Arizona Section Newsletter August 2018 Arizona Section Manager, Rick Paquette W7RAP What a great summer it is turning out to be. We started out by following our own Ned AA7A (Southwestern Division Vice-Director) and Bud N7CW with the KH1/KH7Z team working the DX- pedition on Baker Island. They left American Samoa on June 20th and operated through July 6th. Baker and Howland Islands are #5 on the DX most wanted list. For more information, visit the team web site: http://baker2018.net . Many of us here in Arizona enjoyed the challenge of working them and a large number were successful on multiple bands and modes. At the Central Arizona DX Association (CADXA) meeting on August 2nd, Ned gave us a preview of the activities and shared some of the secrets of their success. The Kachina ARC annual White Mountain Hamfest was bigger and better than last year. The weather cooperated to make the event successful, although the thunderstorm Friday night was something else! The ARRL has begun releasing the detail of the upcoming changes to the Official Observer program. The new observers will be titled Volunteer Monitors and will be vetted through ARRL including existing OO and coordinators. Plan on seeing the program requirements and release of the new training manual with applications soon. Likewise the new ARES program details have been forwarded to Section Managers and ECs and we are reviewing the detail changes. Extensive work has been done to update the NIMS/ICS protocols that were established in 2008. Recently IS-100 and IS-700 updates have been released and posted on the FEMA Training website. ICS-800 will be coming soon. If you have already taken any of the Independent Study courses you are not required to retake the courses but it is strongly suggested that you review the updated courses for any changes. If you plan on taking any advanced classes like AUXCOMM you are required to have the most recent courses prior to the classes. If you haven’t taken the classes plan on taking them now and then submit your Certificates to your DEC. Need more information on where to take these free FEMA Training Course? Contact your DEC. in July &/or September (Arizona & New Mexico hold their Operation On Target event on the 3rd Saturday in September and southern California participates in both July and September. Arizona will be participating in Operation On-Target on Saturday, September 15th.

Scout teams across the country will choose mountain peaks to climb and from there they will use mirrors to signal each other. They will also talk to each other with ham radios or cell phones, creating a link between them and other teams that are participating. They then plot these contacts on a map.

As some of you may know, the U. S. Army Signal Corps utilized Heliograph system (invented by British Army) as a way to communicate while chasing Geronimo in the Southwest region. Now you know why Heliograph Peak is named as such. Over the last few years, ham radio communications has been used by the Scouts to coordinate On-Target activity. http://www.bsaontarget.org/what-is-on-target

Jamboree-on-the-Air, or JOTA, is the largest Scouting event in the world. It is held annually the third full weekend in October. JOTA uses amateur radio to link Scouts and hams around the world, around the nation, and in your own community. This jamboree requires no travel, other than to a nearby amateur radio operator’s ham shack. Many times you can find the hams will come to you by setting up a station at your Scout camporee, at the park down the block, or perhaps at a ham shack already set up at your council’s camp. https://www.scouting.org/jota/

Please let us know if your club/troop will be participating in Operation On Target or Jamboree on the Air so that we can get the scouts/youth to those events.

Local Government Liaison, Virgil Silhanek K7VZI was cruising with my family last weekend when another vehicle sped up beside us and the driver was throwing all kinds of crazy hand gestures. No, it wasn’t road rage, but he saw my Amateur Radio plates and was trying to get me onto 146.52 simplex from the repeater frequency I was monitoring. I was glad he was able to get my attention as we chatted for a few minutes before I had to pull into my next stop.

This month marks a year since SB1132 became law in August 2017. On that note, ADOT’s fiscal year is July 1 through June 30 and their annual reporting coincides with those dates. The year end statistics were released ( https://www.azdot.gov/motor-vehicles/Statistics ) and Amateur Radio license plates are up to 1145 issued in the state from 1078 before the bill was passed. By paying $25 more each year, $17of that fee is returned to ARCA to benefit Amateur Radio in Arizona. Those 67 additional people who have upgraded their license plate are contributing an additional $1139 each year for us.

If you’re interested in getting an Amateur Radio plate on your vehicle, the process is started by filling out this simple form. https://www.azdot.gov/docs/default-source/mvd-forms-pubs/96-0143.pdf?sfvrsn=5 Complete the form for an “Amateur Radio” “Standard” plate. The personalized fee is waivedfor Amateur Radio call signs, so we don’t have to pay $50 like other specialty plates. You’ll also need to log into the FCC ULS site and print an Official Copy of your license. With the completed ADOT form, copy of your FCC license, and a check for $29.89 ($25 fee, plus shipping), you can mail to the address at the top of the form or drop it off at any MVD processing location. Within a few weeks, yournew plates will arrive in the mail.
