Summary description of projectThe proposed Updates (“Project”) to the rural Transportation System Plan (TSP) and the Bike and Pedestrian Plan (BPP) is to provide a long-term vision for the County’s transportation system that identifies improvements supportive of planned land uses, and improves multimodal opportunities for recreation and commuting that accommodate the increased demand on the transportation system.

The BPP Update will address infrastructure needs and investigate projects for intercity connection, providing a conduit to an equitable recommended project list that takes into consideration modern multimodal goals.

The TSP update will integrate the findings of the BPP and other county plans that have occurred since the 2005 TSP to examine a revised project list based on the current safety, capacity, mobility, and accessibility of the system and the future needs of the region. Project cost estimates will be made and funding

1. Clear transportation relationship

A proposed project must have a clear transportation relationship and produce transportation benefits. A project must entail analysis, evaluation and selection of alternatives, development of implementation

actions, and public involvement that results in a long range transportation plan, land use plan, or other product that addresses a transportation problem, need, opportunity, or issue of local or regional importance.

2. Adoption of products to meet project objectives

Projects are expected to include adoption hearings (or equivalent) by the governing body or to prepare products which will be adopted as part of a larger project.

3. Support of local officials

A proposed project must clearly demonstrate that local officials, both the primary applicant and any co-applicants, understand the purpose of the grant application and support the project objectives. Criterion 1: Proposed project addresses a need and supports TGM objectives (up to 40 points)

The project clearly and effectively addresses a local or regional transportation or transportation-related land use issue, problem, need, or opportunity and will achieve one or more of the TGM objectives.

As the 2005 Rural TSP nears its horizon year, Marion County has been applying for TGM funding to update the study for the following reasons.

-The existing TSP is less than five years from its 2025 horizon year.-The recommended project list has not been updated with current priorities and cost estimates since the TSP adoption in 2005.-The BPP has not been updated since 2005. Active transportation goals have changed and there is great interest in improved facilities from the communities.-There is a lack of sufficient bike and pedestrian elements in the TSP. The BPP update will identify multimodal opportunities for intercity connection.-UGB amendments have included over 820 acres of land in Marion County since the 2005 TSP, which are expected to increase population and demand on the transportation system.-A new BPP will incorporate the findings of the 2011 Safe Routes to School (SRTS) plan, developed with a TGM grant. The larger projects of the SRTS plan will be identified in the TSP.-The County is working on an ADA Transition Plan and a Local Safety Plan, both of which will be incorporated in an updated TSP.-The Oregon Transportation Analysis Procedures Manual Chapter 14 “Multimodal Analysis" has been updated multiple times (most recently in April 2020) since the County’s existing TSP and BPP were created. New analysis techniques would be implemented, such as evaluating the Bicycle Level of Traffic Stress.-A federal update of roadway functional classifications occurred in 2013 that will be addressed in the TSP update.-Oregon now allows counties to designate safety corridors. Marion County is participating in this program, which will have an influence on the recommended projects of the TSP.-The County is in the process of reviewing and updating its system development charges (SDC). An updated project list is a critical step in this process.

TGM Objectives Achieved:

1: Provide transportation choices

A new BPP will support inter-community connection with multimodal transportation options desired by many of the small cities experiencing growth. By offering facilities for users to walk and bike, the County can provide a cost-effective mode of travel and ensures equality for those who cannot (or do not) drive. We will work with local partners and stakeholders to identify and address the mobility choices available to achieve desired interconnection between our communities. The updates will identify and prioritize infrastructure improvements and traffic management systems to make multimodal transportation more efficient and resilient within Marion County.

Adding the ADA Transition Plan will also help identify needs and prioritization criteria for removing obstacles and building accessible routes within the rights-of-way for all users.

2: Create Communities

Residents want a sense of place for the good of the community that is accessible for all modes and abilities of users. Providing connection and safe transportation between our cities and communities brings vibrancy to each one and will plan for the creation of a safe and appealing environment that people desire.

3: Support Economic Vitality

A new BPP will be instrumental in updating the County’s TSP project list to support new growth that is happening within the County. This plan will identify project needs for all modes of transportation to

interconnect the communities for the movement of goods and services. Biking and walking facilities improve the transportation system as a whole and will not only benefit local residents, but will also attract visitors for tourism and recreation, which will in turn promote local businesses.

4: Save Public and Private Costs

This project will call for the collaboration of stakeholders to identify and support projects that will be fundamental in updating the TSP. While cities are responsible for the projects within their UGBs, there are benefits of a holistic approach to continue facilities and provide connections from one UGB to another. An updated inventory would help identify where existing facilities can be improved. Working together to plan for a complete project like a bike and pedestrian path- instead of completing it in fragments - can save construction and design costs. Updating the TSP project list with updated project cost estimates and identifying funding resources will assist with implementation decisions.

