PHASE I – PRE-APPLICATION LOGGING INTO THE WEBGRANTS SYSTEM
1. Sign into WebGrants
a. URL: www.azparkgrants.com
2. On the front page, enter your User ID
and password under Login In
a. Click the ‘Log In’ button.
Note: If you are not registered in
WebGrants on the front, right side of the
webpage please click “REGISTER
HERE.” It takes roughly five (5)
minutes to register. Parks Staff will
receive your request; we will approve
and then a system generated email will
be sent with your unique username and
passcode. Here is an example of how the
email will appear:
NOTE: Read the Instructions on the screen for navigating in the system. Required fields are indicated
by the *(asterisk).
Starting An Application
IMPORTANT: Do not attempt to start an application in the system until you have communicated with
Mickey Rogers, Chief of Grants & Trails.
Starting an application to see “what it looks like” adds unused applications to the system, making it
difficult for staff to filter through projects.

3-Step Application Process:
1. Parks Staff will help you choose a Funding Opportunity based on the type of project and the entity
(Federal agency, non-profit, etc.)
2. Applicant will complete the Pre-Application (General Information, Budget & Applicant
Information Form) and hit Submit.
a. The WebGrants system involves a Pre-Application and Final Application process for all grant
programs except:
i. SEE, OHV Supplemental (Law Enforcement, Small Grants, Emergency/Mitigation),
signage and Non-Motorized Trail Maintenance programs.
3. After the two (2) Pre-Application forms has been submitted and approved, ASPT staff will grant
the applicant full access to the application on WebGrants.
From the Main Menu:
1. Staff will have you click on ‘Funding Opportunities’ (FO)
NOTE: Each Funding Opportunity (FO) contains a webpage with details about the FO – project eligibility,
what is not an eligible expense, etc. At the very bottom of each page are links to help the applicant
complete the application.
The 2018-2022 SCORP (Statewide Comprehensive Outdoor Recreation Plan) link will help you develop
responses to application questions. Other links including the 2015-20 Trails Plan and Scoring Matrix
Click the Funding Opportunity applicable to your project and entity.
• For example, if you want to apply for a motorized grant, you would choose “Motorized Grant
Opportunity”. Please make sure you select the correct application.
CRITICAL MISTAKE: An applicant started an application without approval and selected the wrong
application. The mistake was found after the grant deadline passed, therefore nullifying the grant request.

2. Staff will have you click on Start A New Application. You will be directed to the first official
form titled General Information.
a. If applicable, you may be able to Copy an Existing Application.
b. Park Staff will walk you through this process to determine if you can copy an existing
application.
An applicant can copy a previous application that has any status - Withdrawn, Submitted, Approved,
Awarded, Not Awarded, Not Approved and Editing. The link to the left of Start a New Application is
titled Copy an Existing Application.
Once an entity has an existing application in the system from a previous cycle, a grantee may be able to
copy that older project instead of having to retype certain information in the new grant. Every document,
link, and attachment is pulled over to the new application. From there, you simply update the document
to reflect the new project and make any changes specific to the new project.
If you are doing a Phase II project, this step is perfect. It will save you hours of typing and gathering
documents. If you are a non-profit, you must provide documents to show IRS status, by-laws, and
corporate commission documents, to name a few. All these documents are pulled from an old application
into the new application.
If a previous application can be copied:
• Staff will have you click on the original Full Application. DO NOT click on Pre-existing
application.
o Pre-existing application will show in the list of other applications submitted previously so
it’s important to not select the pre-application; you must select the “full” application.

