Our online friends at Wikipedia define Sustainability as “the capacity toendure”.ThislastyearforCootharingahasbeenaperiodofconsolidationafter several years of solid growth. Our strategic directions for the last three yearshavebeensuccessfullyimplemented,andwenowhaveasolidbasefromwhichtomoveinthecomingyears.

Overthis lastyear,considerableefforthasbeenmadetoensurewehaveenhancedstaffingarrangementswhichwillmeettheneedsofthepeoplewe assist. We have also spent considerable time and effort during the last year in creating a positive culture within our workforce. Through enhancedmorale,aswellasadditionaltrainingforstaff inall levels intheorganisation,wearenowrecognisedbymanyas“anemployerofchoice”inthe area of disability support.

Duringtheyear,wehaveenhancedourservicedeliverytochildrenwithadisability,andwehavecommencednewservicesforyoungadultswithadisabilitywhoareleavingschool.Inadditiontothesenewservices,wehavehadseveralindividualsandfamilieschoosetomovetheirservicesfromotherorganisationsacrosstousatCootharinga.Withtheimpendingintroductionof theNationalDisability InsuranceScheme (NDIS),wearealready laying thegroundworkforasustainablefuture. Inthenearfuturefamilieswillbeable to choosewhere theywish to spend their funding.We are alreadypositioningourselvestobetheprimarychoiceforindividualsandfamilies acrossNorthQueensland.Itismostpleasingtoseeindividualsandfamiliesare now selecting us for their services.

Cootharinga has been an active and generous participant in networks right acrossAustralia.Wehavebeenexaminingourpartnershipswithaviewtoensuring sustainability for ourselves and those partnerships in the new world thatwillariseundertheNDIS.

During the year, we have made significant advances in the number oforganisations and businesses that choose to support Cootharinga. As well as increasing the number of supporters,we have increased the range ofconnections and depth of our relationships with these businesses. This enhanced support helps to build a sustainable future for Cootharinga.

With thepotential introductionof theNDIS,we are fully expecting therewillbedramatic changes to theway inwhich funding ismade availabletoprovidedisabilitysupport.Wearealreadyadjustingouraccountingandmanagement systems to accommodate personal choice, individualised

funding,andasignificantincreaseinfeeforservicework.Fororganisationstosucceedandthriveincomingyears,itwillbeessentialthatorganisationscanadequately respondto thesenewarrangements.During this lastyear,Cootharinga hasmade substantial progress in accommodating individualchoiceandfundingcontrolledby individualsandfamilies.ThisallbodeswellforastrongfutureforCootharingaundertheNDIS.

During theyear,Cootharingahasnegotiated for funding for someexcitingnew accommodation projects that will be undertaken at North Shore,near Townsville. Thisnewaccommodationwillbe “smarter”,greenerandfully accessible for people with different levels of abilities. These exciting projectsaddtoourfuturesustainabilitythroughbroadeningtheinvestmentbaseoftheorganisation,namelythroughtheadditionofseveralresidentialhousinginvestments.

AsBoardPresidentandCEO,wearecertainlyproudoftheachievementsofallofthestaffandvolunteers,includingourwonderful,volunteerDirectorsofour Board. The successes of Cootharinga can only be achieved through the combinedeffortofallofthesepeople,alongsidethosewesupport,theirfamiliesandthecommunitieswherewework.Weheartilycongratulatealloftheindividualsandbusinesseswhosupportourimportantwork.Andfinally,wewouldalsoliketothankourever-helpfulcolleaguesinthe(Queensland)DepartmentofCommunities,DisabilityServices,aswellasourcolleaguesintheAustralianGovernment.

On30March2007,AustraliasignedtheUnitedNationsConventionontheRightsofPersonsWithDisabilities.Thisisthefirstcomprehensivehumanrightstreatyofthe21stcentury.TheConventionfollows decades of work by the United Nations to change attitudes and approaches to persons with disabilities. The Convention clarifies and qualifies how all categories of rights apply topeoplewithdisabilitiesandidentifiesareaswhereadaptationshavetobemadeforpeoplewithdisabilitiestoeffectivelyexercisetheirrightsandareaswheretheirrightshavebeenviolated,andwhereprotectionofrightsmustbereinforced.

Cootharinga’sCommunityLivingservicecontinuetosupporttheConvention’sintentionofupholdingtherightofallpersonswithdisabilitiestoliveinthecommunity,withchoicesequaltoothers,andshalltakeeffectiveandappropriatemeasurestofacilitatefullenjoymentbypeoplewithdisabilitiesofthisrightandtheirfullinclusionandparticipationinthecommunity.

Cootharinga supports 82 people living in the community across Townsville, Mareeba, Cairns,Mackay, and Proserpine. 61 people are supported in shared living arrangementswith 24 hoursupportand21peoplereceivedropinsupportsintheirownhome.Eachpersonisassistedtodevelop their own lifestyle plan each year that outlines their personal and life goals and aspirations. Thisplanthenhelpsustodeliverservicesthatwillenableandempowerpeopletoachievetheirown goals.

Thesupportsdeliveredtoeachpersonareuniqueandbasedaroundtheirpersonalneedsandlifegoals. The support we provide can include:

• assistancefindingajob

• assistancewithstudyatTAFE,universityoracollege

• supporttoaccessthecommunityandbecomeinvolvedinlocaleventsandorganisations

• assistancewithpersonalcareormedication

• supporttobuildindependencewithcooking,cleaningandotherdomesticresponsibilities

• supporttocreateahome

• supporttobuildandmaintainfriendshipsandrelationships

Inordertotrulyachievesocialinclusion,Cootharingadelivertailoredsupportstoeachpersonweassisttonotonlyaccessandparticipateinthecommunity,butmoreimportantlytoconnectwiththecommunityinmeaningfulways.

