Background of the Project

• Within the overall objectives of APEC– Achieve the liberalization of transport

services and enhance the safety and security of APEC transport systems to encourage economic development in the Asia-Pacific region


• 4th Transport Ministers’ Meeting in Bali, Indonesia, 27-29 July 2004– Recognized that transnational organized

crimes are increasingly posing threats to transport security.

– Prioritized the improvement of transport security and safety in the region, implement goals of the Leaders’ Statement on Counter-Terrorism



• Transport Ministers’ Meeting in Tokyo, Japan, in January 2006– Upheld the need to address rail and mass

transit security issues– Facilitate the sharing of best practices and

enhanced global cooperation in passenger land/rail transport security



Objectives of the Project• Evaluate existing public land/rail transport security

mitigation measures• Draw up and design a set of Terms of Reference

and Rules of Engagement• Establish an Advocacy Campaign to refocus the

culture of public land/rail transport commuters and enhance their vigilance and awareness on pro-active security programs against terrorism


Expected Outputs of the Study• 1. Conceptual Framework, Work Outline,

General Guidelines and Work and Financial Plan for:– Environmental scanning, SWOT Analysis and

identification of Public Land Transport Critical and Strategic Infrastructure and Services (PLT-CSIS)

– Dialogues, Consultations and Seminar Workshops with stakeholders to draw up TORs and REs in PLT-CSIS


Expected Outputs of the Study• 1. Conceptual Framework, Work Outline,

General Guidelines and Work and Financial Plan for:– Advocacy Campaign, including sloganeering and

communications planning, printing and distribution of materials on TORs and REs on PLT-CSIS

– Policy formulation on infrastructure and facility spatial requirements and Value Formation, Re-orientation and Re-tooling


Expected Outputs of the Study

• 2. Identification of the gaps of current land/rail transport security mitigation measures on existing PLT-CSIS in all APEC economies

• 3. Appropriate survey forms/ questionnaires and coordinative mechanisms and instruments for essential and relevant information exchange

– International Land Transport in the same way that the Protocols for Air Transport and Maritime Transport are for international transport?

– International in the sense that the best practices come from different countries.

– Objectives• Each Participating Economy shall have as its

primary objective the safety, security and protection of the whole land transport system, viz., passengers, crew, ground personnel, the general public, goods, vehicle, infrastructure and information.