How Do I Enter Information In The System?
After you have started an application, either by clicking Start a New Application or Copy an Existing
Application, you are now in the online application packet.
There are 3 ways to enter info within the system. Depending on the form, you may have to use all 3
at different times.
1. Click Edit at the top right of the screen. This is the most common way to activate a page so that
the boxes open and allow information to be added.
2. Click Add. This isn’t always on every page. Add is used when you are providing a list of items –
list of trails you are working on, entering budget items, or providing criteria responses.
a. The Add button isn’t the one that’s grayed out at the top. This button is usually found in
the middle of a form highlighted in blue.
3. Upload a document when applicable using the Choose File button.
a. The Cultural Clearance Review Form has a number of these.
How Do I Retrieve My Application If I Need To Log Out And Return Later?
The system creates an application number for your application as soon as you click Save.
If you log out of the system and then return:
1. Log in to WebGrants
a. URL: www.azparkgrants.com
2. Click on My Applications from the Main Menu.
3. Click on the title of your project
a. DO NOT click on Funding Opportunity. It just gives you a PDF version of your
incomplete application.

APPLICATION FORMS FOR COMPETITIVE MOTORIZED AND NON-
MOTORIZED APPLICATIONS
General Information Page (Form)
1. Enter your Project Title
a. Please keep the title under 250 characters. Submit the same title as what is on the Word
version of your application.
2. Authorized Offical
a. Your name should appear here. If you need to make someone else the authorized offical,
that person will need to also register in the system.
3. Organization
a. Choose your Organization from the drop-down list.
4. Click Save to save the General Information Page.
A view window will show the completed form after saving. If you made a mistake, users have the option
to click Edit to update their information. You may also click Go to Application Forms to start
completing the application forms designated for this particular funding opportunity.
Anyone utilizing the system must have their own Account ID and password registered in the system.
Never use another or share your Account ID and password combination.

Application Forms (Table Of Contents)
WebGrants involves a Pre-Application and Final Application process for all grant programs except:
• SEE, OHV Supplemental (Law Enforcement, Small Grants, Emergency/Mitigation), Signage and
Non-Motorized Trail Maintenance programs.
Once you enter in the required info for the General Information page, click on Go to Application
Forms. It will take you to the Table of Contents page which shows all the forms you need to complete.

Above is list of the three (3) pre-application forms that must be completed by the applicant in order to
submit into the WebGrants System.
Sponsor Application Information Page (Form)
This page lists all the forms required to complete a pre-application. Each time you fully complete a
form, you will see a check mark for that item under Complete.
PAGE INFORMATION A standard 1st page of an application is basic information about your agency.
• • Secondary Contact: Enter name, title, telephone number and
e-mail address of an individual who is involved in the project in event the project contact is not available. NOTE: Most projects can take 1-2 years to complete. During the life of a project, several changes with staff can occur causing project delays, misunderstandings, and critical mistakes. Because many project coordinators are called out on fires or other activities for weeks or months, ASPT is requesting that each sponsor assign at least two staff to a project.
• • Agency Archaeologist: Far too many projects are rejected
because the applicant never told the agency archaeologist about the project scope of work. The Archaeologist, if applicable, must be involved at the on-set of a project.
• NOTE: Any agencies, such as non-profit groups, conducting activities on land not owned by the applicant must provide a letter of support from the agency archaeologist. Upload the letter in the Land Manager Letter of Support Form.

Budget Form Information
Common terms found in the budget form:
1. Criteria, aka Scope Item
a. Scope Item is an established priority.
b. There are 18 Motorized Scope Items.
c. There are 15 Non-Motorized Scope Items.
d. While there are matching scope items from both lists, each has its own specific priorities.
2. Breakdown Items
a. Itemized activity i.e. project manager salary, rental equipment, signs, trail crew, tools,
interpretative signs, develop maps, etc.
i. The Budget Forms for both motorized and non-motorized are based on the most recent
Trails Plan. A list of Priorities, Scope Items, (See below) was created and is based off
feedback from land managers and outdoor recreation users.
ii. Applicants may choose any number of Scope Items listed.
1. Some projects such as those that are education-related may have 1-2 scope
items. A typical grant involving several activities may involve 5-7 scope items
for a project.
2. Applicants are not required to submit a budget with costs under every single
Scope.
3. Select the Priorities and Scope items from the one Priority list that best fits your
project.

