Since its inception, this Outlook series of CILTNA conferences has presented many talented speakers and panelists from North America and around the world. This year makes no exception! We are very enthusiastic about both our program and the quality and in-depth knowledge of our keynote speakers and panelists. Throughout this one-day event, we encourage you to exchange with panelists and other participants your views on the impact that economic trends and change in trade patterns already have had or will have on global supply chains. We are thankful to all of our participants for the time they devote to this event: keynote speakers, panelists, moderators, and you as a participant to contribute to the success of those conferences. Our CILTAN Chairman – Hon. David Coellenette

A member of the House of Commons for 21 years, Mr. Collenette served in the Cabinet led by three Prime Ministers, Pierre Trudeau, John Turner and the Hon. Jean Chretien for eleven years. He held a number of portfolios including Minister of State (Multiculturalism), Minister of National Defense, Minister of Veterans’ Affairs, Minister of Transport and Minister of Crown Corporations. As Minister of National Defense, Mr. Collenette oversaw the reorganization, restructuring and re-engineering of the department while the government confronted the severe financial deficit. As Minister of Transport, he oversaw the restructuring of the Canadian airline industry and authored a major policy document, Straight Ahead, which continues to chart the course for Canadian transportation policy.

However the most challenging period of his career was in overseeing Canada’s response to the terrorist attacks of September 11th, 2001, which resulted in the closing of Canada’s skies and the emergency landing of 226 wide-bodied jets at aiports principaly on the east coast. In the subsequent months he worked tirelessly with colleagues and his US counterpart Norman Minetta to redesign transportation security in North America. He is Chair of the Chartered Institute of Logistics and Transport (North America) and Vice-president, CILT International; Vice-President, Winston Churchill Society (Ottawa). He is a member of the advisory board of Parsons Brinkerhoff; the board of Harbourfront Corporation (Toronto) and the board of the Toronto East General Hospital Foundation. He had earlier served as Chancellor of the Royal Military College and as a member of the International Advisory Committee of Stanford University, California. Mr. Collenette holds a Bachelor of Arts (Honours) and Master of Arts in political science from York University, Toronto and is a Fellow of the Chartered Institute of Logistics and Transport.

Keynote Speaker -  Yuen  Pau  Woo,  President  &  CEO,  Asia  Pacific  Foundation  

Mr. Yuen Pau WOO is President and CEO of the Asia Pacific Foundation of Canada. He is a thought leader on contemporary Asian affairs and trans-Pacific relations. He has served on the Standing Committee of the Pacific Economic Cooperation Council, and as an advisor/consultant to the World Bank, APEC, the OECD, Asian Development Bank, the Shanghai WTO Affairs Consultation Centre, and the Canadian Ditchley Foundation. He is also on the Global Council of the Asia Society, a member of the Greater Vancouver Advisory Board for the Salvation Army, and a board member of the Public Policy Forum, the Vancouver Academy of Music, and the Mosaic Institute. Mr. Woo has previously worked for the Monetary Authority of Singapore and the Government of Singapore Investment Corporation. He is on the editorial board of Pacific Affairs. As one of Canada’s most respected analysts on Asia, Mr. Woo is frequently consulted by senior officials, business leaders, and civil society organizations.

Mr. Woo is a recipient of the Queen’s Diamond Jubilee Award, in recognition of his contribution to Canada-Asia relations.

Louis  Lévesque  Deputy  Minister,  Transport,  Infrastructure  and  Communities  

Louis Lévesque was appointed Deputy Minister of Transport, Infrastructure and Communities on November 12, 2012. Previously, Mr. Lévesque was Deputy Minister of International Trade from 2008 to 2012, and was named as Canada’s G-20 Sherpa by the Prime Minister on October 1, 2010. He was Deputy Minister of Intergovernmental Affairs in the Privy Council Office from 2006 to 2008. From 2004 to 2006, he served as Associate Deputy Minister with Finance Canada.

Mr. Lévesque began his career with Quebec’s civil service in 1983 as an economist, first with the Crop Insurance Board and then with the Ministry of Finance. In 1991, Mr. Lévesque joined Finance Canada, where he held such positions as Director General, Economic and Fiscal Policy Branch, and Director General, Tax Policy Branch. From March 2001 to October 2002, he was Deputy Secretary of Intergovernmental Operations at the Privy Council Office. In 2002, he returned to Finance Canada, where he served as Assistant Deputy Minister in the Federal-Provincial Relations and Social Policy Branch until 2004.

