i'll help you there a bit. lets say you are a judge in a country that has it's own law. a bunch of people come to you and say that a man has committed a crime. you ask them what the crime is and it turns out that by your laws this isn't a crime. the people (that has citizenship in your country) then say that they know it's not a crime by the country's laws, but they believe it is a crime and want to punish the man anyway. would you punish an innocent man because some people believe he should be punished?