Salary then hit “save.”
Next, you would then hit “ADD” again to open up a new information box ; this time to enter in information related to the rental costs. As mentioned above, the ADD feature is used to
create a “list” of items. If you have 5 breakdown item costs for a Scope item you would ultimately hit “ADD” five (5) separate times; each time providing information specific to the
Breakdown item.
3.Match/In-Kind. When entering Match costs you must enter in the total cost of the Match. Entering Quantity, Unit Type and Cost will not calculate Match. Example: 10 Volunteers
working 100 hours at $22.83 =$228.30. You must enter the full amount of $228.30 in the MATCH/IN-KIND box.

The ADD feature is used to create a “list” of items. If you have 5 breakdown item costs for a Scope item, you would ultimately hit ADD five (5) separate times, each time providing information specific to the Breakdown item.

Budget Information Box
After clicking on the ADD feature for any scope item, an information box appears. Provide the
following information as requested:
• Breakdown Item text box: Enter specific cost name (Salary, Rental Dozer, Kiosks, signs, etc.).
• Quantity: Enter total number of items to be purchased (1, 2, 5…).
• Unit Type: Select an applicable item under the drop down box. Select "Other" if you don't see an
applicable Unit Type.
• Unit Cost: Enter Breakdown item cost.
o Reimbursement rates:
▪ Gas mileage: $0.45/mile.
▪ Volunteer: $22.83/hr.
▪ Volunteer with specialized skill (certification): $26.83/hr.
• Click SAVE. WebGrants will automatically add totals then return you to the Budget Page. If you
need to make a change, simply click on the blue-colored item and the same box will appear –
make changes, save (or delete entire item if needed).
• Repeat steps for each Scope Item and Individual Breakdown Item.

Match/In-Kind. You must do the MATH yourself. When entering match costs, you must enter in
the total cost of the match. Entering quantity, unit type and cost will not calculate match.
Example: 10 volunteers working a combined 200 hours at $22.83 = $4,566 You must enter the full
amount of $4,566 in the Match-In Kind box.

Final Steps For Completing The Pre-Application (Phase I)
All forms can be edited and saved as often as necessary, but the system will require that ALL forms be
“Marked as Complete” to submit. Mark as Complete is highlighted in blue. Click on form when done.
Once you have filled out all required fields and you have marked the three (3) pre-application forms
“Complete,” you will submit your application. Upon submission, you will receive a Confirmation Page
confirming your application has been submitted.

1) After you have submitted your pre-application (budget), Parks staff will review it and either approve
it or send it back to you with corrections. It should not take more than 1-2 days for staff to review the
pre-application.
2) After Parks staff approves your pre-application, you will receive an e-mail similar to the one below
indicating that the pre-application has been approved and that you may log in to start the full
application.
3) When you receive the email indicating you have permission to complete the rest of the forms (Phase
II), log in and go to My Applications to continue Phase II of your application.
4) After logging in and clicking on My Applications, you will now click on the title of your project. This
first step will take you to the General Information page again. Make sure each text box is completed.
5) When you click Save you will be routed to the Table of Contents, the location of all the project forms.
a. This view shows the full application forms.
NOTE: Before starting, please review each form to gain a better understanding of what each is requesting,
and what attachments need to be uploaded.
CRITICAL MISTAKE: In a recent grant cycle, a few applicants thought these 3 forms were the full
application. After submitting the pre-application, they received an email from staff saying the pre-
application was approved. Unfortunately, they never completed Phase II of the application and the
mistake was not discovered until after the deadline. Because of this mistake, the applicants missed
out on this grant cycle.

The Criteria Form and supporting documentation is used to describe and identify the scope of the project
and how requested funds will be used.