Mr. Lévesque was born in Québec City. He studied at Laval University, where he earned a bachelor’s degree in Mathematics and a master’s degree in Economics.

Sylvie  Vachon,  President  &  CEO,  Port  of  Montreal    

A graduate in Administration from the University of Sherbrooke, Sylvie Vachon has extensive experience in corporate management in the private, public and parapublic sectors alike. She has been president and CEO of the MPA since the end of July 2009.

After joining the Montreal Port Authority in 1990 as Chief, Human Resources, Sylvie Vachon successively held the positions of Director, Human Resources, of Vice-President, Human Resources, and then of Vice-President, Administration and Human Resources. Sylvie Vachon is Vice-Chair of the Board of Directors of the Association of Canadian Port Authorities (ACPA), Chair of the Board of Directors of the Logistics and Transportation Cluster of Greater Montreal, a Board member of Cascades and Montreal International, and a Governing Member of the Conseil Patronal de l'Environnement du Québec.

In 2009, she was named Emeritus Professional of the Year by the Ordre des conseillers en ressources humaines agrées, and in 2011, Ambassador of the Faculty of Business Administration by the University of Sherbrooke. In 2012, Sylvie Vachon received the Prix Orchidée from the East Montreal Chamber of Commerce (EMCC).

Gil  Rémillard,  Founding  Chairman,  International  Economic  Forum  of  the  Americas  

Mr. Rémillard holds degrees in philosophy and political science and a Ph.D in law, and has practised in the field of education, politics and private legal practice.

On December 2, 1985, Gil Remillard was elected to the National Assembly of Québec for the electoral district of Jean Talon (Québec City) and sworn in on December 12 as a minister under Robert Bourassa’s government. As Minister of Justice for more than five years, Mr. Rémillard presided over the reform of the Civil Code of Québec, implemented on January 1st of 1994.

Since 1994, Mr. Rémillard is a professor at the École nationale d'administration publique du Québec (ÉNAP), and counsel for the law firm Dentons Canada llp. Gil Rémillard is the president and founder of the International Economic Forum of the Americas (created in 1995). Each year, the Forum presents the Conference of Montreal (in June); the Toronto Global Forum (in October); and the Palm Beach Strategic Forum (in April). He is also president and publisher of the economic magazine FORCES. He has published several works and papers, of which Le fédéralisme canadien Tome I et II.

Doctor Honoris Causa of the Faculty of Law, Economics and Science of the Université d'Aix-Marseille, he was awarded, in 1994, the Médaille du Mérite du Barreau du Québec, and in 2001, he received the Order of Canada. In 2002, he was awarded the Queen’s Golden Jubilee Medal and in 2004, he received the Ordre national du Québec and was honoured Knight of l’Ordre de la Légion d’honneur by the President of the French Republic. In May 2007, he was awarded by the Barreau du Québec the honour of “Advocatus Emeritus” (Ad.E.). In May 2013, he was awarded the Queen’s Diamond Jubilee Medal.

Marc-André is a Partner with CPCS and heads the company’s North American Division. He has led transportation-sector management consulting assignments for public and private sector clients in North America, Asia, South America, the Middle East and Africa. He was the top MBA graduate from the Schulich School of Business (2004) and is on the Boards of the Canadian Transportation Research Forum and the Chartered Institute of Logistics and Transport in North America.

Robert  Gagné  

Robert Gagné is the Director of the Centre for Productivity and Prosperity and a Professor with HEC Montréal’s Institute of Applied Economics. He holds a Ph. D. in Economics from the Université de Montréal and was Co-chair of the Council of the Federation Advisory Panel on Fiscal Imbalance in 2005-2006 and was Chair of the Task Force on Tax Assistance for the Resource Regions and the New Economy in 2007-2008. In 2009-2010, he acted as Co-Chair of the Advisory committee on Quebec’s Public Finances.

