Developing TEN-T network by providing better connections between transport corridors and better access to ports;

Creating more favourable conditions for the development of international freight traffic and helping improve Estonia's competitiveness;

The objectives of the Estonian national transport policy:

Transport Development Plan foresees integrated approach for transport networks and enforcement of intermodality;

Our aim is to take advantage of the strengths of every mode and to create synergy between modes thus creating a flexible system for all kind of economic needs.

Motorways of the Baltic Sea – approach: Focus on infrastructure and facilities; Improved accessibility and cohesion is of high importance; Horizontal Projects of Wider Benefit:

– Winter navigation / Icebreaking;

– Quality assurance of the main fairways;

– Information systems (one-stop-shop/single window); Corridors-specific projects (port to port); Industry/Administration partnership.

Motorways of the Baltic Sea – What is achieved so far?

A Master Plan Study project is currently under implementation 2005-2007 (non-MIP 2005);

An ”Information Motorways project” has been approved (non-MIP 2006);

Finnish-German Call for MoS proposals (February - March 2006);

Joint Baltic Call for MoS proposals (September 2006 – January 2007).

Master Plan Study project – Baltic Maritime Outlook:

Report on current and forecasted (2020) maritime goods flows in the Baltic Sea region;

Targets both intra-regional and extra-regional trade and maritime transport;

Describes transport system, supply of maritime transport services, development trends in logistics etc. in the Baltic Sea area.

Master Plan Study project - Baltic Sea Winter Motorways: Baltic Sea Icebreaking Web (www.baltice.org) - “single window”

for accurate and up-to-date icebreaking and winter traffic information to vessels, shipping companies etc;

Instruction DVD to inexperienced ice navigators - Describes how low-temperatures affect the ship and how to handle the vessel in sea ice and during icebreaker assistance

Master Plan Study project - Safe major routes:

Existing hydrographical data is not sufficient;

Re-survey scheme of main routes developed and approved by BSHC;

Speed-up of quality assurance will enhance maritime safety Reliable surveyed extended areas allow safe icebreaking.

Conclusion: The Baltic Sea MoS Task Force is a platform for further

cooperation and development of the MoS concept in the Baltic Sea;

The Master Plan project provides valuable input to corridor-specific projects (Joint call for MoS proposals in the Baltic Sea);

MoS supports further cooperation and development of projects in areas of wider benefit;

A joint Baltic approach is required in order to have a coherent implementation of MoS in the Baltic.

Sea Motorway corridors as a part of the broader multimodal transport chain have obvious need for the better utilisation of port infrastructure and good hinterland connections in the single market area - but quite often the bottlenecks related with the border-crossing with the EU neighbouring countries are becoming a serious obstacle to the long distance cargo flow.

Investments to East-West/West East railway connection:

Reconstruction of Tallinn – Tapa II track ( 2009-2010);

Construction of new railway border station at South-East of Estonia (2008-2010, ca 66 MEUR);

Construction of Tallinn railway bypass.

Icebreaking Development Programme for 2006-2013 Acquisition of two new multi-purpose ships (first and

second ships) for the Gulf of Finland region; 2010-2013 – deciding the acquisition of one icebreaker for

the Gulf of Finland (third ship) and one icebreaker for the Gulf of Pärnu (fourth ship) and building these in case of a necessity;

International cooperation with Finland and Sweden (IBNet and etc.).