Each and every one of us has a range of interests that we develop over a lifetime and fosterthroughobservingfriendsandfamily,andwedevelopthroughsocialactivitiesandevents.Cootharinga provides personalised support to allow each person to identify their passions and interests,andthenworkswiththemtodevelopthispassionintowaysthatwillhelpthemengagewiththeircommunity.

Through this targeted support everyone that we support has explored new or additional interests insports,thearts,furthereducationandothershavebeenextendingtheirdevelopmenttotakeuppaidemploymentorvolunteeringopportunities.Theoptionsforpeoplewesupportarelimitedonlybytheirimaginationandwillingnesstokeeptryingnewthings!

Overthelasttwelvemonths,theCommunityLivingservicehasbeenreviewingthewaywemanageanddeliverourservicesinordertolayfoundationsforthenewworldwithaNationalDisabilityInsuranceSchemetoensureweremainflexibleandresponsive.WehaverecruitednewManagerstotheteamandhavealsoexpandedourmanagementstructuretoincludeAssistantManagersinCairns and Mackay allowing us to effectively respond to significant growth in those regions.

Wehavealsohadanincreaseintheindividualsseekingsupportintheirownhomeeitherthroughfee-for-serviceorindividualgovernmentgrants.WebelievethisisindicativeofthestyleofgrowthwemayexperienceoverthecomingyearsastheNDISrollsoutacrossAustralia.

In order to support this growthwe have expandedour SupportWorker base significantly.Wenowemploy116FullTimeandPartTimestaffandanother64CasualstaffworkingacrossNorthQueenslandinourCommunityLivingservice.

All rosters continue tobe reviewed toensure thatwearemeeting the requestsofpeoplewesupport,whilstremainingflexibleandresponsivetochangingneeds.Thishasmeantthatourstaffarebeingtrainedinmoreareassowecanbroadentheirexperienceandskillset.Thisisincrediblyimportant aswe take on the supports for new individuals and improveour ability to respondpromptlytoindividualrequests.

Propertyimprovementandrenovationhasalsobeenhighonouragenda.Overthelastfewyearswehavedevelopednewpropertieswhichareinnovative,modernandaccessible.Wewerealsoawarded$840,450fromtheFederalGovernmenton4Marchthisyear.ThiswastheresultofoursubmissionforfundsundertheSupportedAccommodationInnovationFund. IntheyearaheadwewillbeworkingwithpeoplewesupportandfamiliestobuildnewhomesintheNorthShoreprecinct.Thesepropertyprojectswillsetnewbenchmarksforprovidingaccessibleandinnovativehousing for people with disability in North Queensland.

We have also seen continued improvements across many of the shared living homes. Someimprovements have included bathroom renovations, garden makeovers and the installation ofshade sails to add livable outdoor areas to help people we support cope with the harsh North Queenslandheatwhilst enjoying theirbackyards.Wehave hadgreat support frompeopleweassist,familiesandcommunitybusinessintheseprojectsbutourworkisnotdoneyet.Theyearaheadwillhopefullyseefurthergreatoutcomesinthisarea.

Karen’srelocationtoCairnsinJanuary2012wasawelcomedmoveforherandherfamily;parents,DiandPeter,andsiblings,MareeandPeter,whoresideinMareebaapproximately40minutesfromCairns.

Karen has been supported by Cootharinga since May 1990 at one of our community livinghouses inTownsville.Thisalways felta longdistanceforKaren’sfamilytotravelandvisitswerenotasoftenaseveryonewouldhave liked.

When the opportunity arose for Karen to relocate to Cairns everyonejumped at the idea. Di and Peter drove Karen from Townsville to hernewhomeat Little Street andeveryone felt shewould settle in easily.

KarenhasquicklydevelopedgoodrelationswithShaniandMicheal,herhousematesandfoundherbearingsinCairns,hernewhometown.

Karenandherfamilynowgettogetherregularly.KarenvisitsherfamilyinMareebaandher familydrop inatKaren’s, theyalsooftengetoutandabout together,meetingupfor lunchorwalksatTheLakesandvisitingextendedfamily inCairns.DiandPeteraredelightedwiththesituationandfeelKarenisbrighterandhappiersincethemove.

All involved feel it has been a success story at bringing family closertogetherinasituationwhere,attimes,people’saddresscanbedictatedby support options.

Foranyparentorguardianthedecisionforyourlovedonestomoveintoresidentialcareisonethatcannotbemadeeasily.ForMargaretJarvis,whohasopenedherdoorstoover184youngpeopleovertheyears,sheiswellusedtopeoplecomingandgoing.

However having Micheal in her care for 20 years and Shanifor16madethedecisionmoreoverwhelming.Margaret’s concern was that if something wouldhappen to her who would care for Micheal and Shani. Itwasanextremelyhardchoice forMargaretbutonethatshehasnoregretsaboutmaking.

Margaretexplainsthedecisionwasmadealoteasierwith the help and support of Cootharinga. In the beginning itwas extremely overwhelming and tooktimeforhertoadapttothechangesthatwouldoccurin her own life. Once the wheels were in motion,Margaret started explaining to Micheal and Shani

about themove to prepare them for the new andexcitingexperienceofmovingoutofhome.Support workers visited Micheal and Shani before moving,so that stepping stones could be formed andrelationships created.