 

 

Patricia  Mohr  

Patricia Mohr is Vice-President, Economics and Commodity Market Specialist at Scotiabank’s Executive Offices in Toronto. Patricia works closely with the Corporate and Investment Banking groups -- including the Mining team -- with International Banking and with Global Risk Management. Ms. Mohr developed the Scotiabank Commodity Price Index – the first Index designed to measure price trends for Canadian commodities in export markets. Patricia is a frequent speaker at international mining conferences. Ms. Mohr holds an Honours B.A. Degree and a Masters Degree in Economics from The University of British Columbia and originally comes from Vancouver.

Peter  Harrison  Peter Harrison is Associate Vice President and a Senior Consultant with CPCS. He has extensive experience in transportation sector market and economic analysis, and project management. He has led consulting assignments across North America. Peter holds a master’s degree in Economics and Economic History from the London School of Economics and Political Science in the United Kingdom. He is based in Toronto.

Mark FeDuke is a global logistics, regulatory affairs and trade facilitation professional with over 20 years’ experience mitigating supply chain risks in service of the global food processing industry. Mark holds an MSc in International Logistics and Supply Chain Management from Glamorgan University (Wales) as well as holding Certified Customs Specialist designations from both the Canadian Society of Customs Brokers and the National Customs Brokers and Forwarders Association of America. Mark is a Charter Member (CMILT) of CILTNA and as Director of Trade Compliance at VLM Foods Inc., Mark is part of a dynamic team of supply chain integrity zealots focused on food safety and brand protection.

Mathieu  Charbonneau    

Mathieu Charbonneau, B.Sc, MBA, started his career as a geography teacher at Collège de Maisonneveuve before joining the Association Québécoise du Transport et des Routes (AQTR) in 2004 as Technical Coordinator. In 2007, he became Director of TransForm, the AQTR Training Center, and then became Assistant General Manager of the Association in 2009. In December 2012, Mathieu Charbonneau was appointed Director General of the Montreal Logistics and Transportation Metropolitan Cluster, CargoM. In line with the economic development strategy of Greater Montreal, the mission of CargoM is to gather all stakeholders from the logistics and goods movement to work on shared goals and take concerted action to strengthen cohesion, boost competitiveness, growth and extend the influence of this sector.

Frédéric  Chevallier  

Native of Marseilles (France) Frédéric Chevallier settled in Quebec in 2004 and began working with Panalpina Montreal in the regional office of maritime operations. From 2006 to 2009 he was responsible for business development and then became sales manager for Quebec. Since December 2011, he is Regional Director, Vice President of Panalpina in Quebec and the Maritimes. Passionate by Logistics and international trade, this position allows him to develop and implement innovative solutions to its customers. In 2012 he joined the board of Directors of Cargo Montreal where he became co-chairman of the working group – Communication and Outreach. He is also professor of Import / Export for Burlington's Champlain College at the Montréal campus. He holds a Masters degree in International Transportation and Logistics from the Institute of International Transport and Logistics Lyon and a Masters in Business Administration (MBA) from HEC Montreal.  

Ian  Hamilton  

Ian Hamilton is responsible for the Hamilton Port Authority’s commercial strategy, and oversees management of the port’s $500M real estate portfolio. In recent years, the Port of Hamilton has attracted more than $80M in new business development and $200M in external investment, making it one of the most successful ports in Canada. Hamilton Biz Magazine recently named Ian one of the region’s top ‘game changers’, as the driving force behind the reinvention of Canada’s largest Great Lakes port. With over 20 years of experience in international transportation and logistics in Europe and North America, Ian has held ownership positions in firms in Canada and the UK, and progressively senior positions in the liner shipping industry, including Transatlantic Trade Director (Europe) for CP Ships and Business Development Manager for Hapag-Lloyd. Ian holds an MBA from Aston University (UK) and a BSc in business administration and economics from the College of Charleston, SC, and is a Charter Member of the Institute of Logistics and Transport North America. He serves on the Boards of the Southern Ontario Gateway Council and Mission to Seafarers (Hamilton).

