River Parishes Community College (RPCC) was named
the fastest-growing public two-year college of its size in the
nation. RPCC added 765 students to its ranks in the Fall of 2010
from its Fall 2009 total, which brought RPCC’s Fall 2010
enrollment to 2,566 students. These students represent a 42%
increase in enrollment from the Fall 2009 to the Fall 2010
semesters.
Community College Week, the publication which released
the list, analyzed enrollment data from the U.S. Department of
Education for the Fall 2009 and 2010 semesters and ranked the
enrollment of public two-year institutions which had between
2,500 and 4,999 students.

HISTORY

The Acadian style campus is located on a 40 acre site next to Bayou Conway on John LeBlanc Blvd. The focal point of the campus is a recently renovated 132 year-old white plantation-style home. A new RPCC campus is being planned.

RPCC also sits at the crossroads of Plantation Country. The parishes along the lower Mississippi River have a rich heritage and a historic past that makes them unique within the state. Nestled in various corridors are communities steeped in pre-Civil War history as palatial plantation homes built nearly 200 years ago still stand firmly on their original sites. The Florida Parishes also are proud of a rich history of their own.
The history of the Acadians in Louisiana begins down the river as the first Acadian settlers set ashore in St. James Parish. The cultural museum in Lutcher outlines the history of the logging industry in the area that has long since faded away. It also documents the growth and expansion of the area from small logging encampments and sugar cane farms, to thriving city-towns.
RPCC also lies in that unique corridor where the majority of the state’s manufacturing facilities - anything from petro-chemicals to raincoats - are located. Part of RPCC’s mission is to serve those industries, through specialized training programs for potential employees, which would attract and help retain those industries in the area.

River Parishes Community College Demographic Data
River Parishes Community College is a member of the Louisiana Community and
Technical College System (LCTCS). The College provides curricula for Associates of
Science, Liberal Arts, Science in Teaching, Associates of Teacher Education and General
Studies, as well as general education credits for students transferring to other colleges
and universities. River Parishes Community College has just completed its reaffirmation
process with the Southern Association for Colleges and Schools (SACS) as an accredited
institution. Currently in its tenth year of operation, it is located in the southeastern part of
Louisiana and can be found between New Orleans and Baton Rouge. RPCC now has a
Tech campus -Technology Education Center.

RPCC is an open-admission, two-year public college and serves an
eight-parish (county) community where numerous chemical and
petroleum plants operate and is a valuable resource in supplying
candidates for positions at these plants.
The following enrollment data is based on Fall 2011 enrollment of
2717 students at RPCC. FTE (Fall 2011 enrollment) 1915. There are
1061 full time students and 1656 part time students. 1514 students
enrolled were female and 1203 students were male of the total student
population. The average age of River Parishes Community College’s
population is 24 years.

Achieving Readiness in Math and Science (ARMS) Across the
River Parishes is a project aimed primarily at preparing High School
students in Ascension, St. James and St. John Parishes by giving them
opportunities / interventions to access and succeed in both entry level and
advanced college courses in mathematics and science after earning a
High School diploma. The means by which this goal will be accomplished
is through early intervention, placement tests, a sequence of
developmental math courses, and a strong dual enrollment program.
RPCC will work with Ascension and St. James Parish School
Boards to provide math coursework, collegiate career coaching, and
strategies that promote college access and success by removing

Basic Skills Diagnostic Assessment - Diagnostic tests will be designed in
conjunction with local high school teachers and given in the high school to
determine if students are on track to fulfill the educational requirements of
their chosen careers. Institutions may use students‘ PLAN® or ACT ® test
scores to identify at-risk students. Alternatively, they may use COMPASS to
identify current Skill levels in Math, and their readiness for various college-
level courses. For a more detailed evaluation of student skill levels high
schools will be encouraged to use COMPASS diagnostic tests to better
identify specific skill areas in which students may need more help.

Educational Intervention Plans :
Once assessed, student will be given two opportunities to
dually enroll to be prepared to take college-level math by the time
they graduate or to take college-credit courses in math. For those
students who need additional support, a prescription of
developmental interventions while the students are still in high
school will be produced. Interventions may include taking
appropriate courses, supplemental education, tutoring, or simply
accessing online learning solutions.

Specifically, because RPCC primarily is a commuter campus with few areas for

more connected members of their campus community. Helping to promote this
long-term effect will be Counseling Services; counseling staff will help students
exponentially benefit, as they personally interact with staff, collaborate one-on-one
with dedicated faculty, increase their ARMS skills and confidence and ultimately feel
more connected to their campus community. In sum, the ARMS impact upon
recruitment and counseling lead to improved connectivity and retention.

In addition, employers have an increasing need for employees in mathematically
based occupations: science, engineering, technology, management and banking.
Further, math programs have to prepare students to reach higher levels of
mathematical competency, and prepare them to use these competencies in
domains, which societal needs correlate with student interest. If institutions want
students to reach higher levels of mathematical competencies, math programs can
no longer assume that applications of instruction will be limited to traditional modes
of delivery. In addition to enhanced modes of delivery, faculty will need to provide
students with the kind of technological competencies that domains such as
business, engineering, law, medicine, and natural and health sciences demand.

RPCC strives to provide a quality education for all students, the majority of whom hail from the local communities comprising the river parishes. Because we serve a rural population of approximately 500,000 low- to moderate-income citizens from our eight-parish region, providing further education and specialized writing assistance for our local, enrolled populace is imperative for bridging the expansive gap between economics and education. Specifically, as ARMS participants become more engaged, they will bring these skills with them into their homes, local work environments and greater communities. Ultimately, it is hoped that the retention and increased education levels of all of our students-particularly those who are first-generation, those who are part of underrepresented minorities, or those who struggle due to economic or personal conditions will positively benefit not only them, but also our entire river parishes
region.