Initially itwasverytoughforMargaretto leavethembehindbutastimewentonandtheysettledintotheirnew homeMargaret knew she had made the rightchoice.Margaret’sonebitofadviceis‘tostickitout’.

Micheal and Shani now enjoy their new homewith housemate Karen and are developing newrelationships with other people we assist. These relationships and those developed with Cootharinga support staff, has seen Shani andMicheal developpositive personal relations other than with Margaret andset them ingoodsteadforwhatever the futuremaybring.

RESPITE & CARER SUPPORTCootharinga Respite and Carer Support Services can ensure you have peaceofmindknowingthatyourlovedoneisinsafehands.Oursupportworkers are friendly, respectful and appropriately skilled toprovide ashortbreaktoyoufromyourcaringrole.Werecogniseit’softenthelittlethingsthatmakeabigdifference.

Our respite service provides help in your home, at the Activity andRespiteCentreorinthecommunity.Respitecanbeplannedorhappeninresponsetoacrisisoranemergencysituation.Itcanbedeliveredataregulartimeeachweekorarrangedonlyasrequired.Respitecanlastafewhours,overnightorforseveraldays.

RespiteandCarersupportcanassistwithindependentlivingskills,accessto community activities and interests, personal care, household tasks,recreational or sporting activities. Our focus is the person we support andassistingthemtoachievetheirneeds,wantsanddesires.

Respite and Carer Support provides five types of respite services:

• FlexibleRespiteintheTownsvilleregion

• “AtRisk”respitethroughoutFarNorthQueensland

• OlderCarers Initiative, respite foroldercarerswithinTownsvilleandMackay region

• CentrebasedrespiteattheActivityandRespiteCentre

• STARS–Skills,Training,Activities,RecreationandSurprisesforschoolleavers

Flexible RespiteFlexible Respite has supported 27 families this year in their homes orwithin the community to assist with the development of increasingskills,abilitiesandbuildingrelationships.Thefocusisonmaximisingthepotential of a person to achieve their goals and aspirations.

At Risk RespiteThe‘AtRisk’serviceprovidedfundingfor16peoplerequiringassistanceduetoemergencysituationsthroughouttheyear.Supportwasprovidedto families for an unplanned or emergency situation when a familymember/carerrequiresimmediatesupport.

Hi my name is Fiona; some of you may recogniseme from Hungry Jacks if you’ve called in to buy a burgerlately.I’mtheveryattractive,shy,singleonewiththecutesmile.

I live with two other housemates in a house in theCommunity.Ibasicallyrunmyownhouseandtellstaffwhattodo,(Ihopetheydon’treadthis).IgetassistancefromstaffforthestuffIstillhavetolearn,butIchoosewhat to do and when to do it.

I am so excited, soon Iwill bemoving intomyownhomewithoneotherhousemate. I get tochoosemyown colors and paint and everything like the colour of the roof and thewalls. I’mgunnagetmy family tohelpmepaint thewallswith aboriginal art, it’s goingto lookawesome.Today Iwentandcheckedout theblockoflandthatmynewhomeisgoingtobebuilton,the neighbourhood looks great and there is lots of bush

andtrees,soIamhopingtheremightbesomewildlifeon the land. I love taking photos so this will be a great opportunityformetopracticemyskills.

TEAMWORKThelasttwelvemonthshasseena largechangeinstaffat theARC,withonlyonepermanentstaffmember remaining from theoriginal team. Even through staff shortagesdue to illness, leave andresignation, the teamhasconsistentlybanded together tocontinue toprovide thebestpossibleservicetothepeoplewesupport.Additionally,theteamhashelditselftogetherwithgoodhumorandfunandmanycommentshavebeenmadeaboutthepositiveandupliftingatmosphereofthecentre,whichIfirmlybelieveisaresultoftheteam’shardworkandexuberance.

FUNDRAISINGThe Activity and Respite Centre has been very fortunate in the last twelve months with variousopportunitiestoraisemoneyforsupplies,renovationsandequipmentetc.Fundraisingresultsinclude;

Overthelastyeartheinitiativehasofferedsupportto12familiesinTownsville. Support is twofold: The provision of respite services to oldercarers;andassistingoldercarerstoplanandprepareforthetimewhentheycannolongercontinueinthecaringrole.

Respitecanstrengthentheabilityoffamiliestocarefortheirfamilymemberwithadisability.

Respitecanbeofferedinmanydifferentways:

• Inhomesupportwhichenablesfamiliestostaytogetherlonger.Support Staff assist with personal care and/or life skills.

• Centre based respite which enables the carer to take a welldeserved break. Centre based respite provides opportunity to meetnewpeople,makefriends,andlearnlifeskills.

• In theeventofanemergency.Thecapacityofoldercarerscandiminishovertimeasaresultoffailinghealthandreducedenergy.

• Community access which enables their family member to beinvolved in social and recreational activities.

Overthepastyearagroupofmen,whocallthemselvesthe‘A.Team’,have attended the Cowboy’s home games. Sharing in the fun ofgoing to the footy games has provided themenwith the socialrole of Cowboy’s Supporter and close friendships have formed.Themenwould like tomove in to a supportedaccommodationservice together.

