some times proper coordination from Sub-

SLDC is not obtained in data validation/rectification work. CE(LD) informed that now number of RTUs are growing very fast and by the end of year may touch 200 Nos. Accordingly, it is not possible to handle the data validation/rectification work from single location. Accordingly, in view of the growing number of RTUs/data points, the field officers are required to coordinate with concern Sub-LDC / SLDC according to location of Sub Station. However, in case of non availability of concern officers at Sub-LDC, SLDC may be contacted to avoided delay.

3. Arrangement of infrastructure For reporting of RTUs to dual control centers, As per requirement of main and backup SLDC. MPPTCL representative informed that material has already been arranged for the same and now commissioning activity is to be taken up. SLDC requested to expedite the same and provide the schedule of commissioning activity for which MPPTCL agreed.

Further issue of Alternate Communication Channel for S/s in Sub_LDC Indore area is discussed & it was informed by SLDC that after commissioning of wideband node at 400KV Nagda, the PLCC channel from 400KV Nagda S/s is decommissioned. It was decided that alternate data channel for 400KV Nagda S/s using PLCC shall be restored. 4. Integration of RTUs for monitoring of injection from renewable generating Stations/captive power plant and new 220KV Sub Stations:-

SLDC informed that the telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations & Captive Power Plant, is to be provided through Dongfeng RTUs installed and commissioned under MPPTCL SCADA project. The list of identified Sub Stations was forwarded to MPPTCL long back for arranging integration of telemetry. In this matter, a special meeting of MPPTCL filed officers/T&C officers was held at SLDC Jabalpur wherein it was decided that all these RTUs shall be integrated by October 2015. Further in the meeting it was decided that progress of commissioning of these RTUs shall be monitored on weekly basis for which weekly commissioning schedule shall be provided by T&C. However, no such commissioning schedule is provided so far. Accordingly it was agreed to expedite the commissioning of RTU. Further SLDC pointed out the problem in contacting Sub Stations having injection from renewable generating Stations as the CUG mobile facility is not available at many such sub stations and emphasized the need to provide CUG Mobile facility for which MPPTCL informed that the action shall be initiated to arrange the CUG mobile facility at Sub Stations having injection from renewable generating Stations also. In addition to the above, EE SUB-LDC Indore/Bhopal informed that while integration of new RTUs, problem in wiring at Sub-LDC end (from PLCC panels/wideband to FEP) is observed. It was decided that local communication staff at respective 400KV S/s shall carry out the wiring and termination at 400KV Indore/400Kv Bhopal.

5. ARRANGEMENT OF TELEMETRY REQUIRED FOR KUMBH MELA AT UJJAIN:- SLDC informed that, for ensuing Kumbh Mela scheduled to be held at Ujjain in April 2016, WRLDC has prepared a Contingency plan and essential telemetry requirement for grid monitoring during the Kumbh Mela. As per contingency plan prepared by WRLDC telemetry of eight number S/s is 132KV Deplapur S/s, 132KV Sanwer S/s, 132KV Ingoria, 132KV Ghosla, 132KV Dewas MSP, 132KV Makshi, 132KV Ratodiya, 132KV Bherogad) required at SLDC for grid monitoring during Kumbh Mela. Further the telemetry of transformers at 220KV S/S Ratlam, 220 KV S/S Rajgarh, 220 KV S/S Pithampur, 132 KV S/S Indore (Chamble), 220 KV S/S NepaNagar, 220 KV S/S Barwaha is also required to be integrated before Kumbh Mela. The SLDC has already requested MPPTCL to provide the telemetry of these Sub Stations by March 2015. It was decided that the PLCC panels and Modems required for integration of these RTUs shall be released immediately to Indore and Ujjain Communication Divisions. It was

further agreed that the telemetry required for Kumbh mela shall be commissioned by January 2016. 5. Wideband nodes related issues:- MPPTCL representative informed that for installation of wideband node equipment at 220KV Sujalpur S/s space is not available. Further, the wideband node equipment was installed at 400KV Nagda S/s without proper air-conditioning. SLDC requested to look into it as non availability of air conditioning may create maintenance issue. Officers from CE(T&C) MPPTCL, assured to sort out the issue on priority basis. 6. MPPGCL Issues:- following issues related with MPPGCL was brought to the notice of MPPGCL by SLDC :-

i. Outage of RTU of Rajghat since last two years & BanSagar-III RTU since last six months. It was informed by MPPGCL that order for procurement of RTU for Rajghat is expected to be issued within next fifteen days.

ii. Arrangement of Outdoor equipments at ATPS (Release order already

issued by MPPTCL). MPPGCL confirmed that the vehicle shall be arranged on 26th December 2015.

iii. Issue of AMC Contract for RTU/PLCC etc. It was informed by MPPGCL

that information is being collected by them from power stations. SLDC requested to arrange the AMC on top most priority as matter has already been delayed abnormally.

iv. Arrangement of material for commissioning of communication channel as

per backup SLDC requirement. Non availability of measuring equipments / spares . SLDC informed that matter is being persued by SLDC since last two years. However, no progress is observed. No satisfactorily reply is given by MPPGCL.

v. Abnormal delay in attending telemetry problems. SLDC categorically

informed that recently restoration of Madikheda RTU took one month while replacement of transducer at Sarni STPS took twenty days. No action plan to expedite the restoration/satisfactorily reply is given by MPPGCL.

vi. Providing telemetry of STPS-Astha feeder from STPS end. It was

informed by MPPGCL that telemetry of fist feeder shall be arranged along with second feeder. SLDC informed that synchronization of second feeder shall be allowed only after successful commissioning of telemetry of both the feeders.

vii. Telemetry of Station Transformer at Tons HPS is not available. It was

informed by SLDC that transducers for providing telemetry is available in SIC panel.

viii. Frequent Outage of Telemetry at STPS EXT & SINGAJI. However no satisfactorily reply/commitment to rectify the fault is provided by MPPGCL officials.

ix. SLDC pointed out that as the wideband node at SGTPS has already

been commissioned, MPPGCL should arrange an alternate channel of SGTPS upto backup SLDC Bhopal. However, SGTPS officers informed that the wideband node at SGTPS has been kept power-off since its commissioning. Accordingly, it was decided that SLDC shall takeup the matter of functioning of wideband equipments of SGTPS with PGCIL.

As satisfactorily progress/reply on most of the issues was not provided by MPPGCL representative & CE SLDC requested to expedite the all telemetry issues and provide the progress in next OCCM.
