In order for students to be successful in fourth grade, each student will:

•Exhibit at least 70% mastery of reading and vocabulary skills through the end of Level 3-2 of the Harcourt Series.

•The student will maintain passing grades in reading and math.

•A rating of meets expectations or above is required on the reading portion of the third grade Criterion-Referenced Competency Test

•Beginning with the 2003-2004 school year, no third grade student shall be promoted to the fourth grade if the student does not achieve grade level (meets expectations) on the Criterion-Referenced Competency Test in reading and meet promotion standards and criteria established by the local board of education.

•In all subject areas, professional assessment and written documentation of the student’s performance shall carry great weight in the final decision for promotion and retention.

Promotion for 5th graders In order for students to be successful in sixth grade, each student will:

• Exhibit at least 70% mastery of reading and vocabulary skills through the end of Level 5 of the Harcourt Series.

• The student will maintain passing grades in reading and math.

Students must maintain passing grades in three of the four following subjects: science, social studies, language and spelling.

• A rating of meets expectations or above is recommended on the reading/language arts, math, science and social studies sections of the Criterion-Referenced Competency Test. Beginning with the 2004-2005 school year, no fifth grade student shall be promoted to the sixth grade if the student does not achieve grade level (meets expectations) on the Criterion-Referenced Competency Test in reading and mathematics and meet promotion standards and criteria established by the local board of education.

• In all subject areas, professional assessment and written documentation of the student’s performance shall carry great weight in the final decision for promotion and retention.

• Apply reading awareness skills; apply word attack and recognition skills; use word knowledge; and interpret words and phrases

Reading for Locating and Recalling Information

• Follow written directions; and recognize details

Reading for Meaning

• Identify literary forms; identify purpose of text; identify characters and their traits; recognize sequence of events; recognize text organization/structure; recognize explicit main idea; and retell or summarize

Statistics and Probability

• Organize and use data; interpret and draw conclusions from data; determine probability; and compute and use mean, median, and mode.

• Continue simple patterns; predict and complete sequences; identify number relations and subsets; recognize, describe, and generalize patterns and sequences

Computation and Estimation

• Use arithmetic properties; write number sentences; use operations in computation; recall facts; add, subtract, multiply, and divide whole numbers, fractions, and decimals; and use mental computation and estimation strategies

Problem Solving

•Organize data by characteristics; interpret data; construct graphs, solve word problems, use problem-solving strategies; and predict measurements by using specific strategies

When a student does not meet standards, what happens next? Parent or guardian will be informed within 10

days of district receiving the scores– Student’s performance scores– The date of the retest– The accelerated, differentiated, or additional

instructional program to which the student is assigned

– The possibility that the student may be retained

What if my child does not pass? Students must be retested on the section of the

test that was failed. If the student does not perform well on the

second testing, the parent must be informed in writing regarding retention.

When a student does not perform at grade level on the criterion-referenced assessment then the following shall occur:

If a parent decides to appeal the decision, then the principal must establish a placement committee composed of the principal or designee, the parents, and the teacher(s) of the subject(s) that were failed on the assessment. The committee shall:

• Review the overall academic achievement of the student

• Reach a unanimous decision to place – if that is the decision for the student

•Determine that when given acceleration, differentiated or additional instruction, the student will likely perform at grade level the next year

•Provide a plan of continuous assessment during the subsequent school year to monitor progress

Reminders

• For students receiving special education, the Individualized Education Plan (IEP) committee shall serve as the placement committee. The IEP supersedes the state law.

• The decision of the placement committee can be appealed only as provided for by the local board of education.
