While searching for a current radar reflector test to help decide what to buy for my boat, i came across three reports that i found very interesting and informative. Some of you may have already read about the sailing vessel “ouzu” that was lost off the coast of the isle of Wright in Great Britain in 2006. the loss of “ouzo” occurred at night in moderate sea conditions with force 4-5 winds. Sound familiar? it’s the opening line in tampa Sailing Squadron’s mission statement! there have been 46 watches since 1963. it started with Harold Balcom and most recently with Greg Johnson in 2008. i wonder how many members contributed their time and sweat equity to make tSS what it is today? Many of you reading this are a part of that group. if you are not, now is the time to step up and help in some small way or fashion. Many of our members repeatedly pitch in to help. Let’s all join the team!

Ken Boucher encouraged the Board to use and keep updated the bulletin boards built by Greg Johnson during the last watch, as Ken observed their frequent usage by members. He also stated that robert’s rules of order are to be observed when commenting during Board’s meeting. Audience comments will be addressed after Board discussion has been completed. He encourages all to participate in discussions and to share concerns.

Vivian Challen presented the following account balances:47,086.13 operating Funds44,906.01 Cd - Promissory notes71,782.32 disaster recovery7,548.13 repair / replacementShe noted that the disaster/recovery funds were a little higher than originally projected.

A handout comparing the 2009-2010 projected expense budget with years 2008 – 2009 and 2007- 2008 was distributed for the Board’s budget consideration.

MembershipJohn Weinseck was approved for regular membership.tom McNichol was accepted for probationary membership.

Finance Committee – Greg Johnson distributed a report outlining the dock repair and Finance proposal. if implemented, the plan is to be financed in a manner similar to railway financing. in addition, an increase in the wet / dry slips fees would be used to create a permanent source of funds to maintain club infrastructure (ex. seawall, hoist, roof, future dock repair). Current monies generated are not sufficient to cover this type of expenditure. An isolated fund for future repairs would need to be written in the by-laws, with strict parameters as to how they can be utilized. Suggestions were made to examine how condos and HoAs address these issues, and to consider issuing bonds in $500 amounts. the plan will be voted on at the May 4th Board meeting. A by-laws change is required to change fees but not for promissory notes.Cost for replacing the remaining 110 pilings is $66,000, work to begin when this amount is raised.A suggestion was made to reevaluate bond rates on a regular basis to ensure that our rates are competitive/ attractive if the economy changes. Board members felt that great care needed to be paid to

2009 Gasparilla resultstampa Sailing Squadron was a happening place on February 21st!!!

the 2009 Gasparilla was a Huge success!Here’s a few statistics: -43 boats participated in Saturday’s race -10 boats participated in the women’s regatta on Sunday -We served 550 ribs and 200 servings of chicken -8 gallons of baked beans -we served 230 dinners Saturday night -600 cups of various rum Laced tiki drinks -4 full kegs of beer

We want to give special recognition to the following club members;Bill Cullen for the trophies, tee shirts, Hats and the awesome Band!!Chef’s Frank Ciufia & Mike rugh for cooking the ribs and chicken.Cher Ciufia & Francine Webb who worked tirelessly in the kitchen preparing the dinner side dishes. Autumn & ( her sister dawn) and dan Fels for the Great tiki Bar libations. Autumn also donated her tips to the Sea Scouts and Youth Sailing!! Bob Shaw for picking up a lot of supplies. agencies. i believe everyone that sails in the vicinity of large vessels will find this group of reports informative. i hope you take the time to check them out.

the first report i found was an investigation by the “Marine Accident investigation Branch” (MAiB); the investigation and reporting authority of the United Kingdom Merchant Shipping authority. this report was an in depth investigation of the loss of “ouzo” and while detailed, covering some 50 pages, is well worth reading.

the second report that i found was a radar reflector test commissioned by MAiB as an extension of the “ouzo” loss report. this test was performed in 2007 and may be the most recent independent body test in existence. the reflectors tested include all the brands available from yachting suppliers, davis, Plastimo, Echomaster, Firdell, tri-Lens and the Sea-Me rtE an amplify and retransmit system. Along with those units was the PoLAref 11 radar reflector that is used to calibrate radars. the prices for the reflectors tested ranges from $23 to $2,900 for the PoLEref 11. this is a very good test and report, and it found that the PoLAref 11 may be ultimate radar reflector if you can afford it.

the third report was about radars detecting a small yacht. it gives some good information on how visible a small vessel would be on radar with and without a common radar reflector. this report is part of the Annexes section.

items delineated in item 7 distinguishing them from items covered under disaster recovery, and specifying that funds could only be spent on essential infrastructure expenditure. E-mail Greg Johnson with suggestions.

