Introduction
The Essex Schools and Colleges Safeguarding Audit Tool is available to all Essex schools and
colleges to check the strength of their safeguarding arrangements, create action plans to
identify gaps, and to evidence compliance - to governing bodies, the local authority, Ofsted
and the ESCB. The Enable online audit tool is hosted by Virtual College’s Safeguarding
Children e-Academy – the UK’s largest provider of online safeguarding children training.
The Essex Safeguarding Children Board worked closely with the Essex County Council
Safeguarding Advisor for Schools and a range of School and College representatives to
develop this Safeguarding Audit. Statutory guidance, examples of school safeguarding
audits from other LSCBs and LAs, and previous school safeguarding audits used within Essex
have all been drawn upon in the development of this revised version. Web-links to
statutory and local guidance documents are provided throughout the safeguarding audit,
alongside the associated standards.
Structure of the audit
This Audit comprises 12 categories within which are a number of standards (known as
questions within the Enable tool) which require a response. Users are required to assess
whether their school or college meets each standard, selecting either yes, partly or no.
There is an opportunity to upload a file in support of the self-assessment. In addition there
is a free-text box in which users are asked to provide written evidence to support their self-
assessment.
If the standard has not been fully met an action point can be entered, which can be assigned
to any person registered on Enable. Once information for the audit has been entered, it can
be reviewed e.g. by your Headteacher, Principal, nominated governor before being signed
off. Summary charts and tables of the school or college’s safeguarding compliance can be
viewed, downloaded and printed off, in addition to a summary of all action points.
A safeguarding compliance grading will be assigned to each category and to the audit as a
whole, based on the average scores achieved. The gradings are:

Schools and colleges will benefit most from this safeguarding audit if they assess themselves
honestly, provide detailed evidence (through document uploads and written narrative), and
use the action plan facility to identify gaps and monitor improvements in safeguarding
effectiveness.
The Essex Safeguarding Children Board and Essex County Council will also access the system
to report on the effectiveness of safeguarding arrangements by schools and colleges across
Essex, and use this data to share good practice and provide support and guidance where
required.
Legislative framework
Schools and Colleges have a key role to play in safeguarding and promoting the welfare of
children. Section 175 of the Education Act 2002 places a duty on local authorities (in
relation to their education functions and governing bodies of maintained schools and
further education institutions, which include sixth-form colleges) to exercise their functions
with a view to safeguarding and promoting the welfare of children who are pupils at a
school, or who are students under 18 years of age attending further education institutions.
The same duty applies to independent schools (which include Academies and free schools)
by virtue of regulations made under section 157 of the same Act.

Logging in
Pre-authorised users will receive an email from [email protected] informing
them that they have been set up on the Enable audit tool system. If a school or college has not
already been added to the system, or you wish to register as a user a registration request can be
made.
Your user name for the system is the email address to which you have received the email and your
password for your log in is included in the email. You can use the link at the bottom of the email to
log in.
The link will take you to the log in page. Use your email
address as your username and the password given in the
email.
You will be asked to change your password on first log in. This
is to enable you to set a password you can remember and to
prevent others accessing your account should your email be
compromised.
Your password will need to be at least 8 characters long.
Enter your password twice and select Change Password.
A successful log in will allow access to Enable and enable
the user to access the safeguarding audit that has been
allocated to their school or college.

Beginning the audit
When you log in you will see the following:
This screen will then show the audit(s) for your school or college. Select Start or Continue to go into
your chosen audit.
If you only have 1 audit you’ll be taken straight into it.

You will then see the full audit laid out in easy to view sections.
To view the questions within a section of the audit click on the relevant slice of the pie or the
category name.
This will display a breakdown of all the questions featured in this section of the audit.

The pie will show you the score / progress for each question in a visual colour form
By selecting the question the details of the question can be viewed.
When you have completed your questions in this section please use the navigation buttons to move
around your audit. These are available above the picture of the pie and allow you to move to:
Top level: move to the beginning of your audit / Up: move up one level

Entering information
Button option
For this response click on one of the 3 buttons to rate whether your school or college complies fully
with the standard: The response will usually be either Yes, Partly or No. Yes should be chosen only if
all aspects of the standard are met. Partly should be selected if there are actions that you know
need to be undertaken to improve safeguarding effectiveness in this area.
Document upload
This response type enables you to upload a file to the Audit.
Select the Choose File button to select and upload document evidence which support your response
to the question.
Once browse is selected a pop-up box appears
which will allow you to navigate your folders
and select the file you wish to upload.
Caution: Please do not upload any sensitive
information. If this does occur please report
this to the Audit Administrator to be removed.
Click Open to upload the file you wish to use.