TECHNICAL STEPS TO ENTERING DATA ON THIS FORM:
There are 2 ways to enter information on this form:
1. Click “Edit” at the top right corner. This is the most common way to “activate” a page so that the boxes open and allow text/info. Use “Edit” to complete the last section at the bottom
of this form –ADDITIONAL PROJECT INFORMATION.
2. To provide a narrative for each GRANT CRITERIA RESPONSE (Scope item) for your project scroll to the middle of this form –on the right you will see a blue-colored “ADD” button -
click “ADD.” This opens a small box which includes a drop-down list, a text box and a calendar. Select the applicable criteria (scope). Enter a description (See Instructions below and on
Manual on how to best answer/respond to a scope item). Enter an estimated Start and End Date (click on calendar icon to select dates).
Repeat this step each time you are entering a new response (scope). Example-if you are selecting 4 criteria (scope) items and 3 Bonus Items you will hit the “ADD” button a total of 7
times.
INSTRUCTIONS FOR COMPLETING THE CRITERIA RESPONSE FORMS FOR MOTORIZED PROJECTS
1) Select the Scope items applicable to your project from the Priority list below, and detailed in the Grant Manual, that best fits your project.
2) For each scope item chosen provide a written description (criterion) and explain how each scope item meets the intent of the specific priority. A scope item must be designed to meet
the requirements of a specific criterion. Therefore, scope items cannot be submitted for more than one criterion.
3) Maximum word count of no more than 1750 characters for each scope item. (Please be brief and concise)
4) Please refer to the Grant Manual: Guidance for Completing the Grant Criteria Form for specific details on how to score the maximum points and provide effective narratives for
each project scope item.

1. Provide a legible and detailed maps showing the project area, surrounding area, and project items
such as trails, kiosks, signs, etc.
a. Please include a topo map showing the surrounding area, another topo map zoomed in
around the project area, and an imagery map showing details of the project area itself.
2. Provide a PDF document with at least eight (8) photographs that show the project area and
specific features.
a. Photos should document as many of the proposed scope items as possible. Please provide
a description at the bottom of each photo.
What to Include in a Project Map
1. Project title, date, north arrow, and scale bar.
2. Elevation at project site. 3. Any areas under lease and the term
remaining. List information at the bottom of the sheet and mark area(s) on the map.
4. Any known outstanding rights and interests in the project area held by others (easements, water rights, subsurface mineral rights, etc.) List at bottom of sheet.

Trail Information Table
Each trail included in the project must be listed separately and include the following information:
1. Trail name, length of trail work, type of trail work (constructing new trail, maintain existing one,
etc.), condition of current ground, and trail location (Township, Range, and Section).
2. Applicants will upload a map of the specific trail (not a general project map) and photos showing
the specific trail.

CULTURAL CLEARANCE REVIEW FORM
In Arizona, the Arizona Department of Transportation, Environmental Planning Group (ADOT-EPG)
and the State Historic Preservation Office (SHPO) participate in a process to determine the effect, if any,
a proposed project may have on significant archaeological and/or historical cultural resources.
Significant cultural resources are those that are eligible for listing on the Arizona or National Registers
of Historic Places. Each grant application recommended for funding will be reviewed as part of this
process. The project sponsor must be able to provide all documentation necessary for submission to the
State Historic Preservation Office (SHPO), and Arizona Department of Transportation (ADOT) for
review. ASPT Staff will ensure all information is collected and forwarded to ADOT-EPG/SHPO.
• All applicants must complete this form.
• The land managing agency’s archeologist is required to complete this form and attach a short
statement of support for the project. The application will not be processed and reviewed by Parks
staff, committees and Parks Board if a signed letter of approval from the agency's archaeologist is
not provided.
• Non-Profits: Your land managing agency’s archaeologist must be made aware of the project during
the grant process.
• Cities/Towns, Counties: If you do not have an agency archaeologist, an archaeologist’s letter of
support is not required.
• The Cultural Clearance Review Form must be completed with the application by the grant
deadline.
o Within the form we request that all applicants upload any prior cultural surveys
conducted that include the project area.
o We understand that the collection of these surveys may take additional time. As a result,
applicants are provided additional time to collect and upload these documents.
• NO DATA DUMPING: Please do not upload a survey that may have an upwards of a few
hundred pages of information without identifying sections applicable to the project area.
• Deadlines:
o September 1st Grant Cycle: Submit all surveys by November 1st.
CRITICAL MISTAKE: In 2017, a $60,000 grant was awarded to an agency. However, the project
was ultimately rejected because the agency archaeologist was not made aware of the project in time.
Once the archaeologist was involved, they realized the entire project can’t have any ground
disturbance until they complete an extensive survey of the project site. There was not enough time for
the archaeologist to perform the required survey in the given timeline.

