Executive Summary Minnesota Power is proposing to construct a new interconnection from southern Manitoba to northeastern Minnesota. The Great Northern Transmission Line (GNTL) will consist of a 500 kV transmission line from the Minnesota-Manitoba border to a new Iron Range 500 kV Substation near Grand Rapids, Minnesota, as well as associated substation facilities and transmission system modifications at the Iron Range 500 kV Substation site.
The Presidential Permit Application (PPA) for the GNTL requires system power flow plots for the applicant’s service area for heavy summer and light spring load periods, with and without the proposed international interconnection, for the year the line is scheduled to be placed in service and for the fifth year thereafter. This report documents development of power flow cases representing summer peak and shoulder conditions in 2020 and 2025.
Summer peak and shoulder cases representing the 2020 and 2025 study years were developed from MISO MTEP13 cases. The benchmark cases are used to benchmark system performance without the GNTL transmission or incremental transfers. GNTL study cases include the GNTL transmission and 750 MW of incremental transfer from Manitoba to the US. Power flow on key interfaces is summarized in Table 2-1 and Table 2-2. Detailed case summaries and power flow diagrams are provided in Appendix A.

2 Power Flow Models Summer peak and shoulder benchmark cases representing the 2020 and 2025 study years were developed from MISO MTEP13 cases. The benchmark cases are used to benchmark system performance without the GNTL transmission or incremental transfers. GNTL study cases were developed from the benchmark cases by adding the GNTL transmission and incremental transfers from Manitoba to the US.
2.1 MTEP13 Cases The first step in developing cases representing the 2020 and 2025 study years was to develop summer peak and shoulder cases representing the 2023 study year from MISO MTEP13 cases. These cases do not include the GNTL transmission or incremental transfers.
The starting case for the 2023 Summer Peak case was the MISO MTEP13 2018 summer peak model “MTEP13-2018SUM-SCED_FINAL_Rev2(ATC_fix).sav”. The 2018 model was selected over the 2023 MTEP13 model due to low NDEX flow in the 2023 model. System topology in the western MISO region was updated to represent the 2023 study year. Load in North Dakota, South Dakota, Minnesota, Wisconsin, Manitoba, and Saskatchewan was increased to 2023 levels and generation was adjusted by control area to maintain area interchange; generation in the MISO market was scaled uniformly for MISO control areas without sufficient generation.
The starting case for the 2023 Shoulder case was the MISO MTEP13 2023 shoulder model “MTEP13-2023SShoulder-SCED_FINAL_Rev2(ATC_fix).sav”.
Updates and corrections applied to the 2023 summer peak and shoulder cases are listed in Appendix A, Table A-1. Some notable changes are listed below.

5. Boundary Dam-Tioga (B10T) was set at 165 MW north-to-south in both cases.
6. Fort Francis-International Falls was set at 150 MW north-to-south in both cases.
7. Square Butte HVDC set at 550 MW in both cases.
MISO generation was scaled uniformly to account for adjustments to generation, load and interchange. The 2023 power flow cases were solved with transformer tap adjustment enabled, area interchange enabled, phase shifter adjustment enabled and switched shunt adjustment enabled.
2.2 2020 and 2025 Benchmark Cases 2020 and 2025 summer peak and shoulder benchmark cases were built starting from the 2023 cases. The MTEP13 appendices were reviewed to identify any Appendix A projects that should be added (2025) or removed (2020) from the 2023 cases. No Appendix A projects were identified that impact the bulk system in the study area.
Next, load in North Dakota, South Dakota, Minnesota, Wisconsin, Manitoba, and Saskatchewan was scaled using load growth assumptions from the Minnesota Renewable Energy Integration and Transmission Study. Load for Minnesota utilities (MP, XEL, GRE, OTP, SMMPA) was scaled by 0.5% per year, and load for non-Minnesota utilities (DPC, MDU, ATC, MH, WAPA, SPC) was scaled by 0.75% per year. Scalable load was identified using the load ID definitions in Appendix A of the Midwest Reliability Organization Model Building Manual. Generation was adjusted by control area according to merit order to maintain area interchange; generation in the MISO market was scaled uniformly for MISO control areas without sufficient generation.
The benchmark power flow cases were solved with transformer tap adjustment enabled, area interchange enabled, phase shifter adjustment enabled and switched shunt adjustment enabled.
Flows on key interfaces are summarized in Table 2-1 and Table 2-2. More detailed summaries and diagrams are provided in Appendix A.

2.3 2020 and 2025 Study Cases with GNTL Summer peak and shoulder study cases with the GNTL were developed from the summer peak and shoulder benchmark cases described in Section 2.2. The following changes were made to create the GNTL study cases:
Added GNTL transmission – 500 kV line from the Dorsey Substation to the Iron Range in northeastern
Minnesota with 60% series compensation at the line midpoint. – 205 Mvar shunt reactor at 500 kV line midpoint – 225 Mvar shunt reactors at each end of the 500 kV line. 500/230 kV
transformer at Iron Range rated 1200 MVA normal and 1500 MVA emergency.
– 150 Mvar shunt capacitor at Iron Range 500 kV substation and 140 (2*70) Mvar shunt capacitor at Iron Range 230 kV substation.
Added second 500-230 kV transformer at Riel.
Added a second 73.4 Mvar shunt capacitor at Dorsey 500/230 kV transformer 52 tertiary. Added 3*73.4 Mvar shunt capacitors at Riel 500/230 k transformer #1 tertiary.
Added 750 MW of incremental north-south transfers from Manitoba to the US.
Manitoba Hydro’s HVDC and associated northern collector generation was used to source the incremental 750 MW transfer for the GNTL study cases. The generation and load used to sink the incremental transfer to the US are given in Table 2-3 through Table 2-6. The sinks for 2020 summer peak and shoulder peak cases are shown in Table 2-3 and Table 2-4 respectively. The sinks for 2025 summer peak and shoulder peak cases are shown in Table 2-5 and Table 2-6 respectively.
The GNTL study cases were solved with transformer tap adjustment enabled, area interchange enabled, phase shifter adjustment enabled and switched shunt adjustment enabled.
Flows on key interfaces are summarized in Table 2-1 and Table 2-2. Diagrams and more detailed case summaries are provided in Appendix A.