Text Responses
The text responses allow a user to enter free text to respond to a question; to enter written
responses to the question click into the white area and type.
Not applicable
If a question does not apply to your organisation you have the option to
select the Not Applicable in the question status. This will mark the question
as not required and not be counted towards the scoring in your audit. You
have the option of selecting Not Applicable from either the drop-down box at
the top of a question, or from the Not Applicable button at the bottom of the question. Selecting
either of these will mark the question as Not Applicable.

Action plan points
The audit tool allows your school or college to create a Safeguarding Action Plan by adding Action
Points at the end of each question, where this is applicable. It would be expected that an Action
Point would be created whenever a standard was not met, or partly met.
To add an Action point you can do so by selecting ‘Action Plan Tasks’ from the top menu on the
question.
You will automatically see all the action plans for your audit. If any action plans have been specially
assign to yourself you can just see these by selecting ‘Your Tasks’
Simply write the action required in the text box. Once you are satisfied with the information in the
note please select Save Action Task.
You may enter more than one action point per question if required. You may change the status or
an action, assign it to someone registered in your system and enter a deadline date.

Assigning an action plan point to a user
To assign an action plan point to a user click on the ‘Unassigned’ list. This will bring a drop down box
for you to select an individual. If the person is a user on the system, Enable will recognise the name
and display a list of similar names to be selected from. (The assigned person must be registered
onto Enable for their names to appear in Action Plan reports). Select the name and it will be saved.
Action plan point status
To add a status to an action plan point click on the Not Started status; this will open a drop down
box with the available statuses. Click on the appropriate status and it will be saved.
Completing a question
When you have completed all of the responses and any action plan points to a question please select
the Completed option on the question status at the bottom of a question. This is to show that you
will not be adding further information for that question. (If the Completed option is not selected,
then the system assumes that there is more information to be added for this question and the
question will be In Progress). You must then click Save to save your responses. You must save
before moving onto the next question and the system will warn you if such an issue might occur.
Once you have saved you’ll be able to use the button to move onto the next question in this
category.

Viewing the action plan
To view Action Plans and generate a report please go back to the main view of your audit by
selecting Top Level above the pie and select Action Plan on the blue banner.
The action plan will display all questions which have an action plan point assigned to them.
Action Plans:
Red – passed the deadline
Yellow – In progress
Green – completed
If you select an action plan you will be brought to that question page. You can update and save from
here.

Saving and printing the action plan
To recieve a printable copy of your Action Plans simply select the ‘Export’ icon.
Here you’ll be able to name your export file which will be
emailed to you. The report will be sent to the email
address you used to sign up to the audit system.
Navigation
The Chart (or ‘pie’) will always show a visual colourised display of your Audit score.
Each ‘slice’ of the pie relates to a top level category or question.
Each ‘segment’ within relates to a sub-category or a question relating to that top category.
The purpose of the pie will become more apparent as you start working through your audit. As you
start answering questions you will receive a colour relating to your responses. These will appear on
the pie.
Using the key you’ll be able to quickly isolate areas for improvement in addition to having a quick
viual represenation of your whole audit.
You will notice that as you hover over elements
of the chart you will see information it relates to
reflected on the table. This allows you to
navigate through your audit using either of the
two options in tandem

The Table
The table relates directly to the pie and shows similar information.
Each part of the table represents a category or question.
By selecting a question you’ll be able to answer the question

Progress
To view progress of the overall audit, use the Progress button. This gives an overview of the audit’s
progress. In the same way as the score view, hovering over a slice of pie will give details about the
category, and its overall percentage progress
Clicking into a slice gives an overview of the category’s progress, with again a hover describing the
question and progress of the individual question.
Printable reports
Export your Audit
At the main page of your audit select the ‘Export’ icon at the top
right of the screen.
Name the export file using the Report Name
Summary Report: Report containing a colour coded
table showing grade, score and progress for each
question.
Master Report: Report containing all the questions and
responses. The tick boxes allow you to add additional
information to be included on the report if you require them.
PDF – non-editable format
Word Document – word document (editable)
The report will be emailed to your email address.