TOWNSVILLE

OLDER CARERS INITIATIVE

MACKAYShirley Kenny joined the Older Carer Initiative in September2009.Shewasbeingcaredforbyheroldersister Bev whose goal was to see Shirley settled in supported accommodationwhile shewas still able toassistwiththetransition.InSeptember2011,Shirleywasable to move into a house at Beaconsfield which shenow shares with her housemates Rebecca and Danielwho are also supported by Cootharinga staff. Shirley enjoysparticipating inhouseholdchores, fromassistingwith grocery shopping to helping with the housework and cooking. She takespride in keeping her bedroomtidy and has a wonderful collection of handbags and jewellery. In her leisure time Shirley likes to go to themovies, shopping , out for lunch or morning tea andregularvisitstohersister,Bev.Tokeepfitshelikestogofor walks and also attends water aerobics once a week. Shirley is very excited and looking forward to a holiday in Townsville which Cootharinga staff are assisting her to plan with her friend Karen.

The Rehabilitation& Technology Service (RTS) is a unique service at Cootharinga and for far northQld.After 20 yearsofoperationtheserviceisstillprovidingmodifications,maintenanceandrepairstoawiderangeofmobilityaidssuchaspowerwheelchairs,manualwheelchairs,walkers, communicationdevicesor anyotherequipment thathasbeen identifiedbyareferringtherapistorclient/family.

Oneofthestand-outachievementsforRTSthisyearhasbeenourinvolvementwithprovidingmobilityforayoungindigenousmanfromafarnorthAboriginalcommunity.RTSwascontactedinlate2011byaCairnsBaseHospitalOccupationalTherapist,requestingourservicetoprovideawheelchairandmodificationsfortheyoungmanlivingwithseveredisabilities.Thisyoungmanhasspentthepast3yearswithoutanappropriatewheelchairorseating,whichultimatelyconfinedhimtobed.Thishashadamajorflowoneffect,restrictinghisqualityoflife.Thistookawayhisabilitytoaccesshiscommunity,servicesandsimplepleasureslikeeating,ashewasreducedtobeingpegfed.RTScoordinatedwiththeCairnsBaseHospitalOTthrough2012andtheyoungmanreceivedhiswheelchairmodificationsonourtriptoCairnsinMay2012.

TheRTSteamconsistsofaManager/SeatingTechnician,anUpholsterer,twoFitters,andanAdministrativeAssistant.Sixoutreachtrips,3toMackayand3toCairns,wereconductedaswellasothercommunitiesinbetween.Overthepast12months,thenumberofclientsRTShasprovidedaservicetohasincreased.Thisincludesatotalof157Assessments,196Modificationsand144Repairscompleted.

ALLIED HEALTH SERVICEFOR ADULTS

IAN WITH THERAPIST LAURA DOIG

The Allied Health Service for Children (AHSC),formerly the Autism Service, continues to growintheNorthQueenslandregion.Weproudlynowoffer occupational therapy and speech pathology tomorethan72childrenintheregion.

We are now panel providers for the AustralianGovernment’s Better Start Early InterventionInitiative, allowing us to provide services to awider range of children with special needs that may have not been able to access our serviceearlier. This includes children with a confirmeddiagnosisofCerebralpalsy,Deafblindness,Downsyndrome,FragileXsyndromeandchildrenwhomhaveahearingorvisualimpairment.

WecontinuetoofferOutreachServicestoChartersTowers and Ayr, and visit fortnightly. We areanticipating further growth in the far north and are hopingtoextendservicesoutasfarasIngham.

The AHSC aims to provide family centered andevidence based occupational therapy and speech pathology.OurAlliedHealthProfessionalscontinuetomaintainprofessionaldevelopmentportfolios;attendingrelevanttrainingwhenpossible,aswellasoffering theirexpertise for in-house training tothecommunity.

The team recently facilitated a social skills groupfor children who struggle with understanding the complexity of social interactions, includingfollowing the unspoken rules of conversation. The service will continue to offer more groupinterventionintheupcomingyear.

AHSC have been privileged to be the recipients of funding grants allowing the purchase much

needed assessments and resources. Thank youto Westpac and Townsville West Rotary Club foryoursupport!

The multisensory environment is almostcompleted,whichwillbe a fun filled alternativespace for individual sessions. Local companiesin the regionprovided “oddends” to enable usto create a tactilewall andflooring. Xstrata havekindlyprovidedsupporttopurchaselargeritems.Thank you, without your support these projectswould not have been possible.

A special thank you to Smedley Plumbing, whocreated a tactile panel for our newmultisensoryenvironment.

ALLIED HEALTH SERVICE FOR CHILDREN

This has been a busy period for the Allied Health Services for Adults Team atCootharinga.Alongwiththedaytodayrunningoftheservice,therehavebeensomestaffingchangeswhichhasintroducednewstrengthsandabilitiestotheteam.

Working collaboratively and holistically with family members, support staff andindividualswesupport,allowsustoprovidethebestopportunitytomeettheneedsand goals for each individual and reach their highest potential to participate in daily life.Oneoftheexcitingaspectsofworkingwithintheteam,isworkingcloselywiththe Rehabilitation Technology Service to ensure that each individual receives the appropriateequipmentandseeingfirsthand,thedifferencewecanmakeasateamtothelifeofsomeonewithadisability.

AswellasprovidingservicestoindividualsintheTownsvillearea,therapistscompletequarterlyoutreachandtrainingtripstoCairnsandMackay.

TherapistswithintheservicehaveworkedhardtobuildnetworkswithintheTownsville,CairnsandMackayareas through liaisingwithexternalserviceproviders,equipmentsuppliers and support groups to enhance opportunities for the individuals we support at Cootharinga.