5: Promote Environmental Stewardship

Relationships can be fostered between residents, business owners, and government agencies with environmental goals by having a plan to address alternative modes of transportation to auto travel. People establish an appreciation for the environment when they get to be in it and experience it. From the Willamette Valley to the North Santiam Canyon, there is great potential for a BPP to promote environmental stewardship.

Criterion 2: Proposed project is timely and urgent (up to 25 points)

The application demonstrates timeliness and urgency. The project is needed now to:

address pressing local transportation and land use issues

make amendments to local plans or regulations necessitated by changes in federal regulations, state requirements or regional plans

make amendments to local plans or regulations necessitated by changes that were not anticipated in previous plans, including growth or lack of growth, changes in land-use patterns or changes in available funding

build on, complement or take a necessary step toward completing or implementing other high priority community initiatives, including Governor's Regional Solutions Team priority

resolve transportation or land use-related issues affecting the project readiness of local, regional or state transportation projects for which funding is expected to be obligated within the near future

Explain how your proposed project is timely and urgentThe existing 2005 Rural Transportation System Plan (TSP) was updated in 2013, but not formally adopted. Since the 2005 TSP update fifteen years ago, the County has seen growth in population and traffic, highlighting the need to plan for facilities that accommodate the increased demand for multimodal choices and intercity connections. New goals were introduced in the 2013 update that included addressing mobility and accessibility, and the importance of integrating the relationship between all modes of transportation.

It is important and timely to update the TSP as it’s within five years of reaching its horizon year of 2025. The TSP update will provide an updated project list and consider adding new projects based on the current safety, capacity, mobility, and accessibility of the system. There is a need to address multimodal transportation options to plan for new bike and pedestrian facilities and to be mindful of these components

when devising a strategy to improve the entire transportation system.

In addition to updating the existing inventory, and the project list, the County has new plans to add to the TSP update, such as the Safe Routes to School Plan (2011), and three plans in process (ADA Transition Plan, Local Safety Plan, and the McKay/Yergen/Ehlen Road Safety Corridor Plan).

The Statewide Transportation Strategy of 2013 was a call for Oregon to reduce its greenhouse gas emissions, which was reinforced in early 2020 by the Governor’s Executive Order. A BPP update will consider creating new facilities that could result in reduced driving to align with these goals. COVID-19 has caused a drastic change in the transportation system and the way we all do business. Working remotely has become the new norm for many. Bike sales have skyrocketed, not only for recreation, but as an alternative to transit services that were suspended in many areas. As remote work becomes more accepted, there is increased interest in moving to smaller, more affordable communities where one can have a sense of place in a vibrant community. Not only will the BPP bring environmental benefits by promoting alternative modes of travel, it will also improve health and quality of life for the residents of Marion County.

Woodburn and Donald both had UGB expansions since the 2005 update, and the county has seen over 820 acres of land included in UGB amendments.This has and will bring more residents and more users to the transportation system.

The County is in the process of reviewing and updating its system development charges (SDC). A review of existing SDCs and funding assumptions will be included in the update. County funding resources need to be reviewed to understand existing sources, opportunities and constraints.

In January 2020, the County’s Economic Development Department created the Community Prosperity Initiative (CPI) to work with incorporated cities, offering support in identifying goals, and encourage working together collaboratively to identify mutually beneficial projects. Twelve of the County’s 20 cities identified enhancing the multimodal infrastructure as one of their priorities in order to enhance the quality of life for their residents. Providing TSP and BPP updates are perfect opportunities to collaboratively achieve a countywide goal that benefits several communities. With proper planning, there could be a reduction in the gap of facilities can that often occurs due to jurisdictional lines.

Criterion 3: Proposed project approach is reasonable (up to 20 points)

The application demonstrates a clear approach to achieving the expected outcome and includes consideration for adoption. Where substantial coordination with other local, regional, and state planning efforts will need to occur, the mechanisms and responsibilities for the coordination are clear.

Explain how your proposed project approach is reasonableA consultant team will be contracted to assist with the development of the Marion County Rural TSP Update and Bike and Pedestrian Plan (BPP). The team will perform a multitude of public involvement tasks including producing of public outreach materials, leading meetings, and giving presentations. The consultant will also be responsible for technical tasks, document production and maps/graphics. The consultant project manager will establish the project schedule and lead the BPP project team. The County will provide a project manager (CPM), and be responsible for reviewing the consultant’s work and approving the recommended project list, and final plan updates. The timeframe needed to complete both updates is anticipated to be 18-24 months.