Title II applies to State and local government entities, and, in subtitle A, protects qualified individuals
with disabilities from discrimination on the basis of disability in services, programs, and activities
provided by State and local government entities. Title II extends the prohibition on discrimination
established by section 504 of the Rehabilitation Act of 1973, as amended, 29 U.S.C. 794, to all activities

RESOLUTION FOR CITIES/TOWNS, COUNTY, AND NON-PROFIT/CLUB (For Non-Federal Entity Project Sponsors ONLY)
NOTE: A draft resolution may be submitted with the application. The final resolution must be provided
before the Project Sponsor Agreement can be signed. The application will be ineligible if the resolution
is not submitted within 30 days from the time the project agreement is sent to the grantee.
Resolution Instructions:
a) Applicant must include a resolution certifying authority to apply for Recreational Trails/Off-
Highway Vehicle Program funds to be eligible for funding consideration (e.g., the Resolution
must identify the source and amount of matching funds, including donations).
b) All project sponsors MUST incorporate items 1 through 6 from the Resolution Page in their
resolution and it MUST be signed by the appropriate official authorized to commit funds.
c) The person identified in the resolution (see Resolution Page: Item 6) who conducts all
negotiations and executes and submits all documents MUST provide documentation if other

period of the grant.

Non-Profit organizations must upload the following four (4) documents by the application due

1. Previous two-years operating budgets or records of income and expenditures, and a recent bank
statement verifying reasonable funds available to meet budget needs.
2. Organization By-laws and/or statements of goals and objectives of the project sponsor
organization.
3. IRS determination letter evidencing tax status as of December 31st (most recent available), if
applicable.
4. Two most recent annual reports to the Arizona Corporation Commission, or equivalent tribal
commission report(s) if incorporated under tribal law, if appropriate.
Land Manager Approval Letter
A Third-Party Organization making improvements on property in the control of an entity (e.g., a non-
profit trails organization working with a public land managing agency such BLM and Forest Service to
complete trail work) must submit the Land Manager Approval Letter.
This is a document identifying that authority has been received from that entity to make the proposed
improvements.
• The entity must state that the proposed project addresses a need or condition acknowledged as a
high priority by the entity and organization.
• The entity must state that the organization has the support of the entity and authority to access
the project site and implement the proposed improvements.
• The entity and the organization must agree that the improvements become the property of the
entity and that the entity will maintain the improvements in a condition suitable and available for
safe public use for a period of time commensurate with the cost of the improvement to
reasonably justify the investment of grant funds.
• The entity must advise State Parks of any proposed changes in the use of the developed property.
NOTE: This is a separate document from the Archaeologist Approval Letter, which is to be uploaded
on the Cultural Clearance Review Form.

Disqualification: Projects that fail to submit a Land Manager Approval Letter for all land
managers/jurisdictions CAN NOT be processed. If your agency is doing work on a trail system that
crosses over, for example, four (4) different jurisdictions (e.g., city, ASLD, Forest Service and County)
an Approval Letter will be required from each jurisdiction.

trails receiving work is found on page 1 of the application. High use combined with recent flooding has
damaged several trails. The work to be completed will result in the reopening of all closed routes. The
Coconino FS will provide all necessary archaeological and environmental clearance documents needed for
the application. One Site (05-30) is located outside the project area and will be avoided by all project
activities.
The staff and volunteers of the Coconino Trail Riders have the authority to make the proposed
improvements on all 10 miles and have the authority to access the project site and implement the proposed
improvements.
Coconino National Forest and Coconino Trail Riders agree that the improvements become the property of
the Coconino National Forest and that the Coconino National Forest will maintain the improvements in a
condition suitable and available for safe public use for a period of time commensurate with the cost of the
improvement to reasonably justify the investment of grant funds.
The Coconino National Forest agrees to advise State Parks of any proposed changes in the use of the