The teamhasbeenbuilding up resources for the individualswe support and alsoattending external training to continue quality service delivery. The therapists alsoprovideregularinhousetrainingandprofessionaldevelopmenttonewandcontinuingstaffmembers,andhasnowextendedtotherapistsguestlecturingtoundergraduatestudentsatJamesCookUniversity.

(School Leavers) ProgramSTARSbeganwithfourparticipantsinFebruarythisyear.STARSoperatesfromtheActivity&RespiteCentrefromMondaytoWednesdayeachweek.Currentlythereare10participantswithamixtureofgroupandindividualprograms.Theactivitiesarecateredtoeachparticipantwiththefocusonthedevelopmentoflearningandlifestyleskills.

Activities that have been enjoyed this year include:

Woodwork-theyoungmen’sgrouphaveworkedonalargescaleproject(snakeenclosure)thatisnearlycompleteandsmallerindividualprojects.Cookinghasalsobeenapopularactivitywiththeparticipants increasing their cooking skills and culinary knowledge.

Electronics classes have seen the participants building robots to solar batteries. The group has learnt howelectronicobject’sworkbydismantlingoldpiecesofequipment.Thecomputer/gamingroomhasbeendevelopedwithfourcomputersnetworkedtogether;STARSparticipantsenjoyusingthecomputerstodeveloptheirskillsandplayingvariouscomputergames.

STARShasbeenfortunatetohavealocalindigenousArtistvolunteerhistimetoteachthegroupskillstocompleteIndigenousArtworksandknowledgeofIndigenousCulture

Photography&DigitalArthas recentlybeenofferedasaSTARSprogram.Thishas involvedtakingphotographsandthenmanipulatingthepicturesusingadigitalartprogram.

HealthandFitnessprogram-TheyoungmenhaverecentlyjoinedthePCYCandhavestartedtoattendthegymonaweeklybasisundertheguidanceandsupervisionoftwosupportworkers.

In addition participants who have received individual support have been assisted to develop their skillsinmoneyrecognition,domesticduties,useofpublictransportandoneyoungmanhasbeensupportedtoattendlocal,interregionalandStatewheelchairbasketballcompetitions.

ABORIGINAL & TORRESSTRAIT ISLANDER LIAISON OFFICER

OverthepastyearCootharingahasagainbeenfortunatetoreceivesupportfrommanyvolunteers,attheoffice,intheservices,atvariousfundraisingevents,asamemberontheBoardandofcourseaspartoftheteamattheBabindaBargainCentre.

Itisrecognisedthatvolunteeringstrengthensthecommunityprovidingmeaning,purpose and satisfaction in people’s lives. For the individuals, volunteeringbringshealthandwellbeingbenefitsincreasingaperson’slongevity.

ForthepastsixyearsJaneceRogershasbeenonesuchpersonbenefitingfromvolunteering.JaneceworkedwithCootharingaasasupportworkerfor14yearsbefore health issues forced her to retire. After a short break to get her health back,JanecereturnedandstartedvolunteeringwiththepeoplewesupportatGardenia Avenue.

Janecesaid“It reallybrightensmydaywhenIwalk intothehouseandWinnigivesmeabig smile”.Havingworked in the industry formanyyears, Janecesaidsheiswellawareofthelimitedsocialfriendshipspeoplewithdisabilitiesdevelop,andreallyenjoysbeingtheretointeractwiththepeoplewesupportshenowcallsherfriends.HouseManager,NickHenningsen,said“Janececanalwaysbecountedonforherbrightandhappypersonality”whilestaffmemberMarie Tamparong says thatWinni looks forward to Janece’s visitswhen theyspend time scrapbooking and talking.Marie saysWinni particularly enjoys itwhen Janece reads the Torres Strait Island Newspaper to her.

WithoutthesupportofJaneceandallourvolunteers,muchofthegoodworkCootharingadoescouldnotbeachieved, for theirhelpandsupportwearevery grateful.

TheroleoftheAboriginalandTorresStraitIslanderLiaisonOfficerwithCootharingaprovides support to staff and Individual Aboriginal and Torres Strait Islander Peopleswithadisability.Inordertoassistthepeoplewesupportreconnectandbuildrelationshipswithfamilies,cultureandcommunities,apathwayofhealing,persistence and adhering to cultural protocols is essential. This is an ongoing processthatneedstobeimplementedwithculturalsensitivityandpatience.

FeedbackfromtheAboriginalandTorresStrait IslanderfamiliesandcommunitygroupshasseensomechangesimplementedbyCootharingaandhowwedelivera culturally appropriate service.

ThroughthedevelopmentanddeliveryofCulturalAwarenessTrainingtoManagersandSupportWorkers,weaimtoimprovethequalityofserviceandrelationshipswith families,communitygroupsandespecially tobetter assistAboriginal andTorres Strait Islander peoples we support.

WearealsoworkingonCulturalCompetencyStandardstoaddresshowtouseappropriate tools and practices that show cultural sensitivity in the workplace and to identify the need for cultural training of staff.

The development and implementation of staff induction processes that takeinto consideration an applicant of Aboriginal and Torres Strait Islander descent and how they may feel more comfortable in an interview. Also after gainingemployment, how the individual canbebetter informed andprepared in theworkenvironmentwhilstmaintainingculturalsensitivity.

Through the liaison with Indigenous Traditional Owner groups and Elders,a working relationship has been formed to acknowledge and respect TraditionalOwnersgroupsandinvolvetheminCootharingaevents,especiallyofa cultural nature.

Anotherprojectweareworkingonisthe“SpiritTreeProfile”whichisaculturallysensitive IndividualPlan for theAboriginalandTorresStrait Islanderpeoplewesupport,todiscussandsharetheindividualsstory,familyhistoryandconnectionstotheenvironmentandidentity.