Dock Master – tommy troost stated that his goal is to make sure that all compliances are met, that we maintain what we have, and add what we can, in small amount. Ken Boucher thanked tommy for doing a great job in the 2 weeks since he has accepted this position. Board members unanimously approved tommy troost in the position of the dock Master.there will be no work party April 25th, because of a conflict with the Sea Scout regatta. tommy troost stated that it has sometimes been difficult to contact members on the waiting list for slips. there are 2 slips available. Ken Boucher stated that if a member cannot be contacted, tommy should contact the next person on the list. A member can choose to be moved to the bottom of the list at their request, but the move should not be automatic for lack of contact. FLEET CAPTAINSCruising report – drew Barrettdrew states that a goal for the next year will be to increase awards, especially “Beyond the Bridge” awards. Planned cruise activities: April 18th - Mainsail Art ShowApril 18th 11am - cruise planning meeting at tSS. Cruise destination suggestions are welcomed.May 23rd and 24th - Newcomers cruise to Boca Ciega Yacht Club.June 10th - Probably Holliday inn Sunspree Cruises are normally to be scheduled for the second week-end of the month, whenever possible.

Racing Report – dan Kresge. dan reported that we will have Saturday racing, the 1st and 3rd Saturday of the month, beginning April 18th Portsmouth racing will probably be once a month, and Sunfish fleet racing every Monday night, on a trial basis. We currently have 4 sailable Sunfish. We will have 5 to 12 flying Scots, some from davis island, who will be participating. Ken Boucher reminded the Board that our mission statement includes the promotion of racing and sailing, and he encourages tSS to rediscover the fun and joy of these activities. don St.Amour. don stated that the Sea Scout regatta is going well… 156 are registered and registration will be capped at 189. Women’s Sailing – the first meeting will be April 19th on the tSS porch from 1 to 4pm.

Youth Sailing the nautical flea market is Saturday, April 11th .

Sea Scouts – don St.Amour stated that the Sea Scouts are considering an adult sailing class by mid-year for the community and spouses. He will keep us informed. He envisions a pre requisite of tSS membership, with the training free for tSS members.

Covered Dish Dinners Sally Millican stated that the next covered dish dinner will be in May.

New Business Joyce Nodland has investigated a number of providers for a back-flow preventer. it appears the least expensive will be less than $800. the expenditure was approved.Ken Boucher is forming 2 ad-hoc committees:Membership - headed by Jim AllenCompliance requirements - headed by Pat Austin.the purpose of these committees is to analyze existing procedures and to determine if they can be improved, modified, or simplified. details will be posted on the tSS Bulletin Board.

Bill Horn will serve as historian. We need a public service coordinator and an advertising sales coordinator. Lew Buschard has agreed to manage the Ship’s Store. An audit committee must be formed. Joe Waronka has agreed to serve. We need additional persons on this committee.

i knew i loved being a member of this group. it is rare, however, to be able to literally say you owe your life to a club. Everyone was great in your help and support. thank you. i must send special thanks to Art Alvarez for getting me from the porch to the couch, Bill Cullen for his work on the phone with ems, Patricia Claytor for her help and actually following me to the E.r., and dan Kresge for showing up in the E.r. Also thanks to a dolphin visitor dr. deena Ali for her medical assistance and hand-off to the EMts.

For those of you who missed the St. Patrick’s day party, i was the floor show just before the festivities started. i had a stroke and lost the ability to talk or control my extremities. the folks at tampa General were sensational! i am lucky to be alive. i am able to speak (a disappointment to some who know me) and have good control of my body. there is a bit of a recuperation period but i hope to be back on the water soon.

i will never resist going to the hospital again. i thought it was a recurrence of a problem i had been having for a month. Had i not gotten to the hospital in less than three hours i would be dead or seriously incapacitated. i worked at Shands Jacksonville and can tell you the care i got at tGH is thebest i could imagine.

i have been told the party was a great success. the dolphin’s what to come back again next year and said we should start working on our limericks now. remember April’s festival cruise and the Newcomers cruise to Boca Ciega in May.

