RESOLUTION
Resolution introduced and voted to emphasize the need to re-affirm and preservethe historic relationship between NIHOA and the Eastern Collegiate AthleticConference.
INSURANCE
Communication from Sam Statland, National Sport's Officials Group Insuranceindicated no increase in premium for litigation insurance. Premium remainedat $4.00/year. No liability claims from NIHOA during the past year. A totalof 40 claims were received from all sports across the country. Most claimsresulted from moving an injured player and rendering improper first aid.Emphasized once official has stopped play (or clock) and brought coach and/orteam medical personnel on to the playing area, the official should move awayfrom the scene.
ELECTION OF OFFICIERS
Nominated and elected were Bill Reynolds, Connecticut, President; Paul McInnis,Metropolitan New York-New Jersey, 1st Vice President; and Bob Hayden, WesternPennsylvania, 2nd Vice President.
PRESENTATIONS
Outgoing President Bob Kupka was presented a plaque in appreciation of his effortsas NIHOA President during the past two years. The Connecticut Chapter also madea presentation of a plaque to incoming NIHOA President Bill Reynolds for hisefforts during his term as Connecticut Chapter president.
NEW PRESIDENT'S ACCEPTANCE COMMENTS
Bill Reynolds in accepting the presidency stressed to the directors the need fora strong national organization. He noted many NIHOA members officiate as manyas five sets of rules. He reaffirmed the need to develop consistency in thesemulti-sets of rules. Bill noted advantages must be taken of opportunities toutilize existing contacts with other organizations such as AHP.US and the Federa-tion. Efforts should be directed towards these organizations not away from theNCAA-ECAC. NIHOA should not be strictly NCAA oriented but should have a positiveworking relationship with each of the rules making organizations. Bill willstrive to have a newsletter to each individual NIHOA member within six weeks ofthe annual meeting. (Hopefully, the newsletter will be issued twice a year.)Bill would also like to plan a national clinic and evaluate the possibility ofconducting regional meetings with the various chapters. Also planned is areview and update on the Constitution and By-Laws.
ANNUAL BUDGET
Two Budget Plans were proposed. Neither plan contemplated a dues increase.Plan B, which included a national clinic and included essentially the same serv-ices provided during the previous year, was accepted with the provision that

a strict budgetary control be exercised. Final determination of a nationalclinic and/or regional clinics would be made after an evaluation of specificcosts.
NIHOA DUES: $15.00 ($11.00 plus $4.00 Litigation Insurance/member for thosechapters without individual member litigation policies. No increse.
OFFICIATING PROCEDURE
Bob Hayden demonstrated a procedure utilized with the two Referee-one linesmansystem for protecting the goal line during an end zone faceoff. The procedurewas developed to protect R~ainst a fast break out of the zone.
CHAPTER REPORTS
A Director from each chapter attending gave a review of the chapter's activitiesduring the current season. Topics discussed included levels of hockey officiated,rules used, membership requirements, mandatory meetings, evaluation of officials,game assignments, administration of NIHOA annual exam and geographic areas serviced.

ANNUAL MEMBERSHIP EXAMINATION
Bob Hayden, ne~ly elected vice president, was assigned the responsibility ofpreparing the 1983-1984 Annual Membership Examination.
All business having been transacted, a motion was made, seconded and voted toadjourn.

.ANNUAL MEETING LUNCHEON
The first annual meeting luncheon was most enjoyed by all attending. An excellentmeal followed by an excellent speaker. Father Jim Armstrong's topic liThe MentalAspects of Officiatingll proved to be most informative and entertaining. Father'skeynoting of the responsibility of authority given an official and the official'sresponsibility of exercising authority in an acceptable manner was most appro-priate.
