Market Outlook

The demand for construction services and asphaltpavement materials continues to increase. Theeconomic forecast released by the Colorado LegislativeCouncil calls for non-residential construction spending

to increase 5.8% in 2019 (increased 4.5% in 2017,6.3% in 2018). This increase is from a number ofmarket sectors including commercial development, oiland gas development, and governmental investment instreets, roads, highways, and airports.Overall construction spending – increase by 6%.

Total Asphalt Mixture Production – United States

From 2017 to 2018, the estimated total amount of asphalt mixture produced in the United States increased

from 379.4 million tons to 389.3 million tons.

Compared to the 2017 construction season, asphalt mixture tonnage produced for the DOT sector in 2018

saw a decrease of 2.9 percent; however, mixture production for the Commercial & Residential sector

increased by 2.4 percent, and the Other Agency sector grew significantly (12.8 percent) from 2017 to 2018.

“I would hope that we could have [an infrastructure] package through the House in six months, before we get into the silliness of the presidential election year,” DeFazio said.

Rep. Peter A. DeFazio (D-Oregon); Chairman –House Transportation Committee

“In my one meeting with President Trump,” DeFazio said, “he talked about a substantial increase in the user fees — the gas tax. The president is going to have to be fully on board if we’re going to move [a gas tax increase] in the senate.”

Ultimately, DeFazio said, transportation costs should be funded through a system that taxes vehicles for the number of miles they travel.

United States Economy – 2020 Forecast:

• Gross domestic product (GDP) is estimated to have grown 2.3% in 2019 – down from 2.9% in 2018, up

from 2.2% in 2017 and 1.6% in 2016. US GDP is expected to be positive and grow in 2020, but at a lower

rate (1.8% in 2020) as compared to 2.3% in 2019.

• Employment growth was especially strong in 2019. The unemployment rate stated steady at 3.7%.

• Consumer prices rose $1.8% in 2019, as compared to 2.4% in 2018.

• Employment costs rose 2.8%, as compared to 2.9% in 2018.

• Consumer spending on goods and services grew at an estimated 2.7% in 2019, the same as in 2018 – 2.7%.

• The pace of business fixed investment spending declined in 2019 to 2.3% as compared to 6.4% in 2018.

• Government spending grew in 2019 by an estimated 2.3%, as compared to 1.7% in 2018 and the highest

value in 10 years.

• Personal income in Q3 2019 was up 4.6% compared to a year earlier.

BOTTOM LINE: US ECONOMY is STRONG – but growth is slowing.

COLORADO BUSINESS ECONOMIC OUTLOOK 2020

Colorado:

• Colorado continues to outperform most states

economically, real GDP 3.6% in 2017 and 3.5% in

2018.

• Colorado is tied for 6th nationally for GDP

growth.

• Personal income grew 5.6% in Q2 of 2018.

• Wage growth overall accelerated in 2018, with

the state recording 3.1% growth in average

annual pay for the four quarters ending in Q1.

• Prices were up 3.2% in the first half of 2018.

• The state is on track to add 52,900 workers in

2019.

Colorado:

• Colorado’s July 2018 population was estimated

at 5,694,311, an increase of 77,744 from the

previous year.

• The increase was comprised of 63,780 births,

minus 38,219 deaths, and net migration of

52,183.

• The state’s increase of 1.4% was twice that of

the nation and was the seventh-highest growth

rate.

The Colorado economy continues to outpace the nation and remains among the top states for economic activity.

Improvement persists across most industries. Contributions to economic growth in the state remain broad-based across most industries, with information, mining, retail, and health care and social assistance sectors posting the largest contributions to the increase in Colorado’s GDP in the second quarter of 2019.

Summary Economic activity is expected to continue to expand in the U.S. and Colorado in 2020 and 2021, albeit at a slower pace as labor markets continue to tighten. Ongoing job gains, rising wages, and moderate consumer spending continue to sustain the economic expansion. Business activity remains elevated.

Labor market indicators for both the U.S. and Colorado remain strong with unemployment rates near historic lows.

The Colorado unemployment rate is expected to average 3.1 percent in 2019 and 3.3 percent in 2020.

Wage contributions are sustaining growth in household income. Growth in state personal income slowed modestly from 7.1 percent in 2018 to 6.3 percent in the first half of 2019.

The number of single-family permits issued in Colorado in 2019 will be 25,000, representing a decline of 2.4% from 2018. A return to modest growth in 2020 will result in another 26,800 single family permits a 5% increase.

