Back Ground

A Pharma Task Force has been constituted under the Chairmanship

of Hon. Chief Minister of AP, vide G.O. Ms. No. 381, Industries

and Commerce (IP) Department -- July 18, 2000.

In a meeting held with the Hon. Chief Minister of AP

it was suggested to establish a high-class industrial park

for Pharma Sector in an extent of 2,000-5,000 acres

between Kakinda and Srikakulam coastal belt - May 16, 2001



Back Ground

A 5 member team consisting of Member Secretary

(APPCB), Executive Director (APIIC), President

(BDMA), President (IPA) and Chairman (Chemexil)

visited Srikakulam and Visakhapatnam areasand zeroed in on Parawada.

Govt. Orders

Govt. of Andhra Pradesh has mandated APIIC to

develop a Pharama City at Parawada with Private

Participation on commercial basis vide G.O. No. 501

dt. 24.09.2001.

APIIC would segregate the existing units and make a compact

and distinct layout for Pharma and Chemical Park in Parwada

Industrial Area.

APIIC would execute the Project in a specified time frame;

Features of Pharma Cityy Development of 1900 acres for Pharma City.

yThe Pharma City is located close to 4 lane ADB supported

National Highway No.5 that connects Chennai with Kolkatta.

yThe Pharma City is 20 Km from the Air Port and 20 Km

from the Sea Port.

yThe Pharma City has the benefit of South Asia¶s largest all

weather sea port with extensive varied cargo handling facilities.

yThe proposed green field deep water sea port at Gangavaram

and Special Economic Zone in 9200 acres add value to the

Pharma City.



Features of Pharma City

yThe Pharma City has plans that takes care of Industrial water

requirements from the river Godavari through the Yeleru canal.

This is being carried out in public private partnership mode by

Visakhapatnam Industrial Water Supply Company

ySimhadri Power project with an installed capacity of 1000 MW is

located close by.

yThe Pharma City is being provided with a dedicated 220/132/33 KV

Electrical Sub station.

y Common Effluent Treatment Plant with marine out fall is being

planned.

y Marine outfall facility will be constructed into Bay of Bengal

at a distance of 10 to 12 Km after studies relating to

Environmental aspects

easibilty Studies

APIIC has earlier in December 99 commissioned

M/s Mahindra Acres Consulting Engineers Ltd.,

Chennai to study feasibility report for establishmentof Industrial Park at Parawada.

Studies on Environmental aspect (EIA&EMP) were

got conducted through EPTRI and RINL, Visakhapatnam



Fresh Feasibility StudyAPPCB has suggested fresh EIA and EMP.

Considering the needs of Pharma Industry andwith focus on Environmental aspects a fresh feasibility

study is contemplated.

APIIC has invited offers for fresh feasibility studyfrom reputed consultants,stipulating last date

as 20.04.2002



Scope of Fresh Consultancy

To validate the feasibilty report submitted by

M/s Mace and Environmental studies conducted by

EPTRI and RINL to suit the requirements of

Pharma City.

Identify and list out the infrastructure gaps not covered

in the feasibility report and environmental studies

earlier conducted.

Review the master plan prepared by MACE to suit the

requirement s of Pharma City



Schematic engineering plans and preliminary project

cost with cost estimates for basic infrastructure

development.

To Conduct supplemental studies benchmarked

against International standards and appropriate effluent

disposal plans and zoning to accommodate various typesof Pharma industries.



Review of existing environmental and meteorological

base line data with respect to the requirements of

Pharma industry.

Determine location of severely polluting industries with

due consideration of Meteorological factors.

To prepare and make required application for filing

with APPCB and to render required assistance in

getting clearances from APPCB.



. Market study & Procurement To assess potential of the Pharma City.

To assess demand and willingness for off take of

infrastructure facilities.

.Evaluate phasing of investments and development of Pharma City

Managing the procurement process through

competitive bidding, negotiations and finalisation of contracts with the developer

to look after the matters pertaining to setting up of Pharma City. - October 9, 2001
