FOM Concept

Primary purpose of FOM is to reduce the risk of flight operations incidents and accidents

It is essential for operators to : Detect any possible precursors that might

lead to future accidents Deal with these precursors efficiently

FOM Concept

To achieve this target,FOM program has to be designed to:• Detect precursors, latent causes or threats• Identify the reasons behind them• Implement preventive measures• Confirm the measures to be effectives

The tools proposed by AIRBUS are LOMS(soon AirFASE),LOAS and AIRS

Flight Data Monitoring

The LOMS (Line Operations Monitoring System) is able to:• Record what happens during the flights• Process quantitative data extracted from

the Flight Data Recorder (QAR) in order to measure the deviations from a standard flight path

• Correlate data for trend analysis and fleet operation assessment

Flight Data Monitoring

The progress of the flight is presented is presented on a PC screen that can be easily understood by operationally qualified people

This system complies with the Flight Operations Monitoring program specified by ICAO,JAR-OPS and FAA requirements

Line Operations Assessment

The LOMS allows to detect the  ’what’s’ but the ‘why’s’ have also to be understood

The Line Operations Assessment System (LOAS) is a computer program dedicated to collect and analyse the observations made by Check Captains trained to use a system of crew behavior notation with a scoring method

The resultant scores are used to evaluate patterns of group behavior

LOAS

The output of LOAS is evaluation of crew performance as:• CRM behavior• Application of SOP’s• Operation support• Route infrastructure • Cabin crew interface

Crew Reporting

The tool proposed by AIRBUS is the AIRS (Aircraft Incident Reporting System)

It’s a voluntary confidential reporting system within an airline

AIRS is dedicated to better understand some man-machine events during flights

Crew reporting

The AIRS software allows to• Store completed questionnaires in a

standardized way• Translate pilots reports in analysing format• Identify trends related to human factors

Flight Operations Monitoring

Success of Flight Operations Monitoring needs:• Crew cooperation with a non-punitive policy• Identification of potential risks by experts able to

use the results of the different feedback channels• Analysis has to be performed by operational pilots

trained to risk assessment

Flight Operations Monitoring

A systematic flight data analysis is used by AIR France since 1974

The non-punitive policy is working smoothly without problem

Flight Operarations Monitoring is appreciated and beneficial for operational team, management and maintenance people

Flight Operations Monitoring

AIRBUS provides appropriate technical and operational support for installation and training during initial operating period

Alternative solution to in-house system

is proposed in the next presentation