A Time When God Was SmilingFunerals, particularly burials, aren’t exactly my favorite thing. they’re stiff and somber occasions more to be endured than enjoyed unless you have a somewhat morbid bent.

As the years pass, i find i am meeting more old friends, with greater frequency, at funerals, and enjoying it less.

But about a week ago i attended a farewell to an old friend that was a joy to everyone concerned. it was unorthodox, possibly some might hold that it was in bad taste, but i’m sure all those who participated will wish they will have as grand a sendoff.

tHE dECEASEd was a sailor. Most of his family and friends are sailors. So rather than a hearse, a 40-foot motor sailor was selected to carry his ashes to interment.

All this sounds as dolorous as the usual funeral cortege, but it wasn’t that way at all. in putting together the crew we found we had 10 captains, by the loosest definition of the word. there were two wives, both boat-handy, and both capable of ignoring and order from any of the 10 captains. Also, there were three teenagers, who were cast in the unfortunate role of deck apes, and one very seasick cat.

We also carried the type of cargo that was discouraged during the years of prohibition. it was the type of cruise the deceased enjoyed hugely.

With 10 captains aboard, navigation was entirely by committee. there was a lengthy discussion about getting underway, some disagreement over courses, locations of shoals, and great confusion over setting sail.

Now a motor-sailor compares to a racing yacht as the waddle of a backyard duck compares to the full stride of a running ostrich. But headed down the bay we joined in with the fleet of the Florida ocean racing Association. Certainly we were outclassed. But if there ever was a wind suited to our hull and canvas, we had it, and our comfortable, broad-beamed boat delivered a performance even her owner had never seen before.

the 10 members of the navigating committee conducted a long seminar on the courses, trim, tactics, strategy of every boat around us --- all of it critical.

then we were joined by a school of seagoing clowns --- porpoises that raced along in our bow wave. the light overcast cleared and the sun we’ve been waiting for all through this long hard winter joined us at last.

on deck there was no maudlin talk of the deceased or the friendship we’d

lost. it was simply the joy of pushing a yacht to her limit. the only wake on the bay that day was the one that foamed from our stern.

A pool was formed to wager the time of our arrival under the Skyway Bridge. Naturally, the organizer of the pool was the winner. the prize came from our cargo.

A FEW Hundred yards past the bridge, the anchor was dropped, the ashes were scattered, and a small wreath cast upon the waters. the entire ceremony took less than 5 minutes. Each of us held his own service. then it was underway for home port.

this isn’t the type of burial i’d recommend for everyone. doubtless some would find it appalling. But for those of us who participated, it was a time when God was smiling.

WOMEN’S GASPARILLA REGATTA the first race was abandoned, as the breeze died after the start. After a short delay, we repositioned, and in two races, the Spinnaker boats raced twice around (2.4 n.m) and the Jib and Main boats and the Coached boats raced once around (1.2 n.m.). it was another day in paradise!

Fire & ice (Anne Cussins) finished first in both Spinnaker races, winning first place overall, followed by overdrive (dawn Narramore), with 2 second place finishes, and Apostrophe (Janet d’Arcy), with two third place finishes.

thunder (Bernice Siebuhr) finished first in both Jib & Main races, winning first place overall, followed by Joy ride (Susan Bishop/Shari Callahan), with 2 second place finishes, and Good News (Joyce Nodland), with two third place finishes.

the Gator Gals in Pure Magic (John Martini, coach) finished first in each of the two Coached races. Jabberwocky (Jeremiah, coach, with the Boca Ciega Sea Scout girls) finished in second place in race 2 and irish Mist (Ed Johnson, coach) finished second in race 3. Synchronicity (Andy tucker, coach) finished fourth in both races, winning the “anchor award.”

the club paid back $10,500 plus interest to club members from promissory notes that are held in reserved as we replenish the disaster recovery reserved funds.

the largest capital improvement this Watch was fixing dock pilings in the amount of $37,518.92. the funds came out of the reserved account. the next Watch will be working on ways to build this account back up and finish the repairs on the dock pilings.

the Board of directors approved the following movement of funds: $10,700 to go into the disaster recovery reserved account. this is in accordance with Bylaws – Article XV Squadron obligations to deposit a minimum of 10% of the regular revenues derived from the membership dues, initiation fees, wet and dry slip fees and railway fees.
