THE TEN CANNOTS  In 1916, a minister and outspoken advocate orliberty, William J. H. Boetcker, published a pamphletentitled “Te en Cannots” that fittingly contrast thecompeting political and economic actions today:1. You cannot bring about prosperity by discouraging

    thrif.

    2. You cannot strengthen the weak by weakening thestrong.

    3. You cannot help the poor man by destroying the rich4. You cannot urther the brotherhood o man by

inciting class hatred.5. You cannot build character and courage by taking

away man’s initiative and independence.6. You cannot help small men by tearing down big men7. You cannot lif the wage earned by pulling down the

    wage payer.

    8. You cannot keep out o trouble by spending morethan your income.9. You cannot establish security on borrowed money.10. You cannot help men permanently by doing or them

what they will not do or themselves.  It is hard, undeniable truth that the ederalgovernment cannot give to anybody what it does notfirst take rom somebody else, an the power to do so isruinous. As Tomas Jefferson wrote, “We must “preventthe government rom wasting the labors o the peopleunder the pretense o taking care o them.

Montana Wolf Numbers Remain Stable  Wol numbers in Montana remain healthy and wellabove ederally-mandated minimums as the fifh andfinal year o ederal oversight o state wol management

comes to an end in May.  Montana’s annual wol report shows a minimumwol count o 536 wolves in 2015, which is down rom554 in 2014. Included in this number is a minimumnumber o breeding pairs o 32, which is down rom 34in 2014.  Te difference between the overall minimum wolcounts in 2014 and 2015 is 18, well within the variabilityexpected when counting a wide-ranging species thatofen occupies rough timbered country.

“It is important to remember that these areminimum counts, meaning that only wolves FWPcould actually document as being on the landscapewere included,” said John Vore, Montana Fish, Wildlie& Parks Game Management Bureau Chie. “As wolnumbers have increased there is just no way we canphysically count them all. We know there are morewolves out there.  “According to our best estimates,” Vore concluded,“the actual number o wolves is at least 30 percent morethan the minimum count.”

Is spring early or late this year? echnically, by thecalendar, spring has barely sprung.  Ouch.  Te warm weather o February and early Marchcould lead one to believe in an early spring, which eelsnice but is not necessarily a good thing.  Look, we’re bound to get cold, wet, snowy weather, though don’t make any bets on that proposition.  emperatures too cold will kill blossoms on trees andwildlie, though birds and mammals are more adaptable.  Migrating birds that many o us recognize, like

robins, meadowlarks and bluebirds, were sighted orheard by early March in parts o Montana where theydon’t show up till the middle o the month or later.  Cold, snowy weather can briefly halt, even kill earlymigrant songbirds, but the majority copes.  Most songbirds don’t arrive this ar north until wellinto May. Bluebirds winter rom Utah and Arizona souththrough Mexico and arrive in north-central Montanain early to mid-March. Tat’s taking a chance becausea prolonged cold snap could kill those lovely eathered

patches o blue.  However, when the weather plays nice, as it maythis year, the early bird gets the pick o the choice nestsites, and its young stand a better chance o surviving therigors o the nest to make the trip south in good shape.  Robins that had started to disperse to nesting areasgo back into winter flocks when aced with a return towinter. Others just hunker down. Around open water, like the Missouri River, it can be warmer or at least out othe wind and hold insect lie, which means ood.  Our state bird, the western meadowlark, has a

Is Spring Early or Late distinct melodious song that it seems defiant in the aceo a March snowstorm.  Long ago, the meadowlark’s song, a gushing o

notes like water pouring rom a bucket, signaled tohomesteaders the end o another long, dark winteroday, lie is easier, and the meadowlark’s song is just apleasant reminder o better days ahead.  Birders, like gardeners, trade sightings and tips onwhere to go and what to see.  o find out what Montana birders are seeing nowgo to the Internet (where else?) and type in wwwbirdingonthe.net. Ten click on the North America linkollowed by regional under mailing lists and look or thenew link at the top o the page.

Better yet, skip all that and go directly to the statesdirectory, http://birding.aba.org/, and find Montana. For mammals, there are a ew hibernators out and aboutseemingly earlier this year.  Gophers, really Richardson’s ground squirrels, werenoticed by many in mid-February. Tat might be a bitearly, but not too much.  Te early appearing gophers are usually malesFemales emerge mid-March to mid-April just in time orbreeding season.

Because they spend hal o the year, or morehibernating, gophers have a specific time period to comeout o hibernation, breed, birth, then get ready or winteragain.  Starting in mid to late summer, the small rodentsdisappear into their underground lairs and sleep.  Bears, both grizzly and black, are the mega auna ospring harbingers. Despite the warm February and earlyMarch, not many seem to be in a hurry to awake romtheir winter sleep.  Maybe they know something we don’t.