HUMAN RESOURCES / QUALITY AND PROPERTYSustainable WorkforceHR/RECRUITMENT/WHSThegrowthatCootharingahascontinuedduringthelasttwelvemonths.Thefiguresoutlinedbelowshowanincreaseofnearly15%instafffiguresduring2011andnearly60%inthelastfiveyears.ItisexpectedthatCootharinga’sstaffnumberswillreach250priortotheendof2012.Thechallengeoverthelasttwelvemonths,andforthefuture,isbeingabletosustainstafflevelsandcontinuallyadapttothegrowingneedsoftheorganisation.Recruitmentofstaff,especiallySupportWorkers,hasbeenhighlysuccessfulandunlikepreviousyears,competitiontoattractstaffhasnotbeenascompetitive.TheBoardcontinuestoemphasisetheneedtoattractandtrainhighlyskilledstaffandthishasproventobeamajorfocusfortheHRteam,inconjunctionwiththeCommunityLivingTrainingstaff.

Likemanyotherorganisations throughoutAustralia,andcertainlywithinour industry, retentionofstaff isalso an area Cootharinga has concentrated a large amount of effort. The introduction of staff benefits,including pay increases as part theQIRC decision in 2010, has contributed to Cootharinga’s retentionfiguresbeingreducedoverthelast12months.Cootharingapromotestheorganisationasafamilyfriendly environmentandallowsflexibilityinstaffrosterswhichinturnsupportsstaff’sexpectationsof“qualitytime”withtheirfamilies.

ThisyearhasalsoseentheintroductionofanEmployeeoftheMonthAward.Eachmonthisallocatedacategory(EmergingAchiever,TeamSpirit,InnovationandCreativityetc)andtheAwardwillculminatewiththeannouncementoftheEmployeeoftheYearAwardatthestaffconferenceinDecember2012.

WHS/RISKMANAGEMENTOn 1 January, 2012, the introduction of new Workplace Health and SafetyLegislation saw the harmonisation of State based legislation into a NationalWorkplaceHealthandSafetyAct,encompassinganewsetofRegulationsandongoingdevelopmentandimprovementofCodesofPractice.Whilegenerallythenewlegislationisbusinessasusual,ahigherresponsibilitywasputonDirectors,People inChargeof a BusinessorUndertaking, (PCBU),Managers andStaff toactandworkinasafemannerwithhigherpenaltiesfornoncompliance.ThereisalsoanexpectationthatDirectorsandPCBU’swillhaveadeepunderstandingofthesafetyconcerns,risks,businessandstrategiesofanorganisationinrelationto safety. To ensure compliance to the newly instated legislation, CNQ hasestablishedanddemonstratedavisiblecommitmenttosafetyandunderstandsthatsafetyencompasseswellbeingandhealthaswellasphysicalsafety intheworkplace.TocomplimentWHS,CootharingaareintheprocessofcompletingamorethoroughandcompliantRiskAssuranceContinuityFramework.Theaimof theFramework isagain toensureCootharinga’ssustainability into the future.ImmediateandlongtermrisksarebeingidentifiedwhichwillcomplimentthenewStrategicDirectionofCootharinga.

PROPERTYCootharinga were successful in obtaining an $840,450 grant through the SupportedAccommodation Innovation Fund (SAIF).The project was submitted as “My Homeis Smarter, Greener and Accessible”. Thehouses will be built in a relatively new suburb ofTownsville–NorthShore.TheBoardhasalso provided approval for another house to befundedbyCootharingaandbuiltincloseproximitytotheSAIFproject.Thefuture residents of the new houses are currently being supported by Cootharinga inprivate rentalpropertiesandthesenewhouseswillprovidethemandtheirfamilieswithsecureaccommodationsupportformanyyearsahead.

NEWRECRUITS2011

DuringthisyeartheTrainingdepartmenthassupportedlearninganddevelopmentasCootharingacontinuallystrivestobetheleadersofpersoncenteredpractice.Ourmainfocushasbeenonwhatisimportanttosomeonenowandinthefutureandaligningourtrainingwiththeirneeds.PersonCenteredPracticewasthefocusofourAnnualStaffConferenceinDecember2011,withapanelofguestspeakersincludingMatthewYau(JCUProfessor),RossWilliams,PamSpelling(Centacarecounselor) andDaleCordwell (IndustryAuditor) andcontinuedwith in-house training fromanexpert in this field.

Reflecting thecommitmentCootharingahas to thedevelopmentand retentionofhighly trainedstaff, during 2012 the training team delivered comprehensive Pre-requisite, Orientation andRefresher training to 163 employees. Cootharinga join in partnershipwith a Registered TrainingOrganisationBridgeworkstodeliveraccreditedtraininginCertificateIVinDisabilityto11supportstaffinTownsville.ThroughstudyingtheCertificate,staffwillbeabletodemonstrateandimprovetheirknowledgeandskillstoprovidequalityservicestopeoplewesupport.TheCertificateIVisasolidfoundationtofurtherstudyinthecommunityservicesfieldandCootharingacontinuestoencourage support workers to take advantage of the opportunities available.

Review of Operations and Results of OperationsTheCootharingaSocietyofNorthQueensland’soverallfinancial result for theyearended30June2012wasadeficitof$177,339.Thisrepresentsa$1,985,353reductioninprofitfromtheyearended30June2011and$78,476reductiontothe2011aftertaxloss,excludingoneoffcapitalfunding.Forthe regularoperations (operationsexcluding investment revaluationsandbequest income)of thecompanytheresultwasanoperatingdeficitof$224,766.