Panel: Outlook on Freight Transport (2:00 pm) Moderator:  Don  McKnight  

Don is President of DAMF Consultants Inc., specializing in transportation and logistics management. He is considered a specialist in the transportation industry having worked almost exclusively with this industry for over forty years, twenty-three of these with KPMG where he rose to Principal in KPMG’s National Transportation Practice. He previously worked for Canadian Pacific Railway and Canadian Pacific Consulting Services. A Certified Management Consultant (CMC), he is a graduate of Carleton University (B.Sc.), and McGill University (M.B.A.). He is a Fellow (FCILT) of CILTNA.

Jean-Robert Lessard

Jean-Robert started out his transportation career working as Project Manager from 1974 to 1980 for the Brazeau Transport Group in the James Bay Hydro Project, Supply & Distribution. He then transferred to Vancouver, B.C. to act as a General Manager for the Cross Canada Carriers Corporation from 1980 to 1984. He joined Groupe Robert in September 1984 as VP, Operations, and was promoted to VP, Sales & Marketing, in 1989. From 2004 to 2012, he was VP, Marketing & Public Relations, and he now is the VP, Public Relations and Government Affairs. He has been a guest speaker or panelist for various logistics or supply chain conferences across Canada.

Bruce Hodgson

Bruce Hodgson is the Director of Market Development for the St. Lawrence Seaway Management Corporation. In this position, he is responsible for initiatives to attract more traffic, including both traditional and new cargoes, into the Great Lakes / Seaway system and positioning Hwy H2O as a key component of the North American intermodal transportation system. Having worked for a variety of organizations, such as Norasia Container Line Canada Ltd., Wheels Pacific Freights Systems Inc., Westwood Shipping Lines and International Sea-Land Shipping Service Ltd, Mr. Hodgson has a wide knowledge of inter-modal shipping, both nationally and internationally.

Fiona Murray

Fiona Murray was appointed Vice-President, Corporate Marketing in May 2012, based in Montreal. Her responsibilities include overseeing corporate marketing, planning, e-business innovations, and strategic account activities. She also leads the regional sales groups that focus on the growth of customers. Ms. Murray holds a Bachelor of Arts degree and Master of Library and Information Science degree from McGill University, in Montreal. She is a Board member of Montreal's Ecomuseum and is on the Board of Trustees for the Paper Technology Foundation of Western Michigan University.

Panel: Rotterdam Rules: Status Update (3:30 pm) Moderator: Eric Harvey

Eric Harvey is legal counsel with CN and handles regulatory matters. Prior to joining CN, Eric worked at Transport Canada and the Canadian Transportation Agency. When at Transport Canada, Eric led the Canadian delegation in the negotiations of the Rail Protocol to the Convention on International Interest in Mobile Equipment (international rail registry). He holds a LL.L. (Ottawa) and a LL.M. (King's College and London School of Economics). He has lectured on the law of the European Union at the law faculty of the University of Ottawa from 1998 to 2006.

Tracy Chatman

A graduate of Memorial University of Newfoundland and Labrador, Tracy started her career as a policy advisor with Transport Canada’s International Marine Policy Directorate. She served on the delegation to the UNICTRAL, working for 6 years on the development of the Rotterdam Rules, occasionally sitting as the Head of Delegation. She was also active on the Canadian delegation to the IMO’s Legal Committee and OECD’s Maritime Transport Committee. She’s currently serves as Senior Policy Advisor for the Department of Fisheries and Oceans International Affairs Directorate and is actively involved in issues such as flag state control and port state measures with respect to fishing vessels.

David Colfort

David has been a partner of Brisset Bishop, a maritime law firm in Montreal, since 1985. He is the Regional Vice-President of the Canadian Maritime Law Association and the Chair of its Carriage of Goods Committee. He advises ship owners and operators, freight forwarders and their P& Clubs and has pleaded many cases on carrier issues before the provincial and federal courts and before the Supreme Court of Canada. He is also a lecturer on International Carriage of Goods by Sea at McGill’s law faculty.

Michael Wills Michael Wills is President & CEO of Ironshore Canada Ltd, a specialty insurance company with headquarters in Bermuda. Mike has spent 29 years in the insurance business, and has extensive experience in the transportation and logistics sector. He is Past President of the Canadian Board of Marine Underwriters, a Fellow Chartered Insurance Professional, and current Chair, Academic Council of the Insurance Institute of Canada. Mike is a regular author and lecturer of various topics of risk management and insurance.
