ALTCS: The Arizona Long-Term Care System's (ALTCS) funding structure is set up to have the state and counties share the long-term caseload growth with a 50/50 split.

BNCF: In FY2002, the state mandated county payments to offset the costs of Prop. 204. These payments went into the Budget Neutrality Compliance Fund (BNCF).

Acute & DUC: There are two separate acute care payments. On payment is the general acute care county contribution and the other payment is the uncompensated care contribution (DUC).

3Starting in FY2006, Maricopa County's BNCF and DUC payments were eliminated and their Acute Care payment is deflated on an annual basis in exchange for Maricopa County running and funding the adult probation program.

4ALTCS is the counties' largest healthcare contribution and the growth in the program is split between the counties and the state and allocated to each county based on the prior year's utilization. Individual county contributions are limited to $0.90 per $100 of NAV and further circuit breakers for "on-reservation" population and for average statewide per capita costs.