Multifamily construction is expected to increase slightly in 2020. The committee forecasts 13,500 multifamily units will be permitted in 2020, a 3% increase over 2019.

Nonresidential construction (ie. commercial - remodeled offices, medical, schools, churches, retail, etc.) starts in 2019 are forecast to end the year at $4.7 billion, down from $8 billion in 2018. Nonresidential construction starts will rise in 2020, to $6.4 billion.

Nonbuilding construction (roads, bridges, drainage, water, mass transit, etc.) is projected at $2.8 B in 2020. This is flat from the $2.8 B forecasted in 2019.

Commission Approves SB 267 Project List - $1.5B in Highway Projects List includes 38 Rural Asphalt Paving Projects that total 567 paving miles The list has both a Capital Project component and a Rural Paving Program component, for each Region, with the exception of no

Rural Paving Projects in Region 1. Of the 72 projects, 41 are part of a $336 M Rural Paving Program. This represents 22% of the total

COLORADO CONSTRUCTION INDUSTRY OUTLOOK – 2020 Industry Comments

Asphalt Producer: “ The outlook for 202 looks good for commercial and local agency work. CDOT is a completely different story, especially in the Denver metro area”

Bonding: “Folks are busy and there seems to be a good flow of public and private bidding opportunities. I don’t exactly knowwhere we landed on our forecast for 2020, but I believe we are looking at 8%-10%+ again.

Equipment Supplier: “2019 finished very strong – both rental and purchase. Every indication is 2020 will be another good year. ” Equipment Supplier: “Business is good. 2019 .”

Emulsion Supplier: “If we have a normal spring weather wise, 2020 should be equal to better than 2019.”

Consulting Engineer (Geotechnical/Construction/Materials): “The CDOT Go Sheet has several big projects, we are projecting 2020 to be slightly above 2019.”

Stabilization/In-Place Recycling:This year will be trending upwards for construction in Colorado. In addition to our usual work along the Front Range,

we have seen new interest in from others locally and regionally.

Traffic Control: 2019 will be steady in comparison to ’18. We are optimistic for growth on the barricade side working with building contractors.”

Paving Contractor: “2019 was one of the best years we have had as a small contractor. we started with a good back log of projects. 2020 looks even better. We have more back log than any other year in our business and are seeing the number of potential projects continuing to grow”

Paving Contractor: (Denver area) On the residential side, no indication of any slow down. Plans for future work and backlog isstrong. Hopefully, we can avoid the weather issues of 2019. In 2019 when we did get started, so did everyone else and we were held back by finding enough trucks and delays to get loaded at the plant.”

And part of doing that is to try and maximize what we spend on actual construction. To help us achieve that goal, we are challenging our team to limit the amount that’s spent on costs associated with project design and construction engineering. We recently released some data - many of our contractors and legislators have reviewed it – which shows that these expenses could in some cases be in excess of 30% of project costs. We think that’s too high, and so, if the projects on our list our approved, we plan to track these expenses closely and set a target that they be capped at 20 percent of costs for a major project and 15 percent for simpler resurfacing projects — again with the goal of maximizing dollars that go directly to fixing roads.

Barnard Construction Company, Inc. has been selected as

the GC for the new Chimney Hollow Dam Project located in Larimer County. Chimney Hollow

Dam will be a rockfill structure with a hydraulic asphaltic concrete (HAC) core approximately 350 feet tall. The main dam will contain approximately 12 million cubic yards of rockfill and 75,000 cubic yards of asphaltic concrete. Onsite construction is scheduled to start May 4, 2020, and is expected to last four years. The construction cost is being contracted at $485.4 million. www.northernwater.org

How Can You Maximize Your Limited Street/Road Improvement Funds?

Get the Work Out Early! The single most effective way to maximize the limited road improvement funds is to advertise and bid projects as early as possible.

Utilize Recycled Asphalt Pavement (RAP): Increasing the amount of RAP used is considered one of the effective ways to reduce the cost of asphalt materials. Most agencies currently specify 20% - 25% RAP on all lifts (including top lift).

Uniformity and Consistency in Material Requirements: Minor variations in material requirements from agency to agency can lead to increased costs without increased value. The most common asphalt material specifications in Colorado are for SX 75 gyrations, PG 64-22 or 58-28, 20% RAP.

Maximize Work Hours & Project Schedule: Shorter work hours and restrictive traffic handling requirements result in lower production, longer projects, and increased costs.

Accurate Engineer’s Estimate: Additional costs are incurred by both the contractor and the agency when projects must be re-bid. Understand what factors should be considered as the engineer’s estimate is established.