CONTROL AND TENURE FORM
1. The application must include the appropriate documentation to demonstrate Control & Tenure of
the property (e.g., a lease, special use agreement, title or deed).
2. The Control & Tenure documents must STATE A VALID TERM OF AT LEAST 25 YEARS
WITH 20 YEARS REMAINING at the time of application submittal.
3. Include a copy of the Title Insurance for all parcels with the application. In lieu of title insurance,
the project sponsor must provide a title opinion signed by their legal representative indicating all
parcels are unencumbered.
a. Recipients of grants funds are responsible for operation and maintenance of fund-assisted
facilities or equipment and retention of land acquisitions according to the Term of Public
Use established in the Project Sponsor Agreement.
b. The default Term of Public Use is:
i. 25 years for facilities (real property), and
ii. 99 years for acquired land.

4. Project sponsor MUST submit documentation to demonstrate the control (i.e., deed, lease,
easement, etc.) and tenure (i.e., 25 years, 50 years, etc.) of the land where the project site is located.
OR, the project sponsor MUST include the acquisition of the proposed site in the scope of the
proposed project.
5. Providing Control and Tenure Documentation:
a. Applicants will upload all documents related to control and tenure on the Evidence of
Control and Tenure Page in the application.
i. Title or Deed - If the land proposed for development is owned by a municipality
or county, all of the following must be submitted with the application:
1. Copy of the recorded title or deed
2. Legal description of the deed with an attached map
3. Updated copy of title insurance for the property (no older than one year)
4. In lieu of title insurance, a “title opinion” from the project sponsor’s legal
representative may be submitted.
a. This opinion will certify that the title is vested in the project
sponsor, and there are no outstanding liens or encumbrances
imposed against the property that would adversely affect the
proposed development.
b. Leases, Easements, Permits, or Special Use Agreements - Lands not owned by the
project sponsor may be developed with grant assistance if provisions exist in a lease or
use agreement. The lease, permit, or special use agreement must adequately safeguard the
long-term use of the land for public recreation.
Purpose of Control/Tenure Form:
a) The intent of these forms is to provide evidence of control and tenure of the project site and
authority to apply.
b) To protect investments made by the Arizona State Parks Board and to assure public access to
those investments, sponsors must have adequate control of project sites to construct, operate, and
maintain the areas for the term required by the grant program and project agreement. Control and
tenure may be documented in several ways, including by showing fee title land ownership, a
lease, use agreement, or easement.
c) The application must include certification of the correct amount of matching funds and must
meet the requirements as outlined in the manual.
d) Project sponsors in this group can satisfy the Control and Tenure requirements of the application
process by incorporating in a letter an appropriate statement addressing the project sponsor’s
intent to use the land under its stewardship for the purpose expressed in this application.
NOTE: An application will be considered ineligible if an existing lease or special use agreement is not included in the application.

Projects on State Trust Land:
• Projects proposing improvements on land leased from the Arizona State Land Department will
be considered on a case-by-case basis.
• All projects constructed on State Land are required to meet the 25-year Term of Public Use. A
project that cannot meet this requirement may proceed under the remedies provided in the
Administrative Guidelines for Awarded Grants. These options include:
o Conversion – providing an equivalent facility at the grant recipient’s expense;
o Repayment – refunding the grant funds to State Parks on a graduated scale based on the
number of years the project has been available to the public; or,
o Obsolescence–notwithstanding neglect or inadequate maintenance on the part of the grant
recipient, a recreation area or facility may be determined obsolete if:
▪ Reasonable maintenance and repairs are not sufficient to keep the recreation area
or facility operating,
▪ Changing recreation needs dictate a change in the type of facility provided,
▪ Operating practices dictate a change in the type of facilities required, or
▪ The recreation area or facility is destroyed by fire, natural disaster, or vandalism.

Parks staff receive an email every time an applicant clicks “Submit” that alerts us that an applicant has submitted their application. If you don’t click “Submit,” staff won’t know that you have completed your application. Those applicants were disqualified.