Themainfactorscontributingtothisresultwereasfollows:

Totaloperatingincomehasdecreasedby$429,026mainlyasaresultofthefollowing:

• Governmentfundingincomehasdecreasedby$480,552asaresultof:

• QueenslandGovernment,DepartmentofCommunities-DisabilityServices(DS)fundingincreasesof $1,473,648 relating to wages supplementation, funded services including SupportedAccommodation,IndividualSupportandCommunityAccess;

• DepartmentofFamilies,Housing,CommunityServicesandIndigenousAffairs(FaHCSIA)HelpingChildrenwithAutismfundingandBetterStartfundingincreased$109,630to$143,182,and

• The above increaseswere offset by the 2011 year including one off capital housing projectsfundingof$2,063,830.Therewasnocapitalfundingin2012.

• FundraisingincomeincludingBequestshasdecreasedby$9,611;

• Servicechargesincreasesof$49,351.

Noteholder priority litigation continues in the UK and US jurisdictions.

TheUKposition:TheEnglishSupremeCourtupheldnoteholderpriorityfollowinganappealbyLBSF inJuly2011confirmingnoteholderspriority.The rulingof theSupremeCourtcannotbeappealed further.

TheUSPosition:TheUSBankruptcyCourt ruledinJanuary2010that thenoteholderprovisionofthecertainCDOseriesinfringedcertainaspectsoftheUSBankruptcycodeandaccordinglyanydistributionofcollateralinaccordancewithnoteholderprioritywouldnotbepermissibleundertheBankruptcyCode.Thissituationremainscurrent.Thereiscurrentlyastayonadversaryproceedings,untilJanuary2013,tochallengetheUSruling.

In summary:At theopeningof the2011/2012period theKakaduandMerimbulaCDOsheldbyCootharingawerevaluedinouraccountsatthelastknownreliablevaluationatSeptember2008of40centsand29centsinthedollaroftheinitialinvestmentvalue.GiventhesuccessfuloutcomeoftheUKproceedingswecontinuetohaveahighlevelofconfidencethatwearelikelytoachieve thisfigureorhigherwhen theCDO investmentsareeventuallyunwound.WehavereceivedavaluationofKakaduandMerimbulaCDOsindicatingthattheunderlyinginvestmentsare valuedat 93 and98cents in thedollar respectively. It shouldbenoted theorganisationissuingthisvaluationalsomadeadisclaimerthatthevaluationsprovidedvariedfromamarketpricewhichhasdevelopedtosomeextent for theLBSFaffectedCDO’s,ofapproximately40and33cents in thedollar respectively. Therefore andadopting aconservative approachwerecommendtomembersthatwehaveretainedthelastknownreliablevaluationsofSeptember2008of40and29centsinthedollarrespectively.

TheCDOinvestmentsarecurrentlyincludedatavaluationof$854,500.

The valueofour investments is expected to improve asaresultofthesefindings;howevernoreliable informationisavailablenowastothepossiblevaluationoftheseinvestments.Thiswillonlybecomeavailableuponsettlementoftheclaims,orsale of the notes involved.

ThereisapossibilitythattheoutcomeofUSlegalproceedingsarenotsuccessfulandinaworstcase scenario the investments are found to be valueless, resulting in the carrying amount of$854,500tobewrittenoffinitsentirety.

Cootharinga’s marketing, fundraising and public relationsdivisionfocusesstronglyon3importantstrategies:

• buildingrelationshipswithorganisationsandpeople inthecommunity;

• promotingawarenessandpositivelyprofilingCootharinga’sbrand;and

• valuing and adopting new and improved approaches tothank,acknowledgeandappreciateeveryonewhosupportsus throughout the year.

With our fundraising events we have diverse target marketsfor the individual events we conduct annually. This has been purposelydrivenallowingusflexibility indifferenteconomicenvironments.

We run four major fundraising events, and two fundraisingprograms,annuallywiththreeobjectivesinmind:

• Toraisefundsandmaximiseourfundraisingefforts;

• To broaden and increase the depth of new and currentrelationships within our supporter base for future sustainability;

• To profile Cootharinga by promoting understanding,inclusion and acceptance of people with disabilities and to breakdownbarriersincommunityattitudes;

WALKWITHME,SEPTEMBER2011DISABILITYACTIONWEEK“WalkWithMe”isanannualeventthatfocusesonraisingfunds,awareness and celebrates the inclusion and acceptance of peoplewithdisabilities.Thiseventraisesmuchneededfundsfor early intervention services for children, respite and theimprovement of housing and recreational opportunities forover650peoplewesupportacrossNorthQueensland.

Theeventisnota“funrun”,noracompetitivefitnesseventbuta recreational walk where able bodied people walk along side peoplewithdisabilities,sendingaverypowerfulmessageofinclusion and acceptance.

TheuniqueaspectofWalkWithMe,isthatitexpandsintothreelocations,Cairns,TownsvilleandMackay.ItisthefirstfundraisingeventthatCootharingahasbeenabletomaximiseinthisway.InCairns thewalkwasheldalong theEsplanadeandflowedinto the Cairns Inclusive Community Festival. The Townsville“WalkWithMe”, along the Strand,was very successful in itssecondyearofoperationandagainflowedintotheInclusiveCommunity Festival. Mackay’s first ever Walk With Me raised$3,164andalongwithadonationofalmost$4Kwereabletohavetwoshadesailserectedatthebackofoneofthehomeswhere we support individuals with disabilities.