• Plan and lead project team kick-off meeting • Assemble a Project Advisory Committee (PAC) • Create a Public Involvement Plan (PIP) to engage the public and gather community feedback • Develop a project webpage • Review existing relevant policies, plans, and guidance documents • Develop BPP goals, objectives, and evaluation criteria • Inventory and analyze existing conditions to determine deficiencies and needs • Create GIS base maps of existing bikeway network and pedestrian facilities • Identify existing pedestrian and bike education, encouragement and enforcement programs (i.e. Safe Routes to School) • Identify bike and pedestrian infrastructure alternatives for on-roadway, off-roadway, and multi-use paths • Identify planning level costs with potential projects of the BPP • Develop strategy for implementation of bike and pedestrian project funding programs • Identify current and potential funding sources • Develop a prioritized list of short-term and long-term recommended projects for bike and pedestrian infrastructure improvements

Task 3: Plan Adoption (To be Completed by County)

Marion County’s Rural TSP is the transportation element of Marion County’s Comprehensive Plan; a plan update will require adoption by the County Board of Commissioners. A new BPP will be a component of the county’s Rural TSP and will be adopted by ordinance amending the TSP.

Criterion 4: Proposed project has community support (up to 5 points)

The application demonstrates that there is local support for project objectives, a commitment to participate, and a desire to implement the expected outcome.

Criterion 5: Proposed project sponsor readiness and capacity (up to 10 points)

The application demonstrates that the local government is ready and able to begin the project within the TGM timetable and that there is local commitment and capability to manage and complete the project. The application demonstrates, if applicable, successful performance on previous TGM projects.

Explain how proposed project sponsor is ready and capableProviding an update to the 2005 TSP is overdue and has become a priority for the Marion County Department of Public Works. Marion County is committed to the project and is capable of managing and participating in the development of the Rural TSP Update and the Bike and Pedestrian Plan (BPP) Update. Marion County Public Works is an ODOT Certified Agency with an experienced planning and engineering team capable of completing this project efficiently and on schedule, and will be ready to begin as soon as funding is available. Janelle Shanahan, the County’s Transportation Planner will be managing the project, and will be her highest priority. She will be supported by Lani Radtke, County Engineer, and other experienced staff of public works with expertise in transportation, including a dedicated consultant project manager.

The County will contract a qualified consultant team to produce the BPP Update and assist with the TSP Update to ensure the project has the labor resources and expertise needed to complete the project successfully. The Consultant will lead the public outreach process and the County will actively participate in stakeholder and public meetings.

The County will assist with existing inventory data and review deliverables and input from the consultant. The County will be responsible for creating the 20-year recommended project list of the updated TSP once the consultant has completed their assessment of transportation needs and funding opportunities. Marion County’s Community Services Department has stated their enthusiasm for the project and offers their economic development expertise and assistance. The County will monitor the schedule and expenses for adherence to the timeline of the grant.

The County has previous experience managing federally funded projects including a 2007-2009 Biennium TGM Grant for a Safe Routes to School Engineering Solutions Project, which is still used today to assist in identifying bike and walk route needs within the County.

I would like to express my support for Marion County’s TGM grant application for the update of

the Rural Transportation System Plan, including an updated Bike and Pedestrian Plan to expand

transportation choices and identify ways to improve safety, mobility, and accessibility on the

County’s transportation system.

Salem and the surrounding communities within Marion County have seen many changes since

Marion County last revised the Rural TSP and Bike and Pedestrian plan in 2005. Our populations

have grown, and updates to the plans are overdue.

The Salem Transportation System Plan addresses the transportation needs within the Salem

portion of the Salem-Keizer Urban Growth Boundary. This includes a comprehensive bicycle

and pedestrian plan for the portions of Marion County located outside the City limits, but within

the UGB. We are supportive of a planning effort that focuses on how County facilities connect to

the network that is planned in the Salem Transportation System Plan.

RE: TGM application for Marion County TSP update

Marion County’s Economic Development Program offers its whole hearted support forthe County’s Public Works Department initiative for a TSP update to its ProjectPrioritization and Bike and Pedestrian sections.

Independently of Public Works, our program has been working with each of the 20 citieswithin the county to identify and map opportunities and threats affecting each city, andthe cities collectively. More than half of our cities identify sense of place and multi modalaccessibility as a high priority. A review and revision of the TSP are helpful to both ofthese expressed concerns. Many of our cities are within biking distance from each other,but do not have the infrastructure to make biking safe or attractive. By revising MarionCounty’s TSP with these projects it will help the county and our cities expand our qualityof life in the Mid-Willamette Valley.

The Marion County Economic Development Program will assist the Public Worksdepartment in every way possible to work with our cities, identify key projects, andimplement positive changes.