Intotalweraisedcloseto$30Kfromall3WalkWithMeevents!I’d like to say a huge congratulations and enormous thanksto the staff in all three locations that organised the events,particularlyinCairnsandMackaywhosteppeduptotheplate,toorganisetheseevents,withverylittlefundraisingexperienceandatthesametimevolunteeringextrahoursontopoftheirduties as support and respite staff to the people we support. All proceeds raised from this event was allocated acrossthe organisation back to the area where it was raised. It was extraordinarytohavesomanystafffromacrosstheorganisationworktogetherwiththepeoplewesupporttoraiseawareness,acceptance, and understanding of people with disabilities

while celebrating Disability Action Week 2011! This eventhasgreatpotentialforsustainabilityasit isacrossthe3majorregions that Cootharinga operates and has ability to expand significantly.

CHARITYRACEDAY;CHARITYGOLFDAY;ANDCHARITYCOCKTAILPARTYThese three events grow increasingly successful over the years and last financial year was no exception. It is at these eventswheremanycommunity relationships are formedanddeveloped. Our support base continues to grow as these events growmoresuccessful.Oneofthehighlightsfromtheseeventsin May 2012 was the wine tree fundraiser at our Charity Cocktail party.AllguestsareinvitedtodonateapremiumbottleofwinetothewinetreeanditisthenauctionedattheCocktailparty.88bottlesofwineweredonatedwithacollectiveestimatedvalueof$7,200.00.Weraised$7250.00fromtheauction.Manynewcontactsweregainedfromthewinedonationsandthedepthof our supporter relationships were strengthened through raffles,andauctionsatallofourevents.

CBA Golf DayAs our community relationships grow stronger, successfuldevelopments occur such as the CBA Golf Day. For thefirst time, the CBA organised an in-house golf day with theproceedsgoingtoCootharinga.Thiseventraised$7Kinitsfirstyear,withthepromiseoffutureGolfDaysinthecomingyears.We’dliketothanktheCBAfortheiramazingsupportandproactive fundraising efforts.

Fundraising ProgramsOne of themost exciting things about ourWorkplace givingand Bequest Programs is the opportunity to reconnect withpeoplefromourNorthQueenslandcommunity.Thousandsofconnectionshavebeenmadethroughbequestevents;phonecalls; donations; publications; visits to service clubs, seniorsgroups and corporate presentations. As an organisation we are passionateaboutwhatwedoandrecognisethattherearemanypeopleinthecommunitywhofeelthesameandwhowouldlovetohelpusinsomeway.Thispastyearwehavefocusedonreachingouttothesepeople,buildingstrongandvaluablerelationships with seniors groups and senior individuals in the community.Manyhavevisitedourservicesandmetthepeoplewesupport–anenjoyableexperienceforall,especiallywhen

there was coffee and cake involved! We greatly value theserelationships and the interaction they bring: many seniorshave volunteered to teach the people we support a new skill ormadeavisit tohaveafriendlychat,whichisso importantforpeoplewithlimitedaccesstothecommunity.Somehavemadedonationsandpledgedbequests,enablingustofurtherexpand our services and plan into the future.

Wehavealsodevelopedstrongrelationshipsinthecorporatesector, showcasing thepowerof regularworkplacegiving toemployees ofmany businesses in the community. To furtherthis message we have created a very strong and powerfulWorkplaceGivingCampaign featuringamumandoneof thechildren who utilise the services of our Allied Health Service for Children.

The Babinda Bargain CentreA very significant and exciting change this year for the Babinda Bargain Centre was the employment of a part time StoreManager, Kylie Luce. Kylie Lucewas brought in to assist ouramazing teamofelderlyvolunteerswith theoperationof theCentre,andinparticulartofurtherdevelopnewtechnologyandworkplacehealthandsafetycompliance.Kyliehasintroducednew policies and procedures with cash handling and security measures. Plus new strategies and approaches in regard tofurniture collection; rosters; recruitment, training, marketing,mediaandnewvolunteerprograms.Costefficiencieshavealsobeenimplementedandseveraluniqueideastofurtherincreasefundraising revenue. This year the Babinda Bargain Centre raised an amazing $115K. We sincerely thank all of our incredibleBabinda volunteers and wish Kylie good luck and great success in sustaining the Babinda Bargain Centre will into the future.

CEREBRALPALSYAUSTRALIALTDCootharinga isamemberof thisvibrantand influentialallianceof serviceproviders that supportpeople livingwithcerebralpalsy.Through theactiveworkof thisalliance,Cootharingaanditscolleaguememberscontributetosignificantpolicydiscussions,aswellasshapingandinfluencingtheresearchagendaaroundcerebral palsy.

AUSTRALASIANDISABILITYPROFESSIONALSLTDThroughtheCEOofCootharinga,wehavebeenanactiveandfoundingmemberof this importantnationalbody.ADPisworkingtowardsthedevelopmentofprofessionalstandardsinthedisabilitysupportsector.Aswellasdevelopingcodesofethicsandcodesofconduct,ADPisworkingondevelopingstandardsandaccreditationfordisabilitysupportstaff.Asasignificantproviderinaregionalcentre,Cootharingaisaddingavaluable,regionalperspectivetothesedevelopments.

THEUMBRELLANETWORK(TOWNSVILLE)Cootharingaisproudtoactivelysupportthissmallbuthighlyeffectivegroupofparentsofchildrendisability.Cootharingaoffersassistancewithmanagingfunding,reporting as well as payroll.
